Participatory processes are becoming widely established in areas such as policy and planning. They promise to achieve more inclusive, sustainable, and democratic outcomes. However, this is often only an ideal that is not achieved in reality due to dynamic power relations that shape planning practice in various forms. Moreover, planning contexts differ between countries, producing different power dynamics that affect participatory processes. Planners have an essential role in identifying and facilitating different power relations, so their role is often linked to guiding participatory planning processes towards more balanced outcomes. Yet, the issue of power is insufficiently addressed and analyzed in the planning literature of the Global North and the Global South. To contribute to the discussion on power in participatory planning in the Global South and beyond, this study investigated how planners understand and experience power in Latin America. Therefore, interviews with planners from Argentina, Bolivia, and Colombia were conducted. Their practice stories were analyzed by drawing on the framework of the three dimensions of power. After being introduced to the three dimensions of power, they could relate to the second and third dimensions of power to varying degrees through their practical experience. The planners' practice stories illustrate how power can be exercised differently in the three dimensions and in the interplay of these dimensions in participatory planning processes. The practice stories make less visible power exercises in the second and third dimensions in planning practice more visible. Thus, they provide practical examples for planners that can promote reflection and understanding of how power works in practice. Furthermore, the findings point to the importance of looking beyond the formal, invited spaces of participatory planning processes and considering exercises of power that take place outside of planning processes. Ecological challenges like climate change and biodiversity loss lead to a need for change, but the radical changes that are required seem not to come about. One hot issue debated is who has the power and responsibility to change. This discussion has many different dimensions (e.g., between countries, or technological fixes vs radical system change) but here I base my study on the discussion of agency or structure. To put it simply, do we need to focus on structural political changes or rather on the level of the individuals and their consumerist lifestyles. This thesis aims to contribute to this debate by providing a better understanding of the (im)possibilities of individual lifestyle changes in a society that is largely organized to accommodate consumerist lifestyles. It does so by focusing on the example of Voluntary Simplicity, a lifestyle movement that advocates for a post-consumerist lifestyle. With the help of practice theory, which is especially fit to analyze everyday practices and change, and a qualitative interview study with seven voluntary simplifiers living in Sweden, I answer the following research questions: What are the motivations and drivers for having a voluntary simplicity lifestyle?, what are the challenges and obstacles that voluntary simplifiers need to overcome?, and does life, in consequence, get more complicated by striving for a "simpler" life because it is against the grain of society? The analysis demonstrates a motivation among the simplifiers to live sustainably and to reduce material possessions, working hours and stress. Impediments include the struggle of wanting to be part of a community but at the same time being different from the mainstream society, inflexible work structures and time and labor-intensive activities such as self-sufficiency. The question if life got simpler could not satisfactorily be answered and is connected to considerations on what life is about. In the discussion, I argue to consider social norms and values because they seem to exacerbate change both for politics and individuals. Future avenues for study could be based on participatory observation, autoethnography or doing research in non-capitalist-consumerist societies. This study is relevant because it opened up and contributed to the debate about change by acknowledging the entanglement of social structures and individuals.

Heritage cereals, a group of cereals that have not been subjected to modern crop breeding, have been getting attention due to their generally high genetic diversity, traits like high drought and disease tolerance as well as high nutritional values. Knowledge about how consumers relate to heritage cereals in Sweden is limited, and therefore this thesis aims to, firstly, explore acceptance, awareness and preferences among a specific consumer group; students in the agriculture program at the Swedish University of Agricultural Sciences, and, secondly, quality perception in relation to heritage cereals among consumers, bakers and retailers, in a Swedish context. The thesis used a mixed-method approach, and is based on quantitative data from a survey to capture perspectives from the student consumer group and semi-structured interviews with bakers and retailers to gain additional perspectives about food quality. The findings from this study suggests that the awareness of heritage cereals is high among the specific consumer group. Bread and pasta make up the most preferred food products, and supermarkets were the most preferred shopping location. Gender had some influence on differences within the group, while high similarities were found between the different educational backgrounds. Results from the survey indicate that taste and Swedish food production are two very important food quality aspects for heritage cereals. Additionally, quality aspects like health, environmental impact, organic and local production were also found to be important to consumers, bakers and retailers. Consuming heritage cereals can also be seen as a tool to support sustainable food systems and different political discourses, avoiding risks associated with industrial farming and express belonging to certain cultural identities. Emergent farmers have rapidly increased in numbers on the sub-Saharan African continent during the last couple of decades. The main interest in this study lies in how emergent farmers have materialised as a class in a political economic context and historical process and what societal impact they have had. Emergent farmers as a class are understood as capable of reproducing their means of subsistence and creating surplus value without having to own their means of production. Mkanda Extension Planning Area (EPA) in Malawi has served as the empirical area for this matter. During the fieldwork, 31 persons were interviewed. The interviews gave insights into farmers' living conditions. An explorative survey was also conducted with 31 informants, of which 13 persons also participated in the interviews. The explorative survey provided an overview of farm characteristics in the area. In addition, two focus group discussions were held to gain perspective on shared experiences among farmer groups regarding the positioning of emergent farmers, how they and other types of farmers can be classified and how the relationship between farmers appear. The field work was combined with a desk study to investigate political, socioeconomic and environmental conditions through which emergent farmers have materialised. Emergent farmers in Mkanda EPA have materialised through inheritance and acquisition of property such as land; other natural resources; material assets and technology. They have grown through extension service and credit regimes; sales of cash crops and livestock; agribusinesses; incomes from employment and off-farm activities. They have advanced through family and class support; labour power control; strategic utilisation of volatile agricultural markets and income diversification. They have progressed through agricultural institutions, political favouritism and resource exchange with state representatives; traditional authorities; traders; investors; large-scale buyers and other farmer groups. Emergent farmers have contributed to and been shaped by the development of the capitalist mode of production during Malawi's postcolonial history. The farmer class has enabled increased capital investments and accumulation and contributed to new businesses; production methods; market directions and means of livelihood in rural areas. They have provided links between local production conditions; extraction of raw material; capital exchange; means of profit and growth opportunities. At the same time, emergent farmers have constituted a minority that has served certain class interests. While emergent farmers have influenced the socioeconomic and ecological dynamics in rural places such as Mkanda EPA, the class has maintained structures that have reproduced inequality among the population.

In the EU, some farmers depend farming for their livelihoods, while others use the land for other reasons, e.g., to embrace a new, more environmentally friendly lifestyle. But regardless of their approach to land use, farmers' choices are affected by the various actors of the sector and by society as farmers are an inseparable part of both. Such effects are in some cases perceptible and in some not so, but they are part of the mechanism that composes farmers' cognitive selves and that defines to an extent the orientation of their values. This exogenous and endogenous influence that is followed by the co-construction of one's cognitive self can be seen also in the values expressed by farmers on subjects other than the narrow choice of how and what to farm. Their own definition of what constitutes a good farmer and their view of themselves regarding nature and their relationship with it are a direct result of this. This paper examines and contrasts farmers' values elicited through qualitative interviews in Sweden and Greece. The values expressed were mapped and analysed to identify and discuss a range of related concepts such as ideas of the good farmers and what inhibits or motivates them, their unique relationship with nature that is reflected in their practice as 'businesspeople' or 'stewards'. The values revealed by the analysis, in combination with the different contexts in which the interviewees were situated, reflected their practice and allow insights into the sector and its people.

Antimicrobial resistance (AMR) is one of the biggest threats against public health in the world. Antimicrobial substances are used within all different sectors and contribute to development of AMR. Global action against irresponsible use of antibiotics and further development of AMR has been of great concern in the last years and risk factors are being pointed out. Low- and middle-income countries (LMICs) have a precarious role in the matter. Insufficient health care systems, poor law enforcement and, high accessibility of over-the-counter drugs (OTCs) are contributing to the unregulated use of antibiotics. Poorly developed surveillance programmes make it hard to correctly analyse the situation of both antimicrobial use (AMU) and AMR. Bangladesh, like its neighbouring countries, faces a lot of challenges regarding public health. One of the major concerns related to public health is access to safe food. Food products can be contaminated with toxins, chemical substances, and microbial organisms, including AMR-bacteria. Furthermore, national programmes for surveillance of AMU and AMR are inadequate. In this study, data from previously done field studies by Bangladesh Livestock Research Institute (BLRI), Bangladesh Food Safety Authority (BFSA), International Livestock Research Institute (ILRI), and International Food Policy Research Institute (IFPRI) and newly collected information from interviews were put together to analyse the AMR situation in Bangladesh. Sampling of food products (tomato, chicken, fish) from traditional markets and supermarkets was done at three locations representing rural, peri-urban, and urban areas from November 2018 to June 2019. Samples were tested for prevalence of Salmonella spp, Escherichia coli, Vibrio cholerae. Samples positive for bacteria were tested for antimicrobial susceptibility through disc diffusion test. As a supplement to the analysis of samples, questionnaires to the vendors of the food products were made to provide background information. During 2020, statistical analysis of previously collected data and interviews with stakeholders working with AMR was made. The interviews aimed to serve as baseline information about current conditions regarding AMU and AMR. 320 cultivations of 1589 (20.1%) were positive for bacterial prevalence. 319 of these were tested for antimicrobial susceptibility where 203 (63.6%) were found to be multidrug-resistant (MDR) (resistant to three or more antibiotic groups). Furthermore, interviews with stakeholders stated that surveillance of AMU and AMR in Bangladesh is inadequate, especially within the animal and agriculture sector, and that a one health approach on a government level is needed to improve the situation. To be able to fully analyse the AMR situation in Bangladesh, a nation-wide study would need to be conducted, within all sectors, including both AMU and AMR testing.

In a comparative perspective, Sweden is a society with high social trust, corruption, law and high political trust. Research shows that the presence of social trust in society is crucial for economic growth, corruption, law and functioning democratic institutions. A society with high levels of trust leads to positive effects of increased security, more economic equality, more tolerance, better health and increased ability to solve social problems of various kinds. Security challenges arising from hybrid threats and hybrid warfare, HT&HW, are today high on security agenda not only in Sweden but across the globe. Despite the attention and the growing body of studies on the subject, there is a lack of research bringing attention to how these challenges can be addressed. This article contributes to such an approach by sharing the findings of a project that brings together practitioners and scholarly perspectives on this subject spanning the threats themselves as well as the tools and means to counter them. The article outlines the Western response to hybrid threats and hybrid warfare. It is argued that there is no single response to HT&HW, nor to building resilience. HT&HW need to be addressed through a comprehensive, all-inclusive approach. Finally, the article outlines how we address these challenges in practice.

Biodrivmedel blev efter millennieskiftet en alltmer prioriterad energikälla för EU och ansågs kunna stävja både klimathot och energissäkerhetsproblem samtidigt som drivmedelsproduktionen skulle gynna sysselsättningen i jordbruket. EUkommissionen formulerade 2007 ett mål om att ersätta 10 % av transportenergin till biodrivmedel. Snabbt uppkom dock en strid mellan en grupp av aktörer (miljörörelse och livsmedelsindustri) som såg biodrivmedelssatsningen som ett hot mot både miljön och livsmedelssäkerheten medan en annan grupp bestående av företrädesvis biodrivmedelsintressenter såg det som viktigt att behålla och utveckla EU:s mål för att rädda både klimat och miljö. Motsättningarna som uppkommit väcker frågor kring vilka logiker som legat bakom detta. Avhandlingens syfte är att analysera EU:s biodrivmedelspolicy, vilka aktörer och nätverk som har format denna process, vilka problem och lösningar som dessa aktörer och nätverk argumenterat för i processen, samt hur de har agerat för att mobilisera stöd för sina ståndpunkter. Detta har kopplats till teorier om nätverksstyrning, förekomsten av utlösande händelser i policyprocessen, resursberoende i nätverksmodellen samt på vilket sätt managementteori utövat inflytande. Metoden har varit att utifrån dokumentstudier rekonstruera det historiska förloppet och de aktörer som medverkat i processen. Avhandlingens visar att en förhållandevis liten grupp aktörer har haft ett stort inflytande över policyprocessen från det att problemen som biodrivmedel var satta att lösa definierades i slutet av 80-talet till det att hållbarhetsstandarder utvecklades och implementerades. Dessa aktörer har funnits i policynätverkens kärna och har som ett av sina centrala mål velat utarbeta globala regelverk för råvaruhandeln. De miljöorganisationer som medverkat i processen har genom resursberoenden till stor del varit underordnade denna grupp. Processerna har innehållit ett stort inslag av strategisk planläggning men även utlösande händelser som klimat- och livsmedelskriser har varit viktiga för att motivera politiska beslut. ; Biofuels became a prioritized energy source for the EU in the new millennium. It was believed that biofuels would suppress both climate change and problems with energy security, and would simultaneously benefit agricultural employment. The EU Commission decided in 2007 that 10 % of the energy used in transportation would be replaced by biofuels. This was, however, soon criticized by a group of actors (environmental associations and the food industry) that saw the biofuels initiative as a threat to both the environment and food security. The biofuels proponents, on the other hand, argued that it was important to maintain and develop the EU's biofuels objectives to save both the climate and the environment. These contradictions raised my interest to understand and analyze the logics that lie behind these different perspectives on the same issue. The aim of this thesis is to analyze the EU's biofuels policy, which actors and networks shaped this process, which problems and solutions these actors and networks put forward in the process, and how they have acted to mobilize support for their positions. Theoretically, I have applied theories on policy networks, the occurrence of triggering events in the policy process, resource dependence between actors and networks, and how management theory can be used to understand how policy develops. The main results are that a relatively small group of actors has had a strong influence on the policy process. These actors have been at the core of the policy community. The environmental organizations involved in the process have been subordinate to this policy community through resource dependencies. One actor network was formed that wanted to increase the amount of biofuels, while another was formed to protect the forest and soil from heavy exploitation. It took over 20 years before these contradicting efforts collided. This thesis concludes that the process contained large elements of strategic planning and that triggering events such as climate and food crises have been important to justify political decisions.

It is rather often assumed that Swedish foreign policy debate is largely characterized by consensus and that foreign policy goals often are material (for example security or economic welfare). Despite this, it is possible to identify disagreement among political parties about ideological goals – i.e. the promotion of values – in Swedish foreign policy debates. This raises questions about the nature and importance of these ideological goals in such debates. To study this closer I investigate foreign policy debates about the military conflicts in Vietnam and Iraq. The purpose of the dissertation is to describe and explain the content and relative importance of the ideological goals expressed by Swedish parliamentary parties in both party and public arenas. Four parties are included in the study: the Left, the Social Democrats, the Liberals and the Conservatives. The theoretical framework is made up of two main parts. First, I develop a classification scheme to identify and sort the goals found in the empirical material. This scheme includes four goal types: ideological, security, economic, and other. Second, insights from literatures on foreign policy and the behaviour of political parties are used to analyze the content and importance of ideological goals. The research design used in the dissertation is comparative case studies. The empirical material is composed of documents from the internal party arena (meeting minutes, congress material, etc), the parliamentary arena (debate material) and the official arena (press material). The material has been analyzed mainly qualitatively with the help of ideational and argument analysis. In order to estimate the relative importance of ideological goals quantitative content analysis has also been used. As regards the content of ideological goals during debates about Vietnam, the empirical results show all parties discussed the promotion of humanity, democracy and states' rights to national independence. In the Iraq conflict, all parties expressed goals about humanity, human rights, internal security/safety, democracy and states' rights to national independence. Beyond these goals, individual or a few parties also expressed other ideological goals. However, a central result is that the parties have linked the ideological goals – which they often agree about – to different ways of reasoning. The empirical analysis also revealed that ideological goals have generally been more important than other types of goals (with the exception of the Conservative Party in the debate about Vietnam). Regarding developments over time, the importance of ideological goals was unchanged for the Social Democrats and the Liberal Party. For the Left there was a slight decrease, and for the Conservatives a significant increase. The overall conclusion about what explains the content and importance of ideological goals in the foreign policy debates studied here is that explanations at the systemic level are inadequate. Variables like the international political structure (polarity) and institutional mechanisms in the EU and the EU's Common Foreign and Security Policy had little explanatory power. Instead, explanations like type of foreign policy issue, party ideology and party strategy were more useful. Differences in parties' fundamental ideological views were also discussed as an important source of difference as regards the positions and arguments that expressed ideological goals.

Corporate Social Responsibility (CSR) is a widely debated concept among academics, practitioners and non-practitioners. By definition, CSR concerns the economic, legal, political, environmental and social responsibilities of a business to its stakeholders and society at large. The conventional view of the role of business in society is to act as a market place and make a profit, in a space where demand meets supply. However, extending the role of CSR to include ethical responsibilities often raises questions of why and how? In this thesis, a qualitative research design was used to examine how businesses, more specifically Swedish food retailers, approach their extended responsibilities in society. The analysis focused in particular on collaborations between retail food businesses and other actors. Food retailers hold a key position in forming a link between producers and consumers in the value chain. They are socially and economically tied to a number of problems facing consumers on local level and in the wider global community, such as climate change, food security and public health. Such problems are often complex and based on value conflicts among various stakeholders, and therefore cannot be resolved in isolation. In conditions of social connectedness, responsibility lies with all actors, with businesses considered to have a privileged position in terms of their negotiating power and ability for collective action. The food retail sector is therefore an interesting empirical setting for studying CSR. In four empirical studies, different CSR activities in Swedish food retailers' approaches to taking responsibility for social, environmental or political issues linked directly or indirectly linked to their operations were scrutinised. These activities included different forms of stakeholder engagement, such as partnership, dialogue or multi-stakeholder initiatives. The results indicated that through CSR, food retailers in collaboration with other actors can co-create value and proactively engage in driving (social) change. Responsibility can thus be viewed as the shared objective of collaborations between businesses, organisations and society at large, rather than being attributable to a single actor.
