Les protestes socials esdevingudes en nombrosos països durant els últims tres anys –des de Tunísia i l'anomenada "Primavera àrab" fins a les recents mobilitzacions a Turquia o Brasil– han fet aflorar un debat sobre la possible dimensió global i transestatal de totes elles. El present article pretén realitzar una aproximació descriptiva i analítica a aquest intens cicle de protestes, reflexionant sobre les diferències i similituds existents entre elles, el paper que Internet i les xarxes socials han tingut en el curs de les diferents mobilitzacions o, entre altres aspectes, el repertori d'accions que han emprat. Més enllà d'aquests trets compartits o no, l'article mira d'emfasitzar la importància d'entendre aquest cicle de mobilitzacions com un procés de repolitització social que combina les contradiccions i conflictes locals de cada context en particular amb l'aparent existència d'una demanda global per major democratització política, regeneració institucional, justícia social i reapropiació d'allò comú. ; The social protests that have take place in many countries over the past three years - from Tunisia and the so-called Arab Spring to the recent protests in Turkey and Brazil - have given rise to a debate about the possible global and transnational dimension they may have. This paper sets out to develop a descriptive and analytical approach to this intense cycle of protests, reflecting on the differences and similarities between all of them, the role that the Internet and social networks have had in the course of the different demonstrations and, among other things, the repertoire of actions that have been used. Beyond these shared traits, the paper seeks to emphasize the importance of understanding this cycle of mobilization as a social re-politicization process that combines local contradictions and conflicts of each particular context with the apparent existence of a global demand for greater political democratization, institutional regeneration, social justice and reappropriation of the common. ; Las protestas sociales acaecidas en numerosos países durante los últimos tres años –desde Túnez y la llamada "Primavera árabe" hasta las recientes movilizaciones en Turquía o Brasil– han hecho aflorar un debate sobre la posible dimensión global y transestatal de todas ellas. Dans sa préface de 1887 à La question du logement, Engels (1976[1887]) rappelle qu'une des conséquences de la transformation du capitalisme constitue la pénurie de logement. La construction des usines amène la destruction des habitations existantes tout en attirant de nombreux paysans à la recherche de travail dans ces mêmes usines. Ce faisant, il évoque plusieurs exemples, tant en Angleterre, qu'en Allemagne ou en Espagne, démontrant que la crise du logement, intimement liée au capitalisme, se caractérise par une « aggravation particulière des mauvaises conditions d'habitation », « une énorme augmentation des loyers », « un entassement encore accru de locataires dans chaque maison et pour quelques-uns l'impossibilité de trouver même à se loger » (p. 26). Pour répondre à cette crise, tout ce que la bourgeoisie propose c'est l'accession à la propriété incompatible avec la nécessaire liberté de mouvement des ouvriers pour le fonctionnement du capitalisme. Pour ce dernier toutefois, la question du logement ne représentait qu'un problème découlant de celui-ci et non pas un problème en soit. Comme si l'analyse des rapports locatifs ne nous apprenait peu de choses de plus que celle des rapports de classe, la question du logement se résout par l'analyse de ceux -ci et du capitalisme. Or, et il le mentionne lui-même dans sa réponse à Proudhon, la question du logement n'est pas que l'apanage de la classe ouvrière mais elle affecte également la petite bourgeoisie. Le logement est effectivement inséparable des processus du capitalisme, mais ceux-ci prennent des formes particulières, dont l'expérience révèle des rapports sociaux inégalitaires qui permettent à l'inverse de comprendre le capitalisme et que les liens entre inégalités et logement peuvent nous éclairer sur les structures sociales contemporaines (Goyer, 2017). Comme l'affirme Keenan (2004) : « les structures sociales ne sont pas entités indépendantes et séparées qui imposent leur pouvoir sur les individus, elles continuent, plutôt, à limiter ou à supporter l'action humaine parce qu'elles sont inscrites dans leurs formes interactionnelles qui, elles, construisent les structures » (p. 541, notre traduction).Même si, au départ, le logement est un concept simple – un bâtiment permettant à un ou plusieurs individus de se loger (Havel, 1985) – il représente un bien complexe, à multiples dimensions, qui comprend une pluralité de moyens et de finalités (Pezeu-Massabuau, 1983). C'est la base sur laquelle s'ancrent les membres d'une collectivité à un territoire et à une communauté mais ce qui permet de se protéger de la communauté et de l'environnement. Pourtant, plusieurs processus fragilisent ce rapport, en particulier pour les locataires. Entre autres, les problèmes de plus en plus prégnants de salubrité des logements contribuant à l'exclusion sociale des locataires qui y font face ainsi que l'augmentation des déplacements forcés (éviction ou reprise de logement) de locataires pour permettre à des promoteurs de transformer le cadre bâti pour en tirer davantage de profits, constituent des phénomènes de menace du droit au logement. Dans les deux cas, les locataires font face à des processus de dépossession de leurs espaces du logement et du quartier et posent de sérieux défis pour l'organisation et le développement du territoire. Les inégalités qui sont imbriquées comportent ainsi de multiples dimensions pouvant interagir entre elles, qu'elles soient politiques, spatiales, économiques, voire même environnementales. Par conséquent, l'étude des inégalités de logement constitue un point d'entrée sociologique pertinent pour comprendre ce qui caractérise les expériences sociales contemporaines, notamment urbaines. . ; Constituye un gran error olvidar que los profesionales del derecho no pueden ser simples aplicadores de códigos normativos, sino que a partir de una serie de declaraciones de principios deben ser intérpretes de la ley, siempre en clave constirucionalista. Nadie es aséptica por naluraleza ante un conflicto social. No interesa que el poder judicial sea débil, vulnerable e ineficaz, para así criticarlo cada vez que se discrepe de sus decisiones. Al poder político le gustan mucho más los juristas que se limitan a aplicar de forma literal y neutra la ley. El objetivo primordial del derecho es decidir lo que es justo. La administración de justicia tiene que ser honesta, servida por personas con una sólida formación jurídica; pero, al mismo tiempo, dotadas también de una inseparable formación complementaria en campos tan próximos al derecho como son la ética, la criminología, la educación psicosocial. El lenguaje jurídico debe ser también vehículo de comprensión de la ley. ; We make a great mistake when we forget that law professionals cannot be merely appliers of legal codes, but that they must interpret the law, always from the constitucionalist standpoint. Nobody is aseptic by nature in the face of a social conflict. Legal powers cannot be weak, vulnerable and inefficatious, and we must be able to criticise them when we do not agree with their decisions. Political power prefers jurists who merely apply the law literally and neutrally. The main objective of the law is to decibe what is fair. The administration of justice must be honest, served by people with solid legal training. Hoewer, they must also be endowed with an inseparable complementary training in areas close to law such as ethics, criminology.

The article highlights the opportunities and social factors created in this society for well-being. The action strategy is based on the fact that it is a practical expression of the well- being of society and positive changes in people's lives. At the same time, issues of strengthening the spiritual and mental immunity of a person based on the correct formation of the concept of happiness are highlighted. In the formation of immunity, along with the concept of happiness, the concept of national ideas, the path of democratic development, civil society and spirituality are revealed. At the same time, destructive ideas are compared with national ideology with a special emphasis on the role of spirituality in the formation of ideological immunity.

A partir de 2011 se ha reforzado el gobierno económico de la UE a través de seis instrumentos legislativos, el llamado Six Pack, que supone fundamentalmente una reforma de la supervisión de la política presupuestaria de los Estados miembros. Más recientemente el Tratado de estabilidad, coordinación y gobernanza de UE de marzo de 2012 (TECGUE) establece un conjunto de normas destinadas a promover la disciplina presupuestaria a través de un pacto presupuestario a reforzar la coordinación de sus políticas económicas y a mejorar la gobernanza de la zona del euro. En el presente trabajo se analiza si este modelo basado en una estricta disciplina presupuestaria es compatible con los postulados del Estado social, y más concretamente con los principios de justicia del gasto público. En efecto, a partir de la reforma del art. 135 de la Constitución Española, el principio de estabilidad presupuestaria debe ser interpretado coordinadamente con otros principios constitucionales que en el momento presente están plenamente vigentes y pueden adquirir una nueva función: la de actuar como límite y medida del objetivo de estabilidad presupuestaria. Del mismo modo se analizan los principios de coordinación entre las políticas presupuestarias y de endeudamiento de los Estados miembros en un Estado con una pluralidad de Haciendas, como es el caso español. ; From 2011 onwards, the Economic Governance of the EU on the Member States has been strengthened through six main instruments of legislation, the so-called Six Pack, which is primarily a supervision reform of the Member States budgetary policy. More recently Treaty on Stability, Coordination and Governance of EU from March 2012 (TECGUE) establishes a set of rules aimed to promote the budgetary discipline through a fiscal pact, to strengthen the coordination of their economic policies and to improve governance within the euro area. In this paper we analyze whether this model based on a strict budgetary discipline is well-matched with the tenets of the welfare state, and more specifically with the public spending principles of justice. Indeed, since the reform of art. 135 of the Spanish Constitution, the principle of budgetary stability should be interpreted in coordination with other constitutional principles which at present are in full force and can acquire a new role: to operate as a boundary and a extent of the budgetary stability objective. Similarly, principles of coordination between the General Government Debt and Budgetary Policies of the Member States within a state with a plurality of Public Finances, such as the Spanish case, have been also analyzed.
