Bu çalışmanın amacı, Türkiye'de yurttaşlık haklarının olgunlaşmasının, özellikle yazılı basındaki gelişmelere koşut bir paralellik gösterdiğinin irdelenmesidir. Betimleyici bir yaklaşımın sergilendiği çalışmanın başlangıç noktasını, Osmanlı'nın son dönemindeki Batılılaşma hareketleri ve basının üstlendiği misyon oluşturmuştur. Bu dönemde, yüzü Batı'ya dönük gazetecilerin yenileşme ve hak arayışları ön plana çıkarken; karşılaştıkları önemli engellemeler, sağlanan kazanımların sınırlılığına neden olmuştur. Bağımsızlık savaşı sonrasında kurulan Türkiye Cumhuriyeti döneminde ise, Batı'lı anlamda bir toplum projesi oluşturulmuştur. Bir yandan temel hak ve özgürlükler anayasal güvence altına alınırken; diğer yandan modern bir yurttaş profili gerçekleştirilmiştir. Bununla birlikte, dönemin gerek iç gerekse dış politikasındaki konjonktürel gelişmeler demokrasi fikrinin yaşama geçirilmesinde gecikmelere yol açmıştır. Özellikle bu dönemde, basından beklenilen işlev, kurulan yeni düzeni ve devrimleri desteklemesi ve bu konuda halkı bilinçlendirmesi olmuştur. Kuşkusuz bu dönemde, Cumhuriyet idealine muhalif olan basın üzerinde önemli kısıtlamalara gidilmiştir. Sonuç olarak çok partili siyasal hayata geçiş öncesindeki dönemin ele alındığı bu çalışmada, basının kimi zaman karşılaştığı sınırlamalara rağmen, yurttaşlık haklarının gelişiminde önemli ancak yeterli olmayan bir rol oynadığı vurgulanmıştır. ; Press is to be taken part in the gravity's center of the triangle of state-civil society- democracy that has been contributed directly to the development of citizenship rights in Turkey like western countries. The aim of this study, it is mentioned that the development of citizenship rights shows a conditioned parallellism towards the development of the written press. In the last period of the Ottoman's westernization movements and mission of the press have constituted the begin-ning point of this study that has been exhibited a descriptive approach. At this term, when jour-nalists whose faces became towards West, surpassed their modernization and right seeking, the limitations of the acquired rights were caused by the importance prohibitions. After Independence War and the Republician of Turkey was established, a social project was formed in Western context. Fundemental right and freedoms were taken by constitutional guaranty. And also, the profile of modern compatriot was constituted. However, the concept of democracy was constituted to be delayed by the conjuncturel developments about both internal and external pol-itics. Especially at this period, it was expected that the function of the press supported the estab-lishing, new deal and revolutions and also, educated to public about this subject. Definitely at this term, importance prohibitions on the press which was related to opposition of the ideal of republician, were constituted by the government. As a result of this study which was related to the term about before the plural political life, although the press was confronted with limitations from time to time, it played a significant role about the development of citizenship rights. But, this role did not become efficent for citizenship rights and democracy.

ÖZETBu çalışma, 1980 sonrası Mısır'ında sivil toplum kavramının yeşerdiği ortamın temel dinamiklerinin neler olduğunu, bireysel özgürlüklere dayanan sivil toplum anlayışının demokratikleşmeyi nasıl etkilediğini araştırma amacıyla seçilmiştir. Bu inceleme, sivil toplum kavramının tarihsel ve terminolojik gelişiminden yola çıkarak, Ortadoğu toplumlarının sivil toplumu ve kurumlarını oluşturmadaki kriterlerini tartışmayı amaçlar. Genelde Ortadoğu, özelde ise Mısır toplumu ve kültürü tartışmanın eksenine oturtularak, bu kültürün meydana gelen gelişmeler karşısındaki temel özellikleri gözler önüne serilmeye çalışılmıştır. Sivil toplum anlayışı salt bireyin öyküsünden filizlenen bir kavramdır. Mısır olgusu mercek altına alındığı zaman ise, burada sivil toplum anlayışının fertlerin tek tek kendilerini mensup hissettikleri yapılardan kaynaklandığı görülür. Mensubiyetlerden de birey değil, grup, aşiret, cemaat, kitle ve taraftar olguları vurgulanır. Bu itibarla kendini bir yere ve/veya yerlere ait kabul etme üzerine kurulu sivil toplum kavramının ortaya çıkmasındaki güçlükler son derece açıktır. Bu ülkede sivil toplum daha çok gruplar, kitleler ve cemaatler tarafından savunulmuştur. Bu sebeple de ortaya çıkma aşamasında bazı güçlüklerle karşılaşılmıştır. Özellikle de Mısır'daki İslami cemaatler ve gruplar bunun öncülüğünü yapmıştır.Seksenli yıllarda Doğu Avrupa'da gerçekleşen değişimler, Ortadoğu'nun otoriter devletlerinde demokratik bir değişime yönelik umutları canlandırdı. Ancak liberalleşme bölgenin birkaç devletinde, o da basın sansürünün gevşetilmesi, yarım yamalak serbest seçimler yapılmasının ötesine geçemedi. Bununla birlikte sivil toplum örgütleri iyiden iyiye kıpırdanmaya başladı.Bu araştırmada, Mısır devletinin sosyo - kültürel yapısı ve geçirdiği siyasi süreçler incelendi. Sivil toplum örgütlenmesinin tezahür biçimleri analiz edilerek sivil toplumun demokratikleşme sürecindeki rolünün ne olduğu ortaya çıkarılmaya çalışıldı. Aynı zamanda bir sivil toplumun ortaya çıkışını hangi faktörlerin engellediği araştırıldı. "İslamcılık" ve "Kökten Dincilik" in sivil toplumun gelişimine etkisi anlatılmaya çalışıldı ve bu eksende İslami cemaatler yoğun olarak ele alındı.İki bölümden meydana gelen bu incelemenin birinci bölümünde, ana konuya destek niteliğindeki diğer alt konular da yer almaktadır. Burada sivil toplumun terminolojik ve tarihsel geçmişinden bahsedilmekte, sivil toplumun dünyada, Avrupa'da, Ortadoğu ve Türkiye'deki gelişimlerine kısaca değinildikten sonra araştırmanın temel konusunu teşkil eden, Mısır'da Sivil Toplum bölümüne geçilmiştir.İkinci bölümde ise Mısır toplumunun tarihsel ve sosyo - kültürel açıdan tanıtılması amacıyla, Mısır tarihine yer verilmiş ve bu bölümde kısaca bugünkü Mısır'ın tarihine değinilmiştir. Daha sonra araştırmamızın temelini teşkil eden Mısır'da sivil toplum konusuna girilmiştir. Mısır'daki sivil toplum gelişmelerini daha iyi anlayabilmek için öncelikle Arap Körfezindeki ya da Ortadoğu'daki sivil toplumu irdelemeye çalıştık. Buradaki ekonomik, politik ve sosyal organizasyonların hangi boyutlarda gerçekleştiğine değindikten sonra, Ortadoğu'da sivil toplum tartışmaları adı altında Laik Tartışma, Liberal Sivil Toplum Modeli Tartışmaları, Arap Sol Milliyetçilerinin Sivil Toplum Tartışmaları, İslamcılar ve Sivil Toplum konuları ele alınmıştır. Mısır'da Sivil Toplum, Devlet ve Ekonomi başlığıyla sivil toplum örgütlerinin devlet yönetimi ile ilişkisi, Sivil Toplum - Ordu İkilemi başlığıyla da asker sivil ilişkilerinin hangi boyutlarda olduğu, sivil gücün artırılması için neler yapılabileceği araştırılmaya çalışıldı. Üçüncü bölümün sonunda ise Mısır'da Demokrasi, Sivil Toplum ve İslam başlığı adı altında ise, Mısır'daki demokrasi anlayışı ve liberal demokratikleşme, sivil toplum ve İslam, İslami cemaatler ve bunlar içinde özellikle Müslüman Kardeşler örgütü incelenmeye, araştırılmaya çalışılmıştır.ABSTRACTTHE SOCİAL CHANGİNG AND CİVİL SOCİETY İN EGYPT AFTER 1980This study has been chosen in order to understand the basic dynamics of the environment in which the concept of civil society emerged, and to examine how the mentality of civil society, which is based on individual freedom, influenced the process of the democratization of the Egyptian people after the year of 1980. Depending on the historical and terminological evolution of the concept of civil society, this study is aimed to discuss the criterions of the Middle Eastern societies in their establishment of civil societies and their institutions. The discussion is concentrated on the societies and cultures of Middle East in general, and of Egypt in particular. This investigation is directed to evaluate how these societies and cultures reacted to new social and cultural developments that are originated in other parts of the world.The concept of civil society stems from the idea of individualism. As far as the case of Egypt is concerned, it is understood that the idea of civil society relies on the social structures that individuals feel themselves as members of these groups. The nature of membership is not based on individuals but on various tribal, religious, and political groups. Thus it is quite understandable that the emergence of the concept of civil society is fraught with many difficulties, for in its real sense the idea of civil society relies on individuals themselves rather than various oriented groups. In this country, the idea of civil society is defended by certain social and religious groups. For this reason, in its emergence and development, the concept faced with many difficulties. Especially Muslim religious groups in Egypt represented themselves as pioneer activists in favoring civil society.In the eighties, social and political changes emerged in the Eastern European countries inspired Middle Eastern society in order to make similar social and political changes in their autocratic governments in the direction of democratic developments. The strives of democratization, however, were limited to some improvements in the field of press to a certain extend, and some premature free political elections in a couple of Middle Eastern countries. Nevertheless, the civil society supporters of these communities began to play more significant roles in their countries.In this study, the socio-cultural structure and its historical developments in Egyptian state is examined. The organizations of civil society and their social consequences are analyzed, and the role of civil society in the course of democratization is investigated. At the same time, the factors that hindered the emergence of civil society are evaluated. The influence of the concepts "Islamism" and "fundamentalism" on the development of civil society is questioned and in this case Egyptian Muslim religious groups are investigated.The study consists of two main chapters. The first chapter includes subdivided complimentary arguments that support the main topic. In this part, terminological and historical background of the idea of civil society is mentioned. Then various civil society cases in the Europe, Middle East, Turkey and other countries are briefly introduced, and Egyptian civil society case, which is primary subject of this study is elaborated.In the second chapter, in order to understand the historical and socio-cultural background of the Egyptian society a general Egyptian history is summarized, and modern history of Egypt is briefly presented.Again in the second chapter, the primary topic of this study, Egyptian civil society experience is investigated. In order to present a more comprehensive analysis of civil society developments, other cases from other Arab and Middle Eastern countries are examined. Economic, political, and social organizations are explored. Next, in the Middle Eastern societies, the discussions on the concept of civil society are analyzed surrounding Secular Discussions, the discussions on Liberal Civil Society Model, civil society discussions of Arab Left Nationalists, and Islamists. Under the title of Civil Society; State and Economy in Egypt, the economic relationship between the civil society organizations and government is examined. Under the title of Civil Society Military Dilemma, the relationship between civil citizens and military is questioned and some suggestions to improve the influence of civil power are analyzed.At the end of the third chapter, under the title of Democracy, Civil Society, and Islam in Egypt, the Egyptian way of understanding democracy, liberal democratization, civil society and Islam, Muslim religious groups, and among them Muslim Brothers organization are examined.

Схарактеризовано складові кодексу виховних цінностей, розробленого в рамках проекту Ради культурного співробітництва ЄС "Виховання у дусі демократичного громадянства" та схваленого РЄ як керівництво до дії в умовах мультикультурного суспільства. ; The article analyzes the peculiarities of the system of civic education in the modern world as a complex hierarchical system, the stages of which are: national, regional, global. It is revealed that the main tasks of civic education are the formation of a citizen of the nation-state, a certain regional community (citizen of Europe) and a citizen of the world. The components of the Code of Moral Values developed within the framework of the project of the Council of Cultural Cooperation of the EU "Education in the spirit of democratic citizenship" and approved by the EC as a guide to action in a multicultural society are characterized.

ÖZET1950'li yıllar, Türk toplum yapısında önemli değişiklikleri meydana getiren hareketli yıllardı. Yüzyıllar boyunca tarıma, toprağa, bağlı bir hayat sürdüren Anadolu köylüsü bu yıllarda kırdan kente yoğun bir şekilde göç etmeye başladı. Türk toplumu aradan yaklaşık on yıl geçtikten sonra sınır ötesi göçle tanıştı. 12 kişilik teknisyen grubuyla F. Almanya'ya başlayan göç B. Avrupa ülkelerinin işgücü çağrısı sonucu farklı bir boyut kazanmaya başladı.30 Ekim 1961 tarihinde F. Almanya ile yapılan "İşçi Mübadelesi Anlaşması"nı, 1964 Avusturya, Hollanda ve Belçika ile 1965'te Fransa ve 1967'de İsveç ile yapılan sözleşmeler izledi. Böylece İkinci Dünya Savaşı'ndan büyük zararla çıkan Avrupa Devletleri'nin bozulan sosyal ve iktisadi düzenlerini yeniden düzeltmek için ihtiyaç duyulan işgücü açığına karşı bulunan çözüm, hukuki bir dayanağa kavuşturulmuş oldu. Ancak ikili anlaşmaların temelinde bu sınır ötesi göçün geçici olduğu kanaati hakimdi. Farklı toplumların bir arada yaşaması sonucu gerek göçmenlerin bulundukları ülkelerden gerekse kendi ülkelerinin düzenlemelerinden kaynaklanan bazı problemler ortaya çıkmaktadır. Bu problemler; çifte vatandaşlıktan bedelli askerliğe, oy kullanmadan çocukların eğitimine, yabancı düşmanlığından ailevi sorunlara, dil sorunundan kültürel kimlik sorununa kadar büyük bir yelpazeyi kapsamaktadır. Ortaya çıkan bu problemlerin çözümü kuşkusuz işgücüne ihtiyacı olan ve işgücü veren ülkelerin ortak bir takım düzenlemeleri sonucu çözülecektir. ABSTARCTThe 1950's were dynamic years that brought significant changes in the structure of Turkish society due to internal and external migration. Turkish villagers whose lives for centuries depended on farming and agriculture began to migrate from rural to urban areas in massive numbers. Then, after nearly a decade or so, the Turkish society met with a new migration phenomenon, that was migration outside of national boundaries.This new migration pattern, starting first with moves to the Federal Republic of Germany, acquired a new dimension after calls for labor force coming from the Western European countries.The Labor Exchange Treaty signed between Turkey and the Federal Republic ofGermany, dating back to 31 October 1963, was followed by other agreements made with Austria (1964), Holland and Belgium (1965), and France and Sweden (1967). In this way, the solution developed for the problems regarding labor deficit that was challenging most European states' damaged social and economic order after the 2nd World War, attained a legal foundation. However, beneath these bilateral agreements the supposition that the external migration was a temporary fact was dominant.The labor migration from Turkey to the developed countries of the Western Europe lasted until it was officially abandoned when the world oil crisis emerged in 1973. By that time, approximately 1 million Turkish workers had settled in Western Europe. And after thirty years or so, of the labor moves to Europe, this number exceeded 3 millions.The coexistence of different communities and togetherness of emigrant populations brings about certain problems stemming from both the regulations of mother countries and of emigrated ones. These problems range from double citizenship to voting rights of minorities, growing enmity against foreigners, social accommodation problems in emigrant peoples, linguistic issues, and to cultural identity concerns. Resolution of all these problems becomes possible only through developing common regulations mutually agreed and shared by both those countries in need of foreign labor force and those providing this need.

ÖZETTemsili demokrasiler arz, talep, ve kurumsal yapısındaki aksaklıklar nedeniyle etkin ekonomik sonuçlar üretmede başarısızlıklara uğrar. Bu başarısızlıklar, siyasal karar alma mekanizması devlet tarafından kontrol edildiği için birer devlet başarısızlığıdır.Günümüz toplumlarının çoğunda toplam ekonomik kaynakların önemli bir kısmı kamu kesimi tarafından kullanılmakta ve kontrol edilmektedir. Bu kullanım kamu kesimine zorunlu olarak aktarılan kaynaklar için son derece önemli bir sorun olarak karar alma sorununu ortaya çıkarmaktadır. Siyasal karar alma mekanizmasında alınan kararlar bireysel ve toplumsal refahı doğrudan etkilediği için, kararların etkin (efficient) ve uyumlu (consistent) olması gerekmektedir. Bu bir taraftan Marjinal Sosyal Maliyet ile Marjinal Sosyal Fayda'nın eşitliği; diğer taraftan da toplumun üretebilecekleri ile üretmek istediklerinin örtüşmesi demektir. Ancak temsili demokrasiler, başlıca seçmen, çıkar grupları, politikacı, bürokrat davranışları ve kurumsal yapı aksaklıkları nedeniyle bu örtüşmenin gerçeklenmesini engeller. Bu durumu destekleyen önemli yapılar ise, devletin özel malların üretimine doğru genişlemesi, kollektif faaliyet problemi, işlem maliyetleri, ve bilgi eksikliğidir.Temsili demokratik mekanizmalarda alınan ekonomik kararların etkinliği, başlıca, ekonomik faaliyetlere ilişkin fayda ve maliyet algılamaları ve özel mal/kamusal mal üretim yerlerinin ayrımı ile ilgilidir. Temsili demokrasilerin etkinsiz sonuçlara sebep olmasının nedeni arz, talep, ve kurumsal yapı kaynaklı aksaklıklar olduğu için çözüm önerileri de bu yapılardaki aksaklıkları hedef almalıdır. Bu bağlamda seçmen, çıkar grupları, politikacı, ve bürokrat davranışları ile kurumsal yapı üzerindeki iyileştirmeler son derece önemlidir. ABSTRACTRepresentative democracies can fail to achieve efficient outcomes because of the imperfections in the supply-side, demand-side, and institutional structure of the political decision-making mechanism. This failure, since the political decision making mechanism is controlled by the government, is a government failure.A substantial proportion of common resources is used and controlled by the public sector in today's many contemporary societies. This phenomena brings the decision-making issue as an important question for collective resources. Since they affect individual and social welfare, decisions resulted in the decision-making mechanism must be efficient and consistent. This, on the one hand, implies the equality of the Marginal Social Cost to Marginal Social Benefits; and implies the consistency between the capabilities and preferences of the society, on the other. However, the behaviors of voter, interest groups, politician, and bureaucrat; and the imperfections of institutional structure of representative democracies prevent to achieve this consistency. Other supporting structural elements for this assumption are the expansion of the government interventions to the area of private goods, the collective action problem, transaction costs, and informational problems.The efficiency of decisions held in the political decision making mechanism, mainly, depends upon the cost and benefit perceptions of economic activities, and the appropriation of the production types of private/collective goods.Since the failures of representative democrasies come from supply, demand, and institutions-side imperfections, solutions should be focusing on those imperfections. In this context, improvements on voter, interest groups, politician, bureaucrats, and institutional design have an outstanding importance.

İsrail dış politikası üzerinde etken olan iç politika aktörlerinin tanınması bölgesel politikanın anlaşılabilmesi için zorunludur. İsrail'in dış politika aktörleri içinde en ilgi çekeni şüphesiz politikalarını din eksenli olarak belirleyen ve fakat gerektiğinde pragmatik kararlar alabilen 'Radikal Sağ Partiler'dir. Kuramsal olarak seküler bir devlet sistemi kurmuş olan İsrail'in iç ve dış politikasında parlamenter güçlerine oranla oldukça fazla nüfuzları olan bu partilerin İsrail dış politikasını belirleyen aktörler mi oldukları, yoksa seküler fakat yayılmacı liderler tarafından 'pazarlık kozu veya günah keçisi' olarak mı kullanıldıklarının belirlenmesi gerekmektedir. Tezimizin ana konusu, İsrail politikasındaki varlığı devletin kurulmasından öncesine dayanan MafDaL partisinin (Miflaga Datit Le'umit: Dinî Millî Parti) Batı Şeria ve Gazze Şeridi ile alakalı politikaların belirlenmesine etkisidir. Bu bağlamda MafDaL'ın ideolojik ve dinî temelleri incelenmiş, bu temellerin parti politikalarındaki ağırlığı ele alınmış, partinin varlığının son elli yılında geçirdiği evrim ve bu evrim sırasında edindiği dış politika prensipleri anlaşılmaya çalışılmıştır. Tezimizin ulaştığı temel kanılar şu şekilde özetlenebilir:1.İsrail radikal sağı 1967 öncesinde 'yayılmacı', 1967 sonrasında 'yerleşimci' bir çizgi takip etmiştir.2.Radikal sağ partiler yer aldıkları koalisyon tabanının genişliği ile ters orantılı bir 'şantaj' gücünü ellerinde tuttuklarından daha dar koalisyonlarda fazlaca etkin olmuşlar, bu sebeple de milli birlik hükümeti veya geniş tabanlı hükümetlerden rahatsız olmuşlardır. 3.MafDaL girdiği koalisyonlarda yer alan tek dindar parti olmak istemiş, bunu sağlayamadığında hükümetten siyasi ve ekonomik talepleri olmayan anti-Siyonist Aguda partileri ile aynı koalisyonda yer almayı tercih etmiştir. 4.Din eksenli radikal sağ partiler gerektiğinde gayet pragmatist politikaları destekleyebilmişlerdir. 5.Ultra-Ortodoks Şas Partisi'nin ortaya çıkması ve MafDaL'ın 'sosyo ekonomik tabakaların alt sınıflarından' aldığı oyları kapmasından sonra MafDaL yerleşim birimleri endeksli bir politika belirlemek zorunda kalmış ve dış politika çizgisi daha uzlaşmaz bir noktaya kaymıştır.6.İsrail radikal sağının bütün partileri gibi MafDaL da lider endeksli bir partidir ve değişen liderlikle birlikte dış politika çizgilerinde de belirgin değişiklikler sergilemektedir. Tezimiz İsrail radikal sağının özel olaylar karşısında gösterdikleri tepkileri olay bazında incelemiş ve bunlardan genel bir politika çizgisine ulaşmaya çalışmıştır. Sonuç bölümünde Oslo Süreci'nin genelde radikal sağ, özelde de MafDaL üzerine etkisi incelenmiş, din eksenli partilerin sürekli artan oy potansiyeli göz önüne alınarak bu partilerin İsrail'in ve Ortadoğu'nun geleceğine ne şekilde yön verebilecekleri hakkında bir yargıya varılmaya çalışılmıştır. SUMMARYOne of the determinants of the post-Ottoman Middle East Politics is Israel. An understanding of the domestic policy actors is necessary for the understanding of the regional politics. Among the foreign policy actors of Israel the ones that deserve most attention are the 'Radical Right Parties' that determine their policies with a religious orientation but can take pragmatic decisions when necessary. It is necessary to determine whether those parties with their powers in the domestic and foreign policy of Israel disproportionate to their parliamentary seats are the determining factors in the Israeli foreign policy making, or they are used by secular but territorial maximalist leaders as 'bargaining cards or scapegoats'.The main topic of the current thesis is the impact of MafDaL (Miflaga Datit Le'umit: National Religious Party) as a party the presence of which predates the state of Israel political existence on the determination of policies on the West Bank and Gazza Strip. In this connection the ideological and religious foundations of MafDaL has been studied, the weight of these foundations on the party politics has been examined, and the evolution the party passed by in the last fifty years of its existence and the foreign policy principles it acquired during this evolution have been tried to be understood. The basic understandings the current thesis arrived can be summarized as such:1.The political line of the Israeli radical right has been 'territorial maximalism' before 1967 and 'settlement' after 1967.2.Since the radical rightwing parties used to enjoy a 'blackmail potential' disproportional to the broadness of the base of the coalitions they took place, they have been more influential in narrow coalitions and thus were critical of National Unity Governments and broad coalitions. 3.MafDaL preferred to be the only religious party in the coalitions it took place and if could not manage to do this, it preferred to be together with Anti-Sionist Aguda Parties that had no political or economic demands from the governments.4.Religiously oriented radical right parties managed to support highly pragmatic policies when necessary.5.After the establishment of the ultra-orthodox Shas Party and its catching the votes of MafDaL's supporters from 'the lower socioeconomic echelons of the society' MafDaL was forced to keep a settlements oriented policy and its foreign policy orientation became tougher. 6.Like all other radical right parties of Israel, MafDaL is a leader oriented party and with the leadership changing it demonstrates significant changes in its policy lines. The thesis examined the reactions of Israeli radical right on specific events and from these tried to reach to a general policy line. In the final chapter the impact of the Oslo Process on the radical right in general and on MafDaL in private is examined and the continuously increasing vote potential of the religiously oriented parties taken into consideration, an attempt was made to reach an understanding of what kind of a form these parties will give to the future of Israel and the Middle East.
