In the centre of this reflection stands the radical change of the state in the modern age. We argue that the ability of the state to use power in its external relations has been distorted in a particular manner, and a new form of power appears as a signature of the modern age. This ability is to be described as a new category of the political. Hence, our argument will revolve around the following question: to what extent the connection of state and war can be led back? The following criteria must be considered: the forms of the organisation of violence, the means of violence, and finally the specific consciousness of violence.

This cumulative dissertation deals with different aspects of the political economy of financialization processes, which have been largely neglected by political science so far. It first considers the centrality of sovereign debt for financialization and analyses corresponding changes in public debt management across OECD countries under the umbrella of an increasing alignment along global financial markets. Secondly, the dissertation uncovers a trend of a common, but geographically unevenly spread trend of financialization throughout European regions as a development marked by the fundamental role of private debt. Lastly, it aims at making a contribution to the growing literatur on changes in banking by bringing forward an argument about the financialization of German savings banks as monetary financial institutions that are normally regarded as risk-averse.

In der Finanzkrise ergriffen die westlichen Staaten eine Reihe von Politikinstrumenten, die ein fester Bestandteil der gemischten Ökonomien der unmittelbaren Nachkriegsphase waren, jedoch mit dem liberalen Staatsverständnis der letzten Jahrzehnte kaum zu vereinbaren sind. Was bedeuten diese Entwicklungen für die aktuelle Staatsdiskussion? Erleben wir eine Wiederkehr des Interventionsstaates oder ist dies nur eine kurzfristige Maßnahme zur Rettung globalisierter und liberalisierter Marktwirtschaften? In dem Beitrag analysieren wir die drei wichtigsten Politikinstrumente Verstaatlichung, Konjunkturpolitik und Regulierung der Finanzmärkte. Wir beobachten eine neue Handlungsfähigkeit des Staates, die über die reine Rettung der Marktwirtschaft hinausgeht, jedoch im Vergleich zum Interventionsstaat wichtige Unterschiede aufweist. Unter den Bedingungen globaler Märkte folgen staatliche Eingriffe den Interessen des nationalen Standorts und sind durch die Notwendigkeit der Kooperation mit anderen Staaten beschränkt. Für die Zukunft erwarten wir, dass der Staat in diesem Sinne die neu gewonnen Eingriffsmöglichkeiten weiter erhalten wird, um den nationalen Standort im globalen Kapitalismus zu schützen.

Der Essay legt dar, wieso der Rechtsstaat auch in Zeiten einer verstärkten terroristischen Gefahr nicht aufgeweicht werden darf, sondern weiterhin strikt an Menschenwürde und Menschenrechte gebunden sein muss. Er setzt sich u. A. mit Vorschlägen auseinander, ein Feindrecht zu etablieren, demzufolge Menschen ihre Menschenrechte vorenthalten werden könnten.

Idee und Konzept der "Nation" sind in China relativ jung. Die Kontinuität Chinas gründete sich viel mehr auf den Staat als auf das Bewußtsein von Nation. Während in Europa die modernen Staaten durch Nationen ins Leben gerufen wurden, bildete sich in China die Nation erst durch und über den Staat aus, für die nationale Identifikation war der Staat das zentrale Moment auch in den modernen Staatstheorien und -philosophien. Eine Analyse verschiedener Ideologien im modernen China zeigt auf, daß somit letztlich die Staatsideologie den Nationenbegriff und damit Recht bzw. Eignung der Individuen zur Zugehörigkeit zur Nation nach Maßgabe ideologischer Prämissen definierte. Unterschiedliche Nationsbegriffe kristallisieren sich um Aspekte wie Rasse, Volk, Klasse, Tradition, Patriotismus. (APCh-Emn)

The burgeoning interstate relation between China and Nigeria is in fact hiding the vulnerable condition of transnational Chinese petty entrepreneurship. Small-scale Chinese entrepreneurs in Nigeria are faced with everyday corruption practised by both Nigerian authorities and ordinary Nigerian people, the dominance of self-interest over cohesion and mutual support among the Chinese compatriots, and variations in state policies due to dynamic and changing interstate relations. To overcome their position of weakness, small-scale Chinese entrepreneurs strategize their interactions with both Nigerian and Chinese nationals. Informality is a characteristic of such interactions. Economic informality is primarily embodied in the documentation service businesses that are indebted to those popular corrupt practices in Nigeria; while social informality takes place in cyberspace. Interaction via the Internet among Chinese involved in Chinese-Nigerian businesses helps small-scale Chinese entrepreneurs to cope with fluctuations in interstate links at the macro-level and to develop a sense of community.
