В условиях перехода к экономике знаний от качества социально-экономической политики государства будет зависеть качество человеческого капитала как основного ресурса новой экономической системы. Актуальной проблемой становится институциональный дизайн социально- экономических механизмов государственного управления. Целью работы является анализ уровней сопряженного функционирования системы здравоохранения и социальной защиты в социально ориентированной экономике Швеции. Методы исследования: сравнительно-сопоставительный анализ статистических и научных материалов, институциональный подход к моделированию экономического содержания государственной социальной политики. Результаты. На основе анализа материалов Йенчепингского университета выявлены положительные и отрицательные воздействия от взаимодействия бизнеса и государства в данных сферах. Разработана институциональная модель системы здравоохранения и социальной защиты в Швеции. Рассмотрены основные источники финансирования выделенных сегментов системы, дана экспертная оценка возможности внедрения шведского опыта в практику функционирования системы здравоохранения и социальной защиты в России. Рассмотрены и систематизированы лучшие практики работы с пожилыми людьми на примере коммуны г. Йенчепинг. Сделан вывод о том, что шведские практики характеризуются как передовые уникальные методы организации государства всеобщего благосостояния. ; In the knowledge economy the quality of human capital makes up new economic system. To enhance national capital, the state faces with the need to improve the design socio-economic mechanisms of public administration. The aim is to analyze jointed levels of the health and social care system in socio-oriented economy of Sweden. Methods: comparative analysis of statistical and research materials, the institutional approach to modeling the economic subsystem of governmental social policy. Results. We identified positive and negative impacts from cooperation of business and government in these areas using Jönköping University research data; developed institutional pattern to health and social care system in Sweden; analyzed subsystem funding and expertly assessed the possibility to implement the Swedish experience into Russian health and care system.

La tendència més estesa dins del treball social a Suècia durant els últims trenta anys és l'especialització de funcions, lluny de la noció d'unitat professional i genèrica. Aquesta evolució ha anat guanyant terreny sense l'acció de cap grup de pressió o de defensors específics. La reorganització cap a l'especialització pot ser entesa com una adaptació a pressions normatives externes i com a forma de fomentar la productivitat en temps de retallades pressupostàries. Unes altres tendències, parcialment interrelacionades, han estat el desenvolupament de la pràctica basada en l'evidència, així com un primer intent per implementar el corrent de la Nova Gestió Pública. ; The most far-reaching and exhaustive trend in Swedish social work over the last thirty years is functional specialisation, representing a route away from the notion of professional unity and genericism. This is a development that has gained ground incrementally without any active lobbying or distinct proponents. Reorganising towards specialisation may also be understood as an adaptation to external normative pressures and as a way of fostering productivity in times of tightened budgets. Other, and partly intertwined, trends have been the movement towards evidence-based practice and steps in order to implement elements of New Public Management. ; La tendencia más extendida dentro del trabajo social en Suecia durante los últimos treinta años es la especialización de funciones, lejos de la noción de unidad profesional y genérica. Esta evolución ha ido ganando terreno sin la acción de ningún grupo de presión o de defensores específicos. La reorganización hacia la especialización puede ser entendida como una adaptación a presiones normativas externas y como forma de fomentar la productividad en tiempos de recortes presupuestarios.Otras tendencias parcialmente interrelacionadas han sido el desarrollo de la práctica basada en la evidencia, así como un primer intento para implementar la corriente de la Nueva Gestión Pública.

Раздел "Международные отношения" ; В статье рассматриваются дипломатические отношения Великого княжества Литовского в период войны Речи Посполитой со Швецией 1600—1629 гг., исследуются причины конфликта, раскрываются особенности взаимодействия ВКЛ со Швецией, отражается специфика организации дипломатической службы Речи Посполитой. Дипломатические контакты ВКЛ как составной части Речи Посполитой в отечественной историографии изучались фрагментарно, в контексте общих проблем истории двух государств. Детальное изучение дипломатических контактов ВКЛ позволит более полно определить статус княжества в конфедеративном союзе с Польшей и его роль в европейской истории. Долгое время в исторической науке считалось, что после подписания Люблинской унии 1569 г. дипломатическая служба княжества перестала существовать. Дипломатические контакты ВКЛ второй половины XVI — первой половине XVII ст. отождествлялись с внешней политикой и дипломатией Польской Короны, тем самым подчеркивалась несамостоятельность международной политики ВКЛ. События первой трети XVII ст. наиболее глубоко выявили противоречивый характер взаимоотношений между ВКЛ и Королевством Польским. Династические интересы дома Вазов усилили противоречия внутри страны между основными политическими лагерями. Ситуация осложнялась серьезным религиозным противостоянием католиков, протестантов и православных. Политическая элита ВКЛ была заинтересована в сохранении влияния в Инфлянтах, поскольку экономическое благосостояние княжества в значительной степени зависело от балтийской торговли. В процессе исследования автор приходит к выводу о том, что в отношениях со Швецией проявилась разница интересов Короны и княжества. ВКЛ выступало как равноправный участник федеративного государства и проводило достаточно самостоятельную линию в дипломатических отношениях с соседними странами, которые находились в сфере его геополитических интересов. = The author considers diplomacy of the Great Duchy of Lithuania (GDL) during the war of Rzhech Pospolyta (RP) with Sweden in 1600—1629, investigates the reasons of the conflict, reveals the features of interaction of the GDL with Sweden and reflects the specifics of the organization of diplomatic service of RP. This theme has not received complex consideration in the domestic historiography. Diplomatic contacts of the GDL as component of RP were studied in fragments, within the context of the general problems of the history of the two states. Detailed study of diplomatic contacts of the GDL will allow to give a more complete definition of the status of the Duchy in the federative union with Poland and its role in European history. For a long time the historical science considered that after signing the Lublin unia of 1569 the diplomatic service of the Duchy had ceased to exist. Diplomatic contacts of the GDL in the second half of XVI — first half XVII century were identified by the foreign policy and diplomacy of the Polish Crown. The events of the beginning of the XVII century, revealed most deeply the inconsistent character of the mutual relations between the GDL and the Polish Kingdom. The dynastic interests of the Wasa house aggravated the contradictions between the basic political camps inside the country. The situation was seriously complicated by the religious opposition between Catholics, Protestants and the Orthodox. The political elite of the GDL was interested in the preservation of influence in Infland as the economic well-being of the Duchy substantially depended on the Baltic trade. As a result of the research the author comes to a conclusion, that the relations between the GDL and Sweden showed the difference of interests between the Crown and the Duchy. The GDL acted as an equal member of a federative state and acted sufficiently independently in diplomatic relations with the neighbour states which were in the sphere of its geopolitic interests.

Дынастычная барацьба прадстаўнікоў дому Вазаў вылілася ў шэраг войнаў, мэтай якіх стала і панаванне на Балтыцы. Надзвычай актуальнай праблема ўласнай бяспекі падчас гэтых войнаў была для ВКЛ. Непасрэдная пагроза ад нападаў ворага, цяжар фінансавага забеспячэння ваенных кампаній, дзеянні жаўнераў, неатрымаўшых жалаванне, — асноўныя прычыны, якія абумовілі стаўленне шляхты ВКЛ да канфлікту Рэчы Паспалітай са Швецыяй. У асноўным шляхта Княства раіла Жыгімонту ІІІ Вазе адмовіцца ад сваіх прэтэнзій і скончыць канфлікт са Шведскім каралеўствам шляхам заключэння мірнага пагаднення. Палітычная эліта ВКЛ уплывала на ход ваенных кампаній. Паказальным у гэтым плане з'яўляецца заключэнне мірных пагадненняў прадстаўнікамі ВКЛ у 1622 і 1627 гг. Апошняе тлумачыцца надзвычай цяжкім становішчам Княства, якое падчас войнаў са Швецыяй несла асноўны цяжар іх наступстваў. международные отношения. = The article considers the position of the Grand Duchy of Lithuania gentry towards the wars between Rzech Pospolita and the Kingdom of Sweden in the fi rst thirty years of the 17th century. The dynastic struggle of the representatives of the Vasas resulted in a number of wars which also aimed at gaining power in the Baltic region. The most important issue for the Grand Duchy of Lithuania during these wars was the problem of safeguarding its own security. A direct threat from the enemy attacks, the diffi culties of fi nancing military campaigns, actions of soldiers, who did not get their payment, — these are the main reasons, which determined the position of the Grand Duchy of Lithuania gentry towards the confl ict between Rzech Pospolita and Sweden. Generally the gentry of the Duchy advised Zhygymont III Vasa to give up his claims and to end the confl ict with the Kingdom of Sweden by means of concluding a peace treaty. The political elite of the Grand Duchy affected the military campaigns. Concluding peace treaties by the representatives of the Grand Duchy in 1622 and 1627 can demonstrate it. The latter is explained by the extremely hard situation of the Duchy which during the wars with Sweden carried the main burden of their consequences.

The object of the study is public relations in the field of application of legal means of dispute resolution in the framework of international commercial arbitration. The purpose of the study is a comprehensive and comprehensive study of the process of formation of international commercial arbitration as a legal institution, development of proposals for theoretical and practical improvement of the legislation determining the procedure for the activities of international commercial arbitration in the Russian Federation, the Republic of Belarus and the Kingdom of Sweden. As a result of the work done, an analytical report was prepared containing a detailed description of the tasks performed: - characterize the legal nature of international commercial arbitration; - highlight the legal basis for the functioning of international commercial arbitration in the Russian Federation, the Republic of Belarus and the Kingdom of Sweden; - identify problems and prospects for the settlement of disputes in commercial arbitration courts of the Russian Federation, the Republic of Belarus and the Kingdom of Sweden. The main scientific results of the research work are: evidence-based recommendations for improving legislation and improving the efficiency of ICA in the Russian Federation and the Republic of Belarus.

A compromise in the name of growth: increasing public confidence in the elites in Sweden (1930s – 1960s) The paper deals with historical prerequisites and basic elements of the Swedish elite compromise as it emerged in Sweden in time of the advancement and culmination of mass production in this country between the 1930s and 1960s. A special vision of the future, namely the society of "the people's home" formulated by the Swedish social democrats in the 1930s, is under focus. The paper takes up briefly reforms introduced in subsequent decades, which transformed Sweden into one of the most affluent and economically developed nations in the world in the second half of the 20th century. It analyses the role played for the compromise by the main elite groups, including the business elites, leaders of political parties, employer organisations and trade unions, as well as by intellectual elite. The paper discusses which lessons of the Swedish experience can be of relevance for contemporary Russia. It suggests that a transition to a more justice and affluent open-access society does not necessarily entail increase in social mobility in this society, as this has been the case in Sweden. ; В статье рассматриваются исторические предпосылки и базовые элементы элитного компромисса в Швеции в эпоху распространения и расцвета массового производства в этой стране в 1930–1960-е гг. Подчеркивается роль особого видения будущего, общества "народного дома",сформулированного шведскими социал-демократами в 1930-е гг. Разбираются реформы, осуществленные в последующие десятилетия, которые превратили Швецию в одну из самых богатых и экономически развитых стран мира во второй половине ХХ в. Подвергается анализу роль основных элитных групп в этом компромиссе, включая деловые круги, руководство политических партий, организации работодателей и профсоюзов, интеллектуальную элиту. Делаются выводы об уроках элитного компромисса в Швеции для современной России. В статье выдвигается тезисо том, что переход к более справедливому и богатому обществу открытого доступа не обязательно должен сопровождаться усилением социальной мобильности в этом обществе.

Секция 8. Актуальные проблемы дипломатической практики и организации международных связей ; В статье рассматриваются основные противоречия шведского нейтралитета в годы войны. Особый акцент сделан на двойственности внешней политики Швеции в данный период. В публикации анализируются основные сферы сотрудничества Швеции и нацистской Германии, выявляются причины поведения шведского правительства в условиях военной угрозы. Отмечается, что шведы предпочитали не идеализировать свой политический курс и называют его «фактически постоянным» нейтралитетом. Авторы приходят к выводу, что Швеция была скорее невоюющей страной, чем нейтральной. ; The article discusses the main contradictions of Swedish neutrality. Particular emphasis is placed on the duality of Sweden's foreign policy in this period. This work describes the main areas of cooperation between Sweden and Nazi Germany and explains the origins of the behavior of the Swedish government in difficult conditions of military threat. It is important that the Swedes prefer not to idealize their political course and call it "virtually permanent" neutrality. The basis of the research methodology is the principle of scientific objectivity when working with both Russian and foreign sources. The authors conclude that Sweden was more of a non-belligerent country than a neutral one.
