International intergovernmental and non-governmental organizations are one of the main actors in fighting against human trafficking. Their activities are based on a human rights-based approach that is focused on the protection of victims of trafficking's rights. The United Nations, the Council of Europe, the European Union, the OSCE elaborate legal norms which the international community relies on in the field of combating trafficking in human beings. IOM, ILO, UNICEF and a number of other organizations develop new international mechanisms and instruments to prevent human trafficking, labor and sexual ex-ploitation of adults and children. International organizations provide assistance to the Republic of Moldova in the counter-trafficking policy envelopment. Within the framework of inter-national cooperation, the US State Department and the GRETA expert group are carried out monitoring activities on different levels. Potential victims and victims of human trafficking are provided with assistance and protection; informational campaigns are conducted to prevent and combat human trafficking among socially vulnerable groups by International Center "La Strada" and other non-governmental organizations with support of IOM, the OSCE Mission to Moldova, other donors.But to achieve effective results, it is necessary to develop good national policy and unite efforts of governmental and nongovernmental organizations and all interested parties at local, regional and international levels which may ensure the protection of every person affected by human trafficking in accordance with international standards.

The main policy tools used by government to stimulate private R&D are public (government and university) research, government funding of business-performed R&D and fiscal incentives. Today, the issue of drugs distribution through the Internet is especially urgent, since the World Wide Web has become an integral part of the life of the population, especially among adolescents and the youth. The article reveals the problem of the contact-free sale of narcotic drugs through virtual networks, which poses a threat to state and public security. Factors for the growth of cybercrime in the fi eld of drug trafficking have been identifi ed. The reality of Russia confirms the relevance of studying the specifics of the historical form of policy prevalent in the country. In order to analyze the nature of the existing order of power in post-Soviet Russia, different analytical categories are required compared to democracy or authoritarianism. This warrants using approaches and methods which lie at the border between political science and sociology. Such approaches allow for examining politics as a process and a result of not only the elites' doings, but also a group of actors, which is not only not outlined, but, on the contrary, isn't really limited. The author of this article offers an authentic policy typology, starting with its ideal variety, being institutionalized, based on universal trust rather than force and on competition between projects and decisions aimed at common benefit, conducted within an indefinite circle of free citizens. Compared to true policy, the main distinctions of other phenomena is a lack of institutionalization in the case of "under-policy", lacking principles of unrestricted participation and alignment towards common good in the case of "pre-policy", and the use of unlawful violence in the case of "anti-policy". These phenomena can be described using the collective term "quasi-policy". "Under-policy" and "pre-policy" are inherent to people's "natural state", and can be used as a means to adjust public life and the circulation of resources, while "anti-policy" is a perverse form of social order which arises from not knowing any non-violent solutions to various problems. Based on the empirical data, the author shows that "pre-policy", which is becoming ever less effective, is prevalent in Russia, while also considering possible trends for its subsequent transformation. "Pre-policy" is characterized by syncretism of the governmental, economic and legislative domains of public life, being an archaic phenomenon by default. However, the degree of "pre-policy's" archaism varies. In Russia's case it is quite high. In Russia we see a high degree of integration on the social level within situational informal groups (cliques), combined with a low degree of trust on the societal level, which leads to there not being ideologically manifested political differentiation. The tendencies when it comes to the transformation of Russia's "pre-politics" are multidirectional and conflicting: together with amplified "pre-policy" by means of increasing archaism, we can also observe pre-political actors occasionally resorting to certain principles of "under-policy" and "anti-policy", when "pre-policy" is unable to help said actors solve the problems that they face.

the article presents the results of cost calculation on the drug supply of the patients with orphan diseases, included in the list of orphan diseases (24 diseases) by the RF Government Regulation of April 26, 2012 № 403. Calculation was performed based on the data of registered patients with orphan diseases (OD) in 83 territorial entities of the Russian Federation in 2013 and based on the average-weighted costs of their drug therapy. Data on registered patients with OD was obtained because of the official request of the Expert Board on Healthcare of the Council of the Federation Committee on Social Policy that was sent to healthcare regulatory bodies of the 83 territorial entities of the Russian Federation. Average-weighted cost calculation of drug treatment (or of specialized nutrition care) of the patients with OD was carried out in accordance with medical care standards and expert assessment. As part of the analysis of the standards the search for pathogenic therapy medications was carried out, in the absence of which – there was a search for supportive care medications that critically affect survivability of the patients with OD. According to the selected list of drugs, information about duration, frequency of prescription, average daily and course dose, was analyzed. In the absence of medical care standards, and in order to verify some questions concerning drug therapy of patients with OD consultations with experts were held. Because of conducted calculation, total average-weighted costs of pharmacotherapy for 24 orphan diseases were 15.73 bln rubles per year (6.36 bln rubles for children and 9.37 bln rubles for adults) for 11 173 registered patients that by 3.3 exceeds current amount of finance. Pathogenetic pharmacotherapy of Mucopolysaccharidoses type VI and II proved to be the most expensive treatment per one patient per year: average-weighted costs per one child with Mucopolysaccharidoses type VI amounted to 40.90 mln rubles, per one adult – to 71.50 mln rubles; for Mucopolysaccharidoses type II costs were 29.60 and 51.83 mln rubles respectively. In order to increase effectiveness of the system of drug supply of the patients with OD and to optimize state expenses for this group of patients it is necessary to approve the entire range of financially balanced and science based medical care standards, to define the legal status of orphan drugs and to carry out state regulation of prices, to ensure increase of regional funding supported by involvement of federal budget funds, to define the list of orphan drugs, to implement state regulation measures to create incentives for pharmaceutical companies to reduce prices for orphan drugs. ; в статье представлены результаты расчета необходимых финансовых затрат на лекарственное обеспечение больных с редкими заболеваниями, включенными в перечень редких заболеваний (24 заболевания) Постановлением Правительства РФ от 26 апреля 2012 г. № 403. Расчет проводился на основании данных о количестве зарегистрированных пациентов с редкими заболеваниями (РЗ) в 83 субъектах РФ в 2013 г. и средневзвешенных затратах на их лекарственную терапию. Данные о количестве зарегистрированных больных с РЗ были получены в результате официального запроса Экспертного совета по здравоохранению комитета Совета Федерации по социальной политике, направленного в органы управления здравоохранением 83 субъектов РФ. Расчет средневзвешенных затрат на лекарственную терапию (или специализированные продукты лечебного питания) больных с РЗ проводился на основании стандартов медицинской помощи и экспертных оценок. В рамках анализа стандартов осуществлялся поиск препаратов патогенетической терапии, а при их отсутствии – препаратов симптоматической терапии больных с РЗ, критически влияющих на их выживаемость. По выбранному перечню препаратов анализировались данные о сроках, частотах их назначения, средних суточных и средних курсовых дозах. При отсутствии стандартов медицинской помощи, а также для уточнения вопросов лекарственной терапии пациентов с РЗ проводились консультации с экспертами. В результате проведенных расчетов общие средневзвешенные затраты на фармакотерапию 24 редких заболеваний составили 15,73 млрд руб. в год (6,36 млрд руб. на детей и 9,37 млрд руб. на взрослых) на 11 173 зарегистрированных больных, что в 3,3 раза превышает текущие объемы финансирования. Наиболее дорогостоящей в расчете на одного больного в год оказалась патогенетическая фармакотерапия мукополисахаридоза VI и II типов: средневзвешенные затраты на одного ребенка с мукополисахаридозом VI типа составили 40,90 млн руб., на одного взрослого – 71,50 млн руб.; мукополисахаридозом II типа – 29,60 млн руб. и 51,83 млн руб. соответственно. Для повышения эффективности работы системы лекарственного обеспечения больных с РЗ и оптимизации государственных расходов на эту группу пациентов необходимо: утвердить полный набор финансово сбалансированных и научно обоснованных стандартов медицинской помощи, законодательно определить статус орфанных препаратов и осуществлять государственное регулирование цен, обеспечить увеличение регионального финансирования с привлечением средств федерального бюджета, утвердить перечень орфанных препаратов, выработать механизмы государственного стимулирования фармацевтических компаний снижать цены на орфанные препараты.

В статье выявляются специфические характеристики социокультурного пространства региона и ориентиры региональной национальной политики, сформированные с учетом этой специфики. На примере Республики Алтай исследована законодательная база региона в сфере национальной политики, структуры органов власти, отвечающие за реализацию национальной политики в регионе, конкретные векторы их деятельности: поддержка представителей КМНС, сохранение алтайского языка, деятельность по гармонизации межэтнических отношений и противодействию экстремизму в республике, патриотическое воспитание молодежи. Определено, что эти векторы сформированы в условиях специфичного социокультурного пространства региона, характеризующегося его полиэтничностью, республиканским статусом, наличием в этнической структуре региона коренных малочисленных народов, внутренней миграцией, что подтверждает тезис о необходимости учета региональной специфики при формировании национальной политики в нем.

Modern criminal policy is characterized by the introduction of new types of relief from criminal liability and punishment. The article discusses the application of Art. 82.1 of the RF Criminal Code which provides for suspension of sentence for drug addicts in practice. In particular it analyzes the problems of the foundations for such sentences and situations for their applications, the subjects of their implementation and termination. The authors pay a particular attention to the defects of legal regulation of the new kind of respite. The imperfection of the legislative wording creates difficulties in the practical implementation of the legal regulations. In addition, the authors attempt to demonstrate the advantages and disadvantages of the introduction of a new kind of suspended sentence in the RF Criminal Code, and confirm the necessity of such legel developments. In this study, the authors arrive at the conclusion that mostly the institution of suspended sentence for drug addicts has significant problems, that have to be solved for the practical application of Art. 82.1 of the RF Criminal Code. В статье рассматриваются проблемы реализации в правоприменительной деятельности ст. 82.1 УК РФ, предусматривающей отсрочку отбывания наказания больным наркоманией. В частности, анализируются проблемы оснований и условий применения отсрочки, субъектов ее реализации, а также прекращения предоставления отсрочки. Отдельное внимание авторы уделяют недостаткам законодательной регламентации нового вида отсрочки. Несовершенство законодательной формулировки порождает сложности в практической реализации указанного законодательного предписания. Кроме того, предпринята попытка продемонстрировать достоинства и недостатки введения в Уголовный кодекс РФ нового вида отсрочки, и сделан вывод о необходимости подобного нововведения. В ходе исследования авторы приходят к выводу, что институт отсрочки отбывания наказания больным наркоманией имеет существенные проблемы, которые предстоит разрешать в целях практического применения ст. 82.1 УК РФ. The article describes the internal processes in Romania after the collapse of the communist regime. The author attempts to determine the connection between the domestic and foreign policy of the country. This issue deserves attention since Romania's National Defence Strategy 2020–2024 prioritises the strengthening of the country's resilience and at the same time increasing international political weight. Having taken this into consideration, the author evaluates the domestic policy factors which have influenced the image of Romania in the international arena. ; В статье отражены внутриполитические процессы Румынии после падения коммунистического режима. Автором делается попытка определения связи между внешней и внутренней политикой государства. Интерес был вызван тем, что оборонная Стратегия Румынии 2020–2024 гг. вводит приоритет превращения страны в устойчивое (resilient) государство, одновременно с повышением международного статуса страны. В данном контексте дана авторская оценка факторов внутренней политики, которые оказали влияние на международный имидж Румынии.

В рамках антимонопольной политики могут применяться структурные или поведенческие меры для защиты конкуренции и общественного благосостояния. Вместе с тем эффективность таких мер зависит от характера влияния рыночной концентрации на конкуренцию. В экономической теории можно выделить как минимум два базовых подхода. Первый рассматривает высокую рыночную концентрацию как причину снижения конкуренции и общественного благосостояния (например, таких взглядов придерживались представители Гарвардской школы), второй подход допускает высокую концентрацию и как свидетельство интенсивной конкуренции, соответственно в таком случае не требуется государственного вмешательства. В статье для эмпирической проверки данных подходов был выбран рынок цемента России, проанализирован рост концентрации на рынках СФО и ДФО. Показано, что для таких рынков (с учетом их характеристик) более справедлив оказался Гарвардский подход, рост концентрации приводил к снижению интенсивности конкуренции. Вместе с тем антимонопольная политика регулятора (ФАС) активно использовала поведенческие меры, достаточно сложные для применения, но которые не препятствовали росту концентрации. Для такого рода рынков можно рекомендовать применение не поведенческих, но структурных мер для повышения эффективности антимонопольной политики.
