In spite of many attempts made in the past at accelerating transformations of the system, the Polish agriculure in its major part is still a small scale production sector. This situation results in a need of searching for more effective ways of transformation making a better use of specific features of indivdiual farming. Productive cooperation is undoubtedly answering for that need as it allows a relatively non- conflict linking of growth of production with gradual social transformations in the country. The experience of the last decade seems to be very valuable in this respect. A particular importance of that period is resulting from the distinctive features of adopted concepts of the cooperational developement, both in the aspect of intra- sector and inter-sector relations. A new productive organization emerged in Polish village is the group of individual farmers, acting according to the regulation of partnership. Productive and economic achievements of these groups are unquestionable, yet their effect on account of the high social costs is still relatively small. As far as the intersector Cooperation is concerned, the experience of the seventies is a long step forwards on the way overcoming isolation between the sectors. The need to keep the expected level of production in agriculture generates a serious burden on the environment. The most important environmental factors exposed to the impact of agriculture include biodiversity and water, air, and soil quality. Assessments of all these environmental aspects related to agricultural production are negative. The condition of the agricultural environment has been subject to rapid deterioration. In such a situation, environmental instruments have drawn particular attention from the European legislature when developing new guidelines of the Common Agricultural Policy to be applicable after 2020. ; Utrzymanie oczekiwanego poziomu produkcyjności w rolnictwie generuje poważne obciążenie dla środowiska naturalnego. Do najważniejszych czynników środowiskowych narażonych na oddziaływanie rolnictwa zalicza się różnorodność biologiczną, ilość i jakość wody, powietrza oraz gleby. Oceny wszystkich wskazanych aspektów środowiskowych towarzyszących produkcji rolnej wypadają negatywnie. Stan środowiska rolniczego ulega szybkiej degradacji. W takiej sytuacji instrumenty ochrony środowiska doczekały się szczególnej uwagi prawodawcy europejskiego tworzącego nowe programowe założenia Wspólnej Polityki Rolnej obowiązującej po roku 2020.

The aim of the article is to indicate the importance of local food and short supply chains in the implementation of the concept of the sustainable development of agriculture and rural areas, and to present the European Union's actions in this field. These actions are concentrated in the Common Agricultural Policy. When preparing the text, the descriptive method and an analysis of the literature were utilised. In the context of diverse challenges facing the economy of the modern world, the development of local food systems, meaning production, processing and trade in a relatively small area, is particularly important. It brings an important contribution to solving the problems arising from progressive globalisation and constitutes a significant element of sustainable development around the world. Focusing attention on the development of local food systems in the agricultural policy of the European Union allows its main objectives to be realized, in particular the preservation of food security and safety, through maintaining local production capacity, ensuring a transparent process of food production and caring for sustainable development of the entire agri-food sector, among others. ; Celem niniejszego opracowania jest określenie znaczenia lokalnej żywności oraz krótkich łańcuchów dostaw we wdrażaniu koncepcji zrównoważonego rozwoju rolnictwa i obszarów wiejskich oraz przedstawienie działań Unii Europejskiej w tym zakresie. Działania te są prowadzone na podstawie Wspólnej Polityki Rolnej. W celu przygotowania tekstu posłużono się metodą opisową oraz analizą literatury. W kontekście różnorodnych wyzwań współczesnej gospodarki światowej, rozwój lokalnych systemów żywności, oznaczających produkcję, przetwórstwo i obrót na stosunkowo małym obszarze, jest szczególnie ważny. Ma on istotny wkład w rozwiązywanie problemów wynikających z postępującej globalizacji i stanowi ważny element zrównoważonego rozwoju na świecie. Przywiązywanie szczególnej wagi w polityce rolnej Unii Europejskiej do rozwoju lokalnych systemów żywności pozwala osiągać jej główne cele, zwłaszcza zachowanie bezpieczeństwa żywnościowego i żywności, m.in. dzięki utrzymaniu lokalnych zdolności wytwórczych, zapewnieniu transparentnego procesu produkcji żywności oraz dbaniu o zrównoważony rozwój całego sektora rolno-spożywczego.

Celem niniejszego artykułu jest zwrócenie uwagi na politykę rolną Unii Europejskiej, w kontekście szans i możliwości jakie stwarza polskiemu rolnictwu. Opracowanie zawiera również charakterystykę aktualnego Programu Rozwoju Obszarów Wiejskich (PROW) na lata 2014-2020, który pozwala na efektywne zarządzanie środkami unijnymi w celu wsparcia polskiego rolnictwa. Sektor rolny jest kluczowy dla polskiej gospodarki przede wszystkim w celu zagwarantowania bezpieczeństwa żywnościowego. Polskie rolnictwo zapewnia różnorodne, przystępne cenowo i bezpieczne produkty na najwyższym poziomie. Polska oraz inne kraje Unii Europejskiej jest znana na całym świecie ze swoich tradycji kulinarnych, dlatego zadaniem unijnego rolnictwa jest również kreowanie warunków, dających rolnikom różne możliwości, z których kluczową jest właśnie produkcja żywności. Bogactwo zasobów rolnych Unii Europejskiej przekłada się na bezpieczeństwo dostaw żywności dla europejskich obywateli, ale także pozwala konkurować na arenie międzynarodowej i odgrywać strategiczne miejsce. ; The aim of this article is to draw attention to the agricultural policy of the European Union, especially in the context of the opportunities and possibilities that it creates for Polish agriculture. The study also includes the characteristics of the current Rural Development Programme (RDP) for the years 2014-2020, which allows for effective management of EU funds to support Polish agriculture. For the Polish economy, the agriculture sector is crucial, mainly in order to guarantee food security. Polish agriculture provides diversified, affordable and safe products at the highest level. Poland and other European Union countries are well known throughout the world for their culinary traditions, so the task of EU agriculture is to create conditions that give farmers different options, from which food production plays the main role. The European Union's richness of agricultural resources gives security of food supply for Europe's citizens and also allows it, to compete EU agriculture with others countries on the international stage.
