The subject of my interest is to analyze the most important conditions and dependencies regarding the attitude of the Russian Federation towards Brexit in the political, economic and military dimension. The main purpose of these considerations is an attempt to answer the question of whether Britain's exit from the European Union may become a chance for Russia to achieve its political, economic and military goals or a threat to its international interests.At the outset, I intend to describe the political dimension of Brexit for Russia, which is related to the attempts of the Kremlin's government and journalists to find out why the British have made the decision in the referendum. I would also like to present a hypothesis that because of the vote in the UK, Moscow has once again become a major player in the international arena after the annexation of Crimea and the war in eastern Ukraine, as evidenced by the US–Russian cooperation in resolving the Syrian conflict. In the further part of the text, I address the problem of Russia's economic situation and the possible implications of Brexit on the functioning of the Russian economy. In addition, I am introducing the military dimension of Brexit for Russia, which is related to the findings of the NATO summit in in July 2016, regarding the strengthening of the Alliance's forces on the so-called Eastern flank.In summary, I will try to outline whether Brexit may be a long-term opportunity or a threat to Russia, considering its current political, economic and military interests.

Od roku 2004 łączne zadłużenie Amerykanów z tytułu zaciągniętych kredytów studenckich wzrosło o ponad bilion dolarów. "Edukacyjna bańka", jak bywa określane to zjawisko, stało się dla uczelnianej administracji i dla polityków problemem, który wymaga interwencji władz publicznych. Przedstawiana w artykule problematyka jest warta zainteresowania, bo stanowi bardzo dobrą ilustrację czterech głównych problemów: definiowania polityki wobec szkolnictwa wyższego jako części szerszej polityki publicznej; wykorzystania kredytów studenckich jako metody wspierania dostępności do wyższej edukacji; obecności i znaczenia dyskursu (i analizy dyskursu) w tworzeniu i badaniu polityki wobec szkolnictwa wyższego; oraz znaczenia badań innych systemów szkolnictwa wyższego dla przygotowania skutecznych polskich rozwiązań. Budowanie polityki opartej na dowodach (evidence-based policy) oznacza także konieczność krytycznej oceny rozwiązań przyjętych za granicą, by móc zrozumieć przyczyny tamtejszych sukcesów i niepowodzeń. Także i po to, by przekonać się o tym, czego należy unikać. ; Since 2004 the combined student debt in the United States has grown by more than one trillion dollars! This "educational bubble", as it is sometimes referred to, makes university administration and some politicians aware that some kind of government intervention is urgently necessary. The paper presents four main problems, used also as the illustration of broader research projects: the definition of higher education policy as a part of broader public policy; the use of student credits as the means of providing more inclusive higher education; the role of discourse (and discourse analysis) in forming and analyzing higher education policy; and the importance of discussing foreign higher education systems for developing the effective Polish higher education policy. The evidence-based policy approach requires the critique of foreign experiences and solutions that builds better understanding of their successes and failures. The main reason is to avoid the errors the others already made.

Abstract: The presidential election campaign in 2008 was dominated by two issues – foreign policy and the growing budget deficit. Barack Obama's announcement of a complete reversal of the aggressive policy of his predecessor proved to be an effective tactic, allowing him to win the presidential election. From this point on, instead of military force, the superpower was to use dialogue and diplomacy. Renewal of the US image in the world required from Obama the ending of foreign policy based on hard power, preventive and unilateral action, in favor of close cooperation with other participants in international relations. ; Prezydencką kampanię wyborczą w 2008 r. zdominowały dwie kwestie – polityka zagraniczna i rosnący deficyt budżetowy. Zapowiedź Baracka Obamy o całkowitym odwrocie od agresywnej polityki poprzednika okazała się skuteczną taktyką, umożliwiającą mu wygranie wyborów prezydenckich. Od tej pory supermocarstwo zamiast siły militarnej miało wykorzystywać dialog i dyplomację. Odnowienie wizerunku USA na świecie wymagało od prezydenta Obamy odejścia od polityki zagranicznej opartej na hard power, samodzielnych, prewencyjnych i jednostronnych działaniach, na rzecz bliskiej współpracy z innymi uczestnikami stosunków międzynarodowych.

Publikacja recenzowana / Peer-reviewed publication ; Wygrana Donalda Trumpa w wyborach prezydenckich w 2016 r. zwiastowała diametralny zwrot w polityce zagranicznej i bezpieczeństwa USA. Zmianie miały ulec relacje transatlantyckie, polityka supermocarstwa wobec NATO i Unii Europejskiej. Pomimo że sojusznicy USA w Europie zakładali, że kampania wyborcza rządzi się innymi prawami niż faktycznie rządzenie państwem, więc Donald Trump po przejęciu władzy nie zrealizuje swoich najbardziej kontrowersyjnych obietnic, to wypowiedzi przywódców mocarstw europejskich były pełne obaw. Celem niniejszego artykułu jest analiza współpracy pomiędzy Stanami Zjednoczonymi i Unią Europejską po wyborach prezydenckich w 2016 r. Analizie poddano przy tym współpracę polityczną i w zakresie bezpieczeństwa, odnosząc się do decyzji i działań nie tylko nowego prezydenta USA, ale również poprzednich administracji amerykańskich, w celu pokazania pewnych tendencji, elementów wspólnych i odmiennych. ; Donald Trump's victory in the 2016 presidential election signaled a diametric turn in US foreign and security policy. This change concerns transatlantic relations and the policies of the superpower towards NATO and the European Union. US allies in Europe assumed that during the electoral campaign different rules were being applied than those to be used in governing the nation. They assumed that Donald Trump would not deliver on his most controversial promises. Nevertheless, many of the statements made by the leaders of European nations were full of fear and uncertainty. The purpose of this article is to study the kind of cooperation occurring between the United States and the European Union after the 2016 presidential election. Political and security cooperation has been analyzed in this regard, comparing the decisions and actions of the new US president to those of the previous US administration, in order to highlight certain tendencies, those that are common and those that are not.

Since the World War II three Latin American states: Argentina, Brazil, and Chile have been using three different approaches to their higher education policy. Although each of these states declared that higher education was fundamental for their economic, social, and political progress, but due to historical differences these states used different means of supporting access to colleges and universities. The connection between higher education and government policy has been so important because education is considered to be one of the most fundamental human rights. The UN Universal Declaration of Human Rights points out that education is necessary for free development of human personality. ; Po II wojnie światowej trzy kraje Ameryki Łacińskiej: Argentyna, Brazylia i Chile wybrały odmienne rozwiązania w swojej polityce wobec szkolnictwa wyższego. Każdy z tych krajów uznał, że wyższe wykształcenie obywateli jest warunkiem rozwoju ekonomicznego, społecznego i politycznego, ale ze względu na historię zastosowały różne metody wspierania dostępu do wykształcenia. Powiązanie wykształcenia z polityką państwa jest o tyle ważne, że dostęp do uczelni traktowany jest jako realizacja jednego z podstawowych praw człowieka – prawa dostępu do edukacji. Zgodnie z Powszechną Deklaracją Praw Człowieka jest to warunek pełnego rozwoju osoby ludzkiej.
