The article wants to bridge the gap between Comparative Politics and International Relations by recourse to the nearly forgotten Latin-American dependency theories. To do this, first of all the deficits of Western democratization research with respect to external factors of autocratization and democratization processes will be highlighted. Then, linking the structural analysis of dependency theory with the neorealist approach in International Relations, the article develops an interference model that will be used to analyse the political developments in postcolonial areas since the Second World War. As a result, the article presents an explanation of the wave-like character of autocratization and democratization as an alternative to Western research into political transformation.
This paper provides a historical analysis of the development of the illegal cocaine commodity chain in the Americas. Its geographical focus lies on the Andean region as the prime production area for coca and cocaine between 1970 and 2000. A brief history of cocaine in the Americas serves as an introduction to situate the illegal cocaine commodity chain within the broader historical context of the nineteenth and twentieth centuries. Thereafter, I explore how political, social and economic circumstances at the global, national and regional level have influenced the geographic and quantitative development of coca and cocaine production in the Andean region. Thirdly, I examine the impact of illegality on the characteristics of the cocaine commodity chain in terms of value added, forms of organization and the constant process of adaption along the commodity chain in reaction to repressive anti-drug policies. Die Dissertation untersucht die Presseberichterstattung der Jahre 1989 und 1990 in Chile, Nicaragua und Paraguay über den Fall der Mauer und die deutsche Wiedervereinigung. Die drei lateinamerikanischen Länder waren wie BRD und DDR ebenfalls Bühnen des Ost-West-Konflikts und im Untersuchungszeitraum Schauplätze einschneidender politischer Umbrüche im Kontext eines viel diskutierten "global moment". Quellenbasis bilden Artikel, Fotos und Karikaturen aus 17 Zeitungen und Zeitschriften, die mithilfe der Erkenntnisse der transnationalen und internationalen Perzeptionsforschung erstmals in diesem Zusammenhang ausgewertet wurden. Ergebnis ist eine sehr facettenreiche und komplexe Perzeption, die in den drei Ländern geprägt von der jeweils eigenen Geschichte und aktuellen Situation deutlich verschieden interpretiert und instrumentalisiert wird – in den konservativen Medien Nicaraguas unter anderem als Hilfe im Wahlkampf, in Paraguay als Orientierungspunkt beim weiteren politischen Übergang und in Chile in großen Teilen der Berichterstattung als Bestätigung der eigenen Fortschrittlichkeit. ; This dissertation analyses the print media coverage of the fall of the Berlin Wall and the German Reunification during the years 1989 and 1990 in Chile, Nicaragua and Paraguay. The three countries in Latin-America just as the Federal Republic of Germany and the DDR provided stages for the Cold War and witnessed dramatic political changes in the context of a much discussed "global moment" during the period of investigation. The sources, on which the dissertation is founded, are articles, photos and caricatures from 17 newspapers and magazines, that have for the first time been analyzed in this context based on the findings of the transnational and international studies of perception. Der konservativ-liberale Österreicher und Ordenssekretär Carolus Magnus Postl (1793–1864) emigriert 1823 aus Gründen der restriktiven Verhältnisse während der Restaurationszeit in die USA. Als Charles Sealsfield wird er mit seinen politischen Amerika-Romanen zu einem bekannten Schriftsteller des Vormärz. Die paradigmatische Qualität seines literargeschichtlichen Falles besteht darin, dass er zur Etablierung seiner neuen Identität als Amerikaner ein Geschäftsmodell entwickelt, mit dem er sich jene 'sozialen Felder' (Pierre Bourdieu) als südstaatlicher Grundbesitzer ('slaveholding plantation owner'), Publizist (Buchautor/Journalist) und Aktionär erschließt, die ihm den Aufstieg in die Honoratiorengesellschaft von USA und Schweiz ermöglichen. Due to restrictive circumstances during the Restauration Period, the conservative-liberal Austrian Carolus Magnus Postl (1793–1864) emigrated the United States in 1823. Under the pseudonym Charles Sealsfield he wrote political novels about America and became one of the best known authors of the Vormärz period. In literary history, Sealsfield can be considered as a paradigmatic example of developing a unique business model which contributed to his identity formation as an American. His model includes several 'social fields' (Pierre Bourdieu) ('slaveholding plantation owner, journalist, author and shareholder), which facilitated his rise to high societies in the US and Switzerland.
Basado en dos estudios y mediante el uso de la interpretación hermenéutica de las fuentes, este trabajo analiza como temprana orientación política y cultural de Willy BRANDT y sus respectivos cargos políticos influyeron en su política hacia los Estados Unidos de América. El ejemplo de la guerra de Vietnam demuestra que su temprano condicionamiento biográfico, así como su cargo en el gobierno, lo llevó a abstenerse de criticar públicamente la participación de América en el sureste asiático. Como estadista maduro, después de dejar el puesto de Canciller Federal, algunas de las orientaciones que había desarrollado durante la primera fase de la Guerra Fría pasaron a un segundo plano mientras que los condicionamientos tempranos ganaron fuerza en una forma modificada. The example of the Vietnam war illustrates that his early biographical conditioning, as well as his government office, caused him to restrain from public criticism of American involvement in Southeast Asia. As an elder statesman, after leaving the office of Federal Chancellor, some of the orientations which he had developed during the early phase of the Cold War faded into the background while other early conditionings gained new strength in a modified form. He now took a much more critical line on the American policy towards Latin America which was consistent with his aims as Chairman of the "North-South-Commission" and President of the Socialist International. In 1910 and 1912 respectively, these two men travelled extensively in the United States of America, lecturing in public on political matters. In looking closely at Liebknecht's and Legien's experiences and public statements, the paper discusses the relevance of international contacts between like-minded political movements for their respective development. Die Urbanisierung in Lateinamerika hat die städtische Wohnungsfrage zu einem entscheidenden Faktor in der dortigen gesellschaftlichen Entwicklung des zwanzigsten Jahrhunderts werden lassen. Die Produktion von Wohnungen und das Wohnen selbst hatten dabei gleichermaßen und fortwährend eine ökonomische, eine soziale und eine politische Dimension. Die moderne staatliche Wohnungspolitik wurde jedoch institutionell und politisch getrennt von Stadtentwicklung und Sozialpolitik betrachtet und konnte so ihren umfassenden Aufgaben nicht gerecht werden. In diesem Kontext entstanden in ganz Lateinamerika soziale städtische Bewegungen, die nach einer Überwindung der prekären Wohnsituation strebten. Verbunden mit diesen Bewegungen traten seit den 1960er Jahren auch NGOs in Erscheinung, die sich an der Entwicklung von konkreten Lösungen beteiligten und zugleich für einen neuen, emanzipatorischen Umgang mit den städtischen Armen standen. In Städten wie Mexiko Stadt, Buenos Aires, Córdoba und – später – Fortaleza haben diese NGOs die sozialen Anliegen der Bevölkerung vertreten und mit lokalen neuen und alten Bewegungen zusammengearbeitet. In den 1990er Jahren entstand eine neue Form der Kooperation zwischen zivilgesellschaftlichen Organisationen und öffentlichen Institutionen. Mit den wirtschaftlichen und sozialen Veränderungen in den Ländern Lateinamerikas verloren die großen sozialen Bewegungen jedoch ihre Basis und es verblieben im Wesentlichen als professionelle und formelle Vertreter der Zivilgesellschaft die NGOs. Ziel dieser Arbeit ist es, den Bedeutungswandel und die neue Rolle dieser Organisationen in den lateinamerikanischen Städten zu erklären. Zu diesem Zweck verbindet sie eine chronologische Darstellung der Entwicklung von Zivilgesellschaft und NGOs mit einer Analyse von deren Handlungsmotiven. Die Studie besteht aus fünf Hauptteilen. Im einführenden, theoretischen Teil werden zunächst Forschung, Erkenntnislage und methodische Einordnung von Zivilgesellschaft und NGOs erläutert. Es werden Konzepte von Zivilgesellschaft und ihren Organisationsformen vorgestellt. Darauf folgt eine Skizzierung der rezenten gesellschaftlichen Kontexte in den Städten Lateinamerikas. Die historische Entstehung der städtischen Gesellschaften und ihre soziale Entwicklung werden ebenso umrissen. Der folgende Teil beschäftigt sich mit dem für die NGOs im Habitatbereich relevanten Wohnungssektor, mit weiteren Akteuren in diesem Sektor und der staatlichen Wohnungspolitik. Im vierten Teil werden die historischen Umstände der Veränderung von NGOs und ihrer Projekte erläutert und analysiert. Fallstudien bereiten exemplarisch die Entwicklung der NGOs im Zeitraum der 1980er und 1990er Jahre auf. Die Etablierung von NGOs als neuer Koalitionär für öffentliche und private Träger in der Stadtentwicklung wird anhand von drei Studien dargestellt. Genuine Aufgaben und originäre Ziele der zivilgesellschaftlichen Organisationen werden hier mit dem mittlerweile neu erworbenen Eigenschaften in einem veränderten Umfeld verglichen. Schlussfolgerungen und Ausblick resümieren die gegenwärtige Rolle der NGOs in der Stadtentwicklung. Kritik und Hoffnung, die mit den NGOs als alternativen Trägern einer unabhängigen Entwicklung verbunden werden, wurden so einer eingehenden Prüfung unterzogen. Die Auseinandersetzung mit der Entstehung und den Arbeitsfeldern von NGOs in Lateinamerika soll vor allem grundlegende Fragen zum "Phänomen NGO" und der Wahrnehmung dieser Organisationen beantworten helfen. NGOs sind heute Partner sowohl für die Entwicklungszusammenarbeit als auch für die lokale und nationale staatliche Ebene der lateinamerikanischen Länder. Als eine wesentliche Erklärung des "Überlebens" der NGOs, wurden die besonderen Eigenschaften dieser wichtigen Vertreter der Zivilgesellschaft herausgearbeitet, die auch ihre politischen und sozialen Funktionen belegen. ; The urbanization of Latin America converted the demand for urban housing to one of the decisive factors in the development of modern societies. The production of housing had at the same time an economical, social and a political dimension. However, modern housing policies, both politically as well as institutionally, were separated from urban development and social politics, one of the reasons for which these remained widely unsuccessful. In this context, and all over Latin America, social urban movements emerged and engaged in the attempts to overcome the precarious housing situation. In the 1960s, and liaised with these social movements, the first Non Governmental Organizations (NGOs) began to develop alternative solutions in the housing sector and also contributed to represent and voice the needs of the urban poor. In cities like México, Buenos Aires and Córdoba, and some years later, also Fortaleza in Brazil, these NGOs represented social interests of the population and, at the same time, collaborated with New and Old Social Movements. Since the 1990s new forms of cooperation with civil society organizations, the public and the private sector were tried out, involving to a high degree also NGOs in the habitat sector. While the big urban movements slowly dissolved, NGOs became the new formal and professional representative of civil society. The perception of NGOs as provider of an alternative and independent development was profoundly analyzed in this thesis to be able to explain the criticism and the hopes these organizations have provoked. The work of NGOs is put into the broader context of economic and political transformation of the 1990s in order to provide answers to the "NGO-phenomenon" and the concepts they have established of themselves. Today, NGOs are development partners for international cooperation and work at the same time with local and national governments. One of the crucial findings from this study was that a reason for their "survival" as an important representative of civil society is found in their specific role that accomplishes a function that is both politically and socially responsive.
Zwölf Jazzmusiker, eine Jazzsängerin und drei Schriftsteller afroamerikanischer Herkunft wurden vom Autor zwischen 1992 und 1996 zu Einstellungen und Verhaltensweisen hinsichtlich ihrer Rassismuserfahrung und deren Bewältigung befragt. Dabei standen Fragen zu Marktzugang, Gesellschaft, Rezeption und kultureller Identität im Mittelpunkt. Die Interviews waren ursprünglich zu journalistischen Zwecken durchgeführt worden, für diese Arbeit wurden sie in der Originalsprache transkribiert und mittels qualitativer Inhaltsanalyse ausgewertet. Hinsichtlich ihrer politischen Intention und Haltung überwiegt der Wunsch, mit der Musik gesellschaftlich Einfluss nehmen zu wollen. Die Verknüpfung mit einer sozialen Bewegung wird vermisst, die Möglichkeit wird geschätzt, auf die Herkunftskultur zurückzugreifen und darüber künstlerische Kompetenz zu begründen. Die Kontroverse um die Bildung eines verbindlichen Kanons von (afro)amerikanischen Jazz-Meisterwerken wird als ökonomischer Verteilungskampf um knappe Ressourcen diskutiert. Während des Untersuchungszeitraumes erschien den Befragten der Ausgang der Auseinandersetzung noch offen. Im darauffolgenden Jahrzehnt sollte es den Neotraditionalisten um Wynton Marsalis gelingen, den Jazz auf der hochkulturellen Ebene zu institutionalisieren und somit durchzusetzen. In den Äußerungen zu gesellschaftlichen und politischen Fragen entwerfen die Befragten ein heterogenes Meinungsgefüge, das nicht mit der Rezeption einer als homogen empfundenen schwarzen Kultur korreliert. Die Erwartung, dass Jazzmusiker sich entsprechend ihrem favorisierten musikalischen Stil politisch positionieren würden, wird von den Ergebnissen dieser Untersuchung nicht gestützt. Die Forschungsfrage, wie die Befragten die Erfahrung von Rassismus und Diskriminierung in ihrer Wirkung auf das künstlerische Werk reflektieren, führt als Ergebnis der Untersuchung zur Bildung von heterogenen Haltungstypen. Eine essentialistische Variante drückt sich in einer Sehnsucht nach einer homogen konstruierten, antiimperialistisch orientierten schwarzen Kultur aus. Ein Blues-idiomatischer Typus symbolisiert den Kampf um die hochkulturelle Anerkennung und Förderung des (afro)amerikanischen Jazz. Eine trans-idiomatische Position zielt auf eine Neubestimmung künstlerischer Artikulation unter den Bedingungen von Globalisierung und internationaler Netzwerkbildung. ; Twelve jazz musicians, a jazz singer, and three writers of Afro-American origin were interviewed by the author between 1992 and 1996 about their attitudes and reactions in regard to their experiences with racism and how they coped with it. Questions regarding market access, society, reception and cultural identity were centered. The interviews were originally undertaken for journalistic purposes; for this study they were transcribed in their original language and evaluated by means of qualitative content analysis. Regarding their political intentions and attitudes, there is a common desire to exercise societal influence through music. While the link with a social movement is missing, the possibility of accessing their ancestral culture as a means of establishing artistic authority is valorized. The controversy over the establishment of an obligatory canon of (Afro)-American jazz masterpieces is framed as an economic struggle over the distribution of scarce resources. During the period of the study, the outcome of this debate still seemed undecided to the interviewees; over the ensuing decade, the neotraditionalists around Wynton Marsalis succeeded in institutionalizing jazz at the level of high culture. In their statements concerning social and political questions, the interviewees project a heterogeneous texture of opinions that does not correlate with the notion of a homogeneous black culture. The expectation that jazz musicians would position themselves politically in accordance with their preferred musical style is not supported by the results of this study. The research question of how the interviewees reflect upon the impact of experiences of racism and discrimination on their artistic work leads to an investigation of diverse kinds of attitudes as a primary result of this study. An essentialist alternative is expressed in a longing for a homogeneously constructed, anti-imperialistically oriented black culture. The blues-idiomatic figure symbolizes the struggle of (Afro)-American jazz for high-cultural recognition and patronage. A trans-idiomatic position aims at a new definition of artistic articulation under the conditions of globalization and international networking.
Eine Geschichte der modernen Bevölkerungswissenschaft fehlt bis heute. Nationale Spezifika prägten entscheidend diese Disziplin in ihrer jeweiligen Ausgestaltung wie in ihren akademischen Verankerungen. Besonderheiten und Kontinuitäten der Entwicklungen der Bevölkerungswissenschaft zeigt der Beitrag am Beispiel USA und Deutschland und benennt einschneidende Brüche: In Deutschland führte der politische Bruch 1933 zum Verlust von theoretischen Konzeptionen und zur Unterordnung der Bevölkerungswissenschaft unter die 'Volkslehre'. In der US-amerikanischen Bevölkerungswissenschaft richtete sich seit Ende der 1930er Jahre das Interesse verstärkt auf internationale Probleme. Nach 1945 fand in Deutschland nur eine tendenziell auf Bevölkerungsstatistik reduzierte Bevölkerungswissenschaft den Anschluss an die angloamerikanischen bevölkerungswissenschaftlichen Diskussionen. ; Until today, a history of modern population science is still missing. National specifics are responsible for the different character and academic significance of population science. A comparison of national histories of demography in the USA and Germany emphasises characteristics and continuities but on the other hand far-reaching breaks: While in Germany, the political upheaval of 1933 led to an erosion of theoretical concepts and to an integration of demography into the subject of 'Volkslehre', beginning in the late 1930s, US-American demographers increasingly directed their interests towards international problems. After 1945, only population statistics, a reduced part of German population science, managed to catch up with Anglo-American approaches.
Die Autorinnen geben einerseits einen allgemeinen Überblick über die Archivsituation in Chile (2001) und Argentinien (2005) und gehen andererseits konkret auf die Bestände einzelner Archive (Nationalarchiv, Außenministerium, Wirtschaftsministerium, etc.) in Santiago de Chile bzw. Buenos Aires ein. Im Mittelpunkt stehen archivalische Quellen für die Zeit nach 1945. Inga Grebe suchte nach Dokumenten zur Außenpolitik der DDR gegenüber Chile seit 1949. Jana Wüstenhagen beschäftigte sich mit der Beschlagnahme deutscher Firmen in Argentinien durch den argentinischen Staat nach dem 2. Weltkrieg. Beide Verfasserinnen ermuntern ausdrücklich zu weiteren Forschungen über und in Lateinamerika, wo es in den letzten 10 Jahren einige Verbesserungen in der Bibliotheks- und Archivverwaltung gegeben hat. Am Ende des Berichts findet sich eine Liste mit den Adressen und Kontaktmöglichkeiten der besprochenen Institutionen. ; On the one hand, the authors give a general overview of the archive situation in Chile (2001) and Argentina (2005), and on the other hand they deal specifically with the holdings of individual archives (National Archives, Ministry of Foreign Affairs, Ministry of Economics, etc.) in Santiago de Chile and Buenos Aires respectively. The focus is on archival sources for the period after 1945. Inga Grebe searched for documents on the GDR's foreign policy towards Chile since 1949. Jana Wüstenhagen dealt with the confiscation of German companies in Argentina by the Argentinean state after World War II. Both authors expressly encourage further research on and in Latin America, where there have been some improvements in library and archive management in the last 10 years. At the end of the report there is a list with addresses and contact details of the institutions discussed.
Im 'Gedenkjahr 1995' setzte sich das Fernsehen in zahlreichen Sendungen mit der nationalsozialistischen Vernichtungspolitik auseinander. Die vergleichende Analyse von Nachrichtenbeiträgen, die im bundesdeutschen und US-amerikanischen Fernsehen im Zusammenhang mit Gedenkfeiern zur Befreiung verschiedener Konzentrationslager ausgestrahlt wurden, verdeutlicht die unterschiedlichen Funktionen und Bedeutungszusammenhänge, in denen die nationalsozialistische Vergangenheit produktiv gemacht wird. Dabei zeigen sich nicht nur Differenzen im Hinblick auf die 'gedenkwürdigen' Daten, sondern auch der Zuschauerpositionierung: während das US-amerikanische Fernsehen sich in Überlebende und Befreier einfühlt, behauptet das bundesdeutsche Fernsehen eine Souveränität im Umgang mit der Vergangenheit sowie die Existenz einer deutsch-jüdischen Opfergemeinschaft. ; In the 'memorial year 1995' numerous broadcasts dealt with the Nazi politics of extermination: In West German and US-American television a comparative analysis of news was broadcasted together with commemorations for the liberation of several concentration camps. The analysis clarifies the different functions and meanings of Nazi past. This does not only show the misunderstandings regarding 'memorable' dates but also the position of viewers: while the US-American television empathizes survivors and liberators, West German television claims sovereignty in dealing with the past and claims the existence of a German-Jewish community of victims.
Das liberale US-amerikanische Sozial- und Wohlfahrtssystem gilt im weltweiten Vergleich als nicht besonders gut ausgebaut. Trotz der Trennung von Kirche und Staat nahmen religiös basierte Non- Profit-Organisationen, sogenannte Faith-based Organizations (FBOs), stets eine feste Rolle im Sozialwesen der Vereinigten Staaten von Amerika ein. Inzwischen gehören christlich motivierte Hilfsorganisationen, wie die unter Lutheran Social Services zusammengefassten lutherischen Hilfsorganisationen, zu den größten institutionalisierten Hilfegebern in den USA und tragen damit maßgeblich zur Ausgestaltung des Sozialwesens bei. Im Rahmen dieser Arbeit werden zwei forschungsleitende Fragen gestellt: 1. Wie agieren und formieren sich christlich orientierte Hilfsorganisationen in der säkularen US-amerikanischen Gesellschaft? 2.Wie zeigt sich die religiöse Organisationsidentität? Dabei werden exemplarisch lutherische Hilfsorganisationen betrachtet, bei denen es sich um heterogene Organisationen handelt, die sich in diversen sozialen Bereichen engagieren. Es wird sowohl eine Leitbild-Analyse vorgenommen, als auch qualitative Leitfaden-basierte Interviews mit den CEOs der ausgewählten Organisationen durchgeführt und ausgewertet.

Die Transformationsproblematik der osteuropäischen Staaten unterscheidet sich jedoch in wesentlichen Punkten sowohl von der Entwicklungsproblematik der Länder der Dritten Welt wie auch von den politischen Transitionsprozessen ehemals autoritär regierter Entwicklungsländer. Sowohl konkrete Instrumente und Methoden der Projektarbeit als auch die übergeordneten Zielsetzungen, Leitlinien und Orientierungsrahmen mussten mit Beginn der Umbrüche in Osteuropa daher in eine Region übertragen und dort entsprechend modifiziert werden, deren gesellschaftspolitische Voraussetzungen sich in wesentlichen Aspekten von dem bis dahin vertrauten Entwicklungskontext unterscheiden. Sozialdemographische Untersuchungen gab es seit den 1930er Jahren nicht nur in den angelsächsischen Ländern, sondern auch im nationalsozialistischen Deutschland. Unabhängig von der Beantwortung der Frage, ob die deutschen Untersuchungen für die NS-Bevölkerungspolitik unmittelbar relevant wurden, macht ein Vergleich zwischen den deutschen Untersuchungen und den Arbeiten in den USA Sinn. Die Eugenikdiskurse in beiden Ländern zeichneten sich durch eine große Argumentationsvielfalt aus - darunter auch spezifisch soziologische Zugangsweisen. Nicht Individuen, sondern Gruppen (in den USA auch: Berufsklassen) und soziale Lagen gerieten als abhängige/ unabhängige Variablen in den Blick beider Sozialdemographien. Dem Autor erscheint bei einem Vergleich gerade die Methodenentwicklung in den beiden Ländern beachtenswert. Er schlägt vor, die methodische Verarbeitung von 'sozialer Ungleichheit/ sozialer Mobilität' in den demographischen Disziplinen zum Ankerpunkt eines wissenschaftshistorischen Vergleichs zu machen. Und er benennt die Gründe, die für diesen Zugang sprechen: darunter die Übernahme einer linearen Vorstellung von Statushierarchie in den empirischen Sozialwissenschaften und die Fokussierung auf den 'Beruf' als soziales Klassifikationsmerkmal. ; Since the 1930s, sociodemographic surveys were carried out not only in English-speaking countries, but also in National Socialist Germany. A comparison between the German surveys and the studies in the US appears useful, quite apart from finding an answer to the question whether the German surveys were of direct relevance to Nazi demographic policy. The discourses on Eugenics in both countries featured a large variety of arguments, including specifically sociological approaches. The dependent/ independent variables focused on by both sociodemographic systems were groups (and in the US also: professional classes) and social situations rather than individuals. In a comparison, the development of methods in the two countries appears to the author to be of particular significance. He proposes to make the methodological analysis of 'social inequality/ social mobility' in the demographic disciplines the focal point of any comparison referring to the history of science. Further, he presents the reasons for favouring this approach, among them the adoption of a linear idea of status hierarchy in the empirical social sciences and the focus on 'occupation' as a characteristic of social classification.
