The future is (ever) promising: Elected representatives' promises in routine parliamentary discourse

This study investigates how elected representatives make promises to the electorate as part of their routine, everyday parliamentary discourse. Departing from the dominant focus on pre-election pledges in existing scholarship, we examine how representatives' practices of making promises vary systematically over time (before/after elections/mid-term), by government role (government/opposition), party membership (catch-all/identity-based parties), and addressed electorate (inclusive/exclusive). Drawing upon research in speech acts, political discourse, and corpus pragmatics, we employ manual and computational text analysis on session transcripts from the Israeli parliament to identify variations in representatives' use of direct or indirect action promises ( N = 709), expressing different orientations of commitment. Documenting that promises continue to be prevalent after elections (especially among coalition members), we argue that the practices of making promises fulfill a critical role in representation that extends far beyond the election campaign, maintaining continuous accountability throughout the electoral cycle.
Who are 'the people'?: Uses of empty signifiers in propagandistic news discourse

Abstract
As expressions without clear definition but with strong normative charging, empty signifiers play an important
role in political discourse. Uniting diverse populations under a common banner and endowing political demands with self-evident
legitimacy, they constitute a potent tool for rallying support for political action. Among empty signifiers, one particularly
versatile construct are 'the people' as bearers of ultimate political legitimacy. In this paper, we investigate how 'the people'
are constructed in propagandistic conflict narratives during the Russian-Ukrainian conflict, imbuing the concept with different
meanings in the pursuit of competing political ends. We show how 'the people' are constructed as democratic sovereign, enduring
nation, moral humans or dispersed media publics, each time summoning different kinds of legitimacy and using different strategies
to construct encompassing consensus and marginalize dissent. We discuss implications for the study of ideological discourse,
populism and political communication.
On resonance: a study of culture-dependent reinterpretations of extremist violence in Israeli media discourse

When and why do communities accept novel ideas as intuitively convincing? In this study, we make use of the socio-cultural fragmentation of Israeli society to expose the discursive processes shaping the culture-dependent resonance of ideas. Specifically, we trace how Israeli president Reuven Rivlin's interpretation of two lethal attacks by Jewish extremists on a Palestinian family and the Jerusalem Gay Pride Parade was received across Israel's ultra-orthodox, settler, LGBT, and Palestinian communities, as well as the mainstream right, center, and left. In a comparative analysis of media coverage catering to these groups, we distinguish six discursive responses to proposed ideas, which depend on their perception as plausible and appropriate given prior community beliefs. Our findings suggest a distinction between two possible meanings of resonance: Some ideas 'click' and are seamlessly appropriated in passing by a community, while others 'strike a chord' and raise a salient and emotional public debate.
Com(ple)menting the news on the financial crisis: The contribution of news users' commentary to the diversity of viewpoints in the public debate

Does news users' commentary contribute to widening the diversity of viewpoints represented in the news? This article comparatively analyses the interpretations of the current financial crisis in the online coverage of five German newspapers and the subsequent commentary of news users. Using an innovative strategy to identify the interpretative repertoires constructed by news and user frames, it assesses how user commentary deviates from those viewpoints represented in the news. Findings show that user accounts mostly remain within the wider interpretative repertoires offered by the media. However, they utilize media frame fragments rather freely to construct their own views, shifting focus and elaborating upon new aspects. While no consistent alternative repertoires were constructed, users thus valuably complemented the diversity of concerns discussed on news websites.
Betriebliche Weiterbildung in Hessen : Bestandsanalyse und Möglichkeiten zur Etablierung eines "Informationssystems Weiterbildung" in Hessen ; Kurzfassung des Projektberichts
Über die Bedeutung von kontinuierlichen Weiterbildungsaktivitäten besteht ein breiter Konsens: Sie sind aus betrieblicher Sicht unerlässlich zur Sicherung der Wettbewerbsfähigkeit, zur Bewältigung des technisch-organisatorischen Wandels und zur Erreichung notwendiger Innovationen und Produktivitätssteigerungen. Aus Sicht der Erwerbspersonen wiederum reicht eine (falls vorhandene) berufliche Erstausbildung angesichts der dynamischen Prozesse in der Arbeitswelt häufig nicht mehr aus, um Beschäftigung und Einkommen langfristig zu sichern. Immer wieder postuliert wird daher die Notwendigkeit lebenslangen Lernens. Gerade der beruflichen Weiterbildung wird daher von verschiedener Seite eine Schlüsselrolle für die gesamte Wirtschafts- und Sozialpolitik zugesprochen (vgl. Bellmann/Büchel 2001). Die Erkenntnis der besonderen Bedeutung beruflicher Weiterbildung ist nicht neu. Umso erstaunlicher ist die mangelhafte Informationsgrundlage über Art, Umfang und Intensität beruflicher Weiterbildungsformen. Der Weiterbildungsbereich ist in Deutschland statistisch nur bruchstückhaft erfasst, die vorhandenen Statistiken sind häufig nicht kompatibel und begriffliche Abgrenzungen heterogen bis diffus (vgl. Bellmann 2003). Begibt man sich von einer internationalen (EU) oder nationalen (Deutschland) auf die regionalisierte Ebene der Bundesländer, wird die Datenlage noch dürftiger. Sind national bzw. international inzwischen zumindest einige Berichtsysteme etabliert wie z.B. der Continual Vocational Trainig Survey (CVTS, vgl. zu den Ergebnissen Statistisches Bundesamt 2007), das Berichtsystem Weiterbildung (BSW; vgl. Rosenbladt, Bilger, 2008) oder im Aufbau wie der Adult Education Survey (AES), stehen Daten und Informationen auf Bundesländerebene in wesentlich geringerem Umfang zur Verfügung. Um (Förder-) Aktivitäten im Bereich der beruflichen Weiterbildung optimiert einsetzen und bewerten zu können, bedarf es jedoch einer möglichst detaillierten Informationsgrundlage über Art und Umfang von Weiterbildungsaktivitäten. Hier setzt das vorliegende Projekt an: Das Institut für Wirtschaft, Arbeit und Kultur führte eine vom Hessischen Ministerium für Wirtschaft, Verkehr und Landesentwicklung geförderte Studie mit dem Ziel durch, eine solche Informationsgrundlage über Art und Umfang betrieblicher Weiterbildung in Hessen zu erhalten. Gleichzeitig sollte ein Konzept zur Etablierung eines "Informationssystems Weiterbildung in Hessen" erarbeitet werden, welches eine kontinuierliche Berichterstattung über Weiterbildungsaktivitäten in Hessen über einen längeren Zeitraum erlaubt und auch nicht betrieblich finanzierte Weiterbildungsformen berücksichtigt. Der vorliegende Bericht stellt somit einen ersten Baustein des "Informationssystems Weiterbildung" dar, der sich auf betriebliche Weiterbildung beschränkt. Hierzu wurde Anfang 2008 eine repräsentative telefonische Betriebsbefragung bei ca. 2.200 hessischen Unternehmen durchgeführt. Des Weitern wurden die Daten des IAB-Betriebspanels Hessen für die Jahre 2001 bis 2007 hinsichtlich der dort vorhandenen Fragen zur betrieblichen Weiterbildung ausgewertet.

Gendered Communication Styles in the News: An Algorithmic Comparative Study of Conflict Coverage

Over the past few decades, numerous studies have examined the question of whether women and men tend to use different communicative styles, strategies, and practices. In this study, we employed a high-resolution algorithmic approach to examine the role of gender in structuring conflict news discourse, focusing on a comparison between the texts produced by foreign and domestic women and men journalists in their coverage of the Israeli-Palestinian conflict and the conflict in the Democratic Republic of the Congo. Extracting recurrent semantic patterns from over 80,000 texts, we show that women and men journalists tend to interpret journalistic professionalism in slightly different ways: While women emphasize precision and professional distance, men focus more on certitude and providing orientation. Moreover, women journalists tend to give more centrality to various groups of people in their coverage. We discuss these findings in the context of scholarship on gender and language use, journalism, and conflict.

Making sense: A reconstruction of people's understandings of the European constitutional referendum in the Netherlands

Abstract
This article investigates how voters made sense of the Dutch EU constitutional referendum. Based on a series of focus group interviews, it identifies what information people based their understandings on, and traces the relations they draw between concepts in their own accounts of their vote choices. Applying a cognitive connectionist perspective on the construction of meaning, it models people's considerations as paths across semantic networks. It finds that people shared considerable parts of the knowledge underlying their constructions, but used this information quite differently. They strategically selected frames from their information environment, and reframed contrary arguments to fit their constructions. Yes- and No-voters drew in systematically different additional information, while simultaneously engaging idiosyncratic concerns to personalize their accounts. People's understandings are thus informed and constrained, but by no means determined, by public discourse. Highlighting people's activity and creativity, this paper calls for a stronger audience perspective in political communication research.

Betriebspanel Report Hessen : Standortfaktoren in Hessen 2006 ; Ergebnisse aus dem IAB-Betriebspanel Hessen 2006
Die Analyse der Standortbedeutung und -bewertung der hessischen Betriebe hat gezeigt, dass den Faktoren "Nähe zu Kunden", "Qualität des Fachkräfteangebots" sowie "Preisniveau für Energie/Wasser" die größte Bedeutung zukommt. Der Faktor Kundennähe ist hierbei aus (wirtschafts-)politischer Sicht unproblematisch einzuschätzen, er erhielt von den Betrieben durchweg die beste Bewertung aller Standortfaktoren. Als kritischer Faktor hat sich das Preisniveau für Energie und Wasser herausgestellt. Trotz seiner hohen Bedeutung bekam dieser die schlechteste Note aller berücksichtigten Standortfaktoren. Eine differenzierte Analyse hat hierbei gezeigt, dass dies nahezu unabhängig von den untersuchten Betriebsmerkmalen (Betriebsgröße, Wirtschaftszweige, Regionen) gilt. Handlungsfelder bestehen damit eigentlich in allen Bereichen, wobei das Augenmerk besonders auf das Verarbeitende Gewerbe und die Sonstigen Dienstleistungen gerichtet sein sollte, hier trafen eine besonders schlechte Bewertung und eine besonders hohe Bedeutung dieses Faktors zusammen. Verbesserungspotenziale und Handlungsmöglichkeiten bestehen aber auch bezüglich der Qualität des Fachkräfteangebots. Diese hat in einigen Bereichen die höchste Bedeutung aller betrachteten Standortfaktoren (Dienstleistungen für Unternehmen, Verarbeitendes Gewerbe, Betriebe mit erwartetem Beschäftigungswachstum. Die Qualität des Fachkräfteangebots wird im Vergleich zu den anderen Faktoren zwar in der Regel gut bewertet, jedoch zeigte sich, dass dieser Faktor u.a von Betrieben aus dem Verarbeitenden Gewerbe und Betrieben mit erwartetem Beschäftigungsanstieg eine vergleichsweise schlechte Bewertung bekam. Wenn die hier bestehenden Beschäftigungspotenziale genutzt werden sollen, bedarf es weiterer Aktivitäten im Bereich der Aus- und Weiterbildung von Fachkräften.
