Le dimissioni volontarie di un membro della Commissione europea alla luce del principio di indipendenza dell'istituzione. Riflessioni a margine del caso Hogan
L'articolo, prendendo spunto dal c.d. Golfgate, che ha coinvolto l'ex commissario europeo al commercio Phil Hogan, esamina l'istituto delle dimissioni volontarie, ai sensi dell'art. 246 TFUE. Il lavoro, in particolare, si concentra sui casi in cui queste sono rassegnate per ragioni di responsabilità politica, con l'obiettivo di svolgere alcune considerazioni critiche sul principio di indipendenza della Commissione europea.

This article carries out an analysis on the rules on passive electorate under EU Law, particularly in the framework of the European citizenship, focusing on the prerogatives of the European Parliament in this field. Following the analysis of the legal framework, the author examines on the case-law of the European Court of Justice, underlining the narrow approach usually adopted by the latter. In the second part of the article, however, the paper takes under consideration a judgement and an order issued in December 2019, regarding the election of some members of the Junts per Catalunya Party, which are interesting because the Court has interpreted the powers of the European Parliament in a broader sense. Starting from those decisions, the author makes some reflection on the necessity to strengthen the autonomy of the European Parliament trough an electoral reform.

Tutela della salute pubblica ed assistenza economica e finanziaria agli Stati membri dell'Unione europea in tempo di emergenza sanitaria
This article conducts an analysis of the instruments providing financial support for Member States in conjunction with the rules on the protection of human health, in order to assess if the latter have oriented the reaction of the European Union and its Member States to the Covid-19. The crisis caused by the Covid-19 pandemic, in fact, is of dual nature: it is a threat to human health and, at the same time, it requires huge financial resources for the recovery. Firstly, the author analyzes the main elements of the crisis. Secondly, the author focuses on the horizontal clauses that should orient the response of the EU to the pandemic, including Art. 35 of the Charter of Fundamental Rights of the European Union. Finally, the author examines some instruments giving financial assistance to Member States that could be activated to face the pandemic, in particular the European Stability Mechanism (ESM) and the draft Recovery Fund announced by the European Commission.

Industrie Creative e Turismo: il caso dell'Arte Contemporanea in Sicilia
La tesi inizia con l'analizzare il passaggio dal turismo culturale al turismo creativo a livello internazionale, nazionale e siciliano. Il settore creativo su cui si sofferma l'attenzione è quello inerente all'Arte Contemporanea, analizzando processo di democratizzazione e globalizzazione in atto allargando il proprio pubblico e di come il settore possa diventare elemento di attrattività della destinazione creando nuovi modelli di marketing territoriale, innescando nuove nicchie turistiche e i beni/servizi intermedi offerti dal settore all'industria turistica. Infine, il progetto tesi focalizza la sua attenzione sulle realtà siciliane, in particolare quelle di Favara e Gibellina e della loro riqualificazione in chiave socio-politica grazie all'arte contemporanea, valutandone le ricadute sul turismo regionale e proponendo nuovi modelli di policy.

Coevolutionary Genetic Algorithms for Establishing Nash Equilibrium in Symmetric Cournot Games

We use coevolutionary genetic algorithms to model the players' learning process in several Cournot models and evaluate them in terms of their convergence to the Nash Equilibrium. The "social-learning" versions of the two coevolutionary algorithms we introduce establish Nash Equilibrium in those models, in contrast to the "individual learning" versions which, do not imply the convergence of the players' strategies to the Nash outcome. When players use "canonical coevolutionary genetic algorithms" as learning algorithms, the process of the game is an ergodic Markov Chain; we find that in the "social" cases states leading to NE play are highly frequent at the stationary distribution of the chain, in contrast to the "individual learning" case, when NE is not reached at all in our simulations; and finally we show that a large fraction of the games played are indeed at the Nash Equilibrium.
