Tourism, as one of the biggest and fastest growing industries in the world, has an enormous impact on the achievements of the Europe 2020 growth strategy. The main factor influencing its effectiveness, based on achievement of strategy indicators, is tourist infrastructure, which is understood as hotel and restaurant facilities used by tourists coming to a particular area to meet their needs associated with passive and active tourism. To achieve the highest effectiveness in this regard, the European Union has established the scheme of Ecolabel standards, implemented in individual countries through independent certification, compliance with which means that the strategy's assumptions can be effectively implemented. According to experts, managing a facility in compliance with Ecolabel standards today is an example of innovative hotel management. In addition to the benefits resulting from taking care of the environment, the certification also allows for a reduction of the operating costs of a facility. This paper aims at verifying – through an econometric model – research hypotheses related to the reduction in operating costs of a facility that complies with the certification standards. ; Turystyka jako jedna z największych oraz najszybciej rozwijających się branż na świecie ma ogromny wpływ na osiągnięcia strategii rozwoju Europa 2020. Głównym czynnikiem wpływającym na efektywność osiągnięcia wskaźników strategii jest infrastruktura turystyczna rozumiana jako baza hotelowa oraz gastronomiczna, która służy przyjeżdżającym na dany obszar turystom w zaspokajaniu ich potrzeb związanych z bierną oraz aktywną turystyką. W celu osiągnięcia jak najwyższej skuteczności w tym zakresie Unia Europejska opracowała system norm Ecolabel wdrażanych w poszczególnych państwach poprzez niezależną certyfikację, których spełnianie pozwala efektywnie realizować założenia strategii. Zdaniem ekspertów prowadzenie obiektu zgodnie z normami Ecolabel jest dziś przykładem innowacyjnego zarządzania hotelem. Poza korzyściami wynikającymi z dbałości o środowisko naturalne certyfikacja pozwala również na obniżenie kosztów funkcjonowania obiektu. Poniższy artykuł ma na celu zweryfikowanie poprzez model ekonometryczny hipotezy badawczej dotyczącej obniżenia kosztów funkcjonowania obiektu spełniającego normy certyfikacji ekologicznej.

At the beginning of the 1990s Poland, like the majority of the Central and East European countries (CEECs) undergoing transformations, overcame its initial distrust and began to recognize that the only path to regional stability and national economic growth was economic integration. The Central and Eastern European Free Trade Agreement (CEFTA), signed by the Czech Republic, Hungary, Poland, and Slovakia on 21 December 1992 in Cracow, provided for the elimination of a number of trade barriers and the growth in commercial exchanges between the signatory nations, aimed at facilitating their integration with the European Union at a later stage. This article constitutes an attempt to assess the main effects of the implementation of CEFTA on the functioning of its member states as well as their further integration as Member States of the EU. It also presents the main provisions of the modernized CEFTA 2006, and the current problems related to implementation of the agreement. It also discusses the opportunities and prospects for Croatia, as a former CEFTA member state, upon its scheduled accession to the EU in July 2013. The purpose of this paper is to review the institution responsible for the protection of personal data within the European Union and national example - Polish as a country representing the new Member States. The analysis of institutional system - providing legal security of communication and information institutions, companies and citizens against the dangers arising from the ongoing development of innovative new technologies in the European Union and Poland. This article is an attempt to analyze the possibility of using security systems and Biometry CTTV in Poland in terms of legislation. The results of the analysis indicate that, in terms of institutions Poland did not do badly in relation to the risks arising from the implementation of technology. The situation is not as good when it comes to the awareness of citizens and small businesses. This requires that facilitate greater access to free security software companies from data leakage or uncontrolled cyber-terrorist attacks. With regard to the use of security systems, CCTV and biometrics, Poland in legal terms is still early in the process of adapting to EU Directive. The continuous development of technology should force the legislature to establish clear standards and regulations for the application of CCTV technology and biometrics, as it is of great importance in ensuring the fundamental rights and freedoms of every citizen of the Polish Republic. ; Celem niniejszego artykułu jest przegląd instytucji odpowiadających za ochronę danych osobowych na poziomie Unii Europejskiej oraz na przykładzie narodowym – Polski jako kraju reprezentującego nowe państwa członkowskie. Przedmiotem analizy jest system instytucjonalno – prawny zapewniający bezpieczeństwo komunikacyjne oraz informacyjne instytucji, przedsiębiorstw jak i obywateli przed zagrożeniami wynikającymi z innowacyjnych rozwiązań postępującego rozwoju nowych technologii zarówno w Unii Europejskiej jak i w Polsce. Poniższy artykuł jest również próbą analizy możliwości stosowania systemów zabezpieczeń CTTV oraz Biometrii w Polsce w ujęciu prawnym. Wyniki analizy wskazują, że pod względem instytucji Polska nie wypada źle w odniesieniu do zagrożeń wynikających z wdrożenia technologii. Sytuacja nie jest tak dobra, jeśli chodzi o świadomość obywateli i mniejszych firm. Wymaga to ułatwiania szerszego dostępu do darmowych programów zabezpieczających firmy przed wyciekiem danych lub niekontrolowanych cyber-ataków terrorystycznych. W odniesieniu do stosowania systemów zabezpieczeń CCTV oraz biometrii, Polska pod względem prawnym jest wciąż na początku procesu dostosowania do dyrektywy UE. Ciągły rozwój technologii powinien zmusić ustawodawcę do stworzenia jednoznacznych standardów i przepisów obowiązujących w zakresie stosowania technologii CCTV oraz biometrii, gdyż ma to ogromne znaczenie w zapewnieniu podstawowych praw i wolności każdego obywatela Rzeczypospolitej Polskiej.

The aim of the article is to identify factors influencing the formation of new enterprises, with particular emphasis on the border regions of Eastern Poland, which are among the least developed ones in terms of entrepreneurship. The analysis of enterprises functioning in Eastern Poland in the years 2007—2017 was performed using log-linear (power) model, estimated on the basis of data from the Local Data Bank of Statistics Poland.
The results of the conducted research showed that the development of entrepreneurship in border regions of Eastern Poland is conditioned by different factors than in voivodships with a higher level of entrepreneurship.

The main aim of this article is to present deliberations on the importance of necessity-derived and opportunity-based entrepreneurship for the economy and to try to answer the question which of those types of entrepreneurship makes the economic system resilient at the time of crises and which one has an adverse impact. The GEM research on the motivation of entrepreneurs is the starting point for the research carried out in this paper. It has been resolved that any further econometric analysis (by means of the dynamic models) would cover European countries for which the complete GEM test results are available for a period of minimum 10 years, therefore the period covered by the study includes the years between 2009 and 2021. Based on the calculated correlation index between the entrepreneurship index and the GEM index (percentage of the population aged 18-64 who see good opportunities to start a business in their place of residence), two groups of countries were identified entrepreneurship results from necessity - derived and opportunity - based. In the light of the push theory and the conducted econometric studies, the crisis caused by COVID-19 will probably result in the development of some sectors of the economy or completely new ones will arise in those economies.

The aim of the article: The outbreak of the Covid-19 pandemic made it necessary to involve the state in the process of rescuing numerous business entities from bankruptcy. In the European Union, the aid measure for entrepreneurs takes a form of public aid, which, as it turns out, is the necessary and the only tool to protect SME sector enterprises against bankruptcy. Social isolation caused by the virus that spread on a large scale effectively inhibited the development of entrepreneurship, which is inherently related to the economic development of countries. The aim of the article is therefore to indicate that supporting entrepreneurs within the framework of public aid may help to reverse the unfavorable economic trends related to the disturbed development of entrepreneurship. Methodology: The article analyzes and assesses the government solutions introduced to the Polish economic reality, the purpose of which is to counteract the effects of Covid-19. The paper presents the current public aid tools available to entrepreneurs along with their financial dimension. Results of the research: State aid granted by the state to entrepreneurs during the crisis caused by Covid-19 is indispensable for their further functioning. The paper presents aid instruments related to COVID-19 that are available to entrepreneurs. The analysis shows that public aid addressed to entrepreneurs injured as a result of the lockdown comes from many sources and is almost tailored to the individual entrepreneur. The entities providing aid on the basis of state aid include: banks, local government units, executive bodies of local government units, Social Insurance Fund, State Fund for Rehabilitation of Disabled People, financial intermediaries, bodies constituting local government units, the European Investment Bank, Polish Development Fund, district and voivodeship labor offices and BGK (Bank Gospodarstwa Krajowego). Having prepared a package of systemic solutions, the government introduced them systematically, depending on the situation of individual sectors of the economy. Special solutions in the form of financial shields were addressed directly to the tourism sector (e.g. loans for tour operators) or the catering sector, which in the face of the pandemic were most exposed to a decrease in revenues. The impact of introduced solutions on the country's economy can be assessed only in the next few years, but the multitude and diversified nature of the anti-crisis solutions introduced in Poland will certainly contribute to slowing down the negative consequences of Covid-19 in the economy.
