The article presents an explanation of the causes that have determined geopolitical changes derived from the armed confrontation between the state force and paraestatal groupings in Valle del Cauca (Colombia). This paper is the first part of a project encompassing three central components of the armed conflict and its regional impact: (a) the relevance of geography to understand political and economic transformations arising from local war; (b) the economic and financial structure supporting the formation and survival of irregular armies within a determined geographic region; (c) the strategic correlations that differentiate and assimilate the groups fighting for predominance in the regional geography. The author restricted the research to the first of the three components. A later work should show the correlations between paraestatal associations, their new identities and geopolitical impact within the whole Colombian geography. (Anal Polit./GIGA)

This article proposes an interpretation of the armed conflict from an evolutionary view that takes into account the concept of private protection agencies in the works of Schelling / Nozick / Gambetta. Its aim is also to assess the dynamics of conflict and changes from the author's scientific output. A context of conflicts that includes new expressions of violence and the relative failure of the paramilitary reintegration involves using new analytical models (argumentation, game theory and inconsistent information). The recent evolution of emerging bands and their expansion into areas that were paramilitary camps requires monitoring not only by the government and authorities, but also from those researching the conflict in its current phase. The author proposes a heuristic research support from Schelling's theory of strategy, Nozick's protection agencies, and Gambetta's recent contributions on the relationshi p between organized crime and drug cartels. ; Este artículo propone una lectura del conflicto armado desde una concepción evolutiva que toma en cuenta el concepto de agencias de protección privada en las obras de Schelling/Nozick/Gambetta. Su objetivo también es evaluar la dinámica y los cambios del conflicto desde la propia producción científica del autor. Un contexto de conflictos que comprende nuevas expresiones de violencia y el fracaso relativo de la reinserción paramilitar, supone emplear nuevos modelos analíticos (argumentación, teoría de juegos e información inconsistente). La evolución reciente de las bandas emergentes y su expansión territorial en zonas que fueron campamentos paramilitares, requiere un seguimiento no sólo del gobierno y las autoridades, sino de quienes investigan el conflicto en su presente fase. El autor propone una heurística de apoyo a la investigación desde la teoría de la estrategia de Schelling, las agencias de protección de Nozick y los aportes recientes de Gambetta sobre las relaciones entre el crimen organizado y los carteles de las drogas.
The basic aspects of the theory of argumentation, the relations of argumentation with the concept of logical inference and a description of argumentation in the analysis of compared international politics are presented in this article. Argumentation will be here understood as part of a deliberative process of pro or against reasoning around certain opinion that might be defended by means of a confrontation of ideas. Therefore, the one who argues proposes, refuses, beats or justifies any understanding of the world. With this in view, a brief description of deductive argumentative systems is undertaken. Some degree of formality, arising from the logics to structure the general argumentative basis, is introduced. Then, an exemplification based on a highly recognized case in international relations is presented: the conditions of public debate that gave birth to the invasion and war in Iraq. ; En este artículo se presentan aspectos básicos de la teoría de la argumentación, las relaciones de la argumentación con el concepto de inferencia lógica y una ilustración sobre argumentación en análisis de política comparada internacional. La argumentación se comprenderá como parte de un proceso deliberativo de razones en favor o en contra de un punto de vista que puede defenderse mediante una confrontación de ideas. Por lo cual quien argumenta: propone, refuta, derrota o justifica una determinada concepción del mundo. Con este propósito, se aborda preliminarmente una breve descripción de sistemas deductivos de argumentación (SDA). Se introduce cierto grado de formalización proveniente de la lógica para estructurar los cimientos de la argumentación en general, y luego se ofrece una ilustración con base en un caso reconocido ampliamente en política internacional: las condiciones del debate público que dieron lugar a la invasión y la guerra en Irak.
Information sources, creation of informant networks and labors of local intelligence have become very important goals in political power calculations of the paramilitary and insurgents. Phenomena of information and rumor can disclose central aspects to understand the direction of events yet to be seen in local politics. The text presents a phenomenological analysis of information (and its deviations) to understand the dynamics of armed conflict at a local level. ; Las fuentes de información, la creación de redes de informantes y los trabajos de inteligencia local se han convertido en objetivos de suprema importancia en los cálculos de poder político de paramilitares e insurgentes. Los fenómenos de información y rumor pueden por esto mismo ofrecernos aspectos centrales para comprender la marcha de acontecimientos que tendremos en la vida política en el contexto local. El texto introduce un análisis fenomenológico de la información (sus desviaciones) a fin de comprender la dinámica del conflicto armado a nivel local.
Este artículo expone aspectos clave para el análisis teórico de la realidad política en Colombia, en momentos de severa inestabilidad y confluencia de dilemas estratégicos que gravitan sobre las campañas políticas que estarán marcados decisivamente por la influencia de los paramilitares y el asedio intimidatorio de los grupos insurgentes, y la violencia organizada. Presenta un análisis de coyuntura sobre las dinámicas de poder a nivel local a partir de herramientas conceptuales tomadas de la filosofía política contemporánea. En particular desde algunas categorías de la obra de Robert Nozick: Anarchy, State, and Utopia (1974). Este artículo comprende tres unidades analíticas: (1) Una descripción de las agencias de protección; (2) Un modelo nozickiano de acciones individuales bajo agencias de protección; (3) Una lectura empírica del conflicto desde MN (el modelo Nozick). La hipótesis que pondremos a prueba es que la definición analítica dada por Nozick sobre el Estado mínimo tiene su propia metamorfosis aplicada al caso colombiano; en especial, si liberamos comprensivamente las características que le da al surgimiento del Estado, e interpretamos la asimilación que Nozick realiza entre Estado mínimo y agencias de protección dominante. El argumento central sustenta una relación indirecta con la extensión estratégica de las agrupaciones insurgentes o paramilitares que disputan el poder político local. ; This article exposes key aspects for the theoretical analysis of the political reality in Colombia in moments of severe derived social uncertainty of the conflict and the fork of serious dilemmas on the institutional order that comes from political campaigns influenced decisively by the paramilitary interests and the intimidating blockade of insurgent groupings and of the organized violence. We present a joint analysis on the dynamics of political power at local level, from borrowed tools of the contemporary political philosophy. In particular from concepts and taken categories of Robert's work Nozick: Anarchy, State, and Utopia (1974). The article understands three analytic units: (1) A description of the protection agencies (2) A model nozickiano of stocks singular low protection agencies (3) An empiric reading of the conflict from MN (the model Nozick). The hypothesis that I will put on approval it is that the analytic definition given by Nozick on the minimum State has its own applied metamorphosis to the Colombian case; especially, if we liberate the characteristics that he gives to the emergence of the State, understandingly and we interpret the assimilation that Nozick carries out between Minimum State and Agencies of dominant protection. The basic argument that I sustain will have an indirect relationship with the strategic extension of the groupings that dispute the local political power.
Resumen El presente ensayo tiene el propósito de presentar, en perspectiva, las relaciones entre lenguaje, conflicto armado y política en el contexto específico de Colombia.A partir de las contribuciones de Lakoff–Perelman, se dará énfasis al papel primordial de la metáfora y el argumento en la representación que se hace sobre el conflicto armado. Las dinámicas y estrategias están justificadas en un discurso o en las estratagemas de la argumentación con el propósito de conseguir ventaja sobre el enemigo. La maquinaria del conflicto armado también presupone un conocimiento de la retórica, la justificación ante la opinión pública de las acciones bélicas, las ventajas sobre el enemigo con lo cual, regularmente, se esconden los alcances de los daños causados a sus víctimas.El ensayo es el primero de una serie de trabajos dedicados a mostrar cómo la guerra guarda relación con el lenguaje que lo representa y, claro, con las realidades imaginadas por quienes participan en ella.
