Este artículo ofrece una mirada sociopolítica sobre los debates contemporáneos en torno al terrorismo. Parte de tres presupuestos: 1) la violencia política y su explicación sólo pueden comprenderse en su contexto sociohistórico; 2) su estudio requiere un esfuerzo reflexivo; 3) las explicaciones sobre el terrorismo influyen la dinámica sociopolítica. A partir de ellos se examinan los debates académicos sobre el terrorismo y se inscriben en la dinámica ideológica de la Guerra contra el Terror. Se argumenta que, tanto la violencia como su explicación han de comprenderse en el marco del conflicto. Para avanzar en esta idea, se recuperarán los marcos sociopolíticos de análisis trayendo el conflicto al primer plano y situando el terrorismo en la intersección entre lo internacional, lo social y lo político ; This paper develops a sociopolitical analysis of contemporary debates on terrorism. It departs form the assumptions that political violence and its scientific explanation, can only be grasped under sociohistorical contexts and it requires interdisciplinary and reflexive effort. Therefore, contemporary debates need to be addressed under the ideological logics of the War on Terror. Under these premises, the paper examines mainstream accounts —Terrorism Studies— and Critical Studies on Terrorism. After 9/11, the huge increase of research, publications, think tanks and expert's communities has consolidated an industry of terrorism knowledge that produces justifications of counterterrorist policies. At the same time, there is an emerging movement in the field, producing fresh and alternative explanations borrowing from Critical Traditions. From both grounds, efforts are being made to produce narratives of legitimization /delegitimization of contemporary practices of counterterrorism. It is in this sense that they become part of a wider conflict

This article presents a review of the academic literature (2005-2020) analyzing the policies for the prevention of extremism implemented in the European Union. Based on a review of the works published in the WOS, we reflect on the pillars composing these practices. To present the results of the literature review, the EU Radicalisation Awareness Network's structure (RAN) is used (its working groups and topic-oriented organization). It is concluded that the preventive paradigm relies on the enlistment of social actors (from the field of social policy and organized civil society). Some challenges and blind spots of this approach are pointed out.

Resumen
Este artículo presenta una revisión de la literatura reciente (2005-2020) sobre las políticas de prevención del extremismo implementadas en la Unión Europea. A partir de los trabajos publicados en la Web of Science, se propone una reflexión sobre los pilares en los que descansan las prácticas de prevención. Se utiliza la estructura de trabajo de la Red Europea RAN (sus áreas temáticas y grupos de trabajo) para organizar los resultados de la revisión. Se concluye que el paradigma preventivo descansa sobre el reclutamiento de actores sociales (del campo de la política social y de la sociedad civil organizada) y se presentan algunos desafíos y cegueras de este enfoque.

Victims have become a topic of scholarly debate in conflict studies, especially regarding the impact of their activism on the evolution and termination of violence. Victims of terrorism are now enlisted within counter-terrorism, given their moral authority as spokespeople for counter-narratives and de-escalation. Our research explores how Spanish terrorism victims' associations have evolved across eras of political violence and how they mediate the translation of international War on Terror discourses into Spanish counter-terrorism. We offer a topography of how the War on Terror has opened a 'social front' in Spanish counter-terrorism, with Spanish political elites prominently employing the victims' associations to this end. Contemporary terrorism discourses are read back onto the memory of ETA, with victims' associations assisting the equation of ETA with al-Qaeda and ISIS. Collective memory of the defeat of ETA has also contributed the veneer of 'lessons learned' to contemporary counter-terrorism measures. Our research explores the fluidity of terrorism-memory and the importation of global terrorism discourses into Spanish politics, relying upon interviews with key stakeholders in victims' associations, local politics, and the research director of the new Victims of Terrorism Memorial Centre in Vitoria.

Este artículo analiza la evolución del paradigma de la estrategia antiterrorista y su manifestación más reciente en Europa: las políticas de prevención del extremismo violento (PEV). A través de una amplia revisión de la literatura que evalúa la PEV a nivel europeo, este artículo se centra en las principales consecuencias políticas y sociales de estas políticas, tal y como están siendo descritas en la literatura académica. La PEV, al centrarse en elementos abstractos e ideológicos –el extremismo– y poner el foco en las ideologías relacionadas con este, da como resultado una política de prevención que penetra y securitiza esferas sociales, domésticas y privadas, al tiempo que incorpora nuevos actores relacionados con la seguridad. Como se mostrará, esta lógica resulta problemática y, en algunos casos, contraproducente.
