Im Zuge neuer Herausforderungen und veränderter Bedingungen auf nationaler wie internationaler Ebene plant und erarbeitet die SPD die Formulierung eines neuen Grundsatzprogramms. Vor diesem Hintergrund beschäftigt sich der Beitrag mit der neu auszurichtenden Arbeitsmarktpolitik, die durch den Zielkonflikt zwischen Effizienz und Gerechtigkeit geprägt ist. Dabei werden zunächst die Ursachen der Arbeitslosigkeit in den Industrienationen erörtert, die in einem Zusammenspiel von makroökonomischen Bedingungen und den Strukturen des Arbeitsmarktes zu finden sind. Wie sie sich auf die Arbeitslosigkeit auswirken, hängt von den Institutionen des Arbeitsmarktes ab. In diesem Zusammenhang wird der einschlägige Forschungsstand skizziert. Eine effiziente und zugleich gerechte Arbeitsmarktpolitik lässt sich nach Ansicht des Autors erreichen, indem die Möglichkeiten, selber Einkommen zu erwirtschaften, für alle Personen in einer Gesellschaft möglichst gut ausgebaut und gleich verteilt werden. Mit dem Angriff Russlands auf die Ukraine stellt sich auch die Frage, welche Folgen die militärische Eskalation auf Gesamtwirtschaft und Arbeitsmarkt in Deutschland hat. Wirtschaftliche Auswirkungen können sich unter anderem über Handelsverflechtungen, Energieversorgung, Unsicherheit und Migration ergeben. Angesichts der insgesamt stabilen Verfassung des deutschen Arbeitsmarktes könnten die Effekte hier begrenzt bleiben. Es bestehen aber Risiken.
Das Bruttoinlandsprodukt stieg im ersten Quartal 2022 preis-, saison- und kalenderbereinigt um 0,2 Prozent gegenüber dem Vorquartal. Der Krieg in der Ukraine, Lieferengpässe und Preiserhöhungen belasten die wirtschaftliche Entwicklung. Handel und Dienstleistungen profitieren hingegen vom Ende der coronabedingten Einschränkungen. Die Lage der Unternehmen hat sich im Mai verbessert. Auch die Erholung am Arbeitsmarkt setzt sich fort, wenn auch etwas verlangsamt. Die Entwicklung der nächsten Monate bleibt mit hohen Unsicherheiten verbunden.
Der Krieg in der Ukraine, Lieferengpässe und Preiserhöhungen belasten die wirtschaftliche Entwicklung. Hinzu kommen Unsicherheiten aufgrund der reduzierten Gaslieferungen aus Russland. Die Lageeinschätzung der Unternehmen hat sich im Juni etwas eingetrübt. Die Erholung der Beschäftigung setzt sich dennoch verlangsamt fort. Die Arbeitslosigkeit steigt an, da arbeitsuchende ukrainische Geflüchtete nun in der Grundsicherung betreut werden. Die Entwicklung der nächsten Monate bleibt mit hohen Unsicherheiten verbunden.
"Im Aufschwung 2006/2007 ist die Arbeitslosigkeit deutlich gesunken. Ist die Verbesserung am Arbeitsmarkt nachhaltig oder nur eine kurzfristige konjunkturelle Erholung? Die Entwicklung der Phillips- und der Beveridgekurve deutet an, dass der Aufschwung - anders als 1999/2000 - vom konjunkturellen Muster abweicht. In den vergangenen Jahren dürfte sich die Matchingeffizienz verbessert haben und damit die Arbeitslosigkeit auch nachhaltig gesunken sein. Die Verbesserung am Arbeitsmarkt hatte aber ihren Preis: Die Deregulierung der Leiharbeit und die Erleichterung geringfügiger und befristeter Arbeitsverhältnisse haben zur Ausweitung prekärer Beschäftigung geführt. Zudem haben Arbeitnehmer über mehrere Jahre eine moderate Lohnentwicklung hingenommen. Auch der Druck auf Arbeitsuchende wurde erhöht. Die Politik darf die Beschäftigungsgewinne nicht aufs Spiel setzen, muss aber auch die zunehmende Polarisierung eindämmen. Ansatzpunkte gibt es viele: die Anreize für abgesicherte Vollzeitbeschäftigung - statt für prekäre Beschäftigung - erhöhen, den Unterschied zwischen Arbeitskosten und Nettolöhnen verringern und Qualifizierung insbesondere am unteren Ende der Bildungsverteilung fördern." Using linked employer-employee data for western Germany, we find that works councils affect wage growth only in combination with collective bargaining. Wage adjustments to positive and negative economic shocks are not always symmetric. Only under sectoral bargaining there is a (nearly symmetric) reaction to rising and falling unemployment. In contrast, wage growth in establishments without collective bargaining adjusts only to falling unemployment and is unaffected by rising unemployment.

"Since the early 90's the West German firms have to deal with sharp changes of economic environment: the German Unification, the emerging competitors in the east European countries and the deregulation of several labour market institutions. We analyse the wage structure, the wage changes and the labour mobility during this period using the linked employer-employee dataset from the Institute for Employment Research for the years 1993, 1995 and 2000. The dataset allows us to investigate especially the wage structure within firms and the exit and entry rates of workers at firm level. The main finding is that both wage inequality within and between firms and workers mobility was rising during the 90's. This development is mainly driven by the dynamics of high wage workers and high wage firms. The rising variance of wages can only partly be explained by a change in the occupational composition of firms. A decomposition of the variance of wages shows that the importance of the firm-specific variation increases, whereas that of human capital variation decreases." (Author's abstract, IAB-Doku) ((en))
Seit dem Jahr 2005 erhalten erwerbsfähige Hilfebedürftige, die keinen Anspruch auf das beitragsfinanzierte Arbeitslosengeld I haben, das steuerfinanzierte Arbeitslosengeld II. Verschiedene Maßnahmen aktiver Arbeitsmarktpolitik sollen den Übergang der erwerbsfähigen Hilfebedürftigen in Beschäftigung unterstützen. Dieser Beitrag untersucht die durchschnittliche Wirkung von Eingliederungszuschüssen auf die Arbeitsmarktchancen der teilnehmenden erwerbsfähigen Hilfebedürftigen. Mit Hilfe von Propensity-Score-Matching wird eine Vergleichsgruppe von ähnlichen Nicht-Teilnehmern gebildet. Die Ergebnisse zeigen, dass Eingliederungszuschüsse die Arbeitsmarktchancen der Geförderten positiv beeinflussen: 20 Monate, nachdem erwerbsfähige Hilfebedürftige eine geförderte Beschäftigung aufgenommen haben, ist ihr Anteil in regulärer Beschäftigung um ca. 40 Prozentpunkte höher als in der Vergleichsgruppe. Die geschätzten Effekte auf die Variablen 'nicht arbeitslos' und 'kein Arbeitslosengeld-II-Bezug' fallen etwas geringer aus.
Our paper estimates the average effect of wage subsidies - paid to employers for a limited period of time - on the labour market prospects of needy job-seekers without access to insurance-paid 'unemployment benefit I'. The results show that wage subsidies had large and significant favourable effects: 20 months after taking up a subsidised job, the share of persons in regular employment is nearly 40 percentage points higher across participants. On the whole, groups with particular placement difficulties benefit comparatively more from subsidisation.
