Can international organizations (IOs) gain independence from their member states, even if their decisions arise from member state bodies? While organizational independence is a precondition for the autonomy and agency of IOs, International Relations theory cannot yet grasp IO independence in the absence of institutional agents like secretariats. Drawing on collective actor theories with a strong micro-foundation from philosophy and sociology, this article demonstrates how organizational rules and procedures gradually shape organizational processes and produce collective effects that do not arise from the aggregation of member state activities. Member-dominated IOs can produce collective beliefs about relevant parts of the outside world that differ from the aggregated beliefs of member states. They can comprise institutionalized organizational goals and criteria that indicate collective intentions of organizational action and differ from the aggregate preferences of member states. They can comprise decision-making procedures that foster organizational decisions according to collective beliefs and intentions and reduce or abolish the relevance of bargaining and preference aggregation. Finally, they can act in ways that do not immediately rely on implementation action by the member states or by other lower-level actors. I conclude that analyzing the sources of independence of member-dominated IOs from their members sheds light on the nature and effects of IOs as group actors.

The essay critically engages with the debate on the numerous approaches that seek to connect Marxian theory with thermodynamics/entropy. Starting from the analyses of Podolinsky's energetics published in the 19th century I will go into its rediscovery in the ecological discourse of the 20th century – basically by Martinez- Alier - and the reaction of Burkett/Foster. The essay will conclude with a critique of Elmar Altvater's attempts to connect Marxian value theory and entropy.

"Das Spannungsfeld von Handel und Umwelt ist durch starke Einflussbeziehungen zwischen der Welthandelsorganisation einerseits und internationalen Umweltinstitutionen andererseits geprägt. Zunächst wird ein Konzept entwickelt, das die Kausalmechanismen der Einflussbeziehung zwischen internationalen Institutionen und die daraus entstehenden Folgen für das Regieren im internationalen System erkennen lässt. Sodann wird das konfliktreiche Beziehungsgeflecht zwischen der Welthandelsorganisation und internationalen Umweltinstitutionen mit handelsbeschränkenden Maßnahmen analysiert. Beide Seiten haben die Fähigkeit, die Regulierungstätigkeit der jeweils anderen Seite empfindlich zu stören. Schrittweise entwickelt sich jedoch eine systematische Arbeitsteilung zwischen den beteiligten Institutionen, die die bestehende Einflussbeziehung verstetigt und das Konfliktpotenzial gleichzeitig erheblich reduziert." Abstract.  Whereas the delegation of regulatory powers is usually examined from the principal's perspective, this article explores the consequences of delegation for the regulatory output. Empirically, it finds that the dissolution of the original German postal authority led to the establishment of a system of divided labour in which different actors, including an (almost) independent regulatory agency, depend on each other's performance of specialized functions. Theoretically, it contributes to the ongoing debate over the role and operation of independent agencies in two main respects. First, based on the modern theory of social systems, it draws attention to the fact that the reform process was characterized by an increased functional differentiation of institutionalized decision‐making. Second, drawing on the Habermasian theory of communicative action, it is argued that functional differentiation supports the transformation of interaction from interest‐based bargaining to deliberative arguing both in the legislative and the administrative arenas. As political actors are made unable to resort to their power resources, reasons become a key source of influence.

"Das Gebiet der internationalen Institutionen, des Regierens jenseits des Nationalstaates
sowie seiner eher präskriptiven Variante der Global Governance gehört seit
nunmehr 15 Jahren zu den besonders wichtigen und dynamischen Bereichen der
deutschsprachigen Internationalen Beziehungen. So stellen Volker Rittberger und
Hartwig Hummel (1990: 34) und Michael Zürn (2003: 24) in ihren einleitenden Beiträgen
zu den jeweiligen 'state of the art'-Bänden der Internationalen Beziehungen
in Deutschland gleichermaßen fest, dass der Neo-Institutionalismus zu einem
gemeinsamen Fundament der Forschung geworden ist. Auf diese Hinwendung zu
einer theorieorientierten und – in einem weiteren Sinne – institutionenbezogenen
IB-Forschung in Deutschland lässt sich auch die Gründung der Zeitschrift für Internationale
Beziehungen (ZIB) zurückführen. Es ist deshalb nicht erstaunlich, dass der
hier zu behandelnde Sachbereich den wahrscheinlich größten und wichtigsten Einzelbereich
der Veröffentlichungstätigkeit in der ZIB bildet.
In diesem Beitrag will ich – den Vorgaben der Herausgeber entsprechend –
zunächst ausleuchten, inwieweit die ZIB ihrem eigenen Anspruch auf diesem Sachgebiet
gerecht geworden ist und wo dies noch nicht vollständig gelungen ist
(Abschnitt 1) und anschließend auf zwei Probleme hinweisen, denen sich die ZIB
meiner Meinung nach wird stellen müssen. Eines dieser Probleme, nämlich die
Frage der thematischen und methodischen Ausrichtung in der Zukunft, ist sachgebietsspezifisch
(Abschnitt 2), während das andere, die Frage der Verortung der ZIB
in der internationalen Landschaft der theoretisch orientierten IB-bezogenen Zeitschriften,
naturgemäß sachgebietsübergreifend ist (Abschnitt 3)." (Autorenreferat)

"Verhandlungssysteme setzen ein hohes Maß an Konsens voraus. Deshalb ist ihre
Leistungsfähigkeit sowohl in den internationalen Beziehungen als auch im Prozeß
der europäischen Integration begrenzt. Sie können jedoch etwa durch koordinierte
Alleingänge interessierter Staaten von außen beeinflußt werden. In diesem Artikel
werden die Gründe für den Durchbruch der Politik der Abschaffung der Personenkontrollen
an den EU-Binnengrenzen angesichts einer langfristig etablierten Patt-Situation untersucht. Es wird argumentiert, daß es einer zunächst kleinen Gruppe
von Mitgliedstaaten durch den Aufbau des Schengen-Regimes außerhalb des institutionellen
Rahmens von Europäischer Gemeinschaft und Union gelang, die Handlungssituation
auch solcher Akteure zu beeinflussen, denen eher an einer Blockade
dieser Politik gelegen war, und dadurch in der Union eine günstigere Entscheidungssituation
herbeizuführen. Abschließend werden der Wirkmechanismus, auf
dem koordinierte Alleingänge beruhen, sowie die Voraussetzungen, unter denen sie

"The environmental policy of the European Community is nested within
a broader institution devoted predominantly to market integration. It also co-exists with
the domestic environmental policies of the member states. This institutional arrangement
has important consequences for environmental governance in the present Union. Not
only does the wide scope for domestic environmental action generate different logics of
harmonization for the regulation of products and processes, it also creates an institutional
preference for European product standards because this type of regulation allows a
trade-off between environmental and single market concerns. This effect is demonstrated
by the development of the originally purely environmentally motivated and processrelated
directive on packaging and packaging waste adopted in 1994. During its
preparation, this legislative project was supplemented with a strong product-related
component that made a trade-off between policies possible and facilitated majority
