The impact of the 'Delors heritage' on the administrative culture of the Commission contributed to the perceived politicisation of the Commission that gave way to a 'shifting definition of European administrative excellence' in which 'fundamental skills... [became] subordinated to managerial skills'. A more conservative culture arose that discouraged risk-taking, perhaps explaining the declining leadership role of the Commission." (contract)

Cet article montre qu'elle consiste plus au fond dans un processus d'entrée dans une classe sociale de serviteurs de l'Europe en formation, ou, plus exactement, d'un Stand au sens de Max Weber avec tout ce que cela implique (une position individuelle et collective d'élite dont la permanence est garantie par un statut, un ethos tendanciellement lié au service de l'Europe et à l'action publique, etc.). Ensuite en formulant l'hypothèse que la place importante désormais occupée par les skills remet, sous ses dehors anecdotiques, assez fondamentalement en jeu la compétence sociale des administrateurs de l'UE et, à travers elle leur trajectoire collective et individuelle de « serviteur de l'Europe » telle qu'elle s'était jusqu'à présent historiquement et sociologique constituée.
waiting for referee in an international review ; Founded on an analysis of biographies and carriers of top-rank officials and members of the European Commission, this paper suggest that a lot of recent polemic within the EU Institutions (such as Verheugen controversy, Kinnock reform, etc.) are the expressions of the tensions originating from socio-morphological transformations. To put it simply, the gap between the members and the officials of the Commission has never been so wide on this score. Commissioners seem to be gaining in political capitals to the detriment of a professional commitment in European politics, which implies for example a minimum degree of attendance in the political space of the EU or the accumulation of capitals relating to this space. Conversely, the top-level officials increasingly appear to owe their positions to long-term investment in institutions involving the production and, simultaneously, the accumulation of European capitals, a general tendency whereof the meaning is precisely questioned within the conjuncture of the Kinnock reform and more widely that of the political issues which characterised the mid 2000s. Beyond the conventional issue of the differentiation or de-differentiation processes of the political and administrative elites, this approach enables to underline the unique relationship between these staff categories in the case of the EU and to point out, to a greater extent, an opposition between temporary and intermittent EU elites and staff which seems to be a correct indicator of the specific and inequal objectivation process of the European institutions.
Since fifteen years scholars have a huge debate on the European officials "common culture". However this debate tend to ignore some questions that should be at the heart of the reflections on power in the Union. What are the conditions of production and interiorization of this "common culture" ? What are the links between this culture and the European officials ability to embody the Community interest ? What are the condition of the relative success of this operation and how is this ability distributed ? In order to answer these questions this paper, founded on an empirical survey at work, promote to analyse the socio-political processes of the group construction. After a fist part on the framework of analysis, the second part give some tracks on the objectivation of European official as group and conditions of his incorporated history.

Cet article s'interroge sur le processus politique dont a fait l'objet le Livre blanc sur la nouvelle gouvernance européenne et sur ce que ce processus révèle des relations de pouvoir au sein de l'espace institutionnel européen. L'hypothèse défendue consiste à dire que les usages politiques de la nouvelle gouvernance européenne dans le « milieu communautaire central » sont largement déterminés par l'enjeu de la définition du statut politique de la Commission. Après avoir rappelé en quoi ce cas renvoie à la fermeture d'une opportunité de conversion de la Commission en instance politique, il montre que la capacité du président de la Commission à piloter ouvertement des politiques institutionnelles est non seulement loin d'être acquise, mais que la relance politique de l'Europe des années 80-90 a contribué à complexifier la configuration de ses soutiens et à alourdir le travail politique visant les maîtriser. Il montre, en outre, que la prétention politique consistant à convertir le rôle de président de la Commission en « chef de gouvernement », qui a un temps représenté un implicite de la promotion de la « nouvelle gouvernance européenne », a dans cette configuration, plutôt contribué à le fragiliser et, avec lui, la définition d'une technocratie visionnaire et engagée sur le plan institutionnel .
International audience ; Cette contribution est la conclusion-synthèse d'un colloque sur le cinquantenaire du traité de Rome. Après avoir remis en cause les interprétations courantes d'une crise de l'Europe, l'article s'interroge sur les significations de cette interprétation sous l'angle de la théorie de la dissonance cognitive et en déduit des pistes pour l'histoire de l'Europe.
Some interpretations given of the Santer commission 's resignation were that the Commission was unable to manage the crisis, and especially because of its "poor communication" skills. On the one hand, this paper shows that this interpretation is wrong. The problem of this crisis is not a communication problem, but a legitimisation problem. And this legitimisation problem is due to a more general transformation of the European political game, which led to a dynamic of disintegration of its allies. But on the other hand, one could say that the interpretation of poor communication is nevertheless interesting in a very particular meaning. Considering these changes, one can think that the European Commission Communication has been wrong-footed by the politicisation of the European Institutions which was in process in this crisis. In other word, this crisis led us to think to the link between legitimisation and construction of political practices in the EU institutions.
The sociology of "people who run europe" is curiously absent of the majority of the european studies, and specialy the process of their professionnalisation. This contribution would like to present some benefits of the sociology of professions in order to understand the différenciation of a European political space. Founded on the results published in the collective book Les métiers de l'Europe, it identifies three directions that could help to better understand the differenciation process of the european political space : the competition between the group and the out-group of euro-proferssionnals, their internal competition and their effects on the closure of the field, the effects of professional situations and practices.
