"The ability to perform innovation is dependent upon the way in which the relevant actors are organized. This becomes of particular importance when emphasis is on experience-based innovation, on the ability of the wider social context to support innovation, and on the need to create innovation that can meet the demand for social responsibility. This contribution traces the development of a research tradition where the point of departure was research-driven experiments with alternative forms of work organization but which has become subject to a communicative turn as well as a turn towards change that can involve many actors simultaneously. In its present shape the tradition emerges as a distributive set of activities with the idea of democratic dialogue as the core and a strong emphasis on notions like networks and regions. This research tradition has played a major role in establishing Scandinavia as the leading area for 'learning organization' in Europe. The article concludes by discussing some of the challenges facing 'bottom-up' change in working life today: the increasing dominance of centrally managed systems thinking, a possible reduction in influence from the labor market parties and an associated breakdown of the strong links between the local and the central and, third, difficulties associated with integrating and giving a society level profile to a pattern of distributive research." Das LOM Programm (die Abkürzung steht für die schwedischen Begriffe Management, Organisation und Mitbestimmung) kann als Versuch zum Aufbau einer Diskursformation und zur Sondierung der Möglichkeiten für die Beteiligung von Arbeitnehmern an Organisationsentwicklungsprozessen gesehen werden. Nach einem kurzen Überblick über die theoretischen Ansätze zur Beteiligung der Sozialwissenschaften an Demokratisierungsprozessen in der Arbeitswelt, wird der dem Projekt zugrunde liegende Ansatz, eine Weiterentwicklung der Habermas'schen Position, vorgestellt und danach wird über eigene Projekterfahrungen bei der Initialisierung von demokratischen Dialogen berichtet. Innerhalb von Projektgruppen arbeiteten jeweils Mitarbeitern aus verschiedenen Betrieben, unter Mitwirkung von einem Sozialwissenschaftler, an jeweils konkreten Fragen der Arbeitsplatzgestaltung. Die geschilderten Projekterfahrungen beziehen sich auf Postämter (Briefsortierabteilungen) in Göteborg/ Schweden und Oslo/ Norwegen. Ein weiteres Beispiel der demokratisierten Organisationsentwicklung bezieht sich auf Dezentralisationsbemühungen einer größeren landwirtschaftlichen Genossenschaft in Schweden. Insgesamt gesehen stellen die beschriebenen Projektansätze und Erfahrungen die Bemühungen um den Aufbau einer Infrastruktur zur Beeinflussung der Entwicklung des Arbeitslebens in Skandinavien dar. Es wird versucht, einige Elemente in der Entwicklung neuer Formen von Arbeitsorganisation deutlich zu machen und die sozioökonomischen Faktoren herauszustellen, die diese Entwicklung bedingten. Aus vier wichtigen Gründen sind Alternativen zu tayloristischen Arbeitsformen von Interesse; es sind dies: die Arbeitszufriedenheit, Demokratie am Arbeitsplatz, Produktivität und Arbeitsbedingungen. During the early history of action research it was common to work with one single enterprise or workplace. More recently there has been a tendency toward linking organizations together in networks of development projects. One of the chief reasons for this new approach is to achieve "critical mass" of changes between organizations. In creating networks, different approaches can be applied. While the first efforts to develop networks were seen as appendices to single case projects, the current tendency is to see networks as organizational structures in their own right. Their development requires means or action parameters which go beyond those generally applied in "organization development." Networks were a key means in a recently concluded 5-year, nationwide action research-based Swedish work reform effort involving more than 100 organizations in various networks (the "LOM" program). This article describes the LOM program and the background for the interest in network development, the means invented to create and develop the necessary networks, the role of action research, and the resulting perspective on networks that emerged.
