Local people in the North Semarang area continue to aggregate and articulate critical political thoughts, pressing political thinking, and having a strong influence on the ruling elite's political decisions in the city of Semarang. This has been done by local people starting in 2004 until now—for example, Kanjengan Mall in the Johar market area, which investors from PT contracted. Pagar Gunung Kencana, in 2004 has expired. However, Jamaah Peduli Dugder in the North Semarang who always monitor the area say, there is still a development of the Johar market area, the Kauman area, and Malay villages that are not right and lack the attention of local elites and slow development. This research problem formulation is how does the community build the strength of its political thinking? The purpose of this study is to analyze the results of local people's political thinking on changes in elite political decisions and to analyze them with the approach of the power of civil society. This research's methodology was qualitative methodology, which was supplemented by descriptive analysis, including conducting in-depth interviews. In addition to primary data collection, secondary data collection from relevant documents was then analyzed. The conclusion of the political thinking of the local community on the Dugderan tradition is very strong. This resulted in a change in the political decisions of the elite who were then pro-local people.

Implementation Election Regent and Representative Regent Pekalongan It is the year 2020, which is one of the elections in Indonesia, which was held amid the Covid-19 Pandemic, experiencing enhanced political participation in society. Different from the most significant challenge during this implementation election common in the district of Pekalongan is the level of participation people tends to be low because of the condition of geography and topography different in the district Pekalongan. The results of this study conclude that first, with the high political participation of voters during the COVID-19 pandemic, the opportunity for people to come to the polling station is significant. However, the topography and geography of the region also have a significant influence because each region provides equal opportunities for voters to come to the polling station. Second, implementing the 2020 Pekalongan Regent and Deputy Regent Elections can be carried out safely and adequately with high voter political participation. High voter political participation was achieved by 77.75% and exceeded the national target. That is equal to 77.50%. So it is also higher than in the previous elections. The findings show that the local government of Pekalongan Regency is more innovative in increasing the political participation of its people.

ABSTRAK Di Kota Semarang ditemukan beberapa masalah terkait dengan penggunaan Aplikasi SI D'nOK yaitu aplikasi Sistem Informasi Dokumen Online Kependudukan ( disingkat SI D'nOK) dari Dinas Kependudukan dan Catatan Sipil (Disdukcapil) Kota Semarang. Masyarakat sebagai pihak yang menjadi sasaran program ini memiliki peran penting akan keberhasilan aplikasi SI D'nOK, yang di launching sejak tahun 2018. Namun pada saat pra survay (Oktober 2020), ditemukan adanya sebagian masyarakat yang belum mengetahui penggunaan dan adanya aplikasi tersebut, masih banyak yang mengurus surat surat kependudukan dan mendatangi langsung ke kantor Disdukcapil dan kurangnya sosialisasi dari pemerintah Kota Semarang mengenai aplikasi SI D'nOK.Penelitian ini bertujuan menganalisis pengaruh aplikasi SI D'nOK terhadap tingkat kepuasan masyarakat (Studi Kasus di Kecamatan Semarang Timur), menganalisis pengaruh peran Pemerintah terhadap tingkat kepuasan masyarakat dan menganalisis pengaruh aplikasi SI D'nOK dan peran Pemerintah terhadap tingkat kepuasan masyarakat Kota Semarang.Penelitian kuantitatif ini menggunakan tipe eksplanatory untuk menjelaskan pengaruh antar variabel melalui pengujian hipotesis. Populasi nya adalah masyarakat di lokasi wilayah Kecamatan Semarang Timur dan sampel sebanyak 67 orang. Penelitian ini menggunakan teknik Non Probability Sampling (Random Sample), dengan pengambilan sampel secara random.Hasilnya bahwa pengaruh Aplikasi Sistem SI D'nOK dan Peran Pemerintah Kecamatan terhadap Tingkat Kepuasan Masyarakat Kecamatan Semarang Timur Kota Semarang dinyatakan signifikan. Jadi dapat disimpulkan bahwa hipotesa yang menyatakan : "Ada Pengaruh Aplikasi Sistem SI D'nOK dan Peran Pemerintah Kecamatan Terhadap Tingkat Kepuasan Masyarakat" dapat dinyatakan diterima.
