STUDY OF VOTING SPLITS ON CITY COUNCILS IN LOS ANGELES COUNTY

To determine the types of voting patterns that exist within the councils of the 53 cities in Los Angeles County, Calif, an interview- questionnaire was presented to officials in each city. Information about the cities, councils & councilmen was gathered in this way to provide a base upon which a quantitative determination of the causes of voting splits within the councils could be made. There is a decided tendency for some type of prevailing alliance to develop. Where such prevailing splits occur they correspond closely with a split which has developed over a recent controversial community issue, particularly Issues concerning personnel administration & capital improvements. There are also evident is between the development of splits & the personal characteristics of the individual councilmen involved. The relevance of pol'al affiliation, sex, length of council service, length of community residence & age was demonstrated statistically. Other characteristics were not demonstrably signif. IPSA.
