Die Vereinigten Staaten werden mittlerweile als defekte Demokratie klassifiziert. Dies sind Effekte, die ihren Ursprung in einer wachsenden Ungleichheit in der Einkommensverteilung und spezifischen Entwicklungen auf dem Arbeitsmarkt – insbesondere nach der Wirtschafts- und Finanzkrise 2008 – haben. Dies führte dazu, dass sich viele Menschen in den USA nicht mehr ausreichend durch die politischen Eliten vertreten fühlen.

Der Autor untersucht im politischen Vergleich mit Clinton und Bush jr. den politischen Einfluss von Präsident Obama in der Sozial- und Gesundheitspolitik im Allgemeinen und in der Gesundheitsreformgesetzgebung im Besonderen. Der Verfasser arbeitet im ersten Abschnitt die Möglichkeiten und Grenzen präsidentieller Macht in der legislativen Arena der USA heraus und wendet die Begrenzungen auf den Bereich der Sozialpolitik an. Im zweiten Abschnitt erläutert der Autor den sozialpolitischen Ansatz Obamas und stellt diesem die Vorstellungen von Bush und Clinton gegenüber. Im dritten Abschnitt werden die gescheiterte Gesundheitsreform Clintons, die gescheiterte Teilprivatisierung von Social Security sowie die Gesundheitsreform Obamas analysiert. Der Vergleich zeigt auf, dass US-Präsidenten einen wesentlichen Einfluss auf die politische Ausgestaltung des Politikfeldes Gesundheits- und Sozialpolitik ausüben. Mit seiner Strategie der Integration und Kooperation konnte Obama seine Reform durchsetzen, im Gegensatz zu Clinton und Bush, denen es nicht gelang, eine breite Reformkoalition zu etablieren. (ICB2)

Die US-amerikanische Verfassung weist dem Kongress zwar in Artikel 1 eindeutige Kompetenzen zu, diese werden aber in der Auseinandersetzung mit dem Präsidenten nicht immer voll ausgeschöpft. Der Einfluss des Kongresses in der Außenpolitik ist dabei abhängig von den außenpolitischen Herausforderungen selbst, von der Motivation einzelner Abgeordneter sich aktiv in der Außenpolitik zu engagieren und dem Amtsverständnis und der Popularität des regierenden Präsidenten." Die zentralen Erfolge der Sozial- und Bildungspolitik der Bush-Administration, der Ausbau der Bildungsförderung des Bundes durch den "No Child Left Behind Act" und die Medikamenten-Zusatzversicherung für Senioren, sind in Kooperation mit der demokratischen Opposition zu Stande gekommen. Das konservative Herzstück des Bush-Programms, die "Faith Based Initiative", kam über erste Ansätze kaum hinaus. Die Umwandlung des Alterssicherungssystems des Bundes in teilprivatisierte individuelle Rentensparkonten hätte zwar die finanzielle und regulative Verantwortung des Staates enorm ausgeweitet, aber auch eine strukturelle Abwendung vom traditionellen System der Bundesrentenversicherung eingeleitet. Die von Bush reklamierten legislativen Erfolge verblassten jedoch gegenüber der von der Steuerpolitik bewirkten wachsenden Ungleichverteilung der Einkommen und der im Sog der Wirtschafts- und Finanzkrise deutlich ansteigenden Arbeitslosigkeit und Armut in den USA. The privatization of Old Age and Survivors Insurance and Disability Insurance was a top priority on president Bush's domestic political agenda. Although Bush's reform initiative has failed and president Obama has declared not to privatize social security, the system of public old age security in the United States is still in crisis, mainly because of demographic factors and the ensuing financial problems but also because of the recent and deep economic recession in the United States. This article reviews the initiative of the Bush-Administration to partially privatize social security and analyzes the main objectives behind Bush policy as well as the main arguments against and obstacles to it. By placing Bush politics of privatizing social security in a broader context of comparative welfare state reform, this article discusses the consequences of privatizing social security systems on equality and poverty, as well as on the legitimacy of the political system in general.

The main purpose of the paper is to explain the divergent paths of development of ethno-territorial protest movements in modern democratic political systems. By focusing on the interaction between these movements and the state, the different systems of accommodation between the relevant regional and central elites will be analyzed. The study concentrates on the case studies of Québec (Canada) and Corsica (France). The paper is divided into three parts. The first part describes the traditional systems of accommodation in France and Canada. The second part is focused on the process of socio-economic modernization in the 1950s and 1960s in those countries that threatened the established patterns of elite accommodation. The third part deals with the consequences for the established patterns of elite-accommodation and new concepts of territorial management that the central states tried to establish. By looking at the different degrees of centralization and decentralization in the mentioned political systems, the question of access to the political system by new social and political actors will be discussed in detail.

Since the early 1960s ethno-territorial movements have increasingly challenged established patterns of political integration in western democracies. The purpose of this paper is to compare the formation and different paths of development of such nationalist movements in Quebec (Canada) and Corsica (France). The paper presents a brief outline of an argument more fully developed in a study on the two cases. After a short introduction I will first discuss theoretical aspects of minority nationalism. Secondly, I will try to give an overview over major findings and conclusions of my study. ; Ethno-territoriale Protestbewegungen in Kanada und Frankreich bedrohen seit den 1960er Jahren die Muster der politischen Integration in den beiden politischen Systemen. Anhand der Untersuchung der nationalen Bewegungen in Québec und Korsika soll die Frage nach den Ursachen für die unterschiedlichen Entwicklungswege dieser regionalen Protestbewegungen untersucht werden. Im Fall Korsikas kann von einer klaren Radikalisierung der Bewegungen gesprochen werden, die z.T im Untergrund gewaltsam für ein unabhängiges Korsika kämpft. In Québec hingegen konnte sich die nationale Bewegung frühzeitig ins politische System der Provinz integrieren, um von dieser Basis aus den Zusammenhalt der kanadischen Föderation zu bedrohen. In vergleichender Perspektive wird dabei die Interaktion der Bewegung mit der Staatsmacht als zentrale Erklärungsvariable eingeführt. ; Mouvements de protestation territoriuax au Canada et en France menacent les modèles de l'intégration politique dans le deux sytèmes politiques depuis les annèe 1960. L'exploration des mouvements nationaux au Québec et en Corse, doit Ltre éxaminée les causes pour les développements différentes des ces deux mouvements. Dans la Corse, on peut parler d'un radicalisation du mouvement nationale qui combat en partie puissament dans le sous-sol pour une Corse indépendante. En Québec cependant, le mouvement national pouvait s'intégrer toutefois dans le systèms politique de la province, pour menace de cette base la cohésion de la fédération canadienne. L'interaction du mouvement avec le pouvoir d'ètat est introduit comme variable d'explication de cet évolution.
