This article presents a radically empirical and descriptive account of the most often neglected viewpoint: that of the 'doer'. Using field autoethnographic examples from remote Northern Brazil, the article portrays the clash between the universalistic programs of international agencies and doer perspective at the fieldwork level. The see-judge-act tool helped to chart the heuristic field of daily life as a reflective practice. Three moments illustrate the confrontation of the action planned: (a) a projection of abstract theoretical assumptions based on a universalistic framework; (b) a silent period of accommodation of local realities to the imposed, descending logic of the formal discourse; and (c) the production of an exportable version of the partially hidden local situation. All three moments show the struggles to make the 'doer viewpoint' communicable beyond the local geographic region. In the end, fieldwork dangers were censored and inconsistencies were evened-out.

URN: urn:nbn:de:0114-fqs060464 ; A qualitative evaluation research project concerning peer-education among sex workers was carried out in a remote region of Brazil. The project focused on the impact of unpredictable factors on evaluation results, the importance attached to collective forms of experiential learning and the active participation of local social actors in public health actions (i.e. prevention). The evaluation combined a community inquiry perspective (participant observation, individual and group interviews) with an ethnographic emphasis, using prevailing Latin American views on popular education in the search for cultural meanings. The study revealed the project's unanticipated "secondary impacts," such ...

The following paper details the evaluation of a public health education project in the state of Maine. Evaluation of education projects presents a challenge, in that the effects of the intervention are not easy to trace and outside influences difficult to impossible to control. This study approached this difficult issue at the start by focusing on one variable for which data are readily available (namely blood lead testing rates). The evaluation was further enhanced by use of a model called "RE- AIM", which measures the reach, efficacy, adoption, implementation and maintenance of educational projects (Glasgow, et.al. 1999). Measurements centered on data tracked through newly created databases and focused on elements directly attributable to the project (i.e. behavior of medical personnel trained through project activities). Finally, small focus groups and interactions with families served by the program were used to derive qualitative data that provided a broader perspective on the success of activities. As the program ultimately seeks to entirely eliminate childhood lead poisoning, this paper concludes with a discussion of areas that continue to need attention for future education projects.

In order to reduce social inequities in health, nurses need to move from patient advocacy to policy advocacy. Literature reports many barriers when nurses try to address the structural level of policy advocacy. Very little empirical research exists to show how nurses respond to these barriers and the resulting impact on the effectiveness of policy advocacy. This study characterized the types and the process of advocacy practiced by community health nurses. A collaborative ethnography with 21 nurses showed that their policy advocacy was often dismissed, leading to negative consequences such as less policy advocacy attempts, changes in their clinical evaluation with patients and personal experiences of moral distress. We argue that structural change will only occur when collective advocacy will be supported by organizations, therefore reducing inequities that affect both community health and working conditions of nurses.

Jointly conducted with a coalition of HIV/AIDS community-based organizations (CBOs), this evaluability assessment sought to better understand the factors that affect the feasibility of a participatory program evaluation to be undertaken in partnership with the CBOs' non-governmental-organization members and public-health agencies. Participatory evaluations and partnerships are grounded in social and institutional authority structures that unavoidably influence researchers and evaluators. The construction of a theoretical framework for socio-political evaluability assessment of participatory evaluations is a necessary precondition for the coalition's members to engage effectively in evaluation research with other partners.
