Today, one of the important factors for the development of the Russian territories is availability of quality human capital, which development is constrained by both economic and socio-cultural barriers, i.e. qualitative characteristics of the population, social and cultural factors, working conditions, social and labor relations, etc. In this regard, the article is aimed at analyzing human development in the social and labor sphere through socio-cultural indicators – vocation, unstable employment relations, quality of work life, etc. – on the basis of gender approach.
The scientific significance of the work is generalization of the research results on the development of human and labor potential, identification of common features, gender differences, and factors limiting human development. The obtained results have practical importance in identifying the priority management activities regarding the risks of developing human potential.
The information base of the research is the data of the monitoring the qualitative state of labor potential in the Vologda Oblast and the Rosstat survey data on social and demographic issues and people's quality of life in the Russian regions.
The study shows that it is professional vocation that is one of the metamotivators and the most significant contributing factors in major fulfillment of quality characteristics of the work force, and that the problem of the underemployed turns out to be a human development limiter with persistent imbalance between the educational services and the labor market needs. The paper proves that the existing signs of unstable labor relations negatively affect the workers' social well-being and the quality of their working life.
The obtained results are of practical relevance for identifying priority management actions in the area of human development risks. The work has shown that when managing human resources development, it seems necessary to account the distribution of unstable and unsteady social and labor relations as well as the compliance of educational services with the labor market needs.

The relevance of the study of the living conditions of rural women is related to the actual demographic situation in the Russian hinterland. In rural areas of the Russian Federation there is a stable decline in the population due, first of all, to natural population decrease, as well as migration outflow connected with low standards and quality of life, unattractiveness of labor in rural areas, and social infrastructure. Rural women as a socio-demographic group with typical socio-psychological, ideological, moral and ethno-cultural characteristics, similar spiritual values, social experience and lifestyles, being a more numerous part of the population of rural territories, act as a kind of bulwark for preservation of the village, its culture, traditions and rural economy as a whole. A quarter of all Russian women live in rural areas. Distribution of the country's population by gender and age groups as of January 1, 2019 shows that women predominate in the rural population (52%). And the group of women over working age is twice as large as that of men (6775 thousand against 3230 thousand). In other words, Russian village has actually a female face. In this regard, the study of rural women's issues is very important and timely. The article shows the role of women in the social development of the village, provides excerpts from interviews of rural female activists, their reasoning about how they live despite the difficulties that surround them. It highlights demographic trends in rural areas, assesses the quality of the labor potential of rural residents in comparison with urban residents, and shows a higher level of self-realization in labor activity among women than among men.

People and their creative activity is an important factor of innovative development. However, innovative behavior of the Russians and the Belarusians at the present stage is constrained not only by economic barriers but by various other factors, i.e. qualitative characteristics of the countries' population, social and cultural conditions, etc. In this regard, the article is aimed at analyzing the factors of innovative activity of the population of Russia and Belarus. Scientific significance is determined by summarizing the results of the joint study carried out by the Russian and Belorussian academic institutions, identifying the common features and differences in the innovative activity of countries' citizens, and defining the factors hindering people's creative activity. The obtained results are of practical importance for determining priority management actions to encourage population creative activity both at the territorial and the micro levels (enterprises / organizations). The study uses sociological methods (sociological surveys), statistical analysis (including statistical indicators related to the innovative development of Russia and Belarus as well as information resources of Rosstat, Belstat and Eurostat), and general scientific methods (comparison, observation, analysis, generalization, synthesis, etc.). The materials of two sociological surveys are used as an information base of the research, e.g. monitoring of the quality of population's labor potential conducted by the Vologda Research Center of the RAS in the Vologda Oblast in 1997–2017, and the sociological survey of the Mogilev Oblast of the Republic of Belarus conducted in 2016. The study results reveal new ways to encourage the countries' population to increase creative activity.
