L'any 1992 a Roma, després d'un primer col·loqui sobre les condicions precàries, d'abandonament i d'exclusió social, en què es troben les persones sense llar a les capitals europees, va néixer el moviment SMES (Salut Mental Exclusió Social). D'aleshores ençà s'han endegat diverses iniciatives amb la finalitat d'eradicar les situacions infrahumanes en què viuen tantes persones al nostre planeta. Així, SMES-Europa promou una nova consciència política, ètica i professional respecte de les persones que estan marginades i excloses dels serveis ciutadans, i els ofereix atenció prioritària, tant a nivell local com europeu. Aquest article pretén explicar quin és el nostre marc d'actuació i quina és la realitat de les persones que viuen en les nostres societats sense dret a ser-hi ni a participar. ; The SMES (Mental Health and Social Exclusion) movement was founded after a first symposium in Rome in 1992 on the precarious conditions of neglect and social exclusion experienced by homeless people in Europe's cities. Since then various initiatives have been launched to tackle the inhumane situations in which so many people on our planet are obliged to live. SMES-Europa is promoting a new political, professional and ethical awareness with regard to people who are marginalized and excluded from public services in order to give them priority at both the local and the European level. This paper sets out to explain our framework of action and the real conditions of life for people living in our societies without the right to be or to participate ; En el año 1992 en Roma, tras un primer coloquio sobre las condiciones precarias, de abandono y de exclusión social, bajo las que se encuentran las personas sin hogar en las capitales europeas, nació el movimiento SMES (Salud Mental Exclusión Social). Desde entonces se han puesto en marcha varias iniciativas con la finalidad de erradicar las situaciones infrahumanas en que viven tantas personas en nuestro planeta. Así, SMES-Europa promueve una nueva conciencia política, ética y profesional respecto a las personas que están marginadas y excluidas de los servicios ciudadanos, y les ofrece atención prioritaria, tanto a nivel local como europeo. Este artículo pretende explicar cuál es nuestro marco de actuación y cuál es la realidad de las personas que viven en nuestras sociedades sin derecho a estar ni a participar.

This report concerns the activities developed by the Mental Health and Social Exclusion (MHSE) Network, an initiative supported by the Mental Health Europe (World Federation of Mental Health). We report some data from the preliminary survey done in five capital cities of the European Union (Madrid, Copenhagen, Brussels, Lisbon, and Rome). The main aim of this survey was to investigate, from a mostly qualitative point of view, the causal and supportive factors implicated in the situation of the homeless mentally ill in Europe. The results point out the familial and childhood roots of homelessness, the perceived causes of the situation, the relationships with the support services, and the expectations of future of the homeless mentally ill. The analysis of results has helped to identify the different variables implicated in the social rupture process that influences homelessness in major European cities. The results were used as the basis for the design of a more ambitious current research project about the impact of the medical and psychosocial interventions in the homeless. This project is being developed in 10 capital cities of the European Union with a focus on the program and outcome evaluation of the health and psychosocial services for the disadvantaged.
