Pozycja ustrojowa prezydenta w konstytucjach Litwy z 1922, 1928 i 1992 r

The aim of this article is to compare the political position of the president in the parliamentary and authoritarian system of interwar Lithuania and the semi-presidential system of contemporary Lithuania. The analysis covers the regulations of three Lithuanian constitutions – those of 1922, 1928 and 1992. Such a strategy seems to be of great cognitive value, as it allows to show the differences and similarities, as well as the evolution of the role of the President in different periods of the Republic of Lithuania. The article assesses the most important legal provisions concerning the political position of the Head of State. The subject under study is still relevant, since Lithuania, as in the period of its first independence until 1926, adopted the same political system, restoring its pre-war solutions (including reactivating the institution of the Head of State). Both the current semi-presidential model of the Second Republic of Lithuania and the parliamentary model of the First Republic of Lithuania until 1926 represent the same type of democracy as a parliamentary system (with the superior role of the Sejm in the system of power).
Wskaźniki jakości demokracji w regionach Europy w latach 2016–2020. W kierunku erozji demokracji w państwach Europy Środkowej i Wschodniej?

Cechą wspólną w państwach Europy Środkowej i Wschodniej (EŚW) wydaje się być dość podobny poziom jakości demokracji. Celem artykułu jest przeanalizowanie, czy w państwach EŚW mamy obecne zjawisko odwrotu od demokracji oraz czy istnieją wyraźne różnice w poziomie demokracji między państwami EŚW a starymi państwami UE. Ocenie poddano wskaźniki jakości demokracji w grupach państw EŚW, Północnej, Południowej oraz Zachodniej. Analiza ujawniła, podobnie jak wcześniejsze badania litewskiego politologia Sauliusa Spurgi, iż nie ma wyraźnej różnicy między wskaźnikami grupy państw EŚW a grupą państw Europy Południowej (m.in. Hiszpanii, Portugalii, Grecji). Z kolei w przypadku państw skandynawskich i południowoeuropejskich pojawiają się istotne różnice w poziomie wskaźników demokracji. Dane wyraźnie wskazują wyższy poziom jakości demokracji w państwach skandynawskich. Potwierdzają to wyniki raportów jakości demokracji z lat 2006, 2008 oraz 2010. Na podstawie dokonanej analizy można stwierdzić, że różnice w jakości demokracji w grupie starych państw członkowskich UE są większe niż różnice pomiędzy państwami grupy EŚW a państwami Europy Południowej.

Na podstawie dokonanej analizy można stwierdzić, że różnice w jakości demokracji w grupie starych państw członkowskich UE są większe niż różnice pomiędzy państwami grupy EŚW a państwami Europy Południowej. ; A common feature in the countries of Central and Eastern Europe (CEE) seems to be a fairly similar level of quality of democracy. The aim of the article is to analyze whether the CEE countries are in the proces of retreat from democracy and whether there are clear differences in the level of development of democracy between the old EU countries and other EU countries. The indicators of the quality of democracy in the groups of CEE, North, South and West countries were assessed. The analysis revealed, similarly to the previous research by Lithuanian political scientist Saulius Spurga, that there is no clear difference between the indicators of the CEE group and the group of Southern European countries (including Spain, Portugal, Greece). On the other hand, in the case of Scandinavian and Southern European countries, there are significant differences in the level of democracy indicators. The data clearly show a higher level of quality of democracy in the Nordic countries. This is confirmed by the results of democracy quality reports from 2006, 2008 and 2010. Based on the analysis performed, it can be concluded that the differences in the quality of democracy in the group of old EU Member States are greater than the differences between the CEE countries and the countries of Southern Europe.

Ewolucja pozycji ustrojowej Prezydenta w konstytucjach Litwy w okresie międzywojennym

This article is focused on the evolution of the constitutional position of the President of Lithuania in the Lithuanian Basic Laws. The analysis concerns the regulations of the three Lithuanian Basic Laws of the interwar period (of 1922, 1928 and 1938), two of which were an attempt to legitimize the political situation after the coup d'état against the constitutional government of the Republic of Lithuania in 1926 and also to implement the authoritarian government of President Antanas Smetona. The article also assesses the most important legal provisions concerning the constitutional position of the President, as well as compares the Lithuanian constitutional provisions with constitutions of other countries, primarily with the Polish Constitution of 1935. The research goals have been achieved thanks to the applied research methods, especially the comparative method, supplemented with the historical method and the method of institutional and legal analysis, which is used to analyse normative acts elaborated by legal bodies.

Activity of Augustinas Voldemaras as the Author of Lithuanian Foreign Policy towards Poland, Germany, and the USSR in 1926–1929 ; Działalność Augustinasa Voldemarasa jako kreatora litewskiej polityki zagranicznej wobec Polski, Niemiec i ZSRR w latach 1926–1929
Following the coup d'état of December 1926, Lithuania found itself governed by the leaders of the Lithuanian Nationalists, Augustinas Voldemaras and Antanas Smetona. The article discusses Voldemaras' foreign policy during the important for Lithuania years of 1927 and 1928. It was the period of attempted reconstruction of Polish-Lithuanian relations, mainly in the context of Vilnius region, secret negotiations with the Germans to secure additional financial support for the young Lithuanian state, and policy of détente with the USSR which made it possible for Lithuania to gain a powerful ally in the argument with Poland. ; Po zamachu stanu w grudniu 1926 r. na czele Litwy stanęli liderzy partii narodowców: Augustinas Voldemaras i Antanas Smetona. W artykule omówiono politykę zagraniczną Voldemarasa w kluczowych dla Litwy latach 1927–1928. Był to okres próby przebudowy stosunków relacji polsko-litewskich, głównie w kontekście Wileńszczyzny, tajnych negocjacji z Niemcami, mających na celu pozyskanie dodatkowego wsparcia finansowego dla młodego państwa litewskiego oraz polityki zbliżenia z ZSRR, dzięki której Litwa zyskała potężnego sojusznika w sporze z Polską.

The aim of the paper is to analyse the legal position of the Central Electoral Commission in the electoral law of the Republic of Lithuania. The considerations focus, firstly, on defining the status of this body, and secondly, on identifying the tasks imposed by the legislator on the CEC. In the second case, the analysis focuses only on the general outline of the Commission's tasks, as their detailed analysis would require the preparation of a separate study. The analysis also aimes at verifying whether the Lithuanian legislator, when shaping the regulations concerning the Commission, took into account the European standards for the organisation and functioning of central electoral bodies, as defined by the Venice Commission. On the basis of the conducted research work, an attempt was made to determine to which of the electoral administration models the Lithuanian model should be included, taking into account the location and tasks of the CEC. It should be added that the analysis of the above issues seems justified, as so far this issue has not been comprehensively discussed in the Polish legal or political science literature, and moreover, it has rarely been discussed in the Lithuanian literature. In order to achieve the above-mentioned objectives, the formal and legal method was used and the doctrinal work was analysed. In addition, a comparative legal method was used to show the differences and similarities between the central authorities of other countries, and an empirical method was used to outline the practical aspects of the functioning of the CEC.
