Auf der Grundlage ökonomischer Modelle werden in dieser Arbeit die Wirkungen ökonomischer Anreize auf das individuelle Gesundheitsverhalten vor dem Hintergrund einer wirtschaftlichen Transformation untersucht. Anhand von Daten des Sozioökonomischen Panels (SOEP) wird analysiert, ob sich der Lebensstil ostdeutscher Bürger dem der Bevölkerung im Westen angenähert hat. The use of more evidence as an instrument for achieving higher impact in development cooperation (DC) is a major topic in current discussions. This discussion paper is a contribution to answering three questions. First, how is evidence currently provided in DC? Second, what are ways of using evidence in this regard? Third, what is the potential of considering evidence in policy-making in the near future? This refers to how and in what context it is usable. Evidence is a term with several meanings and connotations. Based on a broad definition of evidence, a comprehensive conceptual approach is developed for understanding the scope, value and relevance of evidence in policy-making. Until recently, evidence about what works in DC was mostly only available for specific settings. Within the Millennium Development Goals, those shortcomings became obvious and things started to change. Monitoring, results-based management and results-based approaches were installed and provide evidence for different purposes. The number of evaluations and their quality increased. International networks and organisations now provide capacity-building for delivering more and better evidence. There are institutes and persons who aim at awareness-raising in this regard at the level of decision-making and administrative bodies. Evidence matters in DC policy-making. It is used both symbolically, for increasing the credibility of the decision-makers and their decisions, and instrumentally, to adjust knowledge and to improve decision-making. Because of a strong push from national and international initiatives, the awareness of the value of evidence for DC has risen in a striking way, but the adoption of evidence in different settings is still rather mixed, namely as a consequence of complexities in real-world settings and other existing barriers. There are still enormous problems in translating evidence into practical use due to less appropriate transmission formats. Currently, social media and marketing campaigns, as used by the Copenhagen Consensus (CC) Centre, are important instruments for attracting attention. Ranking schemes – including the value-for-money of different interventions, as provided by the CC – are welcomed, because they are transparent and easy to get. However, such menus are often only used for "cherry picking". In policy-making, available evidence is mostly only one of several inputs. Pathways to success are based on accompanying measures, including ongoing policy advice and an understanding about the joint production of required evidence. This approach can help to identify missing evidence, provide the available pieces of evidence in an appropriate quality and strength, and contribute to the consideration of evidence in policy-making in a reasonable way.

Ten years have passed since the so called Wende in East Germany. The change of the economical and political system influenced the life of the individuals in multiple ways. From a health economics' perspective one could ask for the implications of changes in lifestyle. This paper reviews economic approaches of health influencing behaviours and summarizes lifestyle research concerning the former GDR. There exist several studies from epidemiological, psychological and sociological points of view, which focus on consequences of transformation, but the issue has not been treated by a health economic analysis yet. Therefore a basic form for a health economics' analysis is introduced, which offers links for a structural model with latent variables. In a further step it has to be transformed into an econometric model and tested.
Populismus ist ein Politikstil, der bestehende normative Konsense in der Gesellschaft angreift und dabei systematisch Ausgrenzungen und Feindbilder nutzt. Minderheiten in der Bevölkerung sind Gegenstand typischer Ausgrenzungsstrategien ebenso wie Wissenschaftsfeindlichkeit. Dort wo Populismus Regierungshandeln dominiert, zählen u.a. Begrenzungen für die Zivilgesellschaft zu den Folgen. Populisten bedienen sich bei der Mobilisierung von Wähler*innen ausgewählter Themen, die sich nach politischer Orientierung (Links- vs. Rechts-Populismus) und nationaler Ausgestaltung unterscheiden. Dennoch sind Muster erkennbar, nach denen Populismus zum Ausdruck kommt, etwa durch die Abgrenzung zwischen dem 'Volk' und seinem vermeintlichen Willen einerseits und einer unterstellt entkoppelten politischen 'Elite' andererseits. Die Werte der Bevölkerung werden weitgehend im nationalen Kontext verortet, dagegen werden Vertreter*innen der 'Elite' oftmals primär als an Interaktionen jenseits des Nationalstaates interessiert und damit globalisierungsfreundlich wahrgenommen und charakterisiert. Populistische Tendenzen sind sowohl in westlichen Ländern, in Ländern des früheren Ostblocks als auch im globalen Süden erkennbar.Populistische Muster bergen erhebliche Risiken für multilaterale Bemühungen zur Bearbeitung von grenzüberschreitenden politischen Herausforderungen. Dazu zählen:die Abkehr von integrativen Bestrebungen. So gilt die Europäische Union (EU) als 'Eliteprojekt' und Sinnbild für zahlreiche negative Aspekte der Globalisierung.die Abkehr von multilateralen Institutionen und internationalen Handelsverträgen. Dazu gehören die Aufkündigung internationaler Verträge (Pariser Klimaschutzabkommen etc.) und der Rückzug aus internationalen Organisationen.die Reinterpretation/Ablehnung von Entwicklungspolitik. Entwicklungspolitik wird nicht als originäres Instrument zur Beförderung global nachhaltiger Entwicklung verstanden, sondern als Vehikel für enge nationale Ziele reinterpretiert.Der in Teilen transnationale Charakter des Populismus könnte in der Zukunft zu einer zusätzlichen Herausforderung für global nachhaltige Entwicklungsthemen werden. Zwar waren Ansätze nationaler populistischer Strömungen, transnational zusammenzuarbeiten und dabei einen 'Meta-Populismus' zu schaffen, bislang kaum erfolgreich, aber dies könnte sich nach den Europawahlen im Mai 2019 ändern.Länder unterscheiden sich sowohl mit Blick auf die gegenwärtige als auch erwartete künftige Bedeutung populistischer Akteure. Auch in Staaten, in denen Populisten momentan nicht Regierungsverantwortung tragen, könnten Regierungen Budgetkürzungen oder Reallokationen in bestimmten entwicklungspolitischen Themenbereichen mit der Intention vornehmen, den Wahlerfolg der Populisten zu vermindern. Dadurch entsteht die Gefahr, dass populistische Ansätze selbst dort wirksam werden, wo populistische Parteien nicht an der Regierung beteiligt sind.

Nonetheless, it is possible to identify certain patterns of populist expression, such as the practice of contrasting the "people" and their supposed will with an allegedly out-of-touch political "elite". The values of the population are largely set within the national context, while representatives of the elite are often portrayed as primarily interested in interactions outside of the nation state and thus perceived and characterised as proponents of globalisation.Populist trends can be seen in Western nations, former Eastern Bloc states and countries in the global South.Populist movements pose considerable threats to multilateral efforts aimed at tackling transnational political challenges. Background: Effective health care provision benefits from the support of measurement techniques. Contrary to the situation in industrialised countries efficiency analyses in the health care sector in Africa are a very recent phenomenon. Hardly any of the existing studies was conducted at the level of primary care. Aim: The purpose of this study was twofold: (1) to evaluate the relative efficiency of health centres in rural Burkina Faso and (2) to investigate reasons for inefficient performance. Methods: Data Envelopment Analysis (DEA) was applied. To account for the situation in that country, the output-oriented approach was used in connection with different returns to scale assumptions. To identify the spatial effect of the catchment area on efficiency the Tobit model was applied. Results: According to constant returns to scale, 14 health centres were relatively efficient. The DEA projections suggest that the inefficient units were too big to be efficient. Tobit regression showed that the relatively efficient health centres are located close to villages in their catchment area. Conclusions: For ethical reasons it is not appropriate to try to improve the efficiency of health centres by closing some of them. Their efficiency can be improved and lives can be saved if access to health centres is enhanced.
Die vermehrte Nutzung von Evidenz als Instrument, um die Wirkung der Entwicklungszusammenarbeit (EZ) zu verstärken, ist ein zentrales Thema in den gegenwärtigen Diskussionen darüber, wie diese Wirkung der Unterstützung effektiver gestaltet werden kann. Dieses Diskussionspapier leistet einen Beitrag zur Beantwortung von drei Fragen: Erstens, wie wird Evidenz gegenwärtig in der EZ bereitgestellt? Zweitens, in welcher Weise wird Evidenz genutzt? Drittens, welches Potenzial wird die Berücksichtigung von Evidenz künftig bei der Politikgestaltung entfalten? Dies bezieht sich darauf, wie und in welchem Kontext Evidenz verwendet wird. Evidenz ist ein Begriff mit verschiedenen Bedeutungen und Konnotationen. Auf der Grundlage eines breiten Verständnisses von Evidenz wird ein konzeptioneller Rahmen zum Verständnis von Umfang, Stärke und Qualität sowie der Relevanz von Evidenz im Rahmen der Politikgestaltung entwickelt. Bis vor Kurzem war in der EZ überzeugende Evidenz darüber, 'was funktioniert' nur bis zu einem gewissen Maß für bestimmte Kontexte verfügbar. Mit den Millenniumszielen wurden die schweren Mängel im Prozess der Sammlung und Bereitstellung von Daten deutlich und begannen sich zu ändern. Monitoring, ergebnisorientiertes Management und ergebnisorientierte Ansätze wurden eingeführt. Sie liefern Evidenz für verschiedene Zwecke. Die Anzahl der Evaluierungen und ihre Qualität ist angestiegen. Internationale Netzwerke und Organisationen leisten nun Kapazitätsbildung und stellen mehr und bessere Evidenz bereit. Es gibt Institutionen und Personen, die diesbezüglich Bewusstseinsbildung auf den Ebenen der Entscheidungs- und Verwaltungsorgane leisten. Evidenz spielt bei Entscheidungen eine Rolle! Sie wird sowohl symbolisch, um die Glaubwürdigkeit von Entscheidungsträger*innen und ihren Entscheidungen zu erhöhen, als auch instrumentell, um bestehendes Wissen anzupassen und die Entscheidungsfindung zu verbessern, genutzt. Aufgrund starker Impulse durch nationale und internationale Initiativen wurde das Bewusstsein für den Wert von Evidenz in der EZ auf markante Weise geschärft. Allerdings zeigen die Wissensübertragung und die Nutzung von Evidenz in verschiedenen Kontexten aufgrund bestehender Komplexität und bestehender Hindernisse ein gemischtes Bild. Aufgrund wenig geeigneter Transmissionsformate gibt es nach wie vor gewaltige Herausforderungen, um akademische Evidenz in die praktische Verwendung zu überführen. Gegenwärtig sind soziale Medien und Marketingkampagnen, wie der Kopenhagen-Konsens (KK), wichtige Instrumente, um Aufmerksamkeit zu wecken. Ranglisten, auch die Ermittlungen zum Preis-Leistungs-Verhältnis verschiedener Maßnahmen, wie sie vom KK veranschaulicht werden, sind aufgrund ihrer Transparenz und ihrer einfachen Beschaffbarkeit sehr willkommen. Allerdings werden solche Menüs oftmals nur für Rosinenpickerei verwendet. In der Praxis ist Evidenz nur einer von mehreren Faktoren, die in Politikprozessen eine Rolle spielen. Wege zum Erfolg beruhen auf begleitenden Maßnahmen, einschließlich laufender Politikberatung sowie dem Verständnis einer Koproduktion der benötigten Evidenz. Dieser Ansatz kann dazu beitragen, fehlende Evidenz zu identifizieren, vorhandene Evidenz mit der benötigten Qualität und Stärke bereitzustellen sowie Evidenz bei der Politikgestaltung auf angemessene Weise zu berücksichtigen.
