Examining the technical efficiency of small industries: A case study of the crackers industry in South Sumatera, Indonesia
Small industries are life-sustaining for communities because of their political and strategic position in terms of creating job opportunities and increasing revenue. One small industrial sector that has the potential to be developed is the food industry. Small food industries are widely scattered in every area, including in the city of Palembang. A small industrial group of food that became one of the culinary icons in Palembang is the cracker industry. This type of industry is a culinary icon that has been famous for foreign countries. Nevertheless, the cracker industry is still experiencing obstacles in terms of capital and marketing. The cost of raw materials is relatively expensive to technically trigger the industry inefficiencies. Therefore, it is necessary to review the technical efficiency of this small industry. The variables used in this study were capital, labor, and output. The data used is secondary data that is analyzed by using the Stochastic Frontier Analysis (SFA) approach. The results showed that the technical efficiency achievement of small industrial crackers in South Sumatera is still categorized as low. The use of labor input is more effective than capital use as a result of the utilization of technology and local resources. Therefore, the development of small industrial crackers through an efficiency approach cannot be separated from the application of technology, human resource management, marketing, and business climate.

The Institution that the Right to interpreted UUD 1945 is the Constitutional Court. The State institutional that were meant in UUD 1945 is People's Consultative Assembly, the People's Representative Council, DPD, President, The ministry of the State , BPK, , DPRD, the Commission of general election (KPU), the Yudisial Commission, , the central bank, Republic of Indonesia Army, Republic of Indonesia State Police, and the Council of President consideration . The constitutional court had the authority to settle of the inter-institutional authority dispute of the country that his authority was given by UUD 1945.

PERAN PEMERINTAH TERHADAP MASYARAKAT KORBAN KONFLIK DAN KONDISI KEHIDUPAN SOSIAL PASKA DAMAI
Jambo Keupok is a village where there was violence by the TNI against civilians and was recorded as one of the gross human rights violations during the conflict between RI-GAM. The purpose of this study was to determine the role of the government towards conflict victims and the post-peaceful social conditions of society. This research is a qualitative research by combining library research and field research. The instruments used in this study were documentation, observation, and in-depth interviews. Data analysis techniques used is the Analysis Interactive Miles and Hubermen 1994 model: data reduction, data display and conclusions. The results showed that the role of the government was to provide legal protection, reveal all perpetrators of violence against citizens and provide assistance in the form of business capital, employment and education costs to children victims of conflict. The social conditions of the conflict-affected communities in Jambo Keupok are better than before, although they are still traumatized by the incident 17 years ago, the victims' families accept it sincerely what has happened in the past and they have been carrying out their usual activities by opening small businesses in small-scale, farming, gardening and so on.

One of the advances in entertainment facilities and facilitation in the city of Kendari is progress in the internet (virtual world) and in the field of games. This can be seen with the emergence of various entertainment facilities that are engaged in internet cafes (internet cafes) and games. Game Center in Kendari with the Morphosis Architecture Approach is the process of making a container or place that is centered to provide entertainment about the development of games in Kendari City with the process of forming an innovative, iconic building and friendly to the urban environment. The basic concept of Game Center planning and design in Kendari City through interior and exterior structuring with an emphasis on innovative studies iconic buildings and friendly to the urban environment as a goal of the Game Center with the concept of Morphosis Architecture. Game Center Planning in Kendari with the Morphosis Architecture approach must be used in accordance with the functions outlined in the design reference so that it can have a positive impact both for the building manager, the government, the drafting of further references and the wider community. ; Salah satu kemajuan sarana dan fasilitasi hiburan di kota Kendari adalah kemajuan di bidang internet (dunia maya) dan di bidang game. Kekuatan Hukum Putusan Mahkamah Konstitusi Terhadap Pencabutan Larangan Keterlibatan Mantan Narapidana Sebagai Pejabat Publik
Pencabutan Pasal 67 ayat (2) huruf g pada Undang-Undang Nomor 11 Tahun 2006 oleh Mahkamah Konstitusi Nomor 51/Puu-Xiv/2016 menyangkut pembatasan hak mantan narapidana untuk mencalonkan diri dalam pemilihan kepala daerah tentu akan berpengaruh pada undang-undang lain. Baik undang-undang yang sudah ada maupun yang akan dibentuk karena berkaitan dengan sifat final dan mengikat pada putusan Mahkamah Konstitusi. Tahun 2017 muncul undang-undang baru yang memuat kembali pembatasan hak mantan narapidana yaitu Undang-undang Nomor 7 Tahun 2017. Sehingga menarik diteliti kedudukan putusan Mahkamah Konstitusi dalam sistem hukum nasional? dan apakah kekuatan putusan Mahkamah Konstistusi bisa mempengaruhi perundang-undangan lain secara keseluruhan?. Penelitian ini bertujuan mengkaji kedudukan putusan Mahkamah Konstitusi dalam sistem hukum nasional dan pengaruh kekuatan putusan Mahkamah Konstitusi terhadap perundang-undangan. Penelitian ini menggunakan metode penelitian hukum yuridis normatif. Penelitian yang mencakup asas-asas hukum, sistematika hukum dan taraf sinkronisasi hukum. Sumber data yang digunakan diperoleh dari penelitian perpustakaan serta informasi dari para ahli akan dianalisis dengan pendekatan perundang-undangan dan pendekatan kasus. Hasil penelitian menunjukkan bahwa Putusan Mahkamah Konstitusi merupakan aturan yang memiliki peranan setingkat dengan perundang-undangan untuk dilaksanakan. Putusan Mahkamah Konstitusi jelas mampu mempengaruhi semua undang-undang, sehingga undang-undang yang memuat prihal yang sama dipastikan tidak memiliki kepastian hukum. Disarankan adanya suatu aturan hukum yang mempertegas teknis implementasi putusan Mahkamah Konstitusi dalam peraturan perundang-undangan dan tersedianya suatu wadah pengujian kembali terhadap putusan Mahkamah Konstitusi.The revocation of Article 67 paragraph (2) letter g in Law No. 11 of 2006 by the Constitutional Court No. 51 / Puu-Xiv / 2016 concerning restrictions on the rights of former prisoners (ex-convicts) to involve themselves to be the candidate for local election will certainly affect other laws, both the existing laws and laws that will be formed, because they are related to the final and binding characteristic on the decisions of Constitutional Court. In 2017, new law emerged which restated about the restrictions on the rights of former prisoners, namely Law No. 7 of 2017. Thus, it is interesting to investigate the position of the Constitutional Court decision in the national legal system? And whether the power of the Constitutional Court's decision could influence other legislations as a whole or not? This study aims to examine the position of the Constitutional Court decision in the national legal system and the influence of the power of Constitutional Court decision towards the legislation. This study is conducted by using legal research methods of normative juridical. This research covers legal principles, legal systematic and level of legal synchronization. The source of data used in this research is obtained through library research and information from the experts will be analyzed by legislative approach and case approach. The results of this research indicate that the constitutional court decision is a rule that has the same level as the role of legislation to be implemented. The decision of the Constitutional Court is clearly capable of influencing all laws, so that the law that contains the same subject is certain to have no legal certainty. It is suggested that there should be a legal regulation that reinforces the technical implementation of the Constitutional Court Decision in legislation and the availability of a place for re-testing towards the decisions of Constitutional Court.

THE CHARACTERIZATIONS IN SIRKUS POHON NOVEL BY ANDREA HIRATA: A GENETIC STRUCTURALISM STUDY
The purpose of this study is to describe characterizations in the Sirkus Pohon novel by Andrea Hirata. This research is qualitative research with genetic structuralism approach. The source of data for this research is Andrea Hirata's Sirkus Pohon novel with research data in the form of characterizations of Sobri and Gastori. The data was collected by reading techniques and note-taking techniques. It was used dialectical analysis technique for data analysis which was formulated in six steps: choosing and selecting data, describing selected data, verifying, connecting, and analyzing characterization data with outside elements of literary work, as well as drawing conclusions. The results of the study showed that the characterization of Sobri and Gastori were motivated by the circumstances and events that occurred in Bangka Belitung, which were seen from the portrait of education, Malay culture, and the political polemic of the country.

A THREE-PILLAR SYNERGISM REINFORCEMENT MODEL IN JUDICIAL FUNCTION POLICY AT VILLAGE LEVEL
The poor people's difficult access to formal judicature system, in fact, has been a national problem, as indicated with previous studies. Although the largescale change of justice access has been made by government through a variety of policies such as justice program for everyone including poor people and marginalized group in Presidential Instruction Number 3 of 2010, mobile justice system, in fact, has not been able to give the way out. This study was a nondoctrinal/ socio legal research law taken place in Madura area. The objective of research was to formulate A Three-Pillar Synergism Reinforcement Model in Judicial Function Policy at Village Level as one of juridical instrument or legal basic argument for formulating and developing policy at village government. The result of research showed that in Madura area, considering inventorying and identification, the legal problem encountered by poor people in village included trading, inheritance, land, debt-loan disputes, drugs, domestic violence, murder, chicken fighting and different faiths. Law Number 6 of 2014 about Village Government, Article 28 obliges the Village Head to resolves a variety disputes occurring in village, it is also supported by Republic of Indonesia Police Head Regulation (Peraturan Kapolri) Number 7 of 2008 about Basic Guideline of People Policing Strategy and Implementation in Organizing Polri's Duty, and furthermore followed up with Telegram Letter of East Java Local Police Head Number: ST/38/I/2014/ DITBINMAS on January 2014 about the optimization of Pre-emptive activity by empowering the three pillars existing at village (bhabinkamtibmas, babinsa, and village head/lurah as well as society leader). Polri Institution's initiative to empower the community in Kamtibmas (society orderliness and security) field should be appreciated, as it will encourage the creation of justice access at village level cheaply, quickly, and simply. This three pillar legitimacy can be formulated in government policy model at village level with the reinforcement through Village Regulation.

Evaluation on Maturity Assessment System of Government Internal Control System (SPIP) in Local Government ; Evaluasi Sistem Penilaian Maturitas Sistem Pengendalian Intern Pemerintah (SPIP) Pada Pemerintah Daerah
The purpose of this research is to identify problems existing in the maturity assessment system of Government Internal Control System (SPIP) based on the Regulation of the Head of Finance and Development Supervisory Agency (BPKP) Number 4 of 2016 and provide the solutions. The research method was qualitative, using primary data through interview and focus group discussion. Secondary data were in the form of laws and regulations, guidelines, as well as maturity assessment instrument for SPIP. The data analysis used an interactive model. This research found that the current assessment system did not direct the assessment team and quality assurance team to perform an analysis of relationship among SPIP indicators and between SPIP indicators and other governance indicators. In addition, the scoring system is considered to be emphasized more on the fulfillment of administrative evidence rather than the substance of the assessment. Therefore, the assessment system should consider the relationship of variables in the assessment process and put forward the substance of the assessment rather than the completeness of documentation. Keywords: SPIP, control, measurement, maturity ; Penelitian ini bertujuan untuk mengidentifikasi permasalahan yang ada dalam sistem penilaian maturitas SPIP yang didasarkan pada Peraturan Kepala BPKP Nomor 4 Tahun 2016 dan memberikan solusi perbaikannya. Metode penelitian ini adalah kualitatif, menggunakan data primer hasil wawancara dan focus group discussion. Data sekunder berupa peraturan purundangan dan pedoman serta instrumen penilaian maturitas SPIP. Analisis data menggunakan interactive model. Penelitian ini menemukan bahwa sistem penilaian saat ini tidak mengarahkan tim penilai maupun tim penjaminan mutu untuk melakukan analisis hubungan antar indikator dalam SPIP maupun antara indikator SPIP dengan indikator tata kelola pemerintahan lainnya. Selain itu, sistem penilaian ini dinilai lebih menekankan pada pemenuhan bukti administrasi daripada substansi penilaian. Oleh karena itu sistem penilaian ini perlu mempertimbangkan hubungan variabel dalam proses penilaian dan mengedepankan substansi penilaian daripada kelengkapan dokumentasi. Education and Promotion of Online Transaction Services for Traditional Market Traders in Sleman: An Alternative to Alleviate the Impact of COVID-19 "Layanan Online Pasar Ing Sleman (LOPIS)"

Spreading in Special Region of Yogyakarta (DIY) since March 2020, the Covid-19 pandemic has slowed down economic activities. Activities in traditional markets decreased due to restricted operating time and people movement. Traders should use online transactions to reach potential consumers. Expanding market segments is also necessary to target the younger generation who regularly use online transactions. Unluckily, traders were not well-trained in online transactions. This activity was aimed to encourage well-implemented online transaction services by traditional market traders in Sleman Regency. Four measures were taken: 1) identifying conditions of traders, 2) formulating online transaction models for traders and potential consumers, 3) online transaction training, and 4) Disseminating/promoting online transaction services. A survey was done in 22 of 37 markets to identify market conditions. Collected data were analysed using the interactive model. Formulated online transaction model includes offer, order, payment and delivery of products. Traders in 25 markets received the training. Service marketing activities include publications on social media, data presentation of markets and traders on Google Maps page, and webinar. All activities were conducted under the tagline "LOPIS (Layanan Online Pasar Ing Sleman)", which means Online Services by Traditional Markets in Sleman Regency. Monitoring is planned for three months after the training is conducted. However, this monitoring could not be carried out due to a significant increase in Covid-19 cases, hence the limitation of this community service activity.
Sinergisitas Penataan Ruang (Suatu Penelitian terhadap Kebijakan Pemerintah Provinsi dan Pemerintah Kabupaten/Kota di Aceh)
ABSTRACT: The purpose of this study is to investigate and explain the form of policies, synergy of government, the appropriateness of policies issued by the provincial and district governments with the authority granted by Act No. 26 of 2007 This research is a normative, legal source material is the primary law materials and secondary legal materials, obtained through field research and library research. Aceh government policies and the policy of local governments has not been able to resolve the border conflict districts. This affects the difficulty of making the border spatial planning policy. Although the provinces and Regency/Municipality in Aceh had formed the Coordinating Agency for Spatial Planning Area (BKTRW), but BKTRW has not functioned optimally. There are no known incompatibilities in spatial planning policy, because local governments are still awaiting the birth of the provincial Qanun. To local governments expected to make policy together adjacent to resolve border issues in spatial planning. Forms of collective wisdom can be shared qanun, joint regulation or collective decisions. In realizing synergy spatial planning in Aceh, the provincial government and Regency/Municipality is expected to optimize the function BKTRW Aceh and BKTRW Regency/Municipality. Organizational Training And Leadership Of Mosque Youth In Kerinjing Village
The current phenomenon of understanding of organization and leadership in mosque youth organizations is still relatively lacking and doesn't really understand how to manage an organization effectively and efficiently so that organizational goals haven't been achieved optimally. This dedication aims to provide motivation to the management of youth mosques in Kerinjing Village to be more optimal and effective in organizational management. The dedication was carried out by means of lectures, training, and simulations to the mosque youth administrators in Kerinjing Village. The material provided is in the form of materials related to issues of leadership, conflict management, organizational management, and trial techniques. Through this dedication activity, it is hoped that it can provide skills for the administrators of youth mosques in Kerinjing village in managing organizations, forming management structures, and generating leadership talents. The expected output from this dedication activity is in the form of a final report and an article in a dedication journal. The results of this dedication are also expected to be the basis for the government in making policies and programs related to youth issues in rural areas.
