La chronique est cette fois-ci consacrée à la nouvelle explosion de la scolarisation depuis le milieu des années quatre-vingt. Des effectifs plus nombreux atteignent le baccalauréat et la scolarisation se prolonge à des âges plus avancés. Une enquête qualitative portant sur les lycéens analyse leurs attitudes contrastées face à leur avenir scolaire et professionnel. La progression importante de la formation continue dans les entreprises entraîne, malheureusement, de moins en moins de mobilité professionnelle. Un premier bilan sur le Revenu minimum d'insertion révèle une nouvelle catégorie de pauvres. Quelques nouveaux facteurs laissent supposer que la consommation alimentaire va continuer d'augmenter en masse et à baisser moins que prévu en pourcentage des dépenses des ménages. Enfin une question est posée : les changements d'attitude constatés marquant la quarantaine sont-ils un effet d'âge ou de génération ?
La modification du partage de la valeur ajoutée dans les années soixante-dix, au profit de la part salariale, est due en partie à l'accroissement de la dépense sociale — et des prélèvements sociaux — consécutif au ralentissement de la croissance qui suivit le premier choc pétrolier. Entre 1970 et 1981, l'alourdissement de la dépense sociale — exprimé en pourcentage du PIB — est très comparable dans trois grands pays européens : la France, la RFA et le Royaume-Uni. Cependant, l'évolution du partage de la valeur ajoutée y est très différente : très forte poussée de la part salariale en France, stabilité en RFA, baisse au Royaume-Uni. Cette étude a pour objectif d'analyser dans quelle mesure les disparités existant entre ces trois pays dans le mode de financement de la protection sociale peuvent expliquer ces divergences d'évolution. En France, la part de la dépense sociale financée par la fiscalité est très faible. La charge repose à presque 80 % sur des prélèvements sociaux assis sur la rémunération des salariés. L'évaluation des contributions des salaires nets et des cotisations sociales à l'évolution des parts salariales permet de montrer que les disparités de mode de financement ont constitué un facteur évident — sans être le premier — de différenciation du partage de la valeur ajoutée. Le déterminant majeur réside dans les évolutions des parts salariales nettes de cotisations sociales. Ce sont elles, pour l'essentiel, qui expliquent les divergences entre pays. Plus précisément, la disparité d'évolution des parts salariales entre la RFA et la France est déterminée — pour les quatre cinquièmes — par l'inflexion du pouvoir d'achat des salaires nets allemands, juste après le premier choc, tandis que prévaut en France une assez forte rigidité salariale. As the deadline for completion of the European internal market approaches, tax harmonisation becomes the major concern on the European policy agenda. Until now, the debate has only focused on the taxes which have direct incidence on the process of removing fron tiers barriers : indirect taxes and taxation of income from financial assets. Though the changes are likely to be very small and partial in the short term, the need for some modifications in national tax systems offers good opportunity for more general reflexion about the rationale of tax structures in Europe. This reflexion has to take into account the constraints induced by complete market integration and the necessities of allowing for some national specificities that are likely to persist, such as differences in demographic trends or in the degree of public sector involvment in the supply of certain goods and social services. Moreover, the prospect of monetary unification calls for discussion of how instruments and responsabilities ought to be shared in matter of stabilisation policy. First we analyse the major differences between existing national tax systems in Europe, the United-States and Japan, and present the current state of Community finance. We then briefly discuss the general economic principles of taxation. In the third section different ways of harmonising taxes are explored, trying to reconcile the constraints of harmonisation and the national specificities and sovereignties. These general conclusions are then applied to more detailed study of those taxes that ought to be harmonised taxes on financial assets income, corporate income taxes, VAT and excise duties or possibly transfered to the Community level in the event of an increase in the size of the Community budget. Finally we use the MIMOSA multinational macromodel to simulate the short and medium run macroeconomic consequences of various harmonisation hypotheses.

In Folge der sich abzeichnenden konjunkturellen Stabilisierung des Euroraums und der damit einhergehenden nachlassenden Verunsicherung wird sich auch der Attentismus bei der Investitionstätigkeit abschwächen. Außerdem dürfte der private Verbrauch in beiden Jahren die Konjunktur maßgeblich stützen. Die Institute rechnen mit einer Zunahme des BIP im Jahresdurchschnitt 2013 von 0,9 %, im Verlauf sogar um 1,9 %. Im Jahr 2014 dürfte das Wachstum 1,5 % betragen. Die Arbeitslosenquote bleibt in beiden Jahren nahezu unverändert (2013: 6,8 %; 2014: 6,7 %). Die Verbraucherpreise werden im Jahr 2014 um 1,4 % steigen, nach 1,6 % in diesem Jahr.Simulationen der mittelfristigen Entwicklung in Deutschland zeigen, dass sich die deutsche Wirtschaft weiterhin im Sog der europäischen Krise befindet. Dafür sind hauptsächlich zwei Faktoren bestimmend: Die deutschen Exporte in den Euroraum werden durch die synchrone Sparpolitik drastisch gedämpft. Außerdem wird die Fiskalpolitik auch in Deutschland restriktiv sein und Einkommen und Binnennachfrage dämpfen. Die durchschnittliche Wachstumsrate des BIP bis 2017 wird auf 1,3 % p.a. geschätzt. Szenarien einer expansiven Wirtschaftspolitik zeigen, dass mit einem Investitionsprogram die gesamtwirtschaftliche Entwicklung des Euroraums und der einzelnen Mitgliedsländer wesentlich günstiger verläuft als im Basisszenario. Der wirtschaftliche Schrumpfungsprozess in den Krisenländern und die gegenwärtige Stagnation in den übrigen Mitgliedsstaaten der Währungsunion müssen gestoppt und durch ein Wirtschaftswachstum ersetzt werden, das stark genug ist, die Kapazitätsauslastung zu erhöhen und die Arbeitslosigkeit zu senken. Der notwendige Entschuldungsprozess muss vorangetrieben und die Staatsfinanzen auf einen nachhaltigen Pfad gebracht werden. Gleichzeitig müssen die Leistungsbilanzungleichgewichte weiter abgebaut und der Finanzsektor stabilisiert werden. Die aktuelle wirtschaftspolitische Strategie, bestehend aus fiskalischer Austerität und einer gestörten Geldpolitik infolge von Länderrisiken, wird kaum in der Lage sein, nachhaltige Fortschritte in diesen vier Bereichen zu gewährleisten.Unerlässlich für die Krisenbewältigung ist es, die Geldpolitik in den Krisenländern wieder wirksam werden zu lassen in dem das Vertrauen in die Staatsanleihen der Krisenländer wiederhergestellt wird. Zudem ist eine fiskalpolitische Umkehr erforderlich. Die Politik der Konsolidierung muss so gestaltet werden, dass sie die gesamtwirtschaftliche Aktivität nicht beeinträchtigt. Das Makrokonsortium schlägt eine europäische Investitionsoffensive vor. Den Krisenländern sollte eine externe Finanzierung im Wert von 1 % des gegenwärtigen BIP über eine Periode von fünf Jahren verbindlich zugesagt werden. Damit sollen öffentliche Investitionen finanziert und/oder die private Investitionstätigkeit finanziell unterstützt werden. Mitgliedsstaaten mit Leistungsbilanzüberschüssen, und insbesondere Deutschland, sollten expansive fiskalpolitische Maßnahmen in Höhe von mindestens 1 % des BIP implementieren, um eine Rolle als Konjunkturlokomotive zu übernehmen. ; The German economy achieved only a weak growth performance in 2012. Medium-term simulations indicate that the German economy is likely to remain constrained by the impact of the euro area crisis for an extended period. There are two main causal channels: German exports to the euro area will continue to be squeezed severely by the austerity policies being pursued across Europe, and even in Germany fiscal policy is expected to be contractionary, dampening the growth of incomes and domestic demand. Growth is expected to average 1.3 % in the years to 2017. Alternative scenarios show that by means of expansionary policies, including a European investment programme, far more favourable results could be obtained in the euro area as a whole and its member states individually than in the baseline scenario.The recession in the crisis-hit countries and the current stagnation in the remaining EMU member states must be overcome and give way to economic growth strong enough to increase capacity utilization and reduce unemployment. The necessary process of deleveraging must continue and public finances be put on a sustainable footing. At the same time, current account imbalances must be reduced and the financial sector stabilised. The current economic policy strategy, consisting first and foremost of fiscal austerity and a monetary policy rendered ineffective by country-specific risks, will almost certainly be unable to generate sustained improvements in these four key areas.A necessary condition for exiting from the crisis is to make monetary policy effective once more by re-establishing confidence in the government bonds of the crisis countries. This must be accompanied by a turnaround in fiscal policy. Fiscal consolidation must occur in such a way that it does not impinge negatively on aggregate demand. The Macro group proposes a European investment offensive. The crisis countries should receive external financing equal to 1 % of current GDP for a period of five years. This should be used to finance public investment and/or support for private investment. Member States with current account surpluses, especially Germany, should implement expansionary fiscal policy measures representing at least 1 % of GDP, such that they play the role of locomotive for the European business cycle. .

Medium-term simulations indicate that the German economy is likely to remain constrained by the impact of the euro area crisis for an extended period. There are two main causal channels: German exports to the euro area will continue to be squeezed severely by the austerity policies being pursued across Europe, and even in Germany fiscal policy is expected to be contractionary, dampening the growth of incomes and domestic demand. Growth is expected to average 1.3 % in the years to 2017. Alternative scenarios show that by means of expansionary policies, including a European investment programme, far more favourable results could be obtained in the euro area as a whole and its member states individually than in the baseline scenario.The recession in the crisis-hit countries and the current stagnation in the remaining EMU member states must be overcome and give way to economic growth strong enough to increase capacity utilization and reduce unemployment. The necessary process of deleveraging must continue and public finances be put on a sustainable footing. At the same time, current account imbalances must be reduced and the financial sector stabilised. The current economic policy strategy, consisting first and foremost of fiscal austerity and a monetary policy rendered ineffective by country-specific risks, will almost certainly be unable to generate sustained improvements in these four key areas.A necessary condition for exiting from the crisis is to make monetary policy effective once more by re-establishing confidence in the government bonds of the crisis countries. This must be accompanied by a turnaround in fiscal policy. Fiscal consolidation must occur in such a way that it does not impinge negatively on aggregate demand. The Macro group proposes a European investment offensive. The crisis countries should receive external financing equal to 1 % of current GDP for a period of five years. This should be used to finance public investment and/or support for private investment. Member States with current account surpluses, especially Germany, should implement expansionary fiscal policy measures representing at least 1 % of GDP, such that they play the role of locomotive for the European business cycle. . ; Die deutsche Wirtschaft ist im Jahr 2012 nur schwach gewachsen. Das Bruttoinlandsprodukt (BIP) stieg im Jahresdurchschnitt um 0,7 %, im Jahresverlauf sogar nur 0,4 %. Die Aussichten für den Prognosezeitraum sind verhalten optimistisch. Die Weltkonjunktur wird sich vorerst nur allmählich aufhellen und im nächsten Jahr spürbar an Dynamik gewinnen. Die deutschen Exporte werden von dieser Entwicklung profitieren. In Folge der sich abzeichnenden konjunkturellen Stabilisierung des Euroraums und der damit einhergehenden nachlassenden Verunsicherung wird sich auch der Attentismus bei der Investitionstätigkeit abschwächen. Außerdem dürfte der private Verbrauch in beiden Jahren die Konjunktur maßgeblich stützen. Die Institute rechnen mit einer Zunahme des BIP im Jahresdurchschnitt 2013 von 0,9 %, im Verlauf sogar um 1,9 %. Im Jahr 2014 dürfte das Wachstum 1,5 % betragen. Die Arbeitslosenquote bleibt in beiden Jahren nahezu unverändert (2013: 6,8 %; 2014: 6,7 %). Die Verbraucherpreise werden im Jahr 2014 um 1,4 % steigen, nach 1,6 % in diesem Jahr.Simulationen der mittelfristigen Entwicklung in Deutschland zeigen, dass sich die deutsche Wirtschaft weiterhin im Sog der europäischen Krise befindet. Dafür sind hauptsächlich zwei Faktoren bestimmend: Die deutschen Exporte in den Euroraum werden durch die synchrone Sparpolitik drastisch gedämpft. Außerdem wird die Fiskalpolitik auch in Deutschland restriktiv sein und Einkommen und Binnennachfrage dämpfen. Die durchschnittliche Wachstumsrate des BIP bis 2017 wird auf 1,3 % p.a. geschätzt. Szenarien einer expansiven Wirtschaftspolitik zeigen, dass mit einem Investitionsprogram die gesamtwirtschaftliche Entwicklung des Euroraums und der einzelnen Mitgliedsländer wesentlich günstiger verläuft als im Basisszenario. Der wirtschaftliche Schrumpfungsprozess in den Krisenländern und die gegenwärtige Stagnation in den übrigen Mitgliedsstaaten der Währungsunion müssen gestoppt und durch ein Wirtschaftswachstum ersetzt werden, das stark genug ist, die Kapazitätsauslastung zu erhöhen und die Arbeitslosigkeit zu senken. Der notwendige Entschuldungsprozess muss vorangetrieben und die Staatsfinanzen auf einen nachhaltigen Pfad gebracht werden. Gleichzeitig müssen die Leistungsbilanzungleichgewichte weiter abgebaut und der Finanzsektor stabilisiert werden. Die aktuelle wirtschaftspolitische Strategie, bestehend aus fiskalischer Austerität und einer gestörten Geldpolitik infolge von Länderrisiken, wird kaum in der Lage sein, nachhaltige Fortschritte in diesen vier Bereichen zu gewährleisten.Unerlässlich für die Krisenbewältigung ist es, die Geldpolitik in den Krisenländern wieder wirksam werden zu lassen in dem das Vertrauen in die Staatsanleihen der Krisenländer wiederhergestellt wird. Zudem ist eine fiskalpolitische Umkehr erforderlich. Die Politik der Konsolidierung muss so gestaltet werden, dass sie die gesamtwirtschaftliche Aktivität nicht beeinträchtigt. Das Makrokonsortium schlägt eine europäische Investitionsoffensive vor. Den Krisenländern sollte eine externe Finanzierung im Wert von 1 % des gegenwärtigen BIP über eine Periode von fünf Jahren verbindlich zugesagt werden. Damit sollen öffentliche Investitionen finanziert und/oder die private Investitionstätigkeit finanziell unterstützt werden. Mitgliedsstaaten mit Leistungsbilanzüberschüssen, und insbesondere Deutschland, sollten expansive fiskalpolitische Maßnahmen in Höhe von mindestens 1 % des BIP implementieren, um eine Rolle als Konjunkturlokomotive zu übernehmen.
Die wirtschaftliche Entwicklung in Deutschland ist mit hoher Dynamik in das Jahr 2011 gestartet. Vieles spricht derzeit dafür, dass das Jahr 2011 mit einer Zunahme des BIP von 2,7 % ein Jahr des Aufschwungs sein wird. Dabei wird sowohl die Binnen- als auch die Auslandsnachfrage die Konjunktur treiben. Im Verlauf des Prognosezeitraums dürfte die konjunkturelle Dynamik allerdings an Kraft verlieren. Zwei Gründe sind hierfür wesentlich: Der erste Grund ist, dass die Wirkung der Konjunkturpakete ausläuft und die Bundesregierung auf einen restriktiven finanzpolitischen Kurs einschwenkt. Der zweite und bedeutsamere Grund ist die Krise des Euroraums. So befinden sich die Krisenländer nicht zuletzt aufgrund der ihnen auferlegten Konsolidierungsprogramme in tiefen Wirtschaftskrisen. Auch die übrigen Mitgliedstaaten gehen auf Konsolidierungskurs. Dies wird sich für den Euroraum, dem wichtigsten Absatzmarkt für deutsche Exportprodukte, dämpfend auswirken. Für das Jahr 2012 rechnen die Institute deshalb mit einem schwächeren Exportwachstum und einer nachlassenden Investitionstätigkeit im Inland. Alles in allem wird sich das BIP-Wachstum im kommenden Jahr auf 1,7 % belaufen. Die Arbeitslosenquote wird 2011 auf 7,1% und auf 6,6% 2012 sinken. Die Verbraucherpreise werden in diesem Jahr um 2% und im nächsten Jahr um 1,5% steigen.Die EZB sollte ihren Leitzins im Einklang mit ihrer mittelfristigen Strategie unverändert lassen, da keine Zweitrundeneffekte der jüngsten Preisschocks zu erwarten sind. Die gegenwärtige Strategie des Europäischen Rats ist nicht geeignet, eine Lösung der aktuellen Euroraum-Krise herbeizuführen. Erforderlich ist ein umfassender Ansatz, der in der kurzen Frist die Garantie ausstehender Staatsschuldtitel und eine hohe binnenwirtschaftliche Dynamik der Länder mit Leistungsbilanzüberschüssen beinhaltet und in der mittleren Frist die Gründung eines Europäischen Währungsfonds, die Einführung von Eurobonds und ein Refokussieren des Stabilitäts- und Wachstumspaktes auf Leistungsbilanzsalden.Die Bundesregierung sollte ihre durch die bessere Konjunkturlage im Rahmen der Schuldenbremse entstandenen technischen Spielräume als Sicherheitsabstand zur Vorsorge gegen konjunkturelle Schwächephasen nutzen. Steuersenkungen verbieten sich dagegen auf absehbare Zeit. Sie würden die strukturelle Unterfinanzierung der öffentlichen Haushalte verstärken und zudem in der nächsten Schwächphase sofort in destabilisierende Konsolidierungsmaßnahmen münden. ; The German economy entered the year 2011 buoyantly. The upswing is expected to continue throughout 2011 with GDP increasing at an average rate of 2.7%. Both internal and external demand will drive the economy. In the course of the forecast horizon, however, economic activity will become less vigorous. There are two key reasons for this slowdown: Firstly, the fiscal stimulus packages are coming to an end and fiscal policy is embarking on a restrictive course. Secondly, but more importantly, the sovereign debt crisis in the euro area is unresolved and taking its toll. The crisis countries are experiencing deep economic recessions, not least because of the fiscal austerity measures they had to adopt. The other member states are also turning to fiscal consolidation. This will dampen economic activity in the euro area, the main market for German export goods. The institutes therefore expect lower export growth and weaker investment demand in Germany for next year. All in all, German GDP growth will amount to 1.7% in 2012. The unemployment rate will decline to 6.6 % in 2012 from 7.1% in 2011. Consumer prices will increase by 2 % and 1.5% in 2011 ands 2012, respectively.Against this background the ECB should leave its key rates unchanged. This would be in line with its medium-term strategy as second-round effects of recent shocks in oil and food prices are not to be expected.The current course of the European Council is unlikely to resolve the crisis in the euro area. A comprehensive approach is needed that involves a guarantee of existing government debt and high domestic demand in countries with current account surpluses, in the short run, and, in the medium term, the setting up of a European Monetary Fund, the introduction of euro bonds and a refocusing of the stability and growth pact on current account balances.The German government should use the technical leeway provided by the good economy to make provisions for cyclical downswings: Given the already structurally underfinanced public budgets, higher than expected tax revenues should definitely not be used for tax cuts. Otherwise, the next cyclical downswing would invariably result in destabilizing fiscal consolidation measures.
