Migrant deaths at the border is a long-standing consequence of border control. The lethal effects of irregular migration have become particularly salient in the Euro-Mediterranean region since the beginning of the Arab Spring in 2011, as several thousand migrants have been losing their lives every year. This special issue of American Behavioral Scientist revisits the debate on border deaths in the light of this context. This article introduces this special issue and outlines the key arguments developed therein.

Les organisations internationales, que ce soit des agences de l'ONU ou d'autres organisations, interviennent de façon plus volontariste dans la gouvernance des migrations. Cet intérêt n'est à proprement parler pas nouveau mais il s'est amplifié à mesure que les migrations prenaient de l'ampleur et étaient inscrites sur l'agenda international. Antoine Pécoud interroge les objectifs et l'action de ces organisations et se demande si elles sont à même de modifier la gouvernance des migrations, et si oui, dans quelles directions.

The International Organisation for Migration (IOM) is a sparsely studied organisation, whose mandate includes, however, one of the most politicised issues currently present in Western countries. This article outlines the history, doctrine and practices of the IOM. We will show that although it has been a weak organisation for a long time, in a context where migratory policies don't respond to a robust international regime, the IOM has been able to impose itself -from the 1990s- as an essential actor in globalization and the externalization of such policies. The strategy of the IOM consists of depoliticising the challenges of the migratory phenomena, and of promoting the technical management of migrations, centering on the economic utility that these would represent for all parts (countries of origin, destination countries, and the migrants). Such a strategy allows it to seem like a neutral intermediary, accepted as much by states, civil society and the private sector. However, this depoliticisation finds itself accompanied by an alignment of the IOM with the immigration interests of Western countries, which makes highly political interventions possible, especially in the migrants' countries of origin.

L'Organisation internationale pour les migrations (OIM) est une organisation peu étudiée dont le mandat concerne pourtant l'un des enjeux les plus politisés des pays occidentaux aujourd'hui. La présentation ici de l'histoire, de la doctrine et des pratiques de l'OIM montre qu'elle a été longtemps une organisation fragile, dans un contexte où les politiques migratoires ne faisaient pas l'objet d'un régime international solide, mais qu'elle s'est imposée, depuis les années 1990, comme un acteur incontournable de la mondialisation et de l'externalisation des politiques migratoires. Sa stratégie consiste à dépolitiser les enjeux migratoires et à promouvoir une gestion technique des migrations, centrée sur leur utilité économique pour toutes les parties (pays d'origine, pays de de destination et migrants). Cela lui permet d'apparaître comme un intermédiaire neutre, accepté aussi bien par les États que par les acteurs de la société civile et du secteur privé. Cependant, cette dépolitisation s'accompagne d'un alignement de l'OIM sur les intérêts des pays d'immigration occidentaux, et rend donc possible des interventions hautement politiques, en particulier dans les pays d'origine des migrants.

Mostraremos que si bien durante mucho tiempo ha sido una organización frágil, en un contexto en el que las políticas migratorias no responden a un régimen internacional sólido, la OIM ha terminado imponiéndose - a partir de los años 1990 - como un actor imprescindible de la mundialización y la externalización de dichas políticas. La estrategia de la OIM consiste en despolitizar los retos de los fenómenos migratorios y en promover una gestión técnica de las migraciones, centrada en la utilidad económica que estas últimas representarían para todas las partes (países de origen, países de destino y migrantes). Dicha estrategia le permite aparecer como un intermediario neutro, aceptado tanto por los estados como por los actores de la sociedad civil y del sector privado. Sin embargo, esta despolitización se ve acompañada por un alineamiento de la OIM con los intereses de los países occidentales de inmigración, lo que posibilita intervenciones altamente políticas, especialmente en los países de origen de los migrantes.
