We examined the application of knowledge in land-use planning as epistemic governance and explored how actors wield institutional power while legitimising the use of knowledge. By applying a neo-institutionalist analytical framework of epistemic governance to discourse analysis, we investigated how actors invoke institutions of science and law while constructing a legitimate rationality. Specifically, we asked how new knowledge of underwater marine areas was invited into a marine spatial planning pilot in Finland. We determined that, while legitimising the use of new marine-life knowledge, the actors invoked law and science by granting the new knowledge various and intermingled meanings that disambiguated and depoliticised nature values into tangible measures. Moreover, uncertainties about the new knowledge spurred doubts which facilitated a stronger political approach that applied precautions. We suggest that in the regulative context of planning there is an institutional demand for techno-legal rationality in which the institutional appropriateness of knowledge is crucial. The lack of legitimate ontological authority allows for a political yet institutionally fit-for-purpose interpretation of reality. Thus, our study contributes to the literature on planning as governance and provides insights of the politics of knowledge use in planning as something not necessarily strategic and conscious, but also routine and institutional. ; publishedVersion ; Peer reviewed

AbstractTo support legitimate European Union (EU) biodiversity policy development, there is a growing momentum to engage society in these policy processes and build meaningful and inclusive dialogue between science, policy, and society in policy deliberation. So far, engagement efforts have been made to encourage citizen participation in knowledge production via, for example, citizen science. At EU level means to encourage public participation have included a variety of online mechanisms for spreading information and promoting public deliberation. Despite these developments, the involvement of the general public in policy-making at the EU level has been rather inconsistent to date. In this article, we evaluate online science cafés as potential means to encourage dialogue between science, policy, and society; we ask what elements in their design and implementation are essential for inclusive dialogue between science, policy, and society. Our findings emphasise iterative dialogue when approaching multi-scalar challenges. This has important implications for developing legitimate participation across Europe.

Peatlands that are close to a natural state are rich in biodiversity and are significant carbon storages. Simultaneously, peat resources are of interest to industry, which leads to competing interests and tensions regarding the use and management of peatlands. In this case study, we studied knowledge–management interactions through the development of participation and the resulting representation of nature (how nature was described), as well as the proposed and implemented conservation policy instruments. We focused on the years 2009–2015, when peatland management was intensively debated in Finland. We did an interpretative policy analysis using policy documents (Peatland Strategy; Government Resolution; Proposal for Conservation Programme) and environmental legislation as central data. Our results show how the representation of nature reflected the purpose of the documents and consensus of participants' values. The representation of nature changed from skewed use of ecosystem services to detailed ecological knowledge. However, simultaneously, political power changed and the planned supplementation programme for peatland conservation was not implemented. The Environment Protection Act was reformulated so that it prohibited the use of the most valuable peatlands. Landowners did not have the chance to fully participate in the policy process. Overall, the conservation policy instruments changed to emphasize voluntariness but without an adequate budget to ensure sufficient conservation. ; Peer reviewed

To achieve biodiversity conservation targets comprehensively, and to support transparent, democratic and legitimate EU biodiversity policy, there is a growing need and momentum to engage society as a whole to develop biodiversity and ecosystem service policies. For example, citizen science efforts made in environmental sciences have generally been innovative and efficient at harnessing the knowledge and know-how of citizens in observations and data gathering. In addition, different means to encourage public participation in policy development have been presented and implemented both in real life and online, including a variety of especially asynchronous online mechanisms for both spreading information and awareness and promoting public deliberation on EU policy matters. Despite these developments, the involvement and role of the wider public in deliberating on policy matters regarding biodiversity and ecosystem services in the EU level has been rather inconsistent to date. Therefore, more systematic, meaningful and inclusive interplays between science, policy and society need to be developed. Towards this aim, we evaluate the potential of online science cafés to narrow the gap between science, policy and society, strengthen the interface of them, and encourage active and effective public participation in biodiversity policy on the EU scale. Developing social engagement via online science cafés is a manifold process; technical usability, participant's previous knowledge, past discussions and the framing of the topic and the implicit and explicit objectives and outcomes all relate to the meaningfulness and quality of the discussion and the commitment of the participants. We examined how individuals perceive nuclear energy in the context of climate change mitigation and how their perceptions are associated with trust in different risk information sources. We analyzed the interrelationships between trust, perceived risk of nuclear power, climate change concern, perception of nuclear energy as an acceptable way to mitigate climate change, and willingness to pay (WTP) for alternatives to nuclear power. A nationwide survey (N = 967) collected in Finland was analyzed with structural equation modeling. The associations between trust and perceived risk of nuclear power, climate change concern, and perception of nuclear power as a way to mitigate climate change varied by the type of information source. Political party support and other background variables were associated with trust in different information sources. The effect of trust in information sources on WTP was mediated by perceived risks and benefits. The results will increase our understanding of how individuals perceive nuclear energy as a way to cut CO2 emissions and the role of trust in different information sources in shaping nuclear risk perceptions and energy choices.

Species protection legislation has been used as one of the main approaches in conservation – yet in many cases we know only little about the effectiveness and side-effects of such regulation. Noncompliance can limit effectiveness of legislative protection, and deliberate harmful actions by landowners have sometimes been reported as a response to restrictions. We studied attitudes of 186 Finnish forest owners toward the protection of Siberian flying squirrel Pteromys volans – a species which is protected according to the European Union Habitats Directive and is a well-known example for species protection in Finland. We explored the attitudes and claims of harming protected species by comparing the responses of persons with and without direct experience of legal protection by structural equation modelling. We found that experience did not explain forest owners' attitudes toward having the species in their forest. Claims of harming protected species were connected to policy attitudes and should be interpreted as a political phenomenon: they reflect political discourse on conservation policy and are a part of debate between stakeholders. Accidental and reckless noncompliance seem more important phenomena than intentional harming, especially as the chance in Finnish Nature conservation likely Act likely affects information of nest sites on logging areas. Other instruments than legislative protection of known nest sites might be more effective in protecting the flying squirrel population. ; published version ; peerReviewed

In Finland, there are almost 500,000 second homes and in some areas the number of second home owners exceeds that of permanent residents. Currently, second home owners are also spending more time in their second homes. If second home owners are not permanent residents, administration may exclude them from local institutions, and treat second home owners as only partial members of the community. It has been stated that municipal decision making and the role of the municipality as an actor in the local community should be broadened in order to strengthen democracy and the participation of its residents as a core of municipal self-administration. Hence, participating in communal decision making is mainly possible only for permanent residents. The issue is whether it is possible to change this situation via the municipalities' own reforms and state regulations. New municipal administration experiments have recently emerged in Finland. Here we study how the new local administrative model, the Communal District Committee, has affected local participation and local governance in a rural areas by exploring second home owners' opportunities to participate in local decision making and development processes. The data consists of documents, focus group discussions and a questionnaire. We used qualitative and quantitative methods in the data analysis. We found, on one hand, that permanent residents of villages recognise second home owners' hesitation to participate in local issues requiring planning and decision making. On the other hand, local-level communal decision making does not promote the participation of second home residents. On the basis of the findings of the study, we suggest that the municipal authorities should recognise the existence and importance of second home owners in the area, acknowledge them better in municipal plans and strategies, and offer them more resources and means to participate.
