El presente artículo describe el rol que cumple un bibliotecario que se desempeña como Coordinador de biblioteca de un instituto de educación superior, que efectúa funciones de promotor y difusor de la información además de ser un constructor del conocimiento en un contexto educativo, intenta que su unidad de información llegue a todos los componentes de la institución, estimulando el espíritu crítico y la selectividad ante el mundo de la información, facilitando y reduciendo la brecha entre los inforicos e infopobres creando una sociedad mas justa desde su trabajo.
55 páginas. ; El presente artículo analiza el procedimiento para el reconocimiento de la pensión por invalidez a los miembros del Ejército Nacional de Colombia, a partir de la protección especial que de forma constitucional se les ha dado a ellos debido a sus funciones, pues estas lo categorizan como una labor de alto riesgo. Por ello para el reconocimiento de la pensión por invalidez para estos miembros se tienen en cuenta circunstancias especiales previstas en el régimen especial de seguridad social los miembros de las Fuerzas Militares, estudiando su concordancia con los preceptos legislativos sobre la seguridad social específicamente el marco constitucional del mismo, para establecer el cumplimento de este régimen especial de cada una de las garantías consagradas en la materia. ; The present analyzes the procedure for the recognition of the pension for invalidity to the members of the Colombian National Army, from the special protection that is given to them in constitutional form because of their functions, because these categorize it as a high-risk task. For this reason, for the recognition of the pension for disability for these members, exceptional circumstances are considered in the special social security regime members of the military, studying their agreement with the precepts Legislative on social security specifically the constitutional framework of the same, to establish the fulfilment of this special regime of each of the guarantees embodied in the matter.
Dieser Beitrag, der in spanischer Sprache verfasst ist, widmet sich dem Bildungsföderalismus in Mexiko. Die Autoren zeichnen zunächst die Entwicklung der mexikanischen Bildungspolitik seit 1921 nach, die nach einer langen Phase der Zentralisierung Phasen der Entflechtung und Dezentralisierung durchlief und schließlich 1992 in einen Bildungsföderalismus mündete. Die Autoren beschreiben die aktuelle Situation des Bildungsföderalismus im Umfeld eines Mehrebenensystems mit 32 Staaten, welche von drei unterschiedlichen Parteien regiert werden und in denen 27 Wahlen innerhalb der fünfjährigen Regierungszeit der nationalen Regierung stattfinden. Die Autoren legen anhand der Protokolle von interregionalen Besprechungen zur Bildungspolitik (Diálogos Nacionales de Política Educativa) dar, dass eine Zerschlagung stattgefunden hat, durch die gemeinsame Planung und Koordination der Bildungspolitik in den 32 Staaten erschwert werden, und die daran krankt, dass nationale Bildungsprogramme den lokalen Bedürfnissen nicht entsprechen und die Autoritäten der Bundesstaaten nicht über ausreichend Ressourcen verfügen. (DIPF/Orig.) ; In May 1992, the federal government of Mexico agreed and designed a new national public policy to modernize and decentralize the federal education system from K-12 level. This article explores the implementation of this project, the main hypothesis being that the Mexican federal government failed to accomplish the objectives of modernization and decentralization. Instead of promoting coordination and cooperation between both the local and federal governments, the new public policy led to disruptions of the relationship between both levels of government. Also, this article analyzes the department of education's role in this initiative because this entity is in charge, according to the Mexican Federal Constitution, of designing, implementing and evaluating Mexican public policy in the field of education. En este trabajo se ponen bajo análisis a través de un estudio de caso, las premisas de una investigación previa realizada en 184 empresas del sector software argentinas, referida al efecto moderador positivo de la capacidad de absorción del conocimiento sobre el impacto del esfuerzo innovador y de las redes inter-organizativas sobre el resultado innovador en las empresas. Este estudio de caso analiza una empresa PYME del sector, fundada en 2009 y aun en actividad, con dos etapas claramente diferenciadas en función de su resultado innovador. En dicho caso, queda de manifiesto cómo el esfuerzo innovador de la empresa puede resultar positivo en el resultado innovador.
The aim of this paper is to formulate an approximation of the US actuarial balance model and apply it to the Spanish public retirement pension system under various scenarios in order to determine a consistent indicator of the system's financial state comparable to those used by the most advanced social security systems. This will enable us to answer the question as to whether there is any justification for reforming the pension system in Spain. This type of actuarial balance uses projections to show future challenges to the financial side of the pension system deriving basically from ageing, the projected increase in longevity and fluctuations in economic activity. If one is compiled periodically it can provide various indicators to help depoliticize the management of the pay-as-you-go system by bringing the planning horizons of politicians and the system itself closer together.
This article analyzes the importance of the study of environmental bioethics in the governance of territories within a context of diverse environmental problems and with difficult solutions. The research is carried out at the Nueva Granada Military University in Bogotá D.C. in the year 2020. The environmental problem in Colombia is addressed using a screening of the bibliographic postulates referring to education in environmental bioethics, taking into account the role of human beings in the protection of the environment, the biosphere and biodiversity as points out the Universal Declaration on Bioethics and Human Rights. The research establishes education in environmental bioethics as the spur of governance for the solution of environmental problems in the process of a cultural transformation of the development paradigm. It is concluded that environmental bioethics is a fundamental bulwark of interactions between communities and State entities for the preservation of life and ecosystems as a model of governance in the search for sustainable development. ; En el presente artículo se analiza la importancia del estudio de la bioética ambiental en la gobernanza de los territorios dentro de un contexto de problemáticas ambientales diversas y con difícil solución. El paradigma relacional, dominante en el ámbito de la mercadotecnia, aboga por establecer y desarrollar relaciones duraderas con los clientes. Para ello es preciso conocer cuáles son sus necesidades y esforzarse por satisfacerlas. Los clientes quieren sentirse importantes y, por tanto, las empresas deberían preocuparse no sólo por vender, sino también por conocer su índice real de satisfacción/ insatisfacción. Por tanto, desde un punto de vista lógico este debería ser el patrón de comportamiento empresarial, los trabajos de Barroso (2008) y Coca (2008) así lo indican. Pero la realidad demuestra que esto no siempre es así. A pesar de que los clientes siempre desean sentirse atendidos, existen empresas que parecen olvidarse de esta premisa básica y, sin embargo, obtienen resultados positivos. Este trabajo tiene el objetivo de analizar la posible contribución de los procesos de recuperación de servicios en la fidelización de clientes/usuarios. Para ello tomamos como referencia el concepto de procesos de recuperación de servicio y estudiamos el contexto del sector de telefonía móvil en España. A través de un análisis de estadísticos descriptivos y de la técnica Partial Least Squares (PLS), concluimos que las empresas se comportan de manera opuesta a lo que esperan los clientes y no se preocupan realmente por reconquistar su satisfacción. Sin embargo, la opinión de los usuarios resulta muy reveladora y sugiere que es posible convertir un cliente inicialmente insatisfecho en un cliente fiel.
AbstractIn the scientific literature, there is little evidence of empirical research concerning the impact of fair trade (FT) on shopping behaviour (this is practically non‐existent, if we consider studies in emerging economies. For this reason, the aim of this research is to analyse to what extent consumers value FT practices in the context of an emerging economy and how these affect their purchase intentions. For this purpose, partial least squares structural equation modelling (PLS‐SEM) is used. The data are based on a sample of 409 consumers of an emerging economy (Peru). According to the results, the intention to purchase FT products by Peruvian consumers depends directly on the variables FT knowledge and attitude towards FT. Furthermore, the indirect influence on the purchase intention of the beliefs about FT variable is verified. On the other hand, the results obtained indicate that there are no differences between Peruvian women and men in terms of direct relations among model constructs. These results enable understanding consumer valuations of emerging economies concerning the responsible practices of firms. The study's findings have significant implications for the management of FT by public organisations and firms. There is evidence that consumers can start to value these FT policies, since they show a favourable disposition towards the consumption of products made or marketed with FT practices.
Abstract To assist Ecuadorian chia seed producers in their quest for internationalisation. This article uses a case study to present a methodology which assists in the selection of the most suitable export market for a product. It is based on a diverse range of indicators grouped into 7 dimensions that were used to analyse the 27 member countries of the European Union in order to determine the most suitable export market for chia seeds from Ecuador. Germany is the biggest European importer of chia seeds with a 55% share, followed by the Netherlands, the United Kingdom and Spain. It presents a methodology for market selection that can be employed as a tool for international expansion which can easily be used by companies in search of the most suitable export market for their products.
Abstract An extended haplotype on chromosome 3 is the major genetic risk factor for severe COVID-19. The risk haplotype, which was inherited from Neanderthals, decreases the expression of several cytokine receptors, including CCR5. Recently, a study based on three general population cohorts indicated that the minor allele of one of the variants in the haplotype (rs17713054) protects against HIV infection. We thus expected this allele to be over-represented in highly exposed individuals who remain uninfected (exposed seronegative individuals, ESN). To perform a meta-analysis, we genotyped rs17713054 in three ESN cohorts of European ancestry exposed to HIV through different routes. No evidence of association was detected in the single cohorts. The meta-analysis also failed to detect any effect of the variant on protection from HIV-1. The same results were obtained in a Cox-regression analysis for the time to seroconversion. An in-vitro infection assay did not detect differences in viral replication as a function of rs17713054 genotype status. We conclude that the rs17713054 minor allele is not associated with the ESN phenotype and does not modulate HIV infection in vitro.
