European limitations on ex- ercising an actual military influence in the region impede the chances of effective cooperation between the two entities.

Kolejne postanowienia polityczne i wprowadzane prawne regulacje wyznaczały znaczące etapy tego procesu, ponieważ określały jej rolę i wiodącą funkcję w EWG. Artykuł odnosi się do źródeł i przejawów dynamiki instytucjonalnej w procesie rozwoju Rady Europejskiej w okresie 1961-1977. Jego celem jest analiza czynników warunkujących powstanie i rozwój Rady Europejskiej w świetle przyjmowanych decyzji politycznych, a także praktyki jej działań. Przedstawione w artykule zagadnienie oparte zostało na założeniu, iż ład strukturalny cechuje znacząca asymetryczność. The following political decisions and legal regulations marked a significant step in this process because it identified and acknowledged the European Council's position and its leading role within the EEC/ EU. This article examines the sources and manifestations of the institutional changes within the European Council in the period 1961-1977. Its purpose is to analyze the factors which influence the creation and development of the European Council in light of political decisions, Treaty's provisions and the practice of its activities. The issue discussed in the article is based on the assumption that the structural order is characterized by a significant asymmetry. The increasing interdependence in the relations between states, together with the need and the necessity of the idea of cooperation, has coincided with the process of change necessitated by the new functions of the European Council. This has significantly affected the pace of inter-institutional transformation. In defining the determinants affecting this transformation, the functionality of the system, as well as the limitations in terms of its ability should be emphasized.

Narastanie zagrożeń dla bezpieczeństwa europejskiego, będące konsekwencją destabilizacji w rejonie wschodniego i południowego sąsiedztwa Unii Europejskiej, wzmocnienia współzależność, a jednocześnie zbiega się z procesem zmian struktur wewnętrznych obu organizacji. Powtarzające się sytuacje wymagające wspólnego reagowania na kryzys znacząco zwiększają zakres zaangażowania obu strategicznych partnerów na rzecz wzmocnienia istniejących powiązań. Określając determinanty wzajemnej współpracy, podkreślić należy istniejącą dysfunkcjonalność, której podłożem są animozje polityczne dotyczące roli obu podmiotów w nowym układzie sił strategicznych, a także europejskie ograniczenia w zakresie realnych możliwości oddziaływania w regionie. ; The aim of the article is to analyze the factors determining the state of relations between the European Union and NATO in the period 2012–2018. The issue presented in the article was based on the assumption that EU–NATO relations are characterized by signifi cant dynamics leading to the transformation of existing cooperation ties. The principle of correlation, based on supplementing the potential tasks of both organizations, as well as the principle of asymmetry, resulting primarily from the American advantage in the North Atlantic Alliance, are modifi ed. Growing threats to European security, being a consequence of the stabilization disorder in the region of the Eastern and Southern Neighborhood of the European Union, affect the strengthening of interdependence, and coincide with the process of changes in the internal structures of both organizations. Crisis response situations signifi cantly increase the involvement of both strategic partners to strengthen existing links. Defi ning the determinants affecting mutual cooperation should be emphasized the existing dysfunctionality, which is based on political animosities regarding the role of both entities in the new European political order, as well as European limitations in the real possibilities of infl uence in the region.

The author attempts to describe the evolution of the Polish position on the concept of the Common Security and Defence Policy. The text presents the Polish experiences, gained during operations, and assessments of the outcomes of Polish involvement, against the declared priorities of Polish foreign policy. The author also points out the main causes of changes in the Polish stance against further involvement on the African continent. She draws attention to the transformations within the EU and their reception by the Polish government. ; Celem artykułu jest analiza uwarunkowań udziału Polski w afrykańskich operacjach wojskowych Unii Europejskiej na tle ewolucji polskiego stanowiska wobec koncepcji realizacji Wspólnej Polityki Bezpieczeństwa i Obrony. Choć relacje z państwami regionu nawiązano zaraz po uzyskaniu przez byłe republiki radzieckie niezależności i intensywnie próbowano rozwijać przez następne lata, dzisiejsze efekty współpracy wynikające ze wzajemnych zobowiązań nie są satysfakcjonujące. Celem artykułu jest analiza priorytetów polityki zagranicznej Unii Europejskiej wobec Azji Centralnej po roku 2012. Priorytety zostały przedstawione w dwóch ujęciach: regionalnym i krajowym. Analizie podlegał pełen zakres dokumentów prawnych określających ramy wzajemnych relacji,jak i szersze spektrum obustronnych deklaracji politycznych. Kluczowymi elementami analizy stały się: uwarunkowania kreowania priorytetów politycznych, utworzony mechanizm instytucjonalny niezbędny do kształtowania decyzji politycznej, jak i realizacji założeń współpracy. Artykuł porusza także główne wyzwania w uznanych za kluczowe wymiarach współpracy.Końcowa część analizy prowadzi do wniosków pozwalających na ocenę możliwości realizacji założonych celów polityki unijnej w relacjach z państwami Azji Centralnej. ; Central Asia is not a priority for the European Union. Relations with the states in this region were established immediately after the former Soviet republics won independence but, despiteattempts at rapid advancement there, the results of mutual cooperation and mutual commitments have been unsatisfactory. The objective of this paper is to analyze the priorities of the European Union's policy towards Central Asia after 2012. These priorities are viewed from the regional and national perspectives. The analysis studies a comprehensive range of legal documents to establish the framework of mutual relations and the broad range of mutual political declarations. The key elements of this analysis involve examining the determinants that have shaped the political priorities, the institutional mechanisms established for the purpose of political decision-making and the conduct of collaboration. The paper also looks at the main challenges faced in those areas of cooperation that are deemed crucial. The final part of the analysis leads to conclusions that make it possible to assess how feasible it is to implement EU policies in relations with Central Asian states.
