Debido a los cambios en la estructura del poder internacional de la postguerra, se manifi esta una nueva conciencia de los pueblos de las antiguas colonias, la cual se verá expresada en la Conferencia de Bandung (1955); dándose la posibilidad de una reinterpretación de la historia mundial. Intelectuales de las ex-colonias, artistas, fi lósofos, poetas y novelistas, integrados en los países industrializados, refl ejan en sus obras distintos niveles de una compleja y original compresión del mundo globalizado. 1956, en plena Guerra Fría, el psicólogo martinico Frantz Fanon, decepcionado de la civilización europea, se integra en la lucha de independencia de Argelia como su principal teórico. Tiene una visión muy clara de las metas y advierte de los obstáculos del desarrollo poscolonial. Sin embargo, la suerte política de Argelia independiente no depende únicamente de la voluntad de algunos individuos intelectuales sino también de sus condiciones naturales, de las tradiciones históricas (precoloniales, coloniales y de resistencia) y de la vigente situación internacional. A pesar de circunstancias muy favorables, el país sigue luchando con los desafíos del siglo XXI. ; In 1956, in the midst of the Cold War, the Martinican psychologist Frantz Fanon, disappointed by the European civilization, joins the struggle of Algerian independence as its main theoretician. Having a clear vision of the goals he warns of the political obstacles in postcolonial development. However, the political future of independent Algeria depends not only on the willingness of some intellectuals but on natural conditions, historical traditions (pre-colonial, colonial and resistance) and the current international situation. "Polarisation" wird im Allgemeinen als ein Hervortreten von Gegensätzen verstanden. Bezogen auf Einkommen sind die Begriffe "Unter-, Mittel- und Oberschicht" gemeint. Bildet sich die Mittelschicht zurück, so besteht die resultierende Gesellschaft lediglich aus einer unteren bzw. einer oberen Einkommensschicht und ist folglich stärker polarisiert als bei Vorhandensein aller drei Schichten. Steigende Einkommenspolarisation beschreibt somit eine sich weiter öffnende "Schere zwischen Arm und Reich", d. h. die Anteile der "Armen" und der "Reichen" in der Bevölkerung nehmen jeweils zu, während der Anteil der Personen mit mittlerem Einkommen rückläufig ist. Den Schwerpunkt dieser Arbeit bildet die Entwicklung einer neuen Polarisationskurve, einer neuen Polarisationsordnung sowie eines neuen Polarisationsmaßes, mittels derer die aus der Ungleichheitsmessung bekannten Methoden der Lorenzkurve, der Lorenzordnung und des Gini-Indexes auf die Polarisationsmessung übertragen werden. Im Rahmen einer umfangreichen Monte-Carlo-Simulationsstudie werden die Schätzer ausgewählter Polarisationsmaße auf ihre Eigenschaften bei endlichen Stichproben untersucht. Im empirischen Teil werden ausgewählte progressive Steuertarife dargestellt und analysiert. Durch die Anwendung auf Daten der Lohn- und Einkommensteuerstatistik werden die verschiedenen Steuertarifkonzepte hinsichtlich ihrer Wirkung auf die Ungleichheit und die Polarisation der Residualeinkommensverteilung untersucht sowie die dadurch entstehenden Steuereinnahmeausfälle berechnet
