Ein höherer Zinssatz ("leaning against the wind") oder eine stärkere (oder effizientere) Regulierung? Die Debatte darüber, ob Geldpolitik oder makroprudentielle Politik besser ist, um die Wirtschaft vor einer Finanzkrise zu bewahren, wird seit Langem geführt. Insbesondere im Falle des US-Häusermarktes vor der globalen Finanzkrise wurde diskutiert, ob die Geldpolitik auf potenzielle Blasen reagieren sollte. Jedoch hat ein höherer Zinssatz Kosten in Form von höherer Arbeitslosigkeit und niedrigerer Inflation. Gleichzeitig ergibt sich daraus ein Vorteil in Form einer geringeren Wahrscheinlichkeit einer Krise, weil sich das Kreditwachstum reduziert. Makroprudentielle Politik - zum Beispiel ein höherer "loan-to-value ratio" - reduziert das Risiko einer Finanzkrise. Daher könnte die makroprudentielle Politik das bessere Instrument für die Finanzstabilität sein.In dieser Arbeit wird untersucht, welches der beiden Instrumente besser geeignet ist, das Risiko einer Finanzkrise im Sinne einer Kosten-Nutzen-Analyse zu reduzieren. Die Arbeit beginnt mit der Definition dieser beiden Konzepte und diskutiert dann den von Svensson entwickelten Rahmen (2016, 2017). Anschließend werden die Ergebnisse der "leaning against the wind" Politik in Bezug auf reale Darlehen, Darlehen/BIP, Vor- und Nachkriegsdarlehen als ein Indikator für Finanzkrisen vorgestellt. Danach wird eine Kosten-Nutzen-Analyse für die Eurozone vorgestellt und es werden makroprudentielle Interventionen diskutiert. Zum Schluss werden einige Kritikpunkte zu Svenssons (2016, 2017) "benchmark parameters" und eine kurze Diskussion darüber, ob Vermögenspreise ein guter Indikator für die nächste Finanzkrise wären, angeführt. Das Ergebnis dieser Arbeit ist, dass die makroprudenzielle Politik für die finanzielle Stabilität besser ist als die Geldpolitik. The debate on if monetary policy or macroprudential policy is better to prevent the economy from a financial crisis has been going on for a long time. The debate was especially relevant within the US housing market before the global financial crisis, there was the debate if monetary policy should response to potential asset market bubbles. Higher policy rate has costs in terms of higher unemployment and a lower inflation but it benefits in terms of a lower probability of a crisis because it reduces credit growth. Macroprudential policy for example a higher loan-to-value ratio reduces the risk of a financial crisis. Therefore, macroprudential policy may be the better tool for financial stability. This work examines which of the two tools is better to reduce the risk of a financial crisis in terms of a cost and benefit analysis. Unsurprisingly, the result of this work is that macropru-dential policy is better for financial stability than monetary policy. Furthermore, a higher loan-to-value ratio is more beneficial than an increase in the bank capital requirements. The work starts with the definitions of these two concepts and then discusses the framework developed by Svensson (2016, 2017), where he discusses the marginal cost and marginal benefit. After-wards, the results of the leaning against the wind policy for real loans, loans/GDP, pre-World War II real loans and post-World War II real loans as a predictor for financial crisis are pre-sented. Then, there is a cost-benefit analysis for the euro-area and macroprudential policy in-terventions is discussed. Die Annäherung der Soziologie an die Beratung - sowohl als Berufs- wie auch als Forschungsfeld - hat eine intensive Diskussion hinsichtlich folgender Fragen ausgelöst: Unterscheidet sich die soziologische Beratung von anderen Beratungsformen? Und wenn ja: Welche Ziele verfolgt sie, mit welchen Instrumenten und Methoden arbeitet sie? Wie kann eine Theorie der Beratung aussehen, die den Beratungsprozess analysiert und deutet? Obwohl diese Fragen sehr aktuell sind, gibt es nach Einschätzung der Autoren noch keine eindeutigen Positionen, die das Fundament für ein professionelles Selbstverständnis und für Qualitätsstandards der soziologischen Beratung bilden könnten. Darüber hinaus gelten Antworten, die vor einigen Jahren formuliert worden sind, inzwischen als überholt. Diese Unsicherheit bei gleichzeitiger Ausdifferenzierung der soziologischen Beratungsdiskussion bildet den Ausgangspunkt des vorliegenden Positionspapiers. Der Beitrag zeichnet den aktuellen Stand der Diskussion um die soziologische Beratung nach, er stellt unterschiedliche Beratungsansätze vor und verweist auf noch ungeklärte Fragen und zukünftige Forschungsbedarfe. Abstract
Linking digital trace data to existing panel survey data may increase the overall analysis potential of the data. However, producing linked products often requires additional engagement from survey participants through consent or participation in additional tasks. Panel operators may worry that such additional requests may backfire and lead to lower panel retention, reducing the analysis potential of the data. To examine these concerns, we conducted an experiment in the German PASS panel survey after wave 11. Three quarters of panelists (n = 4,293) were invited to install a research app and to provide sensor data over a period of 6 months, while one quarter (n = 1,428) did not receive an invitation. We find that the request to install a smartphone app and share data significantly decreases panel retention in the wave immediately following the invitation by 3.3 percentage points. However, this effect wears off and is no longer significant in the second and third waves after the invitation. We conclude that researchers who run panel surveys have to take moderate negative effects on retention into account but that the potential gain likely outweighs these moderate losses.

After first detections of carbapenemase-producing Enterobacteriaceae (CPE) in animals, the European Union Reference Laboratory for Antimicrobial Resistance has provided a protocol for the isolation of carbapenemase-producingEscherichia(E.)colifrom cecum content and meat. Up to now, only few isolates were recovered using this procedure. In our experience, the choice of the selective agar is important for the efficacy of the method. Currently, the use of the prevailing method fails to detect CPE that exhibit a low resistance against carbapenems. Thus, this study aims to evaluate the suitability of selective media with antibiotic supplements and commercial ChromID(R)CARBA agar for a reliable CPE detection. For comparative investigations, detection of freeze-dried carbapenemase-resistant bacteria was studied on different batches of the ChromID(R)CARBA agar as well as on MacConkey agar supplemented with 1 mg/L cefotaxime and 0.125 mg/L meropenem (McC+CTX+MEM). The suitability of the different media was assessed within a time of 25 weeks, starting at least six weeks before expiration of the media. Carbapenem-resistant isolates exhibiting a serine-based hydrolytic resistance mechanism (e.g.,bla(KPC)genes) were consistently detected over 25 weeks on the different media. In contrast, carbapenemase producers with only slightly reduced susceptibility and exhibiting a zinc-catalyzed activity (e.g.,bla(VIM),bla(NDM), andbla(IMP)) could only be cultivated on long-time expired ChromID(R)CARBA, but within the whole test period on McC+CTX+MEM. Thus, ChromID(R)CARBA agar appears to be not suitable for the detection of CPE with slightly increased minimum inhibitory concentrations (MIC) against carbapenems, which have been detected in German livestock and thus, are of main interest in the national monitoring programs. Due to the increasing reports of carbapenemase-producing Enterobacteriaceae (CPE) from livestock in recent years, the European Reference Laboratory for Antimicrobial Resistances (EURLAR) provided a protocol for their recovery from caecum and meat samples. This procedure exhibited limitations for the detection of CPE with low carbapenem MIC values. Therefore, it was modified by a second, selective enrichment in lysogeny broth with cefotaxime (CTX 1 mg/L) and with meropenem (MEM 0.125 mg/L) at 37 C under microaerophilic conditions. By Real-time PCR, these enrichments are pre-screened for the most common carbapenemase genes. Another adaptation was the use of in-house prepared MacConkey agar with MEM and MEM+CTX instead of commercial selective agar. According to the EURL-method, we achieved 100% sensitivity and specificity using the in-house media instead of commercial agar, which decreased the sensitivity to ~75%. Comparing the method with and without the second enrichment, no substantial influence on sensitivity and specificity was detected. Nevertheless, this enrichment has simplified the CPE-isolation regarding the accompanying microbiota and the separation of putative colonies. Mit dem Panel Arbeitsmarkt und soziale Sicherung (PASS) baut das IAB seit 2007 einen zentralen Datensatz für die Arbeitsmarkt-, Armuts- und SGB-II-Forschung in Deutschland auf. Befragt werden in jährlichem Rhythmus zum einen Haushalte, die Transferleistungen beziehen und zum anderen Haushalte der allgemeinen Wohnbevölkerung. In jedem dieser Haushalte wird zunächst mit einer Person ein Haushaltsinterview und anschließend mit jeder Person ab 15 Jahren ein Personeninterview geführt. Mit Hilfe des PASS können zentrale Forschungsfragen, wie beispielsweise die Dynamik des Bezugs von Arbeitslosengeld II sowie die Auswirkungen des Transferleistungsbezugs auf die wirtschaftliche und soziale Lage der betroffenen Haushalte und Personen untersucht werden. Aber auch über den Kernbereich Beschäftigung und Arbeitslosigkeit hinaus bietet das PASS ein breites Fragenspektrum, das z.B. auch zahlreiche soziodemographische Merkmale oder subjektive Indikatoren (wie Zufriedenheit, Ängste und Sorgen, Erwerbsorientierung) beinhaltet.
