The last two decades have seen a substantial change in the basic philosophy underlying European transportation policy. Due to the Commission's efforts and due to supporting jurisdiction by the European Court of Justice the dominant approach to transportation policy has become far more market oriented. This change of approach in transportation policy will only be successful and sustainable if the problem of acceptability will be solved. For researchers this entails that their perspective must change from the normative to the positive aspects of transportation policy-making. This paper reports work undertaken within research project TIPP (Transportation Institutions in the Policy Process) funded by the European Commission. In this work it has been attempted to develop a theoretical structure that merges the positive economic theory of regulation with cognitive psychology and traffic psychology. This theoretical structure offers a matrix of actors and factors that are seen to be essential for success or failure in the implementation of a certain measure of transport policy. Four case studies were carried out in order to check the plausibility of this approach. The case studies are the failure of the German Railway (Deutsche Bahn AG) to introduce a new tariff system in passenger transport in the period 2002-2003, the attempt to introduce a toll for HGVs in Germany, the failure to operate a private tolled motorway in Hungary (M1/M15), the failure to introduce a road-pricing system in the densely populated Randstad area in the Netherlands.

Gegenstand der Untersuchung ist die Analyse der externen Kosten von Verkehr in Sachsen sowie von Optionen einschließlich deren Wirkungen zur Reduzierung der externen Kosten. Zur Beantwortung der gestellten Fragen wurde Arbeit in die folgenden Arbeitsschritte gegliedert: - Quantifizierung verkehrlicher Umweltwirkungen im Freistaat Sachsen, - die Zusammenstellung von Maßnahmen zu deren Verringerung, - die Abschätzung von Auswirkungen der Maßnahmen auf die Umweltwirkungen von - Verkehr sowie das Aufzeigen von Wegen zur Umsetzung derartiger Maßnahmen. Ein erstes wichtiges Ergebnis der Arbeiten ist das eigentliche Maßnahmenpaket zur Verminderung verkehrlicher Umweltwirkungen. Dieses wurde primär aus Maßnahmen zusammengestellt, deren Umsetzung in der Kompetenz des Freistaates Sachsen oder nachgeordneter Verwaltungsebenen liegt. Einbezogen wurden preisliche und nicht-preisliche Maßnahmen. In beiden Bereichen verfügt der Freistaat Sachsen über Gestaltungsmöglichkeiten. Es gibt aber auch wichtige, vor allem preisliche Maßnahmen, die auf übergeordneter Ebene umgesetzt werden müssen. Zu Letzteren zählen eine CO2-Abgabe auf Kraftstoff sowie eine Erweiterung der Kfz-Haftpflicht. Das zusammengestellte Szenario kann zum einen als Grundlage einer Diskussion zu konkreten Schritten einer Verringerung verkehrsbedingter Umweltbelastungen im Freistaat Sachsen dienen. Zum anderen stellt es eine wichtige Eingangsgröße für die Wirkungsabschätzungen dar. Die zweite Eingangsgröße für die Wirkungsabschätzungen ist eine Analyse der Verkehrsentwicklung einschließlich der damit verbundenen Umweltwirkungen für Status quo und Trend: Die ungedeckten Kosten des Verkehrs werden im Trendszenario bis 2020 zurückgehen: Im Jahr 2020 werden sie ca. 1.300 € je Person und Jahr, das sind in Summe über 4,5 Milliarden €, betragen. Dabei ist der Straßenverkehr nach wie vor dominant. Er verursacht im Jahr 2020 94 Prozent der gesamten verkehrsbedingten externen Kosten. Betrachtet man die einzelnen Effekte, so sind die Unfallkosten, luftschadstoffbedingte Kosten sowie Lärmkosten die wichtigsten Kostenkomponenten. Diese Verteilung ist durch den Straßenverkehr geprägt und gilt für Status quo, Trend- und Internalisierungsszenario gleichermaßen. Die Umsetzung der Internalisierungsmaßnahmen führt zu einer Senkung der externen Kosten um 13 Prozent gegenüber dem Trendszenario. Dies ist auf eine Vielzahl von Einflussfaktoren zurückzuführen: Die Fahrleistungen aller Verkehrsträger, also die Anzahl der insgesamt benötigten Fahrzeugkilometer, sinkt im Internalisierungsszenario um 11% gegenüber dem Trend. Dabei werden Fahrleistungsverlagerungen vor allem auf Rad-, Fuß- und ÖV – Verkehre deutlich. Mit den Verhaltensänderungen geht eine deutliche Verbesserung der technischen Emissionsfaktoren einher, sodass dasselbe Verhalten kostengünstiger realisiert werden kann. Das Internalisierungsszenario erhält damit die Mobilität aller Einwohner und erreicht eine Vielzahl von Verbesserungen in vielen Lebensbereichen ohne gravierende Nachteile. Warum wird dann aber ein solcher Weg nicht ständig begangen? Der Grund liegt in der Akzeptanz eines solchen Paketes, welche im nächsten Schritt analysiert und Optionen zu deren Erhöhung gesucht wurden. Der Begriff der Akzeptanz beschreibt die Zustimmung der Hauptakteure zu Maßnahmen zur Internalisierung externer Kosten von Verkehr, einschließlich der Bereitschaft, ihr Verhalten entsprechend anzupassen. Das wichtigste Ergebnis der Akzeptanzbefragungen ist, dass sich die Konzeption der Internalisierung als Paketlösung bewährt hat. Bei der Entwicklung wurden alle Einzelmaßnahmen in ein Internalisierungskonzept integriert. Mit diesem Konzept als Paketlösung sind fast 40% der Befragten in der Bevölkerungsbefragung einverstanden, ein Wert, der sich am oberen Ende der in internationalen Studien ermittelten Akzeptanzwerte bewegt. Des Weiteren erwartet etwa die Hälfte der Befragten für sich eher Vorteile von der Einführung. Von den politischen Entscheidungsträgern erwarten sogar über die Hälfte Vorteile für die Bevölkerung. Damit stellt sich in Sachsen eine sehr positive Ausgangssituation für die Umsetzung einer Internalisierung externer Kosten dar, obwohl sich auch deutliche Widerstände abzeichnen. Für die Umsetzung der Internalisierung externer Kosten bedeutet das, dass im Umsetzungsprozess darauf geachtet werden muss, dass das resultierende Konzept ebenfalls eine Paketlösung darstellt. Das bedeutet, dass die Einführung effektiver (aber ggf. unpopulärer) Maßnahmen mit besser akzeptierten Maßnahmen kombiniert werden muss. Pull-Maßnahmen stellen die "Türöffner" für die wesentlich effektiveren, aber weniger akzeptierten Push-Maßnahmen und insbesondere die Preismaßnahmen dar. Eine Umsetzung von attraktivierenden Pull-Maßnahmen allein hätte vermutlich zur Folge, dass viel Zeit und Geld in ein verkehrspolitisches Konzept investiert wird, welches zwar gut angenommen wird, aber weitestgehend wirkungslos zur Lösung der dringenden verkehrsbezogenen Probleme bleiben wird.

AbstractAssessing students on-the-fly is an important but challenging task for teachers. In initial teacher education, a call has been made to better prepare pre-service teachers for this complex task. Advances in technology allow this training to be done through authentic learning environments, such as video-based simulations. To understand the learning process in such simulations, it is necessary to determine how cognitive and motivational learner characteristics influence situative learning experiences, such as the perception of authenticity, cognitive load, and situational motivation, during the simulation and how they affect aspects of performance. In the present study, N = 150 pre-service teachers from German universities voluntarily participated in a validated online video-based simulation targeting on-the-fly student assessments. We identified three profiles of learner characteristics: one with above average knowledge, one with above average motivational-affective traits, and one with below average knowledge and motivational-affective traits. These profiles do not differ in the perception of the authenticity of the simulation. Furthermore, the results indicate that the profiled learners navigate differently through the simulation. The knowledgeable learners tended to outperform learners of the other two profiles by using more learning time for the assessment process, also resulting in higher judgment accuracy. The study highlights how learner characteristics and processes interact, which helps to better understand individual learning processes in simulations. Thus, the findings may be used as a basis for future simulation research with a focus on adaptive and individual support.
Die MINT-Fächer (Mathematik, Informatik, Naturwissenschaft, Technik) spielen für Deutschland eine erhebliche gesellschaftliche und politische Rolle. Es lohnt sich also, Anstrengungen zu unternehmen, um möglichst viele junge Heranwachsende für diese Fächer zu interessieren und fundierte MINT-Kompetenzen zu vermitteln. Fraglos sind dafür langfristige und nachhaltige Maßnahmen der MINT-Förderung notwendig, die beispielsweise im Rahmen eines MINT-Schwerpunkts an Schulen stattfinden können. Diese Broschüre berichtet über Initiativen von Schulen, die bereits einen Schwerpunkt im MINT-Bereich haben. Sie zeigt auf, welche Veränderungen der schulischen Rahmenbedingungen erfolgreich waren und welche weniger. Diese praktischen Erfahrungsberichte werden untermauert durch Befunde aus der empirischen Bildungsforschung. Sie macht so Erfahrungen aus der Praxis zugänglich und beschreibt evidenzbasiert, wie aktuell ein MINT-Schwerpunkt gestaltet sein kann und MINT-Angebote erfolgreich implementiert werden können. Die Broschüre soll als Ideengeber "von Schulen für Schulen" mit Anpassungspotenzial für die eigene Schulsituation dienen. (DIPF/Orig.)

AbstractWhen analyzing classroom video, pre-service teachers can improve their professional vision, that is, their ability to notice important events in a classroom and to interpret them based on theoretical knowledge. However, learning with video is especially challenging for novice learners. Thus, video needs to be embedded into an instructional context to be effective. In an experimental study with 89 pre-service biology teachers, we investigated the effect of a short professional vision training and whether two design principles from multimedia learning research—namely segmenting and self-explanation prompts—could additionally increase training effects. In a one-hour training session on small-group tutoring strategies, participants watched practice video examples either as a whole or segmented. After each video or video segment, respectively, they received either open or focused self-explanation prompts to analyze the scene. We assessed participants' professional vision skills before and after training. Overall, participants' performance substantially increased from pretest to posttest. Moreover, during training, both segmented video examples and focused self-explanation prompts led to increased noticing of relevant strategies. This advantage during training, however, did not result in higher professional vision improvement in posttest scores compared to participants who worked in the less supported training phase conditions. We discuss possible explanations why additional support increased training performance but not learning gains and suggest an additional fading phase as a means to achieve persistent effects.
Ist unser Bildungssystem ausreichend auf Krisen vorbereitet? Die COVID-19-Pandemie hat offengelegt, dass dies nur sehr bedingt der Fall ist. Komplexe Veränderungen der äußeren Bedingungen stellen Individuen und beziehungsreiche Systeme wie Bildungseinrichtungen vor die Herausforderung, sich schnell und effizient anzupassen. Die Fähigkeit, sich angesichts disruptiver oder kontinuierlicher Stressoren nicht nur zu erholen und in den ursprünglichen Zustand zurückzukehren, sondern daran zu wachsen oder sich weiterzuentwickeln, wird als Resilienz bezeichnet. Doch was genau zeichnet resiliente Individuen und ein resilientes Bildungssystem aus? Wie lässt sich die Resilienz des Bildungspersonals steigern und wie kann die Resilienz der Lernenden gestärkt werden? Der Aktionsrat Bildung beantwortet diese und weitere Fragen auf der Grundlage einer empirisch abgesicherten Bestandsaufnahme. Für die einzelnen Bildungsphasen wird aufgezeigt, welche Reformen wirksam dazu beitragen können, auch in Krisenzeiten gute Bildungsergebnisse zu erzielen. Der Aktionsrat Bildung leitet konkrete Handlungsempfehlungen ab und richtet diese an die politischen Entscheidungsträger. (DIPF/Orig.)

Gute Führung führt zu besseren Bildungsergebnissen, die wiederum spürbare Auswirkungen auf das wirtschaftliche Wachstum und den Wohlstand einer Gesellschaft haben. Diese Zusammenhänge sind empirisch nachgewiesen, und dennoch sind Führungskräfte in deutschen Bildungseinrichtungen häufig nicht oder nicht ausreichend für diese wichtige Aufgabe qualifiziert. Zudem sind die Entscheidungsbefugnisse in vielen Bereichen, wie z. B. in der Personalauswahl und -honorierung, noch zu gering, um effektiv führen zu können. Der Aktionsrat Bildung widmet sich der Frage, wie die Führung in deutschen Bildungseinrichtungen verbessert werden kann. Anhand der Wirkungskette – von der Leitung einer Bildungseinrichtung über das Lehrpersonal bis zu den Teilnehmerinnen und Teilnehmern der Bildungsangebote – geht er der Frage nach, welche Führungsstile den Zielen und Strukturen der einzelnen Bildungsphasen am besten entsprechen und welche Maßnahmen zu ergreifen sind, um Führung effektiv zu gestalten. Als zentrales Element benennt der Aktionsrat Bildung allgemeine sowie bildungsphasenspezifische Handlungsempfehlungen und richtet diese an die politischen Entscheidungsträger. (DIPF/Orig.)

Der sich immer schneller vollziehende Wandel in der globalen Welt bedingt die Bewältigung drängender Herausforderungen, die nur durch gleichzeitiges und gleichberechtigtes Umsetzen von umweltbezogenen, wirtschaftlichen und sozialen Zielen erreicht werden kann. In Deutschland firmiert dieses Denken unter dem Konzept der "Bildung für nachhaltige Entwicklung" (BNE), das frühzeitig an die Debatte um die Kompetenzen und deren Förderung in der Schule angebunden wurde. Vor diesem Hintergrund geht der Aktionsrat Bildung der Frage nach, welche Kompetenzen in den jeweiligen Bildungsphasen zu vermitteln sind und wie die effektive Umsetzung gelingen kann. Für jeden Bildungsbereich beleuchten die Expertinnen und Experten neben der Verankerung von BNE in den Bildungsvorgaben und im Unterricht auch die jeweilige Entwicklung und die Umsetzungsprobleme und machen auf einschlägige Best-Practice-Beispiele aufmerksam. Abschließend werden Empfehlungen an die Politik formuliert, wie der Nachhaltigkeitsgedanke noch stärker als heute im Bildungssystem etabliert und auf allen Ebenen so zu verankert werden kann, dass entsprechende Bildungsprozesse gelingen.
