Objectives. This study seeks to identify the independent effect of Wal‐Mart stores on changes in U.S. family‐poverty rates at the county level. We draw on the contributions of a number of disciplines to enhance our understanding of the broader forces that influence poverty.Methods. A key innovation is that we estimate a two‐stage regression model, in which an instrument is created for new Wal‐Mart stores from a location equation; this reduces any potential endogeneity bias in the poverty‐change equation. In addition, we use spatial econometric methods to correct for spatial dependence bias.Results. After controlling for other factors determining changes in the poverty rate over time, we find that counties with more initial (1987) Wal‐Mart stores and counties with more additions of stores between 1987 and 1998 experienced greater increases (or smaller decreases) in family‐poverty rates during the 1990s economic boom period.Conclusions. Wal‐Mart creates both benefits and costs to communities in which the chain locates. These benefits and costs need to be weighed carefully by community decisionmakers in deciding whether to provide public subsidies to the chain.

AbstractWomen's property ownership matters for their well‐being and agency, broader economic prosperity, and children's development. However, until recently, a lack of data has constrained further exploration of gender differences in property ownership in the developing world. Using data from 41 developing countries, this paper contributes to the literature by investigating gender gaps in the incidence of property ownership among couples and the factors associated with these gaps, focusing on the role of legal systems. We find that in almost all countries, husbands are more likely to own property than wives. Across countries in our sample, husbands are, on average, 2.7 times more like than wives to own property alone and 1.4 times more likely to own property alone or jointly. Within countries, gender gaps in the incidence of property ownership are most pronounced for disadvantaged groups, that is, the rural population and the poorest quintile. These gender gaps reflect a variety of factors, including discriminatory laws with respect to inheritance, property ownership, marital regimes, and laws that protect from workplace discrimination. Countries with more gender egalitarian legal regimes have higher levels of property ownership by married women, especially housing, suggesting that legal reforms are a potential mechanism to increase women's property ownership.

For decades, decentralisation reforms have been seen as a powerful instrument by health policy advocates to improve health sector performance in developing countries. In India, the 73rd Constitutional Amendment introduced in 1992 called for strengthening the fiscal autonomy and service delivery capacity of rural local governments. This paper explores how decentralised governance influences public health sector resource allocation, equity and efficiency in rural Karnataka. For this, the authors analysed administrative data published by the Karnataka state government to create tailored standardised performance measures that capture the degree of local governments' fiscal discretion in implementing public health programmes from 2011–18 at the district level. The findings highlight sector-specific differences in fiscal autonomy, ranging from high local discretion over funds in the nutrition sector to very limited discretion in the medical and public health sector. They also show that decentralised public health funding is not well-targeted to areas of greatest need in Karnataka

Using Demographic and Health Survey data from 41 developing countries, this paper seeks to fill this gap, by investigating the extent of gender gaps in the incidence of property ownership (land and housing) and the factors associated with these gaps, focusing on the role of legal systems. The study finds that there is substantial variation in gender gaps across countries, but in almost all countries men are more likely to own property than women. Within countries, gender gaps are most pronounced for groups that are already disadvantaged, that is, the rural population and the poorest quintile. The disadvantage in property ownership experienced by women reflects a variety of factors, including discriminatory norms and laws on inheritance, property ownership, marital regimes, and protection from workplace discrimination. Countries with more gender egalitarian legal regimes generally have higher levels of property ownership by women, especially housing. These results suggest that reforms to establish a more gender-equitable legislative framework could be an important mechanism to increase women's property ownership.
