The article deals with the problems of legal regulation and researching substantiation of state-confessional relations. The author describes the existing doctrinal approaches to the definition of the concept of "state-confessional relations". The author provides his own definition of state-confessional relations as a type of inter-institutional relations, characterized by the presence of a legal and actual connection between religious organizations and the state. It is noted, that the presence of a legislative definition of the right to freedom of worldview and religion allows religious organizations to determine the framework of their activities in accordance with the legal regulations. The opinion is expressed, that in modern soci- ety there is an urgent need for a legislative definition of the legal status of religious organizations as subjects of law. The existence of well- established state-confessional relations contributes to the proper understanding by representatives of state authorities of the peculiarities of the religious worldview of the population of the state, which is an important condition for the adoption of such normative legal acts that would not contradict the religious feelings of believers and would not lead to an unreasonable restriction of their right to freedom of religion. On the other hand, the partnership of religious organizations with the state gives them the opportunity to participate in public discussions of legislative initiatives, providing them with a religious assessment.In the article, the author pays considerable attention to the problems of legislative regulation of the activities of religious organizations. Taking into account the terminological imperfection of the Statute of Ukraine "On freedom of conscience and religious associations" and the absence of a separate enaction with the definition of terms in it, the author provides his own definitions of the concepts "religious organization", "religious association", "religious institution" and "religious community", which may use the legislator when determining the legal status of religious organizations in Ukraine. An opinion is expressed, that the existence of a unified approach to legislative terminology will allow for effective legal regulation of the religious sphere of public life. ; Рассматривается проблематика правового регулирования и научного обоснования государственно-конфессиональных отношений. Описываются существующие доктринальные подходы к определению понятия "государственно-конфессиональные отношения". Приводится авторское определение государственно-конфессиональных отношений как разновидности межинституционных отношений, характеризующихся наличием юридической и фактической связи между религиозными организациями и государством. Отмечается, что наличие законодательного определения права на свободу мировоззрения и вероисповедания позволяет религиозным организациям определять рамки своей деятельности в соответствии с нормативно-правовыми предписаниями. Высказывается мнение о том, что в современном обществе возникает острая необходимость в законодательном определении правового положения религиозных организаций как субъектов права.Значительное внимание уделено проблемам законодательного регулирования деятельности религиозных организаций. Учитывая терминологическое несовершенство Закона Украины "О свободе совести и религиозных объединениях" и отсутствие в нем отдельной статьи с определением терминов, автором приводятся собственные дефиниции понятий "религиозная организация", "религиозное объединение", "религиозное учреждение" и "религиозная община", которыми может пользоваться законодатель при определении правового положения религиозных организаций в Украине. Высказывается мнение о том, что существование единого подхода к законодательной терминологии позволит осуществлять эффективное правовое регулирование религиозной сферы общественной жизни. ; Розглянуто проблематику правового регулювання та наукового обґрунтування державно-конфесійних відносин. Описано існуючі доктринальні підходи до визначення поняття "державно-конфесійні відносини". Наведено авторське визначення державно-конфесійних відносин як різновиду міжінституційних відносин, що характеризуються наявністю юридичного та фактичного зв'язку між релігійними організаціями і державою. Зазначається, що наявність законодавчого визначення права на свободу світогляду і віросповідання дає змогу релігійним організаціям визначати рамки своєї діяльності відповідно до нормативно-правових приписів. Висловлено думку про те, що у сучасному суспільстві виникає гостра потреба у законодавчому визначенні правового положення релігійних організацій як суб'єктів права.Значну увагу приділено проблемам законодавчого регулювання діяльності релігійних організацій. Враховуючи термінологічну недосконалість Закону України "Про свободу совісті та релігійні організації" і відсутність у ньому окремої статті з визначенням термінів, автором наводяться власні дефініції понять "релігійна організація"", "релігійне об'єднання", "релігійна установа" і "релігійна громада", якими має користуватись законодавець при визначенні правового положення релігійних організацій в Україні. Висловлюється думка про те, що існування єдиного підходу до законодавчої термінології дасть можливість здійснювати ефективне правове регулювання релігійної сфери суспільного життя.

Despite the advancements in the study of early modern Ukraine during the last decade, social history of the Cossack Hetmanate still remains scarcely explored. In particular, the study of cities in the Cossack's autonomy and of social groups specific to city areas still remains outside scholarly attention. This article addresses one of these social groups—servants who constituted the largest group in the Hetmanate cities, such as in Poltava city located in Central Ukraine. This article provides an account on sex and age structures, social affiliations, geographical origin, and wage system of this social group in Poltava. The sources comprise of the data from Rumyantsev Register (1765–1769) and confession records (1775).

The article elucidates the history and development of technological parks in Ukraine. We conducted the analysis of the innovative activity of technological parks in Ukraine during the 2000-2012, examined the trends of their development based on international experience. We outlined the main problems and barriers to the development of technological parks and we proposed directions of solution. The main causes of decrease of the results of the technological parks's innovative activity in Ukraine for the last time was determined. We considered the state policy to assist with economic benefits and preferences to implement innovative projects by the technological parks in Ukraine. We determined the influence of state policy on social and economic results of technological parks's activity. Suggestions were given for improving the organizational and economic mechanisms and regulatory and legislative base for implementation of innovative projects, which regulates the activity of technological parks to strengthen competitiveness and increase the level of the intellectualization of Ukraine's economy. ; В статье отражена история создания и развития технологических парков Украины. Проведен анализ результатов инновационной деятельности технологических парков в Украине в течение 2000-2012 гг., рассмотрены тенденции их развития с учетом мирового опыта. Определены основные проблемы и препятствия на пути развития технологических парков и предложены направления их решения. Определены основные причины снижения результатов инновационной деятельности технологических парков Украины за последний период. Рассмотрено политику государства по оказанию помощи в виде экономических льгот и преференций для реализации инновационных проектов технологическими парками в Украине. Определено влияние государственной политики на социально- экономические результаты деятельности технологических парков. Даны предложения по совершенствованию организационно- экономических механизмов реализации инновационных проектов и нормативно-законодательной базы, регулирующей деятельность технологических парков, с целью усиления конкурентоспособности и повышения уровня интеллектуализации экономики Украины. ; У статті висвітлено історію створення та розвитку технологічних парків України. Проведено аналіз результатів інноваційної діяльності технологічних парків в Україні протягом 2000–2012 рр., розглянуто тенденції їхнього розвитку з урахуванням світового досвіду. Окреслено основні проблеми та перешкоди на шляху розвитку технологічних парків та запропоновано напрями їх вирішення. Визначено основні причини зниження результатів інноваційної діяльності технологічних парків України за останній період. Розглянуто політику держави щодо надання допомоги у вигляді економічних пільг та преференцій для реалізації інноваційних проектів технологічними парками в Україні. Визначено вплив державної політики на соціально-економічні результати діяльності технологічних парків. Надано пропозиції щодо вдосконалення організаційно-економічних механізмів реалізації інноваційних проектів та нормативно-законодавчої бази, яка регулює діяльність технологічних парків, з метою посилення конкурентоспроможності та підвищення рівня інтелектуалізації економіки України.

The purpose of the article is to analyze the current state of the meat market in Ukraine, to identify trends in its development. Research methods. The following methods have been used generally accepted methods and techniques: a set of scientific methods of abstract and logical method (induction and deduction, analysis and synthesis, analogy and comparison, formalization) for develop theoretical positions and analyze the situation in the meat market; statistical when assessing the meat market; tabular for visual representation of the research results; graphic for identify and illustrate trends of the research economic phenomena. Research results. The meat market is an important component of the food market of the country, on the stability of which the living standards of the population and the food security of the country largely depend, has been generalized. Meat and meat products are among the most important foods. It has been found that the meat market operates in rather difficult economic conditions. Meat producers increase production volumes with the decline of certain branches of animal husbandry In the livestock industry of Ukraine there are transformational processes that cause changes in the meat market structure. The meat market structure is considered and the peculiarities of its functioning are revealed. Poultry meat has been found to have a monopoly on the meat market. The increase in poultry meat production is primarily due to the growing demand from the population and the food industry. The basis of the "meat diet" is poultry meat, as the most available type of meat has been determined. Scientific novelty. Production of poultry meat in Ukraine is the most profitable has been specified. The rapid return on investment in poultry production has led to increased investment in the industry, the construction of modern large poultry farms and the creation of powerful vertically integrated companies. Pork production has stabilized somewhat. However, African swine fever causes significant damage. Raising cattle remains a non-profit business. The trend of cattle slaughter continues in Ukraine,. At the same time, the main producers of cattle meat are households. Analytical assessments and determinations of factors influencing meat production and further development of the meat market have been further developed. Practical significance. Analytical materials of the article have been based on relevant official statistics, which can be can be used for addressing development of the meat market. Cybersecurity is increasingly seen as a fundamental problem of the state, which comprehensively affects its security and defense, economy, certain spheres of public life, in particular energy, health care and others. Reliable operation of data networks, computer systems and mobile devices is a prerequisite for the effective state and society functioning, an individual's life. The reliability of key public information systems depends on many factors: cyberattacks, hardware and software failures, and all kinds of errors. The significant increase in the number of incidents in cyberspace necessitates a systematic analysis of sources of threats, the first place among which is phishing. The introduction of criminal responsibility for phishing is complicated by the fact that "phishing" is an "umbrella" concept that covers a number of launched or committed crimes. From criminal law point of view, phishing attacks can correspond to different categories of crimes (extortion, fraud, blackmail, offenses related to the processing of personal data, etc.). The attempt by some states to impose criminal penalties for phishing at the national level does not solve the problem, since it is not difficult for phishers who work worldwide to cross national barriers. That is still the reason why counteracting cybercrime requires significant efforts not only by individual states but also by international organizations, in particular by the European Union.
