During the past decade, 'alcohol's harm to others' (AHTO) has emerged as an international approach to studying alcohol problems and informing policy. The AHTO approach seeks to increase political will for alcohol policy by mapping, measuring and often costing harms beyond the person who drinks (e.g. family members, co-workers). In this paper we consider the implications of a 'harm to others' approach for illicit drugs. We ask whether it could and should be used as a policy tool, given the high risks of further stigmatizing people who use drugs. We consider the ways in which the concept and measurement of 'harm to others' may be either productive or potentially harmful, depending on the extent to which the AHTO is replicated for illicit drugs. Shifting the language may assist: the term 'harm from others' appears to carry less risk of stigma. In addition, all harms inclusive of drug supply and drug consumption need to be included if a full picture of harms that accrue to other people from illicit drugs is to be achieved.

Among the Australian and UK governments' responses to the COVID-19 pandemic has been the designation of outlets selling alcohol for off-premise consumption as 'essential' services, allowing them to remain open while pubs, hotels and restaurants have been forced to close. In a context of restrictions on movement outside the home in both countries, and where alcohol providers are trying to find new ways to reach their customers, this may lead to an intensification of the social and health harms associated with home drinking. By examining the current situation in both Australia and the UK, we argue that heightened risks from home drinking amid COVID-19 bring into sharp focus long-standing weaknesses within licensing systems in both countries: the regulation of off-premise outlets to minimise harms from drinking at home. We call for critical conversations on how licensing systems should be revised to take more responsibility for protecting people from the health and social harms associated with home drinking, both under COVID-19 and in the future.

In Victoria, Australia, considerations of live music have become central to debates on how to best regulate the late-night economy. This paper examines the origins of this consideration and the reasons it has become a key matter in policy discussion about late-night licensing regulation. Using a media analysis of 110 Victorian newspaper articles (2003–2016), this paper demonstrates how the newspaper media has exerted significant power in producing a live music discourse. The live music discourse was firmly established by 2010, driven by the Tote Hotel's closure (referenced in 52 articles). The number of live music stakeholders engaged in the debate (80 quoted) far outweighed those from the government (26 quoted), impacting the overall presentation of the regulations along with the value of live music to the state. Gaps in media coverage, and the political context in which these matters were being debated aided advocates in facilitating subsequent regulatory change in favour of live-music venues. Consequently, it is argued that the media reporting contributed to a policy environment where perceptions of a threat to live music venues have become a barrier to restricting hours of sale in the future.

Cities have gained increasing attention from government, researchers, and industry. The focus upon smarter and more efficient cities is important, but incomplete. Against this backdrop, COST Action builds on a European Science Foundation exploratory workshop on the emerging theme of smart and liveable cities. COST Action's framework for People Friendly Cities in a Data Rich World acknowledges that the city is largely the product of top-down expertise, and a process in which the citizen plays a marginal role. Despite this top-down approach, citizens have had to build personal and collective biographies from the infrastructure of the city. This paper explores how the community of Breiðholt, Reykjavik, is being transformed from a disadvantaged suburb, characterised as a 'ghetto', into a thriving community where citizens play a central role in decision-making. This paper presents the outcomes of a fieldwork experience, undertaken in Breiðholt as part of COST Action's Winter Training School, focused on the drivers behind, actions, and benefits of the Breiðholt Project and the Breiðholt Congress. In making recommendations for the Project and Congress, and other community-based initiatives, this paper encourages the sharing of best practices among different departments of the city, and to better utilise bridge makers (key stakeholders/community leaders) to build trust through face-to-face interactions with citizens.

Governmental and institutional policy making in a number of countries has embedded public engagement strategies as a primary channel to connect citizens with scientific and technological innovation. Robotics is emerging as a key site for such new technological activity and its applications are likely to be increasingly notable in our lives in coming years. Robotics researchers are investing considerable time and effort in "engaging" publics. Concentrating on the findings of 24 qualitative interviews with those actively organizing or engaging publics, across 11 public engagement activities focused on the robotics field within the United Kingdom, this article explores their conceptions of "public engagement" and its benefits and constraints. The results suggest that while the language of engagement has been embraced there remain practical, conceptual, and individual influences on the level of engagement which is experienced.

Science, politics, industry, media, state-run and private organisations, private citizens: everyone has their own demands, their own heritage of knowledge, thoughts, opinions, aspirations, needs. Different worlds that interact, question one another, discuss; in one word: they communicate. It is a complicated process that requires professionals «who clearly understand the key aspects of the transmission of scientific knowledge to society through the different essential communication channels for multiple organizations». The purpose of this commentary is to cast some light upon the goals, the philosophy and the organisation behind some European and extra-European Master's degrees in science communication. We have asked the directors of each of them to describe their founding elements, their origins, their specific features, their structure, their goals, the reasons why they were established and the evolution they have seen over their history.

Teenagers represent a large proportion of the population and have the potential for considerable morbidity because of high smoking rates and unwanted teenage pregnancy. The government intends to reduce the incidence of this important morbidity, but there is no coherent strategy for attaining these improvements. Research in this area is limited in the United Kingdom, but research from elsewhere has clarified teenagers' attitudes. There have also been some intervention studies resulting in improvements in specific aspects of teenage health. A worrying theme which emerges from this research is of a new inverse care law. Teenagers with low self-esteem and less hope for their own future are more likely to lead lifestyles which put them at risk and are less likely to ask for advice in relation to their health or lifestyle. Thus, it may be more difficult to alter behaviour in these patients; overall population based improvements may be difficult to achieve. Teenagers' own concerns appear to be at variance with the goals dictated by government and health professionals. It is suggested that the only method of meeting the needs of teenagers and at the same time aiming to reduce morbidity in this age group is to foster an atmosphere of patient centredness in dealings with adolescent patients and for further ther research in this important health gain area.

The nature of cancer control is changing, with an increasing emphasis, fuelled by public and political demand, on prevention, early diagnosis, and patient experience during and after treatment. At the same time, primary care is increasingly promoted, by governments and health funders worldwide, as the preferred setting for most health care for reasons of increasing need, to stabilise health-care costs, and to accommodate patient preference for care close to home. It is timely, then, to consider how this expanding role for primary care can work for cancer control, which has long been dominated by highly technical interventions centred on treatment, and in which the contribution of primary care has been largely perceived as marginal. In this Commission, expert opinion from primary care and public health professionals with academic and clinical cancer expertise—from epidemiologists, psychologists, policy makers, and cancer specialists—has contributed to a detailed consideration of the evidence for cancer control provided in primary care and community care settings. Ranging from primary prevention to end-of-life care, the scope for new models of care is explored, and the actions needed to effect change are outlined. The strengths of primary care—its continuous, coordinated, and comprehensive care for individuals and families—are particularly evident in prevention and diagnosis, in shared follow-up and survivorship care, and in end-of-life care. A strong theme of integration of care runs throughout, and its elements (clinical, vertical, and functional) and the tools needed for integrated working are described in detail. All of this change, as it evolves, will need to be underpinned by new research and by continuing and shared multiprofessional development.

We present a search for gravitational waves from 116 known millisecond and young pulsars using data from the fifth science run of the LIGO detectors. For this search, ephemerides overlapping the run period were obtained for all pulsars using radio and X-ray observations. We demonstrate an updated search method that allows for small uncertainties in the pulsar phase parameters to be included in the search. We report no signal detection from any of the targets and therefore interpret our results as upper limits on the gravitational wave signal strength. The most interesting limits are those for young pulsars. We present updated limits on gravitational radiation from the Crab pulsar, where the measured limit is now a factor of 7 below the spin-down limit. This limits the power radiated via gravitational waves to be less than similar to 2% of the available spin-down power. For the X-ray pulsar J0537-6910 we reach the spin-down limit under the assumption that any gravitational wave signal from it stays phase locked to the X-ray pulses over timing glitches, and for pulsars J1913+1011 and J1952+3252 we are only a factor of a few above the spin-down limit. Of the recycled millisecond pulsars, several of themeasured upper limits are only about an order of magnitude above their spin-down limits. The targets were nine young supernova remnants not associated with pulsars; eight of the remnants are associated with non-pulsing suspected neutron stars. One target ' s parameters are uncertain enough to warrant two searches, for a total of 10. Each search covered a broad band of frequencies and first and second frequency derivatives for a fixed sky direction. The searches coherently integrated data from the two LIGO interferometers over time spans from 5.3-25.3 days using the matched-filtering. -statistic. We found no evidence of GW signals. We set 95% confidence upper limits as strong (low) as 4 x 10(-25) on intrinsic strain, 2 x 10(-7) on fiducial ellipticity, and 4 x 10(-5) on r-mode amplitude. These beat the indirect limits from energy conservation and are within the range of theoretical predictions for neutron-star ellipticities and r-mode amplitudes.
