Mit Einführung eines Bürgergeldes will die Bundesregierung auch die durch das Urteil des Bundesverfassungsgerichts vom 5. November 2019 erforderlich gewordene gesetzliche Neuregelung der Leistungsminderungen in der Grundsicherung für Arbeitsuchende (sogenannte SGB-II-Sanktionen) umsetzen. Befristet bis zum 31. Dezember 2022 soll ein Moratorium die geltenden SanktionsregelungenaußerKraftsetzen,danach solldasBürgergelddieMitwirkungspflichtenneuregeln. Inseiner Stellungnahme zum Entwurf eines Gesetzes zur Regelung eines Sanktionsmoratoriums knüpft das IAB an seine früheren Stellungnahmen an und betont, dass mit vorliegenden Forschungsbefunden ein Sanktionsmoratorium oder gar eine Abschaffung der Sanktionen nicht zu begründen sei, sondern vielmehr Elemente einer Reform der Sanktionen in der Grundsicherung für Arbeitsuchende. Wichtige Reformschritte seien bereits infolge des Urteils des Bundesverfassungsgerichts zum Ende des Jahres 2019 erfolgt. In dieser Stellungnahme äußert sich das IAB zu einem Antrag der Fraktion der Piraten des Landtags von Nordrhein-Westfalen zur Aussetzung der Sanktionen im ALG-II-Bezug (Drucksache 16/4162). Die Fraktion der Piraten fordert eine Aussetzung der Sanktionen im ALG-II-Bezug, weil ihrer Ansicht nach deren Effekte nicht bewiesen seien. Der Antrag unterstellt eine Vergeudung von Mitteln im Bereich der Bundesagentur für Arbeit und Jobcenter sowie im Justizbereich. Der Antrag betont insbesondere, dass es keinerlei wissenschaftliche Betrachtung über den "Erfolg" von Sanktionsmaßnahmen gebe. Dass Wirkungen von Sanktionen im SGB II nicht wissenschaftlich untersucht wurden, kann das IAB allerdings nicht bestätigen. Die Stellungnahme des IAB beschreibt potentielle Wirkungen von Sanktionen im ALG-II-Bezug und stellt die zentralen Ergebnisse der Wirkungsforschung hierzu dar. Das Sozialgesetzbuch II sieht verschiedene Pflichten für erwerbsfähige Leistungsberechtigte vor. Es geht insbesondere darum, dass sie sich eigenständig um die Aufnahme einer Arbeit oder Ausbildung bemühen, bei Schritten mitwirken, die ihre Eingliederung in Arbeit oder Ausbildung erleichtern, und Termine mit dem Jobcenter wahrnehmen. Wenn erwerbsfähige Leistungsberechtigte ohne einen wichtigen Grund diesen Pflichten nicht nachkommen, werden ihre Leistungen (im Regelfall für drei Monate) gemindert. Die Befunde einiger quantitativer Studien weisen darauf hin, dass Bezieherinnen und Bezieher von Arbeitslosengeld (ALG) II aufgrund einer Leistungsminderung verstärkt in Beschäftigung übergehen. Eine Befragung von erwerbsfähigen Leistungsberechtigten in Nordrhein-Westfalen liefert ferner Anhaltspunkte dafür, dass ein Teil der erwerbsfähigen Leistungsberechtigten den im Sozialgesetzbuch II festgelegten gesetzlichen Pflichten ohne die Sanktionsmöglichkeit nicht nachkommen würde. Verschiedene Befragungsstudien verdeutlichen allerdings, dass sehr hohe Leistungsminderungen in Höhe von 60 Prozent des Regelsatzes, Wegfall des Regelsatzes bis hin zur "Totalsanktion" besondere Einschränkungen der Lebensbedingungen der erwerbsfähigen Leistungsberechtigten mit sich bringen können. Darunter fallen unter anderem verschärfte seelische Probleme, eingeschränkte Ernährung, Sperren der Energieversorgung und in Einzelfällen Obdachlosigkeit. Die Erkenntnisse sprechen nicht für ein generelles Aussetzen der Sanktionen im ALG-II-Bezug. Bei einer Reform der Sanktionsregeln sollte es vielmehr darum gehen, sehr starke Einschränkungen der Lebensbedingungen durch Sanktionen zu vermeiden und gleichzeitig eine Anreizwirkung der Sanktionen im Blick zu behalten. ; In this Statement the IAB is commenting on the motion of the parliamentary party Die Piraten (The Pirate Party) of the North Rhine-Westphalian Parliament which urges that the sanctions connected to unemployment benefit II (sanctions against welfare recipients) be suspended (parliamentary printed document 16/4162). The motion argues that there is no evidence to prove that the sanctions are effective and that sanctioning implies the waste of resources of the German Federal Employment Agency, of the job centres, and of the judiciary. The motion emphasizes that there has been a complete lack of research on the effects of the sanctions related to unemployment benefit II. This Statement of the IAB describes the potential effects of unemployment benefit II sanctions and presents key research results on their effects. The Second Book of the Social Code specifies the obligations of unemployment benefit II recipients. In particular they have to actively search for work or apprenticeships, take steps that improve their prospects of finding work or apprenticeships, and attend appointments at their job centre. If unemployment benefit II recipients do not comply with such obligations without good cause, their benefit can be reduced temporarily (usually for three months). Some evaluation studies estimate expost effects of benefit sanctions and find that benefit recipients (on average) react to sanctions with a faster takeup of employment. Results from a survey of unemployment benefit II recipients in the State of North Rhine-Westphalia are in line with the view that a considerable part of unemployment benefit II recipients would not comply with their obligations without the sanction system. However, research based on survey studies demonstrates that when benefit sanctions are particularly high at a rate of 60 per cent of the basic cash benefit, or when the cash benefit is cancelled, or the entire benefit (including the benefit that covers the cost of accommodation and heating) is cancelled, this can severely affect the living conditions of sanctioned unemployment benefit II recipients. For instance, the studies provide evidence for increased emotional distress, a restricted diet, the cutting off of power supplies, and, in some cases, homelessness. The results of this body of research do not support a general suspension of unemployment benefit II sanctions. A reform of the sanction system should rather be concerned with avoiding the very severe effects on the living conditions of sanctioned unemployment benefit II recipients, while retaining substantial incentives to comply with the obligations of the benefit system.

Purpose
– The purpose of this paper is to examine the effect of workfare programme participation on self-efficacy, because many studies suggest that sufficient self-efficacy is essential for successful job search in modern labour markets.


Design/methodology/approach
– The paper analyses an exemplary German workfare programme' the so-called "One-Euro-Jobs" programme and examines whether participation in this programme improved the self-efficacy of participants. The analyses are based on survey data (Panel Study Labour Market and Social Security) that were combined with administrative records of the Statistics Department of the German Federal Employment Agency to obtain more reliable information on programme participation. To detect causal effects of participation, the authors apply propensity score matching.


Findings
– The findings show that participants' self-efficacy, on average, was not improved by programme participation. Also, no well-determined positive effects of programme participation were found when controlling for the individual baseline level of self-efficacy.


Practical implications
– The findings suggest that workfare programme participation did not fulfil several of the psychological functions of work necessary to enhance participants' self-efficacy. The authors suggest a two-step approach to enhancing individuals' self-efficacy and their job-search abilities: in the first step, workfare participation aims to improve employability; in the second step, participants can learn the extent to which they have become ready to work in a regular subsidised job.


Originality/value
– Various studies examine the effect of workfare programme participation on employment prospects, well-being, health or social participation. Within the discourse on active labour market policy, this paper is the first to study the effect of workfare programme participation on self-efficacy.

AbstractThis review discusses empirical studies on hiring subsidies in the private sector and on schemes directly providing usually public or non-profit sector jobs for the unemployed in Germany. An important effect of hiring subsidies is that they stabilise employment. For employment schemes, results before the Hartz reforms imply mostly negative average treatment effects on regular employment outcomes of the treated, while results are mostly positive after introducing the reforms. During the years 2003 to 2005, the benefit system was radically reformed and now emphasizes mutual obligations. Die Arbeitsmarktforschung und Erkenntnisse aus dem operativen Geschäft haben gezeigt, dass es relevante Personengruppen im Bereich des Zweiten Buches Sozialgesetzbuch (SGB II) gibt, deren Chancen auf Integration in ungeförderte Beschäftgung marginal sind. Da diese Personen, vom Gesetzgeber gewollt, als erwerbsfähig eingestuft werden, lässt sich die Notwendigkeit herleiten, für diesen Personenkreis ein Angebot zu schaffen, das Erwerbsbeteiligung, Teilhabe am gesellschaftlichen Leben und die Verbesserung der gesundheitlichen und psychosozialen Lage der Betroffenen anstrebt. Die vorliegenden Anträge der Fraktionen von SPD und Bündnis 90/Die Grünen fordern zum Erreichen dieses Ziels die Einrichtung eines sogenannten Sozialen Arbeitsmarkts und berücksichtigen in ihren Vorschlägen Erkenntnisse aus der Arbeitsmarktforschung. Insgesamt zielt das Konzept der SPD auf eine etwas arbeitsmarktnähere Klientel als das Konzept von Bündnis 90/Die Grünen. Aus Sicht des IAB spricht dann nichts gegen einen Sozialen Arbeitsmarkt mit Augenmaß, wenn vor allem die Zielgruppe eng definiert wird und in der Praxis nur Personen aus der Zielgruppe gefördert werden. Ungeförderte Beschäftigung sollte dabei im Blick bleiben, weshalb die Förderung längerfristig, aber nicht unbefristet anzulegen ist. Der in beiden Fällen vorgeschlagene Passiv-Aktiv-Transfer zur Finanzierung birgt die Gefahr von Fehlanreizen. Der Vorschlag der Fraktion der Linken zur Einführung eines öffentlichen Beschäftigungssektors geht weit über einen Sozialen Arbeitsmarkt hinaus, verzichtet auf eine Zielgruppendefinition und setzt die Beschäftigungsbedingungen in diesem Sektor so günstig an, dass ein Wechsel in eine ungeförderte Beschäftigung sehr unattraktiv würde. Eine solche Strategie wäre mit hohen Risiken für den Arbeitsmarkt insgesamt und hohen gesellschaftlichen Kosten verbunden. ; Labour market research and findings from operational activities have shown that there are relevant groups of persons in the area of Book II of the Social Code (SGB II) whose chances of being integrated into regular employment are marginal. However, in accordance with the law, these persons are deliberately classified as being capable of working. Therefore, one might argue that it is necessary to create specific work opportunities for these persons. They should aim at participation in employment, social interaction, and the improvement of the health status and psycho-social well being of those concerned. The current motions of the parliamentary parties the SPD (Social Democratic Party) and Bündnis 90/Die Grünen (Alliance 90/The Greens) urge that a so-called Social Labour Market be set up in order to reach these goals. Their suggestions take into account findings from labour market research. In general, the concept of the SPD is concerned with a somewhat more employable target group than the concept of Bünd-nis 90/Die Grünen. From IAB's perspective a Social Labour Market may be justified, as long as the target group is narrowly defined and if, in practice, eligibility is strictly limited to members of this target group. Job centres should continue to consider integrating members from this target group into regular employment in the longer term. Therefore, it should be possible to employ target group members for longer periods of time but not indefinitely in subsidized jobs in a Social Labour Market. The passive-active transfer as a mode of financing suggested in both cases harbours the danger of creating incentives to place unemployed people into the scheme even if better alternatives are available. The suggestion of the parliamentary party Die Linke (The Left) concerning the introduction of a public employment sector extends far beyond a Social Labour Market. It does not define a narrow target group, and would create quite favourable employment conditions in this sector. In turn changing from the public employment sector to regular employment would become very unattractive. Such a strategy would imply high risks for the functioning of the labour market and high social costs.

A fistful of euros: is the German one‐euro job workfare scheme effective for participants?Welfare reforms have constituted a major policy issue in many OECD countries in recent decades. In Germany, a major reform in 2005 emphasised the activation of welfare recipients and introduced a workfare programme –'One‐Euro Jobs'– on a large scale. In the present study, the impact of one‐euro jobs on the employment prospects of different groups of participants was estimated. The analysis was conducted on a large sample of welfare recipients using propensity score matching. The sample of one‐euro job participants and other welfare recipients was drawn from administrative records comprising all those who started their participation in the programme in early 2005. Our results showed that participation slightly improved the medium‐term employment prospects for women but not for men. Participation reduced the employment rate of participants younger than 25 years but raised it for some of the older participant groups. In conclusion, one‐euro jobs are effective for participants who have been jobless for several years but ineffective for participants who were recently employed.

Diese Studie untersucht die Umsetzung des am 1. August 2006 eingeführten Gründungszuschusses nach § 57 und § 58 SGB III auf Basis von qualitativen Interviews, Interaktionsbeobachtungen und Dokumentenanalysen. Das qualitative Forschungsdesign erlaubt es zu eruieren, auf welche Weise die gesetzlichen Vorgaben in der Vergabepraxis vor Ort interpretiert und umgesetzt werden, welche Variationsbreite dabei auftritt und wie die Vorgaben die Förderpraxis beeinflussen. Ferner ist es auf Basis der Studie möglich, derzeitige Reformvorschläge hinsichtlich ihrer Auswirkungen auf die Vergabepraxis einzuschätzen. Forschungsleitende Fragestellungen für den Bericht beziehen sich erstens auf die Steuerung der Gesetzesimplementation durch die Bundesagentur für Arbeit, zweitens auf die Veränderungen der Umsetzungspraxis im Vergleich zu den beiden Vorgängerinstrumenten Überbrückungsgeld und Existenzgründungszuschuss und drittens auf die Fallbearbeitung in der Interaktion von Vermittlern und Kunden. Dadurch, dass das Überbrückungsgeld und die Ich-AG durch den Gründungszuschuss abgelöst wurden, hat die Gründungsförderung von Arbeitslosengeld-I-Beziehern nicht an Bedeutung verloren. Die Ausgestaltung des Gründungszuschusses vereint Elemente der Überbrückungsgeld- und Ich-AG-Förderung, wobei die Neuregelungen mehr mit Ausgestaltung der alten Überbrückungsgeldförderung gemeinsam haben als mit den Regelungen zur Ich-AG. Daher überrascht es wenig, dass die strukturelle Zusammensetzung z. B. nach Alter und Ausbildung der durch den Gründungszuschuss geförderten Gründer mehr Ähnlichkeiten mit der Teilnehmendenstruktur der Überbrückungsgeldförderung aufweist als mit der Teilnehmendenstruktur der Ich-AG-Förderung. Sowohl die befragten Vermittler und die Teamleiter als auch die Leitungsebene der Agenturen bewerten den Gründungszuschuss überwiegend positiv. Besonders hervorgehoben wird in diesem Zusammenhang die einfache und konfliktarme Handhabung. Insgesamt wird der Gründungszuschuss eher als Fortsetzung des Überbrückungsgeldes gesehen. Daher wird davon ausgegangen, dass er eine ähnliche Klientel anspricht wie dieser. Die Qualität der geförderten Gründungen wird als gut eingeschätzt, allerdings rechnet man auch damit, dass gegenüber dem Existenzgründungszuschuss zum Beispiel Gründungen von Frauen weniger gefördert werden. ; This study regards the implementation of a new start-up subsidy (Gründungszuschuss) for unemployment insurance (UI) benefit recipients in Germany. With its introduction five years ago the new programme replaced two distinct programmes (Ich-AG, Überbrückungsgeld) that promoted transitions from unemployment into self-employment. Since then little has been known about the routines, practices, and organizational mechanisms that guide the implementation of the new subsidy. Our study attempts to fill this gap by studying several questions: What do the employees of the Federal Employment Agency think about the programme and are there problems that are related to its implementation? To what extent are caseworkers willing and able to counsel the unemployed on their way into self-employment? And what changes emerged from the introduction of the Gründungszuschuss as compared to previous programmes of self-employment promotion of UI recipients? To answer these and related questions we undertook a qualitative study in several labour agencies. Executive staff and caseworkers were interviewed using various interviewing techniques. Our key findings are that both executive staff and caseworkers of the Federal Employment Agency appreciate the design of the Gründungszuschuss, particularly its clear guidance with respect to eligibility criteria. For those unemployed who would like to receive the start-up subsidy, caseworkers have to assess the economic perspectives of a start-up based on a business plan and information about a claimant's entrepreneurial ability. Our study shows that the rationale behind these assessments can vary between agencies as well as between caseworkers within an agency.

Bringing welfare recipients into jobs is a major goal of German labour market policy since a reform of the year 2005. Direct job creation providing participants with tem-porary subsidized jobs mainly in the non-profit sector plays an important role for achieving this goal. There are three schemes that differ only with respect to a few features: traditional job creation schemes, One-Euro-Jobs and work opportunities subsidising contributory jobs. We study and compare the effectiveness of these three job creation schemes for welfare recipients starting their participation in these programmes in mid 2005. Looking at three similar schemes enables us to study the implications of different programme features for the effectiveness. One major difference between the schemes is that traditional job creation schemes and work opportunities as contributory jobs provide participants with regular earnings, whereas One-Euro-Job participants only receive their benefit and on top a small allowance to cover costs of working. Hence, participation in One-Euro-Jobs in contrast to the other two programmes should provide higher incentives to search for regular jobs during participation. We estimate participation effects on employment outcomes, earnings and welfare benefit levels with propensity score matching using rich administrative data. We find that the programmes are partly effective in moving welfare recipients to work and reducing their welfare benefit dependency. Moreover, our findings imply that the incentives to search for regular jobs are not much lower for participants in the two schemes offering regular wages than for the alternative One-Euro-Jobs. Next, we find the most beneficial impacts for participants in work oppor-tunities as contributory jobs which is the only scheme that can subsidize commercial jobs. ; Seit den Reformen im Jahre 2005 hat die deutsche Arbeitsmarktpolitik verstärkt das Ziel, erwerbsfähige Hilfebedürftige in Arbeit zu integrieren. Öffentlich geförderte Beschäftigung, die Arbeitslosengeld-II-Empfänger eine vorübergehende subventionierte Beschäftigung vorwiegend im Non-Profit Sektor bietet, ist ein Mittel dieses Ziel zu verfolgen. Zwischen 2005 und 2008 gab es drei ähnliche öffentlich geförderte Beschäftigungsmaßnahmen für Arbeitslosengeld-II-Empfänger: 1) Arbeitsbeschaffungsmaßnahmen, 2) Ein-Euro-Jobs und 3) Arbeitsgelegenheiten in der Entgeltvariante. Wir untersuchen und vergleichen die Effektivität dieser drei Maßnahmen für Arbeitslosengeld-II-Empfänger, die im Frühsommer 2005 eine dieser Maßnahmen beginnen. Der Vergleich von drei ähnlichen Maßnahmen ermöglicht es uns, die Bedeutung von einzelnen Programmeigenschaften, wie dem gezahlten Lohn, für die Effektivität zu untersuchen. Im Gegensatz zu den anderen beiden Programmen erhalten Teilnehmer an Ein-Euro-Jobs keinen Lohn, sondern ihr Arbeitslosengeld II und eine Mehraufwandsentschädigung. Daher sollten hier die Anreize für Teilnehmer höher sein, sich einen regulären Job zu suchen. Wir untersuchen die Effekte der Teilnahme auf Zielgrößen wie Beschäftigung, Einkommen und Arbeitslosengeld-II-Bezug der Teilnehmer mit der Hilfe von Propensity Score Matching und administrativen Daten. Unsere Ergebnisse zeigen, dass die Programme teilweise dazu beitragen, Teilnehmer in reguläre Beschäftigung zu bringen und ihre Hilfebedürftigkeit zu verringern. Wir finden keine Hinweise darauf, dass die Anreize nach einem regulären Job zu suchen, bei den beiden Maßnahmen, in denen Teilnehmer einen Lohn erhalten, deutlich geringer sind als bei Ein-Euro-Jobs. Außerdem finden wir die stärksten Beschäftigungseffekte für Arbeitsgelegenheiten in der Entgeltvariante, die anders als die anderen beiden Maßnahmen nicht zusätzlich und gemeinnützig sein müssen.
