One of the most interesting phenomena, that were associated with the functioning of the Lebanese power structures, is the principle of consociative (consociational) democracy in the country. It is expressed in the form of political confessionalism. At the same time, the principles of the functioning of political system of Lebanon have experienced and continue to experience significant changes during the almost 80 years of the history of Lebanese Republic. The understanding of the nature and the definition of the stages of this evolution will allow us to get the understanding of the prospects for further political development of this country, which is important for a Middle East region. The author of the articles hares the opinion of the researchers who believe that Lebanon is gradually transforming from a consociational to a majority democracy. Already at the time of the formation of the Lebanese Republic on the basis of a confessional principle, a declarative recognition of the temporary nature of the using of this principle was announced. In 1990, the amendments made to the Lebanese constitution contained provisions that are creating real opportunities for the implementation of the course of the deconfessionalization. In 2005, a radically new political system of Lebanon was formed on the wave of the Cedar Revolution. Although in the basis, it retains a confessional aspect, however, at the same time it represents a confrontation between wopoly-confessional political blocs. This (2021) year, a very small, but real, anti-confessional opposition political bloc has formed on the wave of mass dissatisfaction with the existing political system in Lebanon. This block plans to take part in the parliamentary elections in 2022. At the same time, the use of a anti-confessional rhetoric is often practiced in the highest political circles of the country. This phenomenon testifies to the growth of the popularity of a above-stated rhetoric. Finally, the influence of the external factors often promotes the overcoming the interfaith barriers by local political elites. Today, a Lebanese society finds itself half way between a traditional political confessionalism and a non-confessional political pragmatism. This political modus vivendi can be defined as a pragmatic confessionalism. ; Одним з найцікавіших явищ, пов'язаних з функціонуванням ліванських владних структур виступає діючий у країні принцип консоціативної (Консоціональної) демократії, вираженої у формі політичного конфесіоналізму. Разом з цим, протягом майже 80-річної історії Ліванської республіки принципи функціонування її політичної системи зазнавали й надалі продовжують зазнавати істотних змін. Розуміння сутності й визначення стадіальності зазначеної еволюції дозволить скласти уяви про перспективи подальшого політичного розвитку цієї важливої у масштабах близькосхідного регіону країни. Автор статті поділяє думку дослідників, які вважають, що Ліван поступово перетворюється з консоціативної на мажоритарну демократію. Вже на момент утворення Ліванської республіки поряд з превалюванням конфесіоналістичних засад мало місце декларативне визнання тимчасового характеру цього явища. Поправки, зроблені до ліванської конституції у 1990р. містять положення, що створюють реальні можливості для здійснення курсу на деконфесіоналізацію. У 2005р. на хвилі Кедрової революції сформувалася кардинально нова політична система Лівану. Вона, хоча й зберігає базовий конфесіональний аспект, проте полягає у протистоянні двох поліконфесійних політичних блоків. У нинішньому (2021) році, на хвилі масового невдоволення існуючим політичним ладом у лівані сформувався дуже нечисленний, проте реальний антиконфесіоналістичний опозиційний політичний блок, котрий планує взяти участь у парламентських виборах 2022р. Паралельно у вищих політичних колах країни нерідко практикується використання антиконфесіоналістської риторики, що свідчить на користь зростання її популярності. Нарешті, вплив зовнішніх чинників нерідко призводить до подолання міжконфесійних бар'єрів місцевими політичними елітами. Нині ліванське суспільство опинилося на півдорозі між традиційним політичним конфесіоналізмом і позаконфесійним політичним прагматизмом. Цей політичний modus vivendi можна окреслити як прагматичний конфесіоналізм.

Good governance is determined by the public activities of public authorities through mechanisms of interaction with the population and the provision of quality administrative and social services. Effective public administration is the key to socio-economic development of the country and enhancing its competitiveness in the international arena, as well as a determining factor for the economic development of regions. At the same time, it is important to use a system of indicators of public administration effectiveness at the regional level, which are measured using statistical and sociological methods. The expediency of their systematic application in public administration substantiated by the author is caused by feature of the received information on expectations, values, motivation of inhabitants of the city, village of community. At the level of society, the use of sociological data is important for the development of various government programs related to the development of the social sphere, and to assess the quality of public services. According to the author, social surveys aimed at determining the level of material well-being and social mood of certain categories of citizens, provide data on their attitudes to the work of territorial departments of central government, local state administrations and local governments. And the application of an integrated approach, which allows on the basis of primary sociological data to calculate the index of public mood in the region (IPMR), allows you to track changes in the region. Thus, the regional government should need to obtain objective and accurate data on the perception of the population of the socio-economic and political situation in the region and in the country. The government must formulate a request for data on the dynamics of public opinion over a period of time.

У статті висвітлюються окремі аспекти суспільно-політичної діяльності польського національно-демократичного табору в період відродження державності Польщі у 1918 – 1923 рр. Визначено рівень впливу національних демократів на процес формування східної політики Польщі й, зокрема, її українського вектора протягом 1919 – 1920 рр. Досліджено ставлення національних демократів до українських національно-визвольних змагань в окреслений період. Охарактеризовані причини та сутність антиукраїнських поглядів у середовищі польських націоналістів. Розглянуто основні положення політичної візії національних демократів стосовно українського вектора політики Ю. Пілсудського в умовах польсько-радянського воєнного протистояння. Звернено увагу на принципову розбіжність поглядів між національними демократами і пілсудчиками щодо розв'язання українського питання в рамках польських національних інтересів. Головний акцент зосереджено на аналізі неоднозначної реакції представників націонал-демократичного табору на підписаний між Польською Республікою і УНР у квітні 1920 р. Варшавський договір. З'ясовані політичні та історичні наслідки цієї угоди для Польщі в контексті українсько-польсько-радянських стосунків з погляду ендеків. У результаті дослідження обґрунтовується думка стосовно негативної ролі ендеків у реалізації міждержавних угод між Україною і Польщею в окреслений період. ; The article covers certain aspects of the socio-political activity of the Polish National-Democratic camp during the rebirth of Polish statehood in 1918 – 1921. The attitude of the National Democrats towards the Ukrainian state formation during the Ukrainian national liberation struggle of 1919 – 1920 has been studied. The reasons and the essence of anti-Ukrainian views among Polish nationalists have been described. The level of influence of the Polish National Democrats on the process of Poland's eastern policy formation, and in particular its Ukrainian vector during 1919 – 1920, has been determined. The main provisions of the political vision of the National Democrats regarding the Ukrainian vector of J. Pilsudski's policy in the conditions of the Polish-Soviet military confrontation have been studied. The transformation of perception of the presented position at different stages of the Ukrainian-Polish-Soviet War of 1920 has been shown. Attention has been given to the fundamental divergence of views between the National Democrats and Pilsudski's supporters on the solution of the Ukrainian issue within the context of the national interests of Poland. The main focus is put on the analysis of the ambiguous reaction of representatives of the National Democratic camp to the Treaty of Warsaw signed in April 1920 between the Polish Republic and the UPR. The political and historical implications of this Treaty for Poland in the context of Ukrainian-Polish-Soviet relations have been found out. The results of study substantiate the opinion on the National Democrats' negative role in the implementation of interstate treaties between Ukraine and Poland within the specified period.

У статті висвітлюються окремі аспекти суспільно-політичної діяльності польського національно-демократичного табору в період відродження державності Польщі у 1918 – 1923 рр. Визначено рівень впливу національних демократів на процес формування східної політики Польщі й, зокрема, її українського вектора протягом 1919 – 1920 рр. Анотація
Сьогодні є очевидним той факт, що без підвищення соціальної ефективності та результативності державного управління неможливо побудувати сучасну економіку, сформувати справедливі суспільні відносини, вийти на новий рівень якості життя населення, досягти зростання авторитету будь-якої країни в сучасному світі. Тому реформування системи державного управління в Україні є ключовим фактором модернізації управлінської діяльності та розвитку інституційних засад державності.
Метою статті є дослідження і аналіз результатів виконання завдань і напрямів реформування системи державного управління в Україні та формування певних їх оцінок через різні показники та індикатори.
Наукова новизна. Розглянуто способи оцінювання завдань Стратегії реформування державного управління на основі аналізу даних досліджень експертів та опитувань державних службовців.
Висновки. З 2016 року в Україні відбувається реформа державного управління відповідно до завдань затвердженої «Стратегії реформування державного управління України на 2016–2020 роки». При цьому практичними напрямами цієї Стратегії, які заслуговують на увагу, є: «Державна служба та управління людськими ресурсами» і «Надання адміністративних послуг та адміністративна процедура». Важливо відзначити, що оцінки експертів та державних службовців співпадають за багатьма показниками щодо завдань Стратегії. Як завжди, залишається велике питання до показника «Справедливість і конкурентоспроможність системи оплати праці державних службовців», яке так і не вирішене. При подальшій реалізації завдань Стратегії мали би бути залучені представники освітніх та наукових установ і науковці галузі знань «Публічне управління та адміністрування».

The Ukrainian distance education market is less than 15 years old, so it is clear that it is just being formed and has not yet encompassed educational institutions in large quantities: schools, institutions of professional and higher education, postgraduate institutions. But today, during the COVID‑19 pandemic, for the modern education system, the issue of transforming the forms and methods of teaching, in particular, its rapid and massive transition to distance learning, is relevant. In order to understand what consequences the system of higher and postgraduate education can expect, studies are being carried out in different countries to study the perception of distance learning, its effectiveness and the prospects for mass application. The article examines the perception of distance learning in the system of advanced training of public servants and teachers, as well as students of Ukrainian higher educational institutions. The results of the study showed that the vast majority of public officials, teachers and students quickly adapted to the new form of education and actively use domestic web platforms for distance courses and various online distance learning systems. At the same time, only a small part of the respondents believe that the level of knowledge they receive through distance learning is lower than in the «face-to-face» format, and a significant part of adults are always ready to study remotely, although the majority of respondents consider it effective and useful for myself a mixed form of study
