The study aims to determine the prospects and possibilities of using foreign experience for the development of intelligent transport systems in Ukraine. The article deals with the history of the emergence of intelligent transport systems in the world. We have investigated the prerequisites and promising directions for developing the global market of intelligent transport systems: traffic management, road safety, and supervision; cargo management; automotive telematics; parking management; automated vehicles. The main players in the field of business in this market have been identified. It is systematized for the adaptation of countries that are developing due to the features of the European ITS architecture, the US ITS architecture, the Japanese national ITS architecture, which are designed to improve the lives of citizens. Variants of using information and navigation systems in the framework of European projects on the example of cities are proposed. In the example of the European Union, the stages of implementation of the ITS architecture are considered, and how this affects the congestion of roads in large cities. The creation of a unified architecture of ITS allows you to control: the level of transport safety in transport and road traffic; energy consumption and environmental impact; networks of logistics systems for passenger service and cargo handling; management of transport, road construction, and repair works, parking places, collection of road tolls, equipment for improving personal services of road users. We have substantiated the necessity of using an integrated approach to improve the digitalization and intellectualization of transport systems, taking into account their advantages and disadvantages, has been substantiated. In the transport and logistics systems of the Ukrainian regions, the constituent elements of different types of vehicles, airports, seaports, railway junctions, logistics centers are separated and aimed at achieving individual goals. They do little to achieve common goals, which limits the access of Ukrainian products to the world transport market. The current state of the Ukraine transport system requires research on the formation of aviation transport and logistics clusters. The purpose and objectives of the research are to substantiate the theoretical and methodological foundations and develop practical recommendations for the formation of aviation transport and logistics clusters network as an organizational and economic form of effective interaction of all its participants. The intensification of Ukraine's activities on the development of international cooperation in the field of transport services, adaptation of national legislation to EU norms and standards, as well as countries that are members of international associations, has been considered. The main goal for all participants of the aviation transport and logistics cluster is to provide a competitive service to customers with optimal total costs. The network of aviation transport and logistics clusters is considered as a basis for productive cooperation of partners with a balance of conflicts of interest. The peculiarities of the advantages of membership in aviation transport and logistics clusters are identified. A network of aviation transport and logistics clusters in Ukraine has been proposed, which can be introduced by seven international leading airports – «Lviv» named after Danylo Halytsky, «Dnipro», «Odesa», «Kharkiv», «Kyiv» named after I. The authors propose to assess and forecast the innovative development of regions using an improved methodological approach, which consists of substantiating statistical indicators of the innovative development, which are verified by correlation analysis (thereby avoiding autocorrelation between indicators of the innovative development of regions). Verification of the evaluation indicators makes it possible to determine the impact factors and the most influential indicators according to the integrated index of the innovative development of regions. Using the Bartlett method for modelling and making predictions makes it possible to take into consideration the impact of the most influential indicators on the values of the integral index, as well as to adjust the predicted values of the integral index. The calculated and forecasted integrated index of the innovative development of regions can be used by local authorities to develop measures that aim to intensify the innovative development of regions, taking into account the most influential factors for each region. The proposed methodological approach for estimating and forecasting the integrated index of the innovative development of regions was tested on the example of Polish voivodeships. To permit a more detailed consideration of the results obtained, three voivodeships, Kujawsko-Pomorskie, Pomeranian and Swiętokrzyskie, were studied and compared. The results showed that these voivodeships have different values on the integrated index, which can be attributed to different regions having different levels of innovation development. The most influential factors also differ for each of the regions.
