This study aims to identify the configurational conditions that characterize the establishment of biorefineries in 20 European countries. After determining the conditions which support a bioeconomy transition, secondary data from national sources are used to represent their existing conditions within respective countries. Then, a fuzzy-set qualitative comparative analysis is employed to compare and contrast the effect of varying combinations of the selected conditions on the development of biorefineries. The conditions chosen include coherent bioeconomy strategies, network intensity of regional bioclusters, intellectual capital, and natural resource availability. Our results reveal that the configuration of a coherent bioeconomy strategy, sizable public spending on R&D, abundant biomass supply, and a high level of network intensity is sufficient to explain the pronounced biorefineries development among some European countries. We recommend that countries with fragmented approaches review and redesign the policy and regulatory framework to create a holistic and consistent bioeconomy strategy, taking into account the configurations of conditions as an important prerequisite. In particular, factors such as the lack of best practice examples, the low level of public spending on research and development, the economic capacities for a skilled workforce in addition to the sustainable supply of raw materials should be addressed as focal points. ; Peer Reviewed

The expansion of oil palm plantation by smallholders in Indonesia is taking place mainly by conversion of forest and arable land. This article aims to understand how institutional arrangements in the supply chain of oil palm fresh fruit bunches (FFB) affect decisions of smallholders to convert more land for oil palm cultivation instead of increasing productivity. Based on an analysis of in-depth interviews with involved actors we find that institutions meant to regulate land conversion are superseded by the structures that govern the transactions in the supply chain of FFB and that this reinforces decisions of smallholders to convert more land. Strategies designed to regulate land conversion need to look carefully at the interactions with the institutions ruling the supply chain of FFB. Institutional innovations such as establishing integrated governance structure from land use to market may induce farmers to focus on increasing productivity.

The development toward the bioeconomy requires, among others, generating and institutionalizing knowledge that contributes to technical and nontechnical inventions and innovations. Efforts to support innovation are often linked with the development of business models that facilitate the development in bioeconomy. However, the interdependences between the business models and their business environments are not sufficiently well understood in a way where misalignments that can obstruct the development can be dealt with adequately. Given this lacuna, this research aims to contribute to the development of a comprehensive analytical framework for better understanding the conditions of business environment as well as empirically apply the framework in an empirical study on cases of bioeconomy enterprises in Europe. In this paper, a comprehensive business environment framework is developed and applied for analyzing over 80 cases, thereby allowing for critical action arenas and crucial success factors to be identified. The findings are derived from a systematic application of the framework to relevant action arenas for business development: institutional development, technology and knowledge, consumers' agency, market structure, funding, resource and infrastructure, and training and education. The results show that businesses in the bioeconomy, unlike other businesses, have to deal with more and very specific constraining legislative issues, infant and non-adapted technology and knowledge, as well as unclear values and perceptions of consumers. Due to this, businesses have to develop new forms of cooperation with different stakeholders. Successful businesses are characterized by the fact that they develop specific strategies, steering structures, and processes with a particular focus on learning and innovation to overcome misalignments between the business environment and their business models. Mit Blick auf die energie- und klimapolitischen Ziele umfasst die deutsche Energiewende mehr als den Ausstieg aus der Atomtechnik, die Steigerung der Energieeffizienz und den Ausbau der erneuerbaren Energien bei der Stromproduktion. Sie schließt neben einer Stromwende auch eine Wärme- und Verkehrswende mit ein. Allen Umbrüchen in den verschiedenen Sektoren ist gemeinsam, dass sich Fragen von Zentralität und Dezentralität neu stellen. Dieser Beitrag nähert sich unterschiedlichen Dimensionen von (De-)Zentralität aus verschiedenen fachlichen Perspektiven an. Aus technisch-naturwissenschaftlicher Sicht gibt es unterschiedliche (de-)zentrale Strategien der Systemintegration fluktuierender erneuerbarer Stromerzeugungsanlagen. Aus ökonomischer Perspektive dürften stärker dezentral ausgerichtete Markt- und Systemstrukturen einerseits zu Effizienzeinbußen führen; andererseits könnten sie entsprechenden Konsumentenpräferenzen sowie lokalen Kosten- und Nutzeneffekten möglicherweise besser gerecht werden. Aus raumwissenschaftlicher Sicht führt der tendenziell höhere Flächenbedarf dezentraler erneuerbarer Energien zu neuen Diskursen, Governanceformen und regionalen Handlungsräumen. Aus agrarökonomischer Perspektive stellen sich Fragen der (De-)Zentralität vor allem in Hinblick auf die Implikationen unterschiedlicher Produktions- und Organisationsstrukturen der biomassebasierten Energie. Aus sozialwissenschaftlicher Perspektive stehen Fragen der Akzeptanz der Energiewende im Mittelpunkt der (De-)Zentralitätsdebatte, insbesondere erfolgversprechende Partizipationsmöglichkeiten sowie eine faire Nutzen- und Lastenverteilung. Mit der hier vorgenommenen multidisziplinären Betrachtung entsteht ein heterogenes Bild. Deutlich wird, dass eine postfossile Energiezukunft kontingent ist und die Beantwortung von Fragen zum Spannungsverhältnis von Zentralität und Dezentralität unumgänglich ist.

Dieser Bericht dokumentiert die Ergebnisse eines Forschungsprojekts im Rahmen des Bioökonomie-Monitorings der deutschen Bundesregierung. Mit dem Bioökonomie-Monitoring werden möglichst alle wirtschaftlichen Sektoren, Produktionsprozesse und Produkte erfasst, die auf biogenen Ressourcen basieren. Dies beinhaltet sowohl traditionelle Bereiche wie die Holzwirtschaft oder die Lebensmittelindustrie als auch neue innovative Anwendungsbereiche für biobasierte Materialien. Die Zielsetzung dieser Untersuchung bestand darin, zur Entwicklung der wissenschaftlichen Grundlagen für ein langfristiges Monitoring der Bioökonomie beizutragen. Durch ein kontinuierliches Monitoring soll eine Wissensbasis für politisches Handeln und eine öffentliche Auseinandersetzung über die Bioökonomie geschaffen werden. Zur Erreichung der Ziele der Nationalen Politikstrategie Bioökonomie wurden auf Basis wissenschaftlicher Forschung Kriterien und Indikatoren entwickelt und Verfahren der Datenerhebung etabliert, um möglichst alle Dimensionen der Bioökonomie messbar zu machen und Wirkmechanismen und Zusammenhänge durch eine systemische Modellierung abzubilden. So werden Fortschritte, aber auch mögliche Hemmnisse oder Zielkonflikte im Transformationsprozess hin zu einer Bioökonomie sichtbar gemacht, um daraus gegebenenfalls notwendige Konsequenzen ziehen zu können. ; Schlussbericht im Auftrag des Bundesministeriums für Wirtschaft und Energie. ; This report documents the results of a research project in the context of the bioeconomy monitoring of the German Federal Government. This includes traditional areas such as the wood industry or the food industry as well as new innovative applications for bio-based materials. The objective of this project was to contribute to the development of the scientific basis for a long-term monitoring of the bioeconomy. By a continuous monitoring a knowledge base for political action and a public debate about the bioeconomy will be created. To achieve the objectives of the National Policy Strategy Bioeconomy indicators were developed which are based on scientific criteria. Methods of data collection were established which make it possible to make all dimensions of the bioeconomy measurable. The progress in the transformation process towards a bioeconomy, but also potential barriers or trade-offs are visualized to enable decision-makers to draw any necessary consequences.

Natürliche Ressourcen und Ökosystemleistungen sind unsere Lebensgrundlagen. Ihre Nutzung kann durch Erhöhung der Ressourceneffizienz optimiert werden. Zahlreiche Indikatoren zur Beschreibung der Inanspruchnahme natürlicher Ressourcen weisen allerdings darauf hin, dass trotz erhöhter Effizienz, Nachhaltigkeitsgrenzen überschritten werden. Dieser Bericht präsentiert einen methodischen Ansatz der mehrdimensionalen Bewertung der Inanspruchnahme natürlicher Ressourcen bei der Biomassebereitstellung. Dazu wurden zunächst Ansätze zur Effizienzbewertung der Biomassebereitstellung und Landnutzung sowie bestehende Konzepte zur Bewertung von Ökosystemleistungen erfasst und analysiert. Der Bericht stellt einen im Vorhaben entwickelten methodischen Ansatz zur Bewertung der Ressourceneffizienz der Biomassebereitstellung anhand von Beispielen aus der Land- und Forstwirtschaft vor, die nachhaltige Ressourcenleistung. Diese ergibt sich aus der in einem gemeinsamen Bezugssystem skalierten Inanspruchnahme natürlicher Ressourcen und dem normalisierten Nutzen von Ökosystemleistungen. Zur Anwendung und zum Test des Ansatzes wurden für die Umweltdimensionen Luft, Wasser, Boden und Biodiversität verschiedene Indikatoren ausgewählt. Mit Hilfe von Modellen wurden beispielhaft verschiedene Produktionssysteme aus der Land- und Forstwirtschaft simuliert und alternative Szenarien anhand des Ansatzes bewertet. Szenarien des Pflanzenbaus und der Tierhaltung beschreiben einen Intensitätsgradienten von der konventionellen Marktfrucht- und Milchproduktion zu extensiveren Varianten und die Auswirkungen auf Humusbilanz, Stickstoffsaldo und anderen Umweltindikatoren. Beispiele aus der Forstwirtschaft betrachten den möglichen Waldumbau von Nadelbaumbeständen und Naturschutzszenarien in Buchenwäldern und Änderungen in Produktivität, Totholzvorräten, Bestandesstrukturen und weiteren Indikatoren. Die nachhaltige Ressourcenleistung erlaubt eine Differenzierung und Bewertung der vorgestellten Szenarien. Dabei kommt der Skalierung der Indikatoren eine wichtige Rolle zu. Annahmen zu Grenz- und Schwellenwerten bei der Skalierung müssen transparent und der Bewertungsmaßstab einheitlich sein, sollen Produktionssysteme und Szenarien untereinander und über die Zeit bezüglich ihrer nachhaltigen Ressourcenleistung miteinander verglichen werden.
