Man ønskede, at undgå alle operationer der kunne risikere at føre til et længerevarende engagement i stabiliseringsoperationer, da engagementet i sådanne operationer blev set som værende årsagen til nederlaget i Vietnam. Den amerikanske hær valgte også at udelukke stabiliseringsoperationer og oprørsbekæmpelse fra doktriner og undervisning. I stedet valgte man at fokusere på konventionel krig, suppleret med en stigende fascination af teknologi som en erstatning for "boots on the ground". Briefet analyserer altså udviklingen af to af årsagerne til at den amerikanske hær var fuldstændig uforberedt på den situation som den stod overfor efter invasionen af Irak i 2003. Ulrich analyzes how the US Army reacted to the defeat in the Vietnam War. The US Army wanted to avoid operations, which might lead to a long term engagement in stability operations, as engagement in such operations were seen as the reason for the defeat in Vietnam. The US Army also chose to exclude stability operations and counterinsurgency from its doctrines and teachings. Instead, the US Army chose to focus on conventional war, supplemented by an increasing fascination with technology as a replacement for "boots on the ground". Thus, the brief analyzes two of the reasons why the US Army was totally unprepared for the situation it faced following the invasion of Iraq in 2003. A lacking doctrinal foundation, combined with a too great fascination with and reliance on technology.

I sin bog, The Army and Vietnam, kommer Andrew F. Krepinevich, Jr. frem til den konklusion at det amerikanske nederlag i Vietnam bl.a. var et resultat af den amerikanske hærs fokus på konventionel krigsførelse, det han kalder "The Army Concept". Men hvor stammer dette "Army Concept" fra? I sit brief sporer Philip Ulrich oprindelsen af The Army Concept tilbage til den amerikanske Borgerkrig, og de lektier den amerikanske hær tog fra denne krig. Disse lektier førte til at den amerikanske hær lagde sin tankegang an på overvældende magt, der skulle overvælde modstanderen. Til at begynde med kom lektierne fra Borgerkrigen til udtryk, i hvad Philip Ulrich kalder The Civil War Concept, der baserede sig på overvældende troppestyrker og materiel overlegenhed. Dette koncept fulgte den amerikanske hær, og for så vidt hele det amerikanske forsvar, op til Vietnamkrigen. Krepinevich, Jr. concludes that the US defeat in Vietnam was partially a result of the US Army's focus on conventional warfare, what he calls the "Army Concept". But where does this Army Concept evolve from? In his brief, Philip Ulrich traces the origins of the Army Concept back to the American Civil War, and the lessons that the US Army took from that war. These lessons led to a strict adherence in the US Army to the concept of overwhelming force, designed to overwhelm the enemy. Initially the lessons of the Civil War became the basis for what Philip Ulrich calls the "Civil War Concept", based on overwhelming numbers in personnel and material superiority. The US Army followed this concept, and the entire US military for that matter, until the Vietnam War. Before the Vietnam War the concept was changed in order to limit the risk to ground forces by a greater reliance on firepower. This was the birth of Krepinevich's Army Concept, which meant a reliance on overwhelming force in the shape of firepower. Instead of adapting to the situations facing US forces in Korea and Vietnam, the US Army sought to stick to its concept, and when faced with failure, it was explained by a lack of commitment to the concept.

Philip Ulrich argumenterer for, at der i øjeblikket foregår to sideløbende udviklinger i den amerikanske hær, som et resultat af den nye strategiske situation. Den ene udvikling sker som resultat af USA's overordnede fokusskifte mod Asien, og hvorledes den amerikanske hær søger at definere en rolle i den nye Asien-strategi. Problematikken for den amerikanske hær i forhold til fokusskiftet, består i at skulle vænne sig til en sekundær rolle i forhold til den amerikanske flåde og flyvevåben efter i mere end 10 år at have ført an i USA's internationale engagement. Den anden udvikling foregår på det doktrinære område. Her søger den amerikanske hær at integrere de seneste 10 års erfaringer fra Irak og Afghanistan i deres doktriner, samtidig med at den udvikler nye doktriner til fremtidige konflikter og udfordringer. Den primære udfordring, som er defineret af en amerikanske hær, er såkaldte Hybrid Threats - en kombination af konventionelle og ukonventionelle koncepter, som kan blive anvendt af fjendtlige statslige og ikke-statslige aktører. Briefet ser ligeledes på, hvad betydning denne udvikling i det amerikanske forsvar har for USA's NATO allierede, herunder Danmark. Især i forhold til de nedskæringer som de fleste europæiske NATO lande står overfor, er udviklingen i USA interessant, da det har betydning for hvilke roller de europæiske allierede kan blive nødt til at påtage sig, samt hvilke kapaciteter de enkelte lande må prioritere for fremtiden. ; Philip Ulrich argues that there are two developments going on in the US Army, as a result of the new strategic situation. The first development is a result of the overall shift in US strategy towards the Asia-Pacific region, and how the US Army is seeking to define its role in the new grand strategy. The problem for the US Army in regards to the overall shift in focus towards the Asia-Pacific region, is that it has to adapt to a secondary role, supporting the US Navy and US Air Force, after being in the lead for 10 years in US overseas operations. The second development is a doctrinal development. The US Army is integrating its experiences from the past 10 years of operations into their doctrines, as well as creating doctrines to counter future challenges. The primary challenge, as defined by the US Army, is so-called Hybrid Threats - a combination of both conventional and unconventional concepts, potentially employed by enemy state and non-state actors against the United States. Finally, Philip Ulrich analyzes what significance this development in the United States has on the European allies in NATO, including Denmark. The developments in the United States are particularly interesting in regards to economic cuts that many of the European nations face on defense spending. The new strategic situation means that the European allies may have to take on new roles in the future, as well as define which capacities the European allies will have to prioritize in the future.
