According to the data of the Presidency of Migration Management (2021), the largest group of irregular migrants detected in Türkiye in 2021 were Afghans. The arrival of irregular migrants from Afghanistan to Türkiye alongside the Syrian refugees have caused a negatively charged reaction in Turkish society and from the main parties in the opposition. Based on this apparent reaction against the arrival of Afghan
refugees, the claim can be made that Afghans are now the new "other" category in Türkiye. We identify two hashtags used on Twitter to protest the arrival of Afghans, which are #sınırnamustur (border is honor) and #hudutnamustur (frontier is honor) having the same meaning in Turkish and are Trend Topics on Twitter. The purpose of this study is to examine the reason why there are two hashtags on Twitter to protest the arrival of Afghan immigrants, what the differences and similarities are between
the two in terms of how Afghans are defined and what kinds of hate speech they are subjected to. For this purpose, we applied Craswell's mixed model in this study using both content analysis and social network analysis techniques. The investigation results reveal that the hashtag #sınırnamustur is a manifestation of a political endeavor, asserting that Afghan refugees are associated with a 'security challenge'. In contrast, the hashtag #hudutnamustur represents a response from the general populace, embodying elements of cultural superiority.
Müzakereler, farkında olsak da olmasak da hayatımızın önemli bir parçasıdır. Müzakereler günlük yaşantıdan örgüt içi ilişkilere, endüstriyel ilişkilerden uluslararası ilişkilere kadar hemen hemen tüm alanlarda taraflar arasındaki çatışmaların çözümü ve anlaşma şartlarının belirlenmesi için yaygın bir biçimde kullanılmaktadır. Müzakerelerin birçoğu hem tarafların çıkarlarının çatıştığı hem de paralellik gösterdiği konular içermesine rağmen çoğu zaman taraflar işbirliği yaparak ortak çıktılarını artırmak yerine rekabet ederek mevcut kaynaklardan daha fazla pay almaya çalışmaktadırlar. Yazın incelendiğinde, çalışmaların çoğunun müzakerelerin bütünleştiriciliğini (integrativeness) artıran faktörlerin neler olduğunu belirlemeye yönelik olduğu görülmektedir. Gerçek hayattaki müzakerelerin birçoğunda tarafların eşit güce sahip olmadığı ve müzakereleri farklı şekilde algıladıkları gözlenmektedir. Güç faktörünün müzakere sürecini ve sonucunu etkileyen en önemli faktörlerden biri olduğu yazında yaygın bir şekilde kabul görmüştür. Müzakereyi karmaşık bir karar verme süreci olarak tanımladığımızda ise karar verici konumunda olan müzakerecilerin rasyonellikten saparak karar hatalarına (decision bias) maruz kalabileceklerini ve bu kararların müzakerelerin çıktılarını etkilediğini söylemek mümkün olmaktadır. Deney tasarımı ile güç dengesizliği ve çerçevelemenin müzakere sürecine ve çıktılarına etkisine odaklanan bu çalışmanın bulguları güç asimetrisinin olduğu durumlarda müzakereyi kazanç-kayıp üzerinden çerçevelemenin müzakerelerin bütünleştiriciliğini etkilemediğini, kaynakların taraflar arasında paylaşımını ise anlamlı şekilde etkilediğini göstermektedir. ; Even we are aware or not negotiation is an integral part of our lifes. In a wide selections of fields -from our everyday life to interorganizational relations, from industrial relations to international relations- negotiation is one of the most extensively used method for settling the conflicts and determining the terms of the agreements. Even though most of the negotiations include both distributive and integrative issues, parties generally choose to compete in order to get a higher proportion of the outcomes rather than to cooperate and increase their joint outcomes. A review of the literature demonstrates that studies endeavour to determine the factors hindering and enhancing the integrativeness of the agreements. In most of the real-life negotiations it can be observed that negotiators do not have equal power and they perceive the negotiations differently. Power is a widely acknowledged factor that has been shown to affect the process and outcomes of negotiaitons. When we define the negotiation as a complex decision making process, it also becomes reasonabe to suggest that negotiators as decision makers may deviate from rationality and become vulnerable to decision-biases which will subsequently affect the outcomes of the agreements. The results of this experimental study which focuses on the effects of framing and power imbalance on negotiation process and outcomes suggest that while different gain-loss frame adoptions of high and low power parties did not affect the integrativeness of the agreements, distribution of resources were found to be significantly related to frame conditions of the parties.
History comes across as a product of the effort to create social memory, written or verbal. It is based on information and documents and avoids emotional biases. Music, on the other hand, is a multifaceted phenomenon and its aim to entertain shapes it. On one hand, it interprets emotions, and on the other hand it bears the social, cultural and historical codes of the society to which it belongs. For this reason, it is possible to discover specific details of historical events in the kilams/songs of dengbêjs, important exponents of the Kurdish music of orality. This study focuses on unveiling traces of historical events in the songs of the dengbêjs, in context of the relationship between history and music. Information and documents dealing with the Kozanoğlu events in kilam/songs are compared. A good example of the importance of the dengbêjs in Kurdish history is taken from when in the 19th century, the Ottoman state established a military unit called Fırka-i Islahiye as a part of its policy of asserting its full dominance in rural areas, and also to carry out compulsory resettlement policies. In order to support the operation, the Kurdish chief Sürmeli Memed Pasha set out, taking with him under his auspices Evdale Zeynikê, a dengbej singer. However, the Kurdish troops reaching Kozan were defeated due to the climatic conditions and the cholera epidemic. Witnessing all the events, Evdale Zeynikê sang kilam/songs for every stop on the route and on the death of the Pasha. Throughout this account, which is based in Kurdish culture and immured with a strong dengbêj tradition, it is possible to find details of Kurdish history in the kilams/songs of the dengbêjs.
Bu makalede, sosyal bilimler külliyatına son birkaç on yılda esaslı bir giriş yapmış 'kimlik', 'farklılık', 'kendi' ve 'öteki' kavramlarının, Uluslararası İlişkiler disiplininin başat kuramlarınca nasıl algılanmakta oldukları incelenecektir. 1990'lı yıllarla birlikte disiplinin içine düşmüş olduğu üst-anlatı boşluğu yalnızca kimlik meselelerince doldurulamayacak olsa da, bu meseleleri içselleştirmeyen geleneksel Uluslararası İlişkiler kuramlarının, geçerliliklerini yitirme tehlikesi ile karşı karşıya oldukları iddiasında bulunulacaktır. Bu iddiadan hareketle, kimlik temelli bir çerçevede anlaşılabilecek olan 11 Eylül 2001 olayları, Uluslararası İlişkiler kuram-yapımı üzerindeki etkisi ve kimlik meselesine yaptığı vurgu bağlamında örnek olay olarak incelenecektir. Makalenin esas amacı, günümüz Uluslararası İlişkiler kuram-yapımının, geleneksel kuramları toptan yok saymak yerine, bu kuramları yeniden gözden geçirmek ve yapısökümüne uğratıldıklarında altlarından çıkan tek tip kimlikleri, önyargıları ve taraflılıkları ortaya çıkartmak amacı gütmesi olduğunu göstermektir. ; This article attempts to analyze how the conceptualizations of 'identity', 'difference', 'self' and 'other' that have gained a recent popularity in mainstream social sciences in the last decades have been understood by leading International Relations theories. Although the meta-theoretical gap in International Relations studies that had been realized after the end of Cold War cannot be completely fulfilled by these conceptualizations, it will be suggested that no valid International Relations theory can be developed and maintained without internalizing the identity matters as their initial assumptions. Concordantly, the particular events of September 11, 2001 that might be analyzed within the framework of identity will be brought to the fore for how identity matters should affect the International Relations theory-making. The ultimate purpose of this study is to demonstrate that what is needed today in the study of International Relations is not to demolish its conventional theories altogether, but is rather to show the necessity of their re-evaluation for their stereotypical identity perceptions, prejudice and bias, which break out clearly once they are deconstructed.
İktisadın temel sorunu olan karar verme sürecinin açıklanması için çeşitli teoriler geliştirilir. Teorilere konu olan rasyonel insanın davranışlarının katı varsayımlarla sınırlanması temel sorun olan karar verme sürecinin gerçekçi olarak ortaya konulamaması anlamına gelmektedir. Neoklasik iktisadın varsayımlarının insani yapının bilişsel ve algısal bileşenleri dikkate alınarak rahatlatılması bu sürecin gerçekçiliğini artırarak açıklama gücünü yükseltecektir. Enerji ve çevre açısından asimetrik bilgi ve çevresel problemler standart iktisadi analizde piyasa başarısızlığı olarak ele alınmaktadır. Ancak bu analizlerde çözüme yönelik önerilen parasal faktörler yanında insani davranışlara yön veren, parasal olmayan faktörlerin de dikkate alınması enerji tasarrufu ve enerji verimliliği sağlanması ve politik çıkarımların etkin ve etkili olması açısından önemlidir. Enerji ve çevre sorunları konusunda etkin ve etkili politika önerilerinde bulunulması hanehalklarının bilişsel eğilimleri ve algılarının dikkate alınması ile mümkündür. Bu çalışmada enerji ve çevre sorunları ortaya konulup yenilenebilir enerjiye geçişin önemi vurgulanarak bu sorunların çözümü için davranışsal iktisat literatüründe yer alan politik çıkarımlar araştırılacaktır. ; Various theories are developed to explain the decision-making process which is the main problem of economics. Limiting the behaviours of rational man subject to theories, with strict assumptions means that the decision-making process which is the main problem could not be presented realistically. Relieving of the assumptions in Neoclassical economics through considering the cognitive and perceptive components of the human psych, will increase the explanatory power of this process, by enhancing its realism. Assymetrical information in the sense of energy and environment, and environmental problems are dealt as market failure in the standart economical analysis. However, in these analyses, beside the suggested monetary factors which are solution-oriented, also considering the non-monetary factors directing the human behaviours are vital in terms of energy conservation and energy efficiency, and efficiency and effectiveness of policy outcomes. Advising efficient and effective policy implications on energy and environmental problems it is possible by considering the cognitive bias and perceptions. In this study, while emphasizing the importance of transition to renewable energy, energy and environmental problems will be presented and the policy implications in the behavioural economics' literature will be explored to find solutions for these problems.
İran nükleer faaliyetlerini yeniden başlattığını dünya kamuoyuna duyurduktan sonra ABD, İran'ın asıl amacının kitle imha silahları geliştirmek olduğunu iddia etmiş ve İran'ın nükleer çalışmalarını durdurması yönünde baskıların arttırılmasını istemiştir. ABD yetkilileri İran'ın bu durumdan vazgeçmemesi halinde İran'a yönelik bir operasyon yapılabileceğini söylemişlerdir. Bölgede İran'a komşu olan ve "ABD müttefiki" Türkiye'nin olası bir ABD-İran savaşının sonuçlarından en çok etkilenecek devletler arasında olması sebebiyle Türk basını durumu yakından incelemeye almıştır. Çerçeveleme çalışmalarını temel alan araştırmada seçilen gazetelerdeki haber çerçeveleri betimlenmiştir. ; US government claims Iran's nuclear program aims to develop nuclear weapons. Iran denies the allegations of developing nuclear weapons and is embarking it a nuclear program for civilian purposes only. Turkey, a neighbor of Iran, has called for diplomatic means and dialogue to resolve tension over Iran's nuclear program and has supported some countries' efforts to reach an agreement. This study aim to find out how Iran has been presented in Turkish Press. There is stated that Iran's nuclear program is clear threat for Turkey. Basic thesis of this study is; Iran has been defined as an enemy and Turkish people were prepared as being ready for possible armed intervention to Iran on the future. Study covers the time period of 1st September 2005-1st April 2006 in the largely circulated Turkish papers. In this research, eight daily papers Hurriyet. Milliyet, Sabah, Radikal, Yeni Safak, TÜrkiye, Zaman and Cumhuriyet; have been scrunized. In this study which reflects the frontpage news and the following subtitles on them, it is trying to be stated that how the parties of conflicting issue is told by Turkish Press, the bias of itself and framing of Iran nuclear program.
Kitle iletişiminde çerçeveleme kuramı, siyasal iletişim araştırmalarına yeni bir boyut kazandırmış; haber medyasında konuların nasıl sunulduğu ve söylemin nasıl yapılandırıldığını anlamada bir kılavuz olmuştur. Bu açıdan, haber çerçeveleme araştırmaları, hem haber metinlerini çözümlemeye, hem de siyasal yaşamda medyanın rolünü anlamaya odaklanmaktadır. Özellikle, seçim dönemlerinde siyasal söylemi analiz etmede, haber (medya) çerçeveleri önemli rol oynamaktadır. Türk basınını temsilen, üç gazetenin örneklem olarak seçildiği bu çalışmada, 2011 Türkiye genel seçimleri, çerçeveleme kuramı bağlamında oluşturulan araştırma tasarımı izleğinde ele alınmıştır. Haber aktörlerinin haber içeriklerinde hangi sıklıkla yer aldığı, haber kaynağı olarak hangi haber aktörlerinin baskın olduğu, haberlerin siyasal aktörlerin çerçevelerini ne ölçüde yansıttığı, haberlerde siyasi parti ve liderlerin hangi tonda yer aldığı ve siyasetin nasıl çerçevelendiği, bu araştırmanın cevap aradığı temel sorulardır. Elde edilen bulgulara göre, seçime katılan siyasi parti ve liderlerin haberlerde dengeli bir biçimde temsil edilmediği; gazetelerin, haber kaynağı olarak belirli siyasal aktörlere büyük oranda bağlı olduğu ve bu aktörlerin siyasal söylemlerinin, medyada daha fazla dolayımlandığı görülmüştür. Miting haberlerinin çerçevelenmesinde, gazeteler arası çerçeveleme yanlılığının yanı sıra, siyasi parti ve liderlerin, haber metinlerinde yer alma tonlarında belirgin farklılıklar olduğu ortaya çıkmıştır. Siyasal aktörlerin siyasal söylemlerinin ilişkilendirildiği özel çerçevelerin gazetelerdeki dağılımında ise, gazetelerin ideolojik eğiliminin etkisi olduğu saptanmıştır. Ayrıca seçim sürecinde, siyasetin genellikle çatışma ile çerçevelendiği; politik tartışmaların ve seçim vaatlerinin haber metinlerine yansımadığı sonucuna ulaşılmıştır. ; Framing theory in mass communication has added a new dimension to political communication research and has become a guide to understand how issues are presented and how discourse are structured in news media. In this respect, news framing research focus both analyzing news texts and understanding role of the media in political life. Particularly, news (media) frames play an important role in analyzing political discourse in election periods. In this study, which three newspapers representing Turkish press were selected as sample, 2011 Turkish general elections were taken in the context of framing theory through the path of research design created. The main questions of this research that seeks an answer are how often news actors were reported in the news contents, which news actors are dominant as news source, to what extent the news reflect the political actors' frames, in which tone the political parties and their leaders were covered, and how politics are framed. According to the results obtained, it has been found that the parties, participated in the election, and their leaders were not represented in the news, equally. The data also indicates that the newspapers were substantially depended on particular political actors as a source, and these actors' political discourses were mediated more. In addition to framing bias among newspapers in framing of the meeting news, it has emerged that there were significant differences in covering tone of the political parties and leaders in the news texts. Furthermore, it's been set that the ideological tendencies of the newspapers had an effect on the distribution of specific frames associated with the political actors' political discourses. Moreover, in election process, it's been infered that the politics were generally framed in conflict, political debates and election promises were not echoed in news texts.
Bu tez çalışmasında, Avrupa Birliği'nin ortak güvenlik politikasına birim düzeyinde ve eylem bazında kadının katılımı, feminist teorinin sağladığı bakış açısı ile toplumsal cinsiyet analizi yöntemi kullanılarak incelenmiştir. Bu tezin ana argümanı, Avrupa Birliği'nin ortak güvenlik politikasının temelde eril bir yapıya sahip olduğu ve bu durumun kadınların bu alanda gerek politika yapım süreçlerine gerekse aktif şekilde politikaların uygulanmasına katılımını kısıtladığı, alanın kendi içinde yeniden ürettiği hegemonik maskülenlik dolayısıyla kadınlar için bir cam tavan yarattığıdır. Bu çerçevede tez çalışmasının ilk bölümünde feminist teori ve bu çalışma kapsamında sunduğu imkânlar incelenmiştir. Çalışmanın ikinci bölümü, Avrupa bütünleşmesinin tarihinin güvenlik boyutuyla incelenmesine ayrılmış ve temel argümanı destekleyen zemin bu bölümde oluşturulmuştur. Çalışmanın üçüncü ve son bölümünde ise kurumsal bazda Avrupa Birliği'nin ortak güvenlik ve savunma politikasının yapısı ve 2003 yılından günümüze ilgili kurumlardaki kadın katılımı toplumsal cinsiyet analizi yöntemi ile incelenmiştir. Analizlerde seçilen tarih aralığı alanda önemli dönüm noktalarından hareketle belirlemiş, 2003 yılı ilk Avrupa Güvenlik Stratejisi'nin yayımlanması ve tarihte ilk defa ortak Avrupa Birliği misyonlarının gerçekleşmesi bakımından başlangıç olarak alınmıştır. Çalışmada, feminist teorinin sunduğu imkânlar ile alana farklı bir perspektif sağlamak amaçlanmış ve tarihsel gelişim bu çerçevede feminist bakış açısı ile verilerek bugün gelinen durum ile ilişkilendirilmiştir. Çalışmanın sonuçları, AB ortak güvenlik politikasında kadının katılımı bakımından mevcut toplumsal cinsiyete dayalı eksiklikleri ortaya koymuştur. Çalışma ile bahsi geçen bu eksikliğin tarihsel kökler ve bu köklerin inşa ettiği yapılarla ilişkisi belirlenmiştir. Çalışma, literatürde mevcut bir boşluğu doldurmayı amaçlamış ve yapıldığı alanda sorulacak muhtemel yeni soruları ortaya çıkarmıştır. --- This thesis analyses women's participation to the EU's common security and defence policy. It's method is based on feminist theory and it employs gender analysis. The main argument of this thesis is that the EU's common security policies are designed and implemented through gender bias. Women's contribution to policy making processes and their implementation in this field is therefore limited, which results in consolidation of the hegemonic and masculine nature of such line of conduct which works against women to a great extent. Within this framework, the first part of the study focuses on feminist theory and the various opportunities that it offers for analysis. The second part investigates the history of European integration with regard to security. This is also the part where the main argument of the study is substantiated. The third and the last part includes a gender analysis of the EU's security and defence policies. The structure of EU's common security and defence policies and women's participation in social instutitions since 2003 are scrutinized. 2003 was selected as a milestone in this chapter because this is the year when the European Security Strategy was declared and when the EU's first European Security and Defence Policy operations were launched. The study aims to offer a new perspective through which historical evolution of European integration with regard to security is analysed from a feminist point of view and connections are established with present day EU policies on security and defence. The study aims to reveal inadequacies concerning women's participation in the EU's common security and defence policies. It claims that those inadequacies are mainly stemming from historical developments and the structural barriers that those developments created. The mutually reinfocing nature of those developments and barriers is also examined. The study brings forward new questions and fills a gap in the literature in this regard.
