Three experiments investigated how people organize data. Subjects were given sets of 15-20 words and asked to organize them on paper. Each word set had a pre-defined organization (hierarchy, network, lists, table) based on the semantic relations among the words. Experiment 1 showed that college students have all these organizational structures available for use. They organized most word sets on the basis of the semantic relations inherent in them. Whereas most subjects used "appropriate" organizations (those that most easily preserved the relations), a few subjects organized nearly all word sets into lists. Experiment 2 showed that subjects can efficiently fit the word sets into "skeletons" that were explicitly designed to maintain all the semantic relations among the words. Experiment 3 showed that subjects have difficulty in preserving the relations among the words when they were required to organize them into inappropriate structures. These results are evaluated relative to the use of computer-based information retrieval systems.

Open data is increasingly becoming an essential asset for many organizations. However, large numbers of organizations fall short when it comes to utilizing open data effectively to fully leverage the potential of it. There are ample evidences that this shortcoming is attributable to the poor understanding of what types of capabilities are required to successfully conduct data related activities. At the same time, research on open data capabilities and how they relate to one another remains sparse. Based on the theoretical foundation constructed from the integration of Capability-based Theory and Dynamic Capability Theory and, extant literature and interviews of leadership of open data organizations, we attempt to address this knowledge gap by investigating open data capabilities and relationships between them. Findings help validate the two theories in the open data organizations and reveal unknown knowledge about open data capability areas and how they affect one another.

Stuart Macdonald will report on progress of the IASSIST Engaging Spanish Speakers Action Group that he co-chairs with Luis Martinez Uribe including the organization of a series of webinars, the preparation of an IASSIST session and the translation of main IASSIST landing pages. We will then hear about practice in action in Latin America. Patricia Bermúdez Arboleda will discuss the explosion of research in Latin America and the Andean Region. In particular, for the Latin-American Faculty of Social Sciences (FLACSO) in Ecuador, the challenge is assumed through the institutional project of the Andean Virtual Academic Centre, FLACSO ANDES. The present work explores the creation process of the virtual center as well as the concrete situations that are being experienced during its implementation, appropriation and use. Paola Bongiovani will discuss research data access and management initiatives in Argentina. The Database National Systems initiative by the Ministry of Science, Technology and Productive Innovation (MINCyT) includes the National System of Biological Data, the National System of Sea Data, the National System of Digital Repositories, and the National System of Climate Data. Research data access and management legislation was promoted by MINCyT and it is now being discussed by Argentinean Congress. The National Council of Scientific and Technological Research is developing the Interactive Platform for Social Sciences Research to create an appropriate environment for data sharing, to allow interdisciplinary approaches and to contribute to the understating of complex problems. National University of Rosario is conducting a study to learn researchers' needs regarding repository services for data management and access. This will be followed by presentations of 3 librarians who will provide information you can take back to your institutions to help answer questions. Molecular identification methods, such as DNA barcoding, rely on centralized databases populated with morphologically identified individuals and their referential nucleotide sequence records. As molecular identification approaches have expanded in use to fields such as food fraud, environmental surveys, and border surveillance, there is a need for diverse international data sets. Although central data repositories, like the Barcode of Life Datasystems (BOLD), provided workarounds for formatting data for upload, these workarounds can be taxing on researchers with few resources and limited funding. To address these concerns, we present the Molecular Data Organization for Publication (MDOP) R package to assist researchers in uploading data to public databases. To illustrate the use of these scripts, we use the BOLD system as an example. The main intent of this writing is to assist in the movement of data, from academic, governmental, and other institutional computer systems, to public locations. The movement of these data can then better contribute to the global DNA barcoding initiative and other global molecular data efforts.
