The construction of noncontradictory term systems is necessary in archival science, documental science and other documental and information sciences. Moreover, the construction of the documentology term system, which generalizes definitions and optimizes basic terms and schemes of documental and information sciences both like related sciences, coordinates the term systems construction of these disciplines, is needed under conditions of interdisciplinarity in Science. Definitions analysis of terminological standards and legislation on office works and archival sciences reveals sometimes the presence of definitions homonymy like sentences both like their components as syntagms. The elimination of this kind of homonymy serves as a condition of noncontradictive construction of term systems in document science and archival science.

В действующем уголовном законодательстве не сформирована устойчивая система понятийного аппарата для целей уголовной ответственности за преступления, выраженные в подлоге документа или сопряженные с ним. И не задано ни иерархическое, ни линейное построение этих преступлений, как если бы исключалось их сопоставление по объекту посягательства и другим элементам и признакам состава преступления. Автор статьи, выделив совокупность преступлений, относящихся к подлогу документа, предпринял попытку их классификации по разным основаниям, исходя из реального содержания норм действующего уголовного законодательства. В статье сделан вывод о существовании общего для рассматриваемых преступлений объекта посягательства, которым являются общественные отношения, возникающие в связи с установленным порядком легального оборота документов. Для дифференциации уголовной ответственности предложено различать общий и специальный составы подлога документа, прежде всего в зависимости от источника происхождения подделываемого документа и способности документа закреплять различные юридически значимые факты. Автор заключает, что следует исключить использование в уголовном законодательстве синонимичных терминов фальсификация, подделка, подлог для определения общего правового деяния. Предпочтительно применять словосочетание подлог документа как обособленное, самостоятельное и семантически наиболее полно отражающее сущность таких преступлений. ; The article is devoted to the consideration of various grounds for classifying crimes related to forgery of documents, based on the content of the norms of the current criminal legislation on the relevant crimes. In view of the absence of a systematized conceptual apparatus, numerous legal terms and constructions for describing crimes related to forgery of documents are analyzed. The analysis of criminal law norms allows us to conclude that there is a common object of encroachment for the crimes under consideration, which is public relations arising in connection with the established procedure for the legal circulation of documents. In order to differentiate criminal liability for forgery on the basis of the presence of common and different signs of the elements of crimes, general and special forgeries should be distinguished, depending on the source of origin of forged documents and the ability of documents to consolidate various legally significant facts. The conclusion is made about the inadmissibility of using synonymous terms falsification, forgery, forgery to define one legal category. We consider it preferable to use the phrase forgery of documents as a separate, independent, and semantically most fully reflecting the essence of such crimes.

Currently, the creation of strategic documents and the implementation of the action plan to achieve the goals and objectives set out in such documents is widespread among large business companies, both manufacturing and mining sectors, the retail sector, as well as elevated to the rank of mandatory for corporations with state participation, Federal state unitary Enterprises and a number of similar organizations. Such requirements are imposed on a number of sectors of the economy, and the cultural sector, where there are two documents of strategic goal – settingthe Basis of the state cultural policy and the Strategy of the state cultural policy, has not escaped this.It is important that these strategic planning documents, which represent a whole body of normative legal acts defining the goals and directions of the country's development, are of significant legal significance, as they are approved by the Decrees of the President of the Russian Federation or by resolutions and orders of the Government of the Russian Federation, which, in particular, means that they are binding.The article is devoted to the analysis of approaches to the definition of the role of libraries presented in various strategic documents of the Federal level, approved in recent years, which in a General sense can be considered clearly formulated "state order" for the implementation of which the activities of public libraries of the country should be focused in the coming years and in the long term. ; В настоящее время создание стратегических документов и реализация зафиксированных в них мероприятий широко распространены в крупных производственных, добывающих и торговых компаниях и обязательны для корпораций с государственным участием, ФГУПов и ряда подобных организаций. Требования, предъявляемые к отраслям экономики, распространяются и на культуру. Два документа стратегического целеполагания и планирования – «Основы государственной культурной политики» и «Стратегия государственной культурной политики на период до 2030 года» – представляют собой целый корпус нормативных правовых актов, определяющих направления развития страны. Они юридически значимы и обязательны к исполнению, так как утверждены указами Президента Российской Федерации или постановлениями и распоряжениями Правительства Российской Федерации.Статья посвящена анализу подходов к определению роли библиотек в различных стратегических документах федерального уровня, утверждённых в последние годы. Подчёркнуто, что исходя из сформулированных в них целей и задач формируются региональные и отраслевые программы развития. Деятельность общедоступных библиотек страны как в ближайшие годы, так и в долгосрочной перспективе должна быть направлена на выполнение явно сформулированного государственного заказа.

For the English full text of the article please see the attached PDF-File (English version follows Russian version).ABSTRACT The article gives a general description of legislation governing the documentary support of management and the electronic document management system within transport system, shows the problems of development there-of and ways to overcome them. On the basis of foreign experience, reasonable intervention of the state in the activities of participants in electronic document management is justified. According to the author, balanced, scientifically based control by the state over organization of the electronic document management is necessary in Russia as well, because the situation in managing the economy and especially transport needs more stringent office work and establishment of legal and regulatory framework in this area. Keywords: documentary support of management, mixed document management, electronic document management system, transport. ; Полный текст на англ. языке находится в прилагаемом файле ПДФ (англ. версия следует после русской версии).В статье даётся общая характеристика законодательству, регулирующему документационное обеспечение управления и систему электронного документооборота на транспорте, показаны проблемы развития и пути их преодоления. На основе зарубежного опыта обосновывается разумное вмешательство государства в деятельность участников электронного документооборота. По мнению автора, и в нашей стране необходим взвешенный, научно обоснованный контроль со стороны государства за организацией электронного документооборота, поскольку ситуация в управлении экономикой и особенно транспортом нуждается в более строгом ведении делопроизводства, налаживании в этой сфере правовой и нормативной базы.

Центральной темой исследования является вклад основателя науки о документации Отле в эволюцию коммуникационных технологий и средств массовой информации. Использованные методы: системно-медиологический подход к исследованиям в книгознании, документологии, информационно-коммуникационных дисциплин, ретроспективный дискурсивный анализ документов, студий, монографий. В хронологическом плане прослеживается способ, благодаря которому Отле аргументирует документ "книгу" ,в качестве базовой технологии глобальной сети универсальной документации. Устанавливается логика его мышления: путем расширения определения "книги" он проектирует ее будущие трансформации по нисходящей градации – начиная с "Универсальной книгой знания" (Le Livre universel de la Science) проходя через "машину о мышлении" (machine à penser) до ее декомпозиции на "библионы" (Biblions), самые маленькие строительные блоки документированных знаний. Доказывается, что Отле закладывает основу и концепцию гипердокументации и мульти - сенсорного интерфейса, предсказывая появление "чувственно воспринятых документов" и формулируя "чувственную спецификацию документов". Вклад Полья Отле в проектировании "Интернет"-а и "семантического веб-а" найден в эго идеях с 1908 и 1934 г. о пересечении читальни, телефона и телевизора и удаленное обслуживание пользователей живыми библиотекарями и библиографами, работающими класифицированной и каталогизированной "онтологией".

Everyday work of Belarusian citizens during the German occupation is explored on the basis of German trophy documents. The article is based on the materials of the Fund 378 of the National Archives of the Republic of Belarus. The documents give an idea of many aspects of occupational life through the prism of the activities of one institution – the Main Railway Directorate «Minsk» and shed light on many «white spots» of the everyday work of the population of Belarus. The presented study aims, first of all, to introduce into scientific circulation a significant set of factual material on the problem of everyday work and the use of local people labour by the occupation authorities. That shows the problem from a new perspective and creates factual basis for further conceptual study of the issue. The German occupation authorities gave exceptional importance to the issue of gaining the support of the population of Belarus. With this purpose, they developed directive documents, analyzed the mood and labour potential of local workers. Using the method of «carrots and sticks», the railway management in occupied Belarus understood that it depended on the local population, therefore, in addition to repressive methods and the organization of the control system, the issues of providing products and creating social guarantees were raised. The wage premiums, bonuses, rewards, delivery of products and delicacies, charity and assistance to the families of employees were supposed to increase productivity and stimulate the work of local railway workers. However, the occupation authorities regularly noted a low desire to work and the escape of local workers to the partisans. The introduction to the scientific turnover of the information of the unique documents of Main Railway Directorate «Minsk» can not only significantly extend the factual basis of the research of the period of German occupation of Belarus, but also pose a number of theoretical questions. New documentary sources make it possible to add to the currently existing assessment of the use of labour by the local population solely as betrayal or forced slave labor. Using new sources and modern methodological approaches, the survival strategies of ordinary people under occupation should be analyzed. Information sources of the сollection of documents of the Main Railway Directorate «Minsk» raise questions about the conditions of survival of local workers at other enterprises, in other fields of labour and regions of the occupied territory of Belarus.

Issues of incorporation of the term "document" into Russian legal acts of the XVIII – first half of the XIX century are disclosed. On the basis of the analysis of the primary sources it was made an attempt to reconstruct the process of forming legal concepts about the document in the Russian legal tradition. The beginnings of the first conceptions of the document as an independent form of judicial evidence in Russia at the beginning of the XVIII century are considered. The procedure of forming the legal properties of the document as a type of judicial evidence through the institutionalization of written communications in the judicial sphere is shown. It was revealed that the process of the formation of legal imaginations about the document took place during the institutionalization of written communications, which included protection from service falsehoods, normative regulation of the processes of creating a document and its movement throughout the life cycle, as well as the regulation of the document form. The importance of forming views on the examination of the authenticity of the document and its priority as judicial evidence is emphasized, the role of the translation of written communications in the legal sphere under the control of the state in this process is substantiated. It was established that by the middle of the nineteenth century the document in the civil law was considered to be a type of written record, the trust to which was ensured at the institutional level, what allowed to use the document in civil litigation as an indisputable evidence, which had the advantage above religious oath and testimony. Precisely in the legal context the document begins to be used in the sphere of clerical work.

The article deals with the study of a widely used tool for preventing corruption in law- making – anti-corruption expertise of regulatory documents and draft regulatory legal acts. The paper provides an overview of the research conducted by the institution of anti-corruption expertise to shape the general scope of issues considered by scientists and practitioners.The problems arising during anti-corruption expertise are considered on the example of one of the subjects of anti-corruption expertise - prosecution agencies, and possible ways to solve them are proposed. The results of an opinion poll of procuracy officers and accredited independent experts, implemented by the author while working on the dissertation research in 2019-2020, are presented to substantiate the conclusions. Since the institution of independent anti-corruption expertise is not fully functioning in Russia at present due to gaps in legislative wording, this article, taking into account views of the both groups of experts, has attempted to offer a solution to the problems of prosecutor's anti-corruption expertise, linking them with the solution of the problems of independent anti-corruption expertise. ; Статья посвящена исследованию широко используемого средства профилактики коррупции в правотворческой деятельности – антикоррупционной экспертизы нормативных документов и проектов нормативных правовых актов. В работе приводится обзор исследований института антикоррупционной экспертизы, проведенных в целях формирования общего представления о рассмотренных учеными и практиками вопросах и проблемах правового института. На примере одного из субъектов антикоррупционной экспертизы – органов прокуратуры – рассмотрены возникающие в деятельности по проведению антикоррупционной экспертизы проблемы, предложены возможные пути их решения. В целях обоснования выводов приведены результаты социологического исследования – анкетирования прокурорских работников и аккредитованных независимых экспертов, реализованного автором при подготовке диссертационного исследования в 2019–2020 гг. Поскольку в настоящее время в России институт независимой антикоррупционной экспертизы в полной мере не функционирует, чему способствуют пробелы формулировок законов, в настоящей статье с учетом мнения обеих групп экспертов была предпринята попытка предложить решение проблем прокурорской антикоррупционной экспертизы, увязав их с решением проблем независимой антикоррупционной экспертизы.
