Summary: The governance at the national level has commonly been measured as poor or good governance by researchers in the area of public sector reforms. They have rarely attempted the numeric estimation of the concept but used different socioeconomic indicators as proxies. Governance is a multidimensional concept that cannot be accurately elaborated by a single indicator. In the literature there exists a gap for gauging the governance in the form of an index. The current study has attempted to ameliorate different dimensions of governance by including forty two social, political, economic, demographic and environmental indicators. These indicators are firstly merged into thirteen sub-dimensions and then into five dimensions. The dimensions have been transformed in to governance index. The trend of the index shows that governance has not only progressed very slowly but it remained desperate in the study period. The contribution of this study is to provide governance index named KU index for Pakistan in annual time series for the years 1980-81 to 2010-2011. The index explained the level of governance in different eras and is ultimately connected with public sector reforms. It can be used by researchers as an explanatory factor for various political, socioeconomic and regional strategic phenomenon. Furthermore, the criterion of estimation of governance may be adopted for other economies and comparative analysis may be done.Рeзимe: Упрaвљaњe нa нaциoнaлнoм нивoу je oбичнo oцjeњивaнo oд стрaнe истрaживaчa у oблaсти рeфoрми jaвнoг сeктoрa кao дoбрo или лoшe. Oни су риjeткo пoкушaвaли нумeричку прoцjeну кoнцeптa, вeћ су кoристили рaзличитe сoциo-eкoнoмскe пoкaзaтeљe кao приближнe вриjeднoсти. Упрaвљaњe je мултидимeнзиoнaлни кoнцeпт кojи сe нe мoжe прeцизнo oбjaснити сaмo jeдним индикaтoрoм. У литeрaтури пoстojи jaз у мjeрeњу упрaвљaњa у oблику индeксa. Tрeнутнa студиja je пoкушaлa ублaжити рaзличитe димeнзиje упрaвљaњa укључуjући чeтрдeсeт двa друштвeнa, пoлитичкa, eкoнoмскa, дeмoгрaфскa и eкoлoшкa пoкaзaтeљa. Oви пoкaзaтeљи су првo спojeни у тринaeст пoддимeнзиja и oндa у пeт димeнзиja. Димeнзиje су прeтвoрeнe у индeкс упрaвљaњa. Tрeнд индeксa пoкaзуje дa je упрaвљaњe нe сaмo нaпрeдoвaлo врлo спoрo, вeћ je билo лoшe у пoсмaтрaнoм пeриoду. Дoпринoс oвe студиje je oмoгућити индeкс упрaвљaњa пoд нaзивoм KU индeкс Пaкистaнa зa гoдишњe пeриoдe: 1980-1981. и 2010-2011. Индeкс je oбjaсниo нивoe упрaвљaњa у рaзличитим пeриoдимa, тe je пoвeзaн с рeфoрмaмa jaвнoг сeктoрa. Moжe сe кoристити oд стрaнe истрaживaчa кao oбjaшњaвajући фaктoр зa рaзнe пoлитичкe, друштвeнo-eкoнoмскe и рeгиoнaлнe стрaтeшкe фeнoмeнe. Нaдaљe, критeриjум прoцjeнe упрaвљaњa мoжe бити усвojeн зa другe eкoнoмиje и мoгу сe урaдити кoмпaрaтивнe aнaлизe.

Recent theoretical and empirical research in economic science and other social sciences has indicated a growing interest in the interdependence of social capital and public governance. The aim of the paper is to identify the basic channels and mechanisms for the contribution of social capital to the quality of public governance, based on the analysis of the interdependence of social capital and public governance. The subject of this doctoral dissertation is social capital as a determinant of the quality of public governance. Statistical methods - regression and correlation analysis - were applied to determine cause and effect relationships between the investigated phenomena. The analysis covers selected transition economies (10 Central and Eastern European countries: Hungary, Poland, Czech Republic, Slovakia, Estonia, Latvia, Lithuania, Slovenia, Bulgaria and Romania, as well as the Republic of Serbia) for the two comparative time series relating to 2010 and 2016. year. The results of correlation and regression analysis confirmed the starting hypothesis that there is a relationship of interdependence between social capital and public governance. In addition, selected theoretical and empirical research has shown the validity of hypotheses that a higher level of trust creates the conditions for the development of effective formal institutions, and that social participation influences the development of a more responsible and responsive public administration. Particular attention in this doctoral dissertation is also devoted to the analysis of the state of social capital and the performance of public governance in the Republic of Serbia. Also, the observed tendencies in the structure of public governance in the Republic of Serbia indicate the importance of combating corruption and strengthening the rule of law. The research findings in this doctoral dissertation represent a significant input to macroeconomic policy makers in transition economies and provide a basis for considering the importance of social capital and its individual components, as determinants of improving the quality of public governance.

After the economic crisis of 2008, the degree of economic and environmental impact has increased. Challenges encountered by enterprises ranges from fulfilling the legal obligations of integral prevention and pollution control to the adaptation of the environmental management system in order to successfully apply the ISO 14001 standard. Companies face problems arising from soil pollution, climate change and legislation. Companies must take into account the successful management of sustainable development and social responsibility. To date, the basic responsibility of the company is to create profits for the owners of the company. However, including "social aspects", it emphasizes the participation of other stakeholders. The subject of research in this paper focuses on realizing the situation in terms of company's readiness to fulfill legal obligations for integrated pollution prevention and the application of appropriate environmental management standards. The main objective of this paper is to indicate the opportunities that companies have in favor of effective environmental management through cost reduction and cost savings achieved through efficient waste and energy recycling initiatives. Considering the fact that waste management is inappropriate, it can cause numerous consequences for the population and the environment, work for the welfare of the public, management and employees in enterprises, academic researchers and the general public is expected. The contribution of this paper is to expand the literature in this field and to the need to implement an appropriate management concept for integrated environmental management and prevention in order to successfully manage sustainable development. ; Posle ekonomske krize 2008. godine, stepen ekonomskih i ekoloških uticaja je povećan. Izazovi sa kojima se susreću poduzeća kreću se od ispunjavanja zakonskih obaveza integralnog sprečavanja i kontrole zagađenja do prilagođavanja sistema upravlјanja zaštitom životne sredine kako bi se uspješno primijenio standard ISO 14001. Preduzeća se suočavaju sa problemima koji proizlaze iz zagađenja zemlјišta, klimatskih promena i zakonodavstva. Preduzeća moraju voditi računa o uspešnom upravlјanju sa održivim razvojem i društvenom odgovornošću. Do danas je osnovna odgovornost preduzeća stvaranje profita za vlasnike preduzeća. Međutim, uklјučujući i "socijalne aspekte" naglašava učešće drugih zainteresovanih strana (Hopkins, M. 2004). Predmet istraživanja u ovom radu fokusira se na sagledavanje stvarne situacije u smislu spremnosti preduzeća da ispune zakonske obaveze za integriranu prevenciju zagađenja i primenu odgovarajućih standarda za upravlјanje životnom sredinom. Glavni cilј ovog rada je ukazati na mogućnosti koje preduzeća imaju u korist efektivnog upravlјanja životnom sredinom kroz mogućnosti smanjenja troškova i uštede troškova postignutih kroz efikasne inicijative za reciklažu otpada i energije. S obzirom na činjenicu da je upravlјanje otpadomne prikladno, može izazvati brojne posledice na stanovništvo i životnu sredinu, očekuje se rad za dobrobit javnosti, menadžmenta i zaposlenih u preduzećima, akademskih istraživača i šire javnosti. Doprinos ovog rada sastoji se u proširenju literature u ovoj oblasti i na neophodnost primene odgovarajućeg koncepta upravlјanja za integrisano upravlјanje i sprečavanje zagađenja životne sredine kako bi se uspešno upravlјalo održivim razvojem.

Summary: Establishing of the New institutional economics as dominant institutional theoretical perspective, has contributed to the theoretical affirmation of the institution and to the recognition that institutions and institutional changes are an important part of the overall dynamics of economic reality. Therefore, the importance of defining the "new" institutional paradigm is reflected not only in the "endogenization" of the institutions as the relevant economic variables, but also in the possibilities of a broader consideration of the potential contribution of institutions to the overall macroeconomic performances. However, despite to the significant theoretical achievements in the economic recognition of the multiple institutional importances, in the observation of institutional change as a determinant of economic development, many questions remain open. For instance, it is still not known which institutions, in which specific forms required, or rather useful for economic development, or in which context. Although it is known the role that specific institutions can play in the process of the economic development, the problem is how to build such institutions. If developmental effects generally depend on the quantity and quality of institutional changes, than how to explain the fact that the establishment of the same institutional forms in the countries with approximate developmental preconditions, usually in practice does not led to the equal developmental results? This study, in form of a doctoral dissertation, is exactly driven by such issues. Therefore, as its primary goal assumes the theoretical development of the concept of institutional contributions to the development and identification of institutional criteria and mechanisms for improving economic performance. The basic assumption on which this dissertation is based implies that institutions and institutional changes are necessary, but not sufficient condition for good macroeconomic performance of the country. This additional requirement is contained precisely in the implementation of "good governance", namely the establishment of the basic principles of this concept. The research is based on an analytical basis of the theoretical framework of the New institutional economics. Starting of the known information about the nature of institutions and institutional change, as well as on the basic assumptions of institutional sustainability and efficiency, there are theoretical elaborated concept of the institutional contributions to the development. Special attention was given to comparative institutional analysis. By combining information from different comparative economics, there are studied the relationship between institutional quality and economic efficiency. An attempt was made in order to identify main channels through which institutional quality determined economic performance, and therefore which is a possible causes of institutional inefficiency. Through the analysis of several representative cases in practice, the empirical validity of the findings is further checked. Since development issues become topical, especially during the crisis, it is clear incentives to explore the institutions and mechanisms of institutional change and use this knowledge in achieving, in a greater degree, controlled development.

This article analyses the weaknesses of contemporary democratic orders which stem from the use of modern manipulation techniques employed by those who manage to win the trust for making the government in democratic elections. Contemporary democracies are under the threat of populist promises which are most often unrealistic. The combination of populism and democracy is usually a product of the powerlessness of political elites, i.e. political parties, in states to solve citizenry's most important problems – to increase the growth and development of the economic system, to introduce the rule of law, and to rehabilitate political institutions so they could rationally and efficiently function within the political system. Contemporary democracies are not equally developed, nor do they have equal chances for developing. The facts demonstrate how in many societies and states – formally oriented towards establishing a democratic governance and towards starting the democratisation of societal and political life – democracy gets misused and diminished to democratic phraseology with the help of populism, while in the institutional aspect being diminished to creating a façade of democratic institutions. It has been demonstrated that the patterns of dominance follow and are characteristic for democratic governances to a larger or smaller degree. The essence of democratic governance are politically responsible decisions, rather than mass participation in making political decisions which are not realistic, while being dangerous in terms of their consequences. Democracy means making good decisions for the benefit and good of all citizens, while hierarchy must not be challenged when it is necessary that institutions function in a rational and efficient way. Introducing equality where professionalism, competence and accountability are needed is devastating for the functioning of institutions, therefore for the functioning of democracy as well. Democracy can be tricked with the help of authorities'populism, as was the case with Nazi Germany. After Nazis took power, not all institutions of the Weimar Republic were dismantled nor challenged, nor was the Weimar Constitution changed. However – parallel to state authorities, Constitution and laws – dozens of new orders and laws were enacted, creating an illusion that nothing is changed in German state. What Nazis did was developing a new mechanism, party mechanism, parallel to the state mechanism. The two functioned next to each other. Such patterns lead to the parallelism of power and democracy, which usually led to the totalitarianisation of democracy. In contemporary states – especially those in the process of democratic transition – such parallelism shows how party leaders do not forfeit party leadership once they get elected to state offices. In that way democracies become submissive and captured by political parties, especially their leaderships and leaders. The relation of freedom and democracy has also been analysed. Experiences show that democracy is founded more successfully in places where people managed to gain their liberties, rather than in those places where democracy is yet to provide liberties to citizens. Dangers for democracy tied with the abuse of democratic conditions are being discusses in the last part of the article. Each condition necessary for the functioning of a democratic order can be simulated through manipulative ways. A special danger for contemporary democracies comes from circumstances in which those who come to power do everything so that society and state are riled by anti-political principles: indifference, fear and trepidation, and powerlessness. Anti-political principles jeopardise democratic order, and those who use them demolish democracy. Democracy is facing constant challenges and temptations for scraping democracy in the name of democracy.

The article is based on a critical review of existing literature in the field of political participation and representation of women in democratic institutions and procedures in contemporary society. Then, on the basis of relevant statistical indicators, it provides a state-of-the-art review of the participation of women in executive, legislative and judicial government in the European Union countries. The paper especially highlights the obstacles women face in the candidature for political office and when entering the political arena. It takes into account only the political factors, such as the type and structure of the electoral system, the number of parties in the parliament and their ideological differences, the number of candidates at polling stations, and the candidates' nominations for political offices, which have a crucial influence on the possibility for women to enter the political arena. Gender equality policy in the European Union in recent years has achieved significant success in the direction of larger and more equitable representation of women in all spheres of public life. However, women still do not participate in a sufficient number of institutions of governance and decision-making in economics and politics. The mere numerical, descriptive presence of women in political institutions is a necessary but not sufficient condition for the increase of their political power.

"Democracy provides an environment in which the protection of basic human rights is best guaranteed." (Our Global Neighborhood: The report of the Commission on Global Governance, New York 1998). A comparative analysis of available data on state security services of several European states and the US points to the fundamental theoretical tenets concerning the role and the functioning of these services in democratic environment. Since their beginnings, these agencies have been the chief instrument in national security protection. Historically, in various states and in different periods, the unique mission of security services - the protection of national security - has not included uniformity of content. Among other things, this is largely due to a lack of an unequivocal definition of the concept of national security and a miscellany of "perceptions" by the ruling structures of certain states. This is why security services in totalitarian regimes, in t name of protecting "national security", have violated human rights. Due to their specific role within national security systems, security services restri certain rights of certain individuals and organisations even in democratic societies. However, democratic societies are characterised by the fact that security services operate strictly within the law and that such violations are minimal. In other words, in democratic states, security services violate some civil rights in order to protect the key sections of national security, democratic society, and community rights. Food security is a major issue and constant challenge in the developingworld. Morocco has reached the target of the first MDG and, since 1990-1992, hasmaintained the prevalence of undernourishment level of 5%, but it remainsvulnerable to climate change in case of recurrence of drought and external shocks.Researches on food security in Morocco and its relationship with sustainabledevelopment are not been sufficiently developed in the direction ofproposing models of sustainable food security strategies. Then, this study aims toclarify the relationship between food security and sustainable food chain and topropose a roadmap for food security in Morocco, learnt from the visit study toSingapore as a leading country in food security. According to GFSI (Global FoodSecurity Index) of the Economist Intelligence unit, Singapore is ranked second inthe world after United States in 2015. Results outline the issues and challenges offood security at both global and national levels and highlight the strengths andweaknesses of food security in Morocco via the analysis of the Moroccan's foodsecurity balance through the GFSI (Global Food Security Index) of the EconomistIntelligence Unit. Finally, this study proposes a roadmap to ensure sustainable foodsecurity in Morocco focused on two strategic pillars: governance andorganizational pillar and technical and financial support pillar. The first pillarconcerns the establishment of a national authority in charge of coordination andimplementation of food security strategies. The second pillar includes a set ofrecommendations related to technical and financial support aspects as optimizingstorage foods, increasing agricultural productivity via agro-ecologicalintensification and sensitizing farmers in adoption of sustainable agricultureprinciples.

The European entrepreneurial undertaking, in the form of an equipped and armed merchant ship, ready to circumnavigate and conquer the Globe, created the modern world as a world with one side only: the mondialised West. To be globalised today, such a world has to be made as a new net, but now as a new multitask and multidirectional entrepreneurial feedback. Contemporary global liberal interventionism and governmental entrepreneurship are segmented today into a dangerously simplified multitask global pyramid of governance through onedirectional cascades. For a real globalisation, this process has to be twodirectional at least: from the center to the periphery - but from the periphery to the center, too. Otherwise, at the beginning of a new "centennial trend" and a "great cycle" there is the risk that the collapse of the liberal civilization of the 19th century could be repeated. Once again because of the weakness of the world system peripheries. The question how to strengthen the "anonymous" global economic, cultural and political processes of that twodirectional kind, is becoming the central global and strategic issue for today's politics and political science. It has turned out that this kind of state and its processes real global environment could be successfuly analyzed and effectively made use, of only with the complete unreduced methodical front of all the fields of political science together and even more than that. So as they could be practically surmounted only with a very complex political and economic action through the whole set of expertly managed public policies. From the historically based Croatian point of view, a possibility of integration into the world center was always in founding a world-market "niche", and never in making even a mini-empire or in controlling a mondialized or a mega- national net. Without a methodically global political science approach, also leaning on Central European and Mediterranean cultural and politological traditions, such Croatian interest will not be accomplished.
