Purpose
This study aims to identify the nature of the characteristics and the social results of partnerships established between nongovernmental organizations (NGOs) and the company.


Design/methodology/approach
This research is a qualitative collective case study. Data were collected through 12 interviews and analyzed through the content analysis technique.


Findings
The findings indicate that in the first case, the partnership is driven by the company's interest in qualifying its supplier, facing a relational identity orientation, establishing philanthropic relationships. In the second case, the search for social legitimacy is evident, in the face of a collectivist identity orientation, in which Petro establishes a relationship of a transactional nature. Thus, the differential in intersectoral collaboration lies in the interaction among company, NGO and cooperatives. The results also show that the dialogue proximity between companies and civil society have a strong relationship with social results for the local communities.


Social implications
This study reveals the need to broaden the understanding of the social results of social partnerships to local communities.


Originality/value
The nature of the relationship among state, companies, NGOs and local communities in developing countries are different from developed countries. In the first case, companies are called to assume state's role in improving quality of life and income generation.

In 1986, the Ottawa Charter alerted a new generation of health promotion practitioners to the benefits of working with the non-health sectors; including the commercial sector. Since then, the establishment of partnerships with government and non-government bodies has been advanced as a positive way of fostering policies that enhance health and well-being. The food and nutrition field has enthusiastically adopted partnerships between government, non-government and industry. In this article, we focus on the tactics employed by industry bodies to further their cause in a range of fields that are characterized by risk and contestation. We describe the nature of the alliances and interactions between commercial, scientific and government groups whose stated aim is to improve Australia's diet. Our analysis shows that these partnerships have been guided less by the ethos of the Ottawa Charter and more by the interests of the various parties: namely the food industry's need for credibility in making health claims, the financial imperatives of professional bodies and scientists whose public funding is inadequate, and government endorsement of public-private partnerships as the preferred mechanism for service delivery. The symbiotic relationship that is emerging between segments of the food industry and the nutrition professions raises questions about the independence of the dietary advice being given to consumers. We conclude by arguing for a research programme to investigate the consequences of intersectoral partnerships on the nutritional status of the population.

Arguably, partnerships emerged to address knowledge deficits inherent in other modes of coordination, in understanding between different agencies and arms of government ('silo mentality'), and between government and the people it serves. As an increasingly prevalent form of governance, there is concern about whether partnerships produce benefits that contribute to the public good. This article considers their value in producing intangible assets in the form of knowledge. Tacit, embodied knowledge enhances an individual's capacity to act. Using the concept of intangible assets, we propose a more relational approach to understanding governance that challenges the current instrumentalist thinking within the UK Labour government's modernisation agenda.

Donald Maciver - orcid:0000-0002-6173-429X orcid:0000-0002-6173-429X ; Policy internationally is supportive of intersectoral partnerships (ISPs) for promoting positive outcomes among people with complex social, psychological, and physical needs. This realist-informed study describes the development of a program theory to provide insight into enactment of effective ISPs. Interviews were completed with 18 senior staff with leadership roles in six ISPs, including voluntary, statutory, and commercial organizations, supporting people with complex health and social care needs. An iteratively developed and refined program theory, termed the "Incite" model, was developed, with collaboration with participants and an advisory group, including people with lived experience. Important contextual conditions that emerged included organizational culture, historical perspectives, policy, and social determinants of health. Mechanisms included desire for change, creating safe psychological spaces, establishing shared values, and talking about power. Outcomes included transformed world view, increased psychological safety, clarity of purpose, fluidity of relationships, and power shifting. Three phases of partnership development were also identified within the model. This study has led to a clearer, more rigorous, and systematic understanding, with recommendations for how ISPs might be developed or expanded. BACKGROUND: Activities to foster food literacy in young people are increasingly common in schools, driven both by the public health sector and by curriculum mandates from education officials in government. In Canada, both Kindergarten–Grade 12 (K-12) classroom teachers and educators from community organisations deliver food literacy education programmes in schools, often framed as partnerships working in the interests of young people. OBJECTIVE: The study examines the alignment between what both classroom teachers and community educators state are the desired outcomes for students of their food literacy education work and the topics/activities they engage in with students. DESIGN, SETTING AND METHOD: We surveyed and interviewed teachers and community educators in British Columbia, Canada, and utilised participant observation and secondary data from food literacy education network activities. RESULTS: Shared food literacy education goals and topics/activities were evident in the responses of classroom teachers and community educators. Teachers framed their food literacy education programmes around the curriculum-as-plan – in this case, the provincial curriculum known as the BC Curriculum – and then enacted a lived curriculum that students experienced in the classroom. Community educators offered programmes that were initially designed to meet their organisation's focus, but which varied in terms of how much of the BC Curriculum was addressed. CONCLUSION: Our results show broad alignment between teachers and community educators in food literacy education goals and practices; however, there is potential to increase this alignment and build stronger partnerships that support teachers in enacting the BC curriculum and meeting the needs of their students.

Intersectoral cooperation is increasingly perceived as important to regional renewal. Yet, studies of local cooperation generally show that few ties exist among actors from different sectors. However, we know little about the mechanisms behind this lack, which exists despite efforts by policy makers and, sometimes, despite the desires of upper-level managers within firms. I attempt to examine mechanisms that might explain this lack of intersectoral partnerships. To this end, I will use a study of the cluster at Plateau de Saclay (in the Paris suburbs), which was founded in response to the French government's Pôle de compétitivité policy. The paper shows that, in order to understand these mechanisms, it is necessary to examine both local arrangements and employees' work within firms. The former explains dynamics of inclusion and exclusion, while the latter sheds light on the way firm strategy is constructed. Local arrangements have made it difficult to build intersectoral partnerships. In some cases policy does succeed in making firms from different sectors cooperate, but these partnerships are difficult to maintain—a problem that results from negotiations inside large firms with conflicting economic goals and a lack of experience in measuring knowledge benefits.

Intersectoral policymaking to improve public health includes integrated health promotion (HP) intervention packages that address a variety of health behavior determinants. The involvement of different partners is assumed to be necessary to implement such integrated packages. We examined how partnership diversity was associated with the composition of intervention packages implemented in Dutch municipalities. In a longitudinal multiple-case study (2012-14), we collected questionnaire data among 31 project leaders and 152 intervention implementers in 31 (alliances of) municipalities. Package composition was assessed in terms of intervention strategies, implementation settings and targeted behavioral determinants. Partnership diversity during the adoption and implementation phases was assessed in terms of the actors and sectors, as well as private partners and citizens involved. The association between partnership diversity and package composition was examined using crosstabs. Almost all packages integrated multiple strategies, but mostly education, facilitation and case finding, in multiple, but mostly health and public settings, such as schools. The packages targeted diverse behavioral determinants, although mainly personal and social environmental factors. A variety of partners from multiple sectors was involved, during both adoption and implementation of the packages. However, partners from the health, welfare and education sectors were mostly involved. More partnership diversity, especially during implementation, was associated with more integrated intervention packages. In intersectoral policymaking, investment in diversely composed partnerships seems worthwhile for implementing integrated intervention packages. However, investments in other conditions, like framing health issues and network management, are also needed to make environmental determinants of health behavior the object of HP.

IntroductionThe importance of the determinants of health to health outcomes has long been established. Historically, data from each of these sectors has been captured in disparate, often siloed, sources. Attempts to integrate these data have faced a number of challenges including technical, legislative and interpretative barriers, creating inefficiencies and inhibiting knowledge sharing. Despite this, there have been notable successes where intersectoral data and health data have been brought together in a meaningful way. The establishment of strong partnerships, with academia, governments, privacy and legal sectors, and other bodies, across sectors has been key to this success. These partnerships ensure data are integrated, analyzed, and interpreted accurately and appropriately, while also leveraging existing investments and expertise.
Objectives and ApproachThe objective of this session is to explore the role of partnerships throughout the data integration life cycle, from initial discussions, to data integration, through to connecting research output to policy impact. Each of the presenters will discuss the successes, barriers and mitigation strategies they have experienced across different jurisdictions using real world examples.
ResultsHealth research institutes globally are increasingly able to access routinely collected intersectoral data from non-health sectors. In each institute, data are unique, complex and have been collected in a manner consistent with the needs of the sector. As health research institutes work to understand the data structures and determine the best way to link, use and interpret the information according to national and international best practice guidelines, it has become clear that it is critical to undertake this in partnership with experts from each sector, who understand how the data was collected and can guide appropriate interpretation. In addition, these partnerships have enabled the connection of policy priorities in other sectors with research done in the health sector using intersectoral data. For example, in addition to supporting government health departments, health research institutes have collaborated with other government ministries including immigration, social services, and education. This session will present real world examples from local (provincial), national and international contexts, and highlight a novel data platform, being developed to minimize barriers to data access and use across sectors and jurisdictions.
Conclusion / ImplicationsThe participants on this panel will demonstrate the importance of partnership throughout the data integration life cycle when working with intersectoral data using real world examples. Collaboration increases the value of integrated data to both health and non-health sectors, through the connection of policy priorities and support of research across the determinants of health.

The Sustainable Development Goals call for the effective governance of shared natural resources in ways that support inclusive growth, safeguard the integrity of the natural and physical environment, and promote health and well-being for all. For large-scale resource extraction projects -- e.g. in the mining sector -- environmental regulations and in particular environmental impact assessments (EIA) provide an important but insufficiently developed avenue to ensure that wider sustainable development issues, such as health, have been considered prior to the permitting of projects. In recognition of the opportunity provided in EIA to influence the extent to which health issues would be addressed in the design and delivery of mining projects, an international and intersectoral partnership, with the support of WHO and public funds from Canadian sources, engaged over a period of six years in a series of capacity development activities and knowledge translation/dissemination events aimed at influencing policy change in the extractives sector so as to include consideration of human health impacts. Early efforts significantly increased awareness of the need to include health considerations in EIAs. Coupling effective knowledge translation about health in EIA with the development of networks that fostered good intersectoral partnerships, this awareness supported the development and implementation of key pieces of legislation. These results show that intersectoral collaboration is essential, and must be supported by an effective conceptual understanding about which methods and models of impact assessment, particularly for health, lend themselves to integration within EIA. The results of our partnership demonstrate that when specific conditions are met, integrating health into the EIA system represents a promising avenue to ensure that mining activities contribute to wider sustainable development goals and objectives. ; Canadian Institutes of Health Research || WHO || Canadian International Development Agency

Member States in the UNECE/WHO European Region established the Transport, Health and Environment Pan European Programme (THE PEP) in 2002. By providing an intersectoral and intergovernmental policy framework, THE PEP promotes mobility and transport strategies that integrate environmental and health concerns. Over the years, THE PEP has led to the development of implementation mechanisms to support the work of member States. One of those mechanisms is a set of THE PEP Partnerships. THE PEP Partnerships provide a means by which member States and other stakeholders can work together in greater depth on specific issues and develop tools, methods and other resources to support policy implementation. This publication takes stock of the work done by the Partnerships and the results achieved. It provides a clear basis for discussion on their future during the Fifth High-level Meeting on Transport, Health and Environment, being held in Vienna from 22–24 October 2019.

Increasing continuity in Dutch maternity care is considered pivotal to improve safety and client-centeredness. Closer collaboration between the historically relatively autonomous professionals and organizations in maternity care is deemed conditional to reach this goal, both by maternity care professionals and policy makers. Governmental policy therefore strives for organizational and financial integration. One of the policy measures has been to stimulate interprofessional and interorganizational collaboration through local obstetric partnerships. This study aimed to gain insight into whether this policy measure supported professionals in reaching the policy aim of increasing integration in the maternity care system. We therefore conducted 73 semistructured interviews with maternity care professionals in the region Northwest Netherlands, from 2014 to 2016. Respondents expressed much willingness to intensify interprofessional and interorganizational collaboration and experienced obstetric partnerships as contributing to this. As such, stimulating integration through obstetric partnerships can be considered a suitable policy measure. However, collaborating within the partnerships simultaneously highlighted deep-rooted dividing structures (organizational, educational, legal, financial) in the maternity care system, especially at the systemic level. These were experienced to hinder collaboration, but difficult for the professionals to influence, as they lacked knowledge, skills, resources and mandate. A lack of clear and timely guidance and support from policy, counterbalancing these barriers, limited partnerships' potential to unify professionals and integrate their services.

Background: Intersectoral collaboration between government sectors such as Health and Social Development and nongovernmental organisations (NGOs) in communities is crucial for provision of psychosocial rehabilitation (PSR) for those with severe mental illness. This study aims to provide recommendations for strengthening such intersectoral collaboration in South Africa and with relevance to other low and middle income countries (LMIC), particularly African countries. Methods: Twenty-four in-depth semi-structured interviews were conducted with 16 key informants from the South African Department of Health, two key informants from the Department of Social Development, four key informants from the NGO sector and one key informant from a service user organisation at national level. Framework analysis was conducted with NVivo 10 software. Results: Challenges to intersectoral work identified were lack of communication between sectors, problems delin eating roles, and each sector's perception of lack of support from other sectors. Participant-identified strategies for addressing these challenges included improving communication between sectors, promoting leadership from all levels and formalising intersectoral relationships through appropriate written agreements; as well as ensuring that the available resources for PSR are effectively re-directed to district level. Conclusions: This study has outlined several directions for progress to address challenges for intersectoral working for PSR in South Africa. These may be of relevance to other LMIC, particularly those in Africa. Political will and a longterm view will be necessary to realise these strategies.

AbstractOn the ground, how can research initiatives unfold to make meaningful contributions to real‐world practice and real‐time policy? This article draws on a case study evaluating an innovative program to alleviate toxic stress, boost resilience, and promote social inclusion among Syrian refugee and Jordanian nonrefugee youth. I describe the kind of project design and community engagement that animates research on stress biology and lived experiences, connecting people with humanitarian practice and policy. I highlight why and how biocultural work generates fluency in multiple forms of evidence to guide mental health interventions, reflecting on ways to anchor research in shared humanity and shared scientific purpose. I clarify what types of added value, pursued during intersectoral collaborations, help achieve plural, sustained, and inclusive contributions. This article shows how "creative relationality" can energize research‐to‐policy initiatives to bring about transformational change.
