INTRODUCTIONIn terms of mobility rights' violation, the attention of international organizations and the academic researches often turns to immigration. This is because the severe humanitarian crisis installed by the complex dynamics of migration experienced by European countries – as host countries - and countries like Syria – from where migrants flee.Despite this significant problem, another type of displacement must become part of the agenda for discussion and the scope of protection and performance of States and international human rights organizations. The social and economic vulnerability of millions of internally displaced persons (IDPs) around the world that live like hostages in their own country, forced to leave their homes and even their cities by the actions of armed groups, reveals itself as subject little known considering that studies in national and foreign doctrine are rare about it.In this research, the vague international protection becomes relevant factor due to the IDPs' categorization as "refugee like situation" and the inertia of the States in the enforcement of minimum social rights to these people, particularly regarding the protection of social right to housing. Unable to confront and put an end to the armed conflict, the States fail for being omitted in human rights' violation and for the absence of public policies to IDPs, subjecting them to severe social and economic vulnerability.The problem's extension can be explained by the displacements of people observed in Colombia, especially from the 70s, with the emergence of Colombian militias that hide on the countryside. Since then, Colombia has been leading the ranking of IDPs for more than six decades with about six million desplazados until being overtaken by Syria in 2011.The extreme vulnerability of Colombians desplazados subjects them to extreme poverty and impedes the benefit of the adequate right to housing, guaranteed at the constitutional level. In terms of fundamental rights, it can be said that there is a total violation scenario of any moral value of human beings and because of it, this study aims to contribute to the reflection and to the socio-political practice for the non-violation of IDPs fundamental rights, addressing the specific and multifaceted problem of the Colombian context, especially in the realization of the social right to housing.METHODOLOGYThe research follows the deductive method and corresponds to the bibliographic type, in which books, scientific articles and international documents, such as the United Nations reports and international treaties will be reviewed. The theme approach requires an understanding of the basic aspects of fundamental and social rights, focusing on the right to housing, the social, political and historical context of the armed conflict and its own internal displacement, the role of international humanitarian law, besides documents related to the theme and the most important principle that rules fundamental rights and guarantees: the human dignity.DISCUSSIONAccording to recent data from the Norwegian Refugee Council (2015, p. 7), by the end of 2014 the number of IDPs increased to about thirty-eight million in more than forty countries of the African, American, European and Asian continent. The report demonstrates that Syria, Colombia, Iraq, Sudan and the Democratic Republic of Congo (DRC) have the higher rates of displacement, from seven to two million people, in descending order.Oliveira (2004, p. 75) points out that there are various definitions of IDPs however these are not fully accepted by the (few) researchers due to the breadth of the term, which allows the inclusion of other groups than those displaced, and also because there is no difference between the treatment of displacement caused by violence or by natural causes. The most widely used definition, therefore, is provided by the Guiding Principles on Internal Displacement (1998) and proposed by the Special Representative of the Secretary-General of the United Nations for Internally Displaced Persons: [.] IDPs are persons or groups of persons forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of, or in order to avoid the effects of armed conflict, situations of generalized violence, human rights violations or human or natural disasters, and who have not crossed an internationally recognized border of a state.In this sense, Oliveira (2004, p. 75) teaches that the main feature of IDPs consists in the fact that they remain within the borders of their country of origin, although they leave their homes. So, because of it, these individuals do not qualify neither as refugees nor as migrants, therefore it is required a specific legal category in international law.Unlike Syria, that faces a declared and major civil war, Espinosa (2009, p. 1) affirms that Colombia is the scene of migratory crisis of IDPs since the 70s, especially due to the violent actions of guerrilla movements, like the Revolutionary Armed Forces of Colombia (FARC). Colombia, which led the ranking of internal displacement for more than six decades, accounted about six million of IDPs by the end of 2014, according to the Norwegian Refugee Council (2015, p. 14).Even being an extremely delicate issue, Viana (2009, p. 145) explains that the Colombian government only initiated measures to tackle it in the late 1990s with Law No. 387/1997, transferring to the State the responsibility on policy formulation and adoption of actions to support the population of desplazados. The first article of the law calls as desplazado every person forced - through violence - to leave his residence or usual economic activity and migrate within the national territory as consequence of internal armed conflict, geostrategic territories dispute, areas to practice extensive farming and commercial agriculture, among other reasons.In terms of national law, which appears to be a serious problem of Latin American constitutionalism, the constitutions establish extensive list of fundamental rights that States fail to ensure. That is because social rights depend on state actions to be implemented and their effectiveness is directly related not only in the social area, but also in the legal, economic, and political fields. At that point, it is worth mentioning the lesson from Alexy (2015, p. 446), in his renowned work Theory of Fundamental Rights, for whom "[.] fundamental rights are positions that are so important that the decision on guarantee them or not guarantee them not It can simply be left to the simple parliamentary majority".The right to housing is established in the Colombian Constitution of 1991, specifically in Article 51, which guarantees all nationals the right to a "dignified housing", promoted by the State through public policies aimed at ensuring the right[1].As Sarlet (2015, p. 343) asserts that the right to housing can not be confused with the right to property or the right to property and are inextricably linked to the human dignity and the minimum subsistence of the human person. In the specific case of displaced people, there is interference in the right's dual dimension, negative and positive, considering that the state fails in both the protection and the promotion of housing.Canuto (2010, p. 166-167) points out that social rights consist in means by which the human dignity is reached and, therefore, the State must constantly look for ways to make them more accessible to the entire population, especially for those who need more help. However, it is not enough to have those rights guaranteed in a minor way, but in the best possible quality that the State is able to provide.Theodoulou (1995, p. 3) explains that public policy is a complex concept that can refer to an action or omission of government designed to serve a politically defined purpose usually involving social problems. According to the same author, to outline public policy is necessary to understand the interaction of many formal and informal actors involved in the political context.In this sense, Canuto (2010, p. 187) adds that the evaluation and analysis of the progress of public policies is a way to avoid that social programs be forgotten and that public resources have proper destination. For this author, public policies consist in instruments of social justice that enable the population, especially an excluded and often overlooked part, to have the benefit of their fundamental rights.According to Oliveira (2004, p. 75), the armed conflict that has been ruined Colombia for years is considered one of the major causes of forced displacement in the country, causing disastrous consequences especially for the rural population, that suffers physical and psychological violence. In order to avoid more damages, many families choose to leave their homes, towns and cities searching for a place to live with a minimum of peace, but the reality faced by them consists in deep abandonment and misery due to the absence of an efficient care system by the Colombian government.Ultimately, Celis (2009) argues that state and society in cooperation have an ethical duty to seek social solutions to the problem of desplazados, which corresponds to one of the most vulnerable sectors of the Colombian population. This will only be possible when public policies applied to these people's needs, as appropriate instrument to achieve the positive rights by the state, especially the right to housing. CONCLUSIONSAll around the world, millions of people face war and its consequences in their lives. In Colombia, a lasting internal battle rebounds in the protection of human rights, especially in the right to housing, considering that lots of people leave their homes trying to save their lives in pursuit of dignified conditions of living.However, a relevant percentage does not reach the dream of peace and initiates a new way of life without minimal conditions of survive within the borders of their own country. They are known as internally displaced persons (IDPs) or specifically in Colombia, as "desplazados", since Colombia led the ranking of internal displacement for decades and its judiciary system has contributed to protect these people.This problem deserves more attention from international authorities as well as the States that have populations of IDPs, taking into account that the situation itself represents a several human rights violation. In Colombia, it was identified a few initiatives to solve the problem, but apparently it demands more adequate public policies to protect the IDPs' right to housing and human dignity.In conclusion, this essay proposes the discussion towards the dimension of the internal displacement problem in Colombia and the consequent human rights violation from it. Besides, this research identifies the State's necessity to formulate consistent public policies to promote the effectiveness of human dignity, social right, especially the right to housing.

Einführung Tropische asiatische Entwicklungs- und Schwellenländer zeigten rasches städtisches Wachstum dadurch, dass Bauern einwanderten, um ein besseres Leben in der Stadt zu suchen. Dadurch ergab sich in vielen Städten ein Mangel an geeigneter Infrastruktur und an sozialen Diensten. Die städtische Müllversorgung bildet keine Ausnahme; sie wird sogar oft an das Ende der Prio-ritätenliste für städtische Aufgabenpläne gestellt, da dabei zuerst die Gesetze und Verordnun-gen formuliert und umgesetzt werden müssen. Das Problem des nicht entsorgten städtischen Mülls führt (mit Sicherheit) zu Luftverschmutzung, Krankheit und zur Verseuchung des Bo-dens und des Wassers. Diese Probleme stehen in tropischen Klimaten im Zusammenhang mit hoher Temperatur und Feuchtigkeit, mit heftigem Regen und mit häufigen Überschwemmun-gen. Stehendes Wasser und Ausschwemmung aus dem Abfall werden sehr schnell zu Brutstät-ten von Insekten, Nagern und Bakterien, und damit zu einer Gesundheitsgefahr für Arbeiter und die allgemeine Bevölkerung. Darüber hinaus kann Wasser- und Grundwasserverschmut-zung/Kontamination zu einer ernsten Umweltzerstörung führen, mit direkten Auswirkungen auf die Wasserressourcen, und auf raschen Qualitätsverlust der pflanzlichen Erzeugnisse, des Rückgrates der meisten tropischen asiatischen Länder. Müllentsorgung und die Verantwortlichkeiten Lokale Regierungen müssen die öffentliche Gesundheit ihrer lokalen Bevölkerung sicherstellen und sind deshalb für die Müllentsorgung verantwortlich. Asiatische tropische Klimate sich rasch ändernde Müllzusammensetzung machen die Müllbehandlung und –entsorgung zu einer dauernden Herausforderung der Entscheidungsträger. Vor einer Entscheidung über das ver-wendete Entsorgungssystem muss eine geeignete Abfall-Charakterisierung treten. Diese Cha-rakterisierung liefert Kenntnisse über die Abfallmenge, die Feuchte, den Heizwert und die Menge der verschiedenen Komponenten im Abfallstrom, wie z. B.: organisches Material, Plas-tik, Papier, Karton, Holz, Textilien, Gummi, Leder, Glas, Metalle, Nichtmetalle, Steine und Keramiken. Darüber hinaus ist die Herausforderung, der sich asiatische Länder gegenüber se-hen, ein Mangel an Raum und damit wird die Platzierung eine Deponie zunehmend schwierig. Die Abfallwirtschaft ist eine kostenintensive, aber trotzdem notwendige Maßnahme, um das Wohlergehen sowohl der Bevölkerung als auch für die Umwelt sicher zu stellen. Es wird ge-schätzt, dass Asien im Jahr 2025 etwa 47 Milliarden US$ aufwenden muss, um 0,5 bis 1 Kg städtischen Müll je Person und Tag abzufahren und zu behandeln, oder 5 US$ je Kopf und Jahr. In Entwicklungsländern sind unzählige Leute nicht in der Lage, diese hohen Preise für die Ab-fallentsorgung zu zahlen. Deshalb liegt es in der Verantwortung der Regierung, die Abfallent-sorgung zu betreiben und zu finanzieren, um die Bevölkerung, die Gemeinde und die Umwelt zu schützen. Tropische asiatische Städte müssen jetzt bezahlbare und nachhaltige Verfahren für die Entsorgung ihrer zunehmenden Menge täglichen Abfalls benennen, wobei gleichzeitig auf minimale Umweltbelastung, auf soziale Akzeptanz und auf minimale Landverbrauch zu achten ist. Eine leicht anwendbare Entscheidungshilfe zur Wahl des geeignetesten Abfallbehandlungs-system der Gemeinde wäre deshalb sehr nützlich. Proposition Der Zweck dieser Dissertation war die Entwicklung eines nutzerfreundlichen Instrumentariums für das Verwaltungs- und Regierungspersonal in tropischen Entwicklungs- und Schwellenlän-der. 1. Diese Vorgehensweise basiert auf einem Netzwerk, das eine Liste ausgewählter entschei-dungsrelevanter Tatsachen in Betracht zieht, die nötig sind, um eine informierte Entschei-dung machen zu können. Das entscheidungshelfende Verfahren muss von Entscheidungs-trägern bei einer vorläufigen Feststellung des Abfallentsorgungs- und -behandlungssystems für ihre Gemeinde benutzt werden. 2. Tropische asiatische Städte müssen eine Reihe von Faktoren berücksichtigen, wenn sie über ihren Abfallwirtschaftsplan entscheiden. Dazu gehören die immerwechselnde Menge und Zusammensetzung des Abfalls infolge der zunehmenden Bevölkerungszahl und des Ein-kommens je Kopf, der hohe Feuchtigkeitsgrad, Verbrennungswärme-Werte und die oft be-grenzten finanziellen Möglichkeiten. 3. Ferner sind gesetzliche, politische, verwaltungstechnische, soziale, finanzielle, ökonomi-sche und technische Faktoren bestimmend. 4. Die Verwaltung muss dabei die Wichtigkeit jedes Teilschrittes der Abfallwirtschaft im Au-ge behalten, also Abfallerzeugung, Sammlung, Transport, Abfallcharakterisierung, Entsor-gung und Behandlung. 5. Die Rolle der lokalen Gemeinden in der Entscheidungsfindung ist nicht hoch genug einzu-schätzen; deshalb müssen Mitglieder der Gemeinde aktiv am Schutz der Umwelt und an der Verhinderung ihrer Zerstörung mitwirken. Mehrere Entscheidungshilfsverfahren für ver-schiedene Anwendungen wurden entwickelt. Jedoch zieht die Mehrzahl von ihnen nicht notwendigerweise eine öffentliche Teilnahme in Betracht, und sie sind auch nicht benutzer-freundlich. 6. Um die Komplexität der Probleme besser zu verstehen, die bei tropischen asiatischen Städ-ten auftreten, wurde die Innenstadt von Bangkok, Thailands größte Stadt und Hauptstadt, als repräsentativer Fall ausgewählt, für die Entsorgung der 9000 t Müll der täglich produ-ziert wird. Thailands Klima ist, besonders während der jährlichen Monsunzeit, heiß und feucht mit einer mittleren Temperatur von 28,4°C und einer Feuchtigkeit zwischen 70 und 100%. Die Gesetze und Verordnungen zeigen sehr deutlich an, wie wichtig die Behandlung des städtischen Abfalls genommen wird. Zahlreiche Interviews, verbunden mit der Durch-sicht von Dokumenten, Berichten und Ortsbesichtigungen ergaben Kenntnisse der zahlrei-chen Entscheidungsmaßnahmen, denen sich die städtischen Entscheidungsträger einer tro-pischen Stadt gegenüber sehen. Die Durchsicht und die Analyse der Entscheidungsmaß-nahmen in Bangkoks Abfallentsorgungsstrategien zeigten, wie das Entscheiden als Werk-zeug in verschiedenen asiatischen tropischen Städten benutzt werden kann. 7. Ein Entscheidungsrahmen wurde erstellt auf der Grundlage von Literatur-Recherchen und persönliche Erfahrungen, und anhand der in der Stadt Bangkok gesammelte Daten über-prüft. Die Entscheidungspunkte im Netzwerk umfassen eine allgemeine Beschreibung der Stadt, ihre klimatischen und hydrogeologischen Bedingungen, die Menge und Art des er-zeugten Mülls, einen Überblick über die bestehenden Anlagen und die existierenden Pro-gramme, öffentliche Aufmerksamkeit zu gewinnen, den sozioökonomischen Aspekt eines Abfallbehandlungssystems und die öffentliche Teilnahme. Es berücksichtigt ferner Ge-sundheits- und Sicherheitsüberlegungen im Zusammenhang mit Abfallentsorgungsmög-lichkeiten und ihrer Kosten. 8. Das Entscheidungsinstrumentarium hat als Ziel, ein geeignetes Abfallbehandlungssystem zu ermöglichen, das als Grundlage soziale, klimatische und technische Informationen be-nutzt. Ihre Einfachheit erlaubt einem Verwaltungspersonal, das wenig Erfahrung mit Ab-fallwirtschaft und Computerwissen besitzt, verschiedene Optionen zu analysieren und Sze-narien auszutesten. Des weiteren werden verschiedene Möglichkeiten überprüft, und es wird versucht, die Optionen in die Abfallwirtschaft zu integrieren. 9. Das Instrumentarium beinhaltet über ein Hundert geschlossene Fragen, die auf das Analy-sieren der Bedürfnisse und der gegenwärtigen Situation der Abfallwirtschaft einer be-stimmten Gesellschaft ausgerichtet sind und die es ermöglichen, ein geeignetes Abfallwirt-schaftssystem für die entsprechende Gesellschaft zu wählen. Diese Fragen hatten als Grundlage die Rahmen und Eckpunkte des Entscheidungsinstrumentariums. Dieses Instru-mentarium ist selbsterklärend, und gleichzeitig bietet es Flexibilität bei der Entscheidung, um wie viel Prozent des Abfalls wieder verwertet wird, kompostiert oder behandelt durch irgend eine von den sechs Behandlungsoptionen; Kompostierung, Vergärung, nicht-Verbrennungssysteme, Verbrennung, Deponierung und Energiegewinnung. 10. Die Ziele eines integrierten Abfallwirtschaftssystems können vom Benutzer geändert und modifiziert werden. Dies ermöglicht die Überprüfung verschiedener Szenarien und die Auswahl des geeignetesten Abfallbehandlungssystems. Das System kann sehr einfach sein und nur ein Behandlungssystem beinhalten oder mit einer Auswahl mehrere Behandlungs-systeme sehr kompliziert sein. In einigen Ländern ist es Vorschrift mehrere Systeme anzu-wenden. Integrierte Abfallwirtschaftssysteme, die mindestens zwei oder drei Abfallbe-handlungssysteme beinhalten, sind deshalb gefragt. 11. Die Ziele der Gesellschaft sind ausschlaggebend und sind die Schlüsselfaktoren für den Entscheidungsprozess. Die Menge der wiederverwertbaren Materialien, die Brauchbarkeit des Komposts, die Interesse an Vergärung, die Möglichkeit einer Verbrennungsanlage, das Verstehen eines nicht-Verbrennungssystems und die Verfügbarkeit von Land für Deponien, die Notwendigkeit für Elektrizität sind einige Schlüsselfaktoren die überlegt werden müs-sen. Integrierte Abfallwirtschaft ist wahrscheinlich die vernünftigste Vorgehensweise. Dies ermöglicht Flexibilität bei Abfallwirtschaftstechniken und ergänzt sie gegenseitig. 12. Öffentliche Verwaltungen können DMT als eine erste Bewertung der geeignetesten Tech-nologie benutzen. Des weiteren gibt DMT dem Verwaltungspersonal Flexibilität in ihrer Wahl bezüglich der Menge an wiederverwertbarem Abfall unter der Anwendung verschie-denen Technologien, welches eine gut konstruiertes und gut integriertes Abfallbehand-lungssystem für die Gesellschaft darstellt. Fazit Das Fazit ist: die Abfallwirtschaft in einem tropischen Schwellenland ist mit bestimmten Her-ausforderungen verbunden, die behandelt werden müssen. Ökonomische, technische und sozi-ale Kriterien müssen in Betracht gezogen werden bei der Wahl geeigneter städtischer Abfall-wirtschaftsysteme. Begrenzte finanzielle Möglichkeiten, Mangel an öffentlichem Bewusstsein und ein schwaches Wirtschaftssystem sind manchmal verantwortlich für die Wahl eines schlechtes Abfallbehandlungssystems, mit kurzsichtigen und über die Jahren teuren Entschei-dungen statt langfristigen und vernünftigeren Entscheidungen. Wetterbedingungen und die Knappheit an Land in Stadtnähe sind besondere Herausforderungen. Das Entscheidungsinstru-mentarium DMT macht die Identifizierung von Schlüsselfragen nötig für die Formulierung eines nachhaltigen Abfallwirtschaftskonzepts und für die Wahl eines technisch-, ökonomisch- und sozial-akzeptierbaren Abfallwirtschaftssystems, das besonders geeignet ist für tropische Klimate. Die Ergebnisse der DMT-Daten-Analyse bietet eine faire Auswertung für ein adäquates integ-riertes Abfallbehandlungssystems. Wenn einmal ein System identifiziert wurde, werden weitere Studien bezüglich Umsetzbarkeit und Anwendbarkeit nötig sein. Jedoch wird die Notwendig-keit, ausführliche Studien am multiplen Szenarien durchzuführen, minimiert, was erhebliche Ersparnisse für die Stadtverwaltung bedeutet. Eine Feasibility-Study und ein Masterplan haben zu folgen, um die standortspezifischen und Finanzierungsfragen zu klären sowie die Auswahl der spezifischen Anlagentechnik zu definieren. ; Abstract Developing and emerging tropical Asian countries have encountered fast urban development due to the migration of farmers seeking a better life in the city. This resulted in a lack of appro-priate infrastructure and inappropriate social services in many cities. Municipal solid waste management is no exception and is in fact often placed at the bottom of the list of priorities for the cities' appropriate urban management plans since laws and regulations must first be for-mulated and implemented. The problem of unmanaged municipal solid waste certainly leads to air pollution, disease, and to soil and water contamination. These problems in tropical climates are compounded with high temperature, high-level humidity, heavy rainfall and frequent flooding. Stagnant water and leachate from waste quickly become the breeding grounds of in-sects, rodents and bacteria, thus creating a health hazard for workers and local populations. Moreover, water and groundwater contamination may lead to serious environmental degrada-tion with direct impacts on water supplies, and in the fast degradation of agricultural products, the backbone of most tropical Asian countries. Many cities still allow or tolerate dumping of waste in uncontrolled sites, and open burning that disperses particulates that most likely contain dioxins and furans. Even with increasingly scarce land availability within or in proximity of the cities, sanitary landfill is still the most often cho-sen disposal method around Asia because of its lower cost when compared to modern treatment systems. Yet, most of these landfill sites do not have proper lining, daily covering, methane recovery devices, leachate control systems, nor do they have long-term closure and monitoring plans, which implies short and long-term hazards. Some municipalities opted for incineration, which usually entails high operation and maintenance costs because of the need for supple-mental fuel and often-inappropriate running conditions. Although tropical conditions appear to favor certain disposal systems such as composting, appropriate technology needs to be identi-fied in order to reduce operation and maintenance costs while ensuring good quality outputs; compost plants have often been closed because of poor quality products due to the high content of plastic and glass particulates in the finished product. Tropical Asian cities are now required to identify affordable and sustainable solutions for the management of their increasing amount of waste generated daily, while ensuring minimal environmental impact, social acceptance and minimal land use. The purpose of this dissertation was to develop a user-friendly decision-making tool for public administrators and government officials in tropical Asian developing and emerging cities. This tool was developed based on a list of selected decision-making issues necessary in making an informed decision. The decision-making tool is to be used by decision-makers in making a pre-liminary assessment of a most appropriate waste management and treatment system for their municipality. Tropical Asian cities must consider a number of issues when deciding on their waste management plan such as the continuously changing quantum and composition of waste associated with the increasing population and income per capita, the high humidity levels, and the often-limited financial resources. Other determinant factors include legal, political, institu-tional, social and technical issues. Furthermore, administrators must realize the importance of each stage involved in waste management, which includes waste generation, collection, trans-port, waste characteristics, disposal and treatment. To better understand the complexity of the issues involved in tropical Asian municipalities, the city of Bangkok, Thailand's largest city and capital, was selected as a case study for the management of its 9,000 tonnes of waste gen-erated daily. Numerous interviews, meetings along with the review of documents, reports and site visits offered an inside view of the tropical city's various decision-making issues towards its waste management plan, and examine specific problems encountered by the city's decision-makers. The review and analysis of the decision-making issues involved in Bangkok's waste management plan showed how the decision-making tool can be used in various Asian tropical cities. In conclusion, waste management in an emerging tropical country involves specific challenges that need to be addressed. Economical, technical and social criteria need to be fully understood as to capacitate government officials in the selection of the most appropriate urban waste man-agement system. Limited budgets, lack of public awareness and poor systems' management often cloud decision-makers in choosing what appears to be the best solution in the short term, but more costly over the years. Weather conditions and scarcity of land in proximity of the city make waste management especially challenging. The decision-making framework offers a tool to decision-makers, as to facilitate the understanding and identification of key issues necessary in the formulation of a sustainable urban waste management plan and in the selection of a tech-nically, economically and socially acceptable integrated MSW management system. A detailed feasibility study and master plan will follow the preliminary study as to define the plant´s specifications, its location and its financing.

Die städtische Müllversorgung bildet keine Ausnahme; sie wird sogar oft an das Ende der Prio-ritätenliste für städtische Aufgabenpläne gestellt, da dabei zuerst die Gesetze und Verordnun-gen formuliert und umgesetzt werden müssen. Das Problem des nicht entsorgten städtischen Mülls führt (mit Sicherheit) zu Luftverschmutzung, Krankheit und zur Verseuchung des Bo-dens und des Wassers. Diese Probleme stehen in tropischen Klimaten im Zusammenhang mit hoher Temperatur und Feuchtigkeit, mit heftigem Regen und mit häufigen Überschwemmun-gen. Stehendes Wasser und Ausschwemmung aus dem Abfall werden sehr schnell zu Brutstät-ten von Insekten, Nagern und Bakterien, und damit zu einer Gesundheitsgefahr für Arbeiter und die allgemeine Bevölkerung. Darüber hinaus kann Wasser- und Grundwasserverschmut-zung/Kontamination zu einer ernsten Umweltzerstörung führen, mit direkten Auswirkungen auf die Wasserressourcen, und auf raschen Qualitätsverlust der pflanzlichen Erzeugnisse, des Rückgrates der meisten tropischen asiatischen Länder. Müllentsorgung und die Verantwortlichkeiten Lokale Regierungen müssen die öffentliche Gesundheit ihrer lokalen Bevölkerung sicherstellen und sind deshalb für die Müllentsorgung verantwortlich. Asiatische tropische Klimate sich rasch ändernde Müllzusammensetzung machen die Müllbehandlung und –entsorgung zu einer dauernden Herausforderung der Entscheidungsträger. Vor einer Entscheidung über das ver-wendete Entsorgungssystem muss eine geeignete Abfall-Charakterisierung treten. Diese Cha-rakterisierung liefert Kenntnisse über die Abfallmenge, die Feuchte, den Heizwert und die Menge der verschiedenen Komponenten im Abfallstrom, wie z. B.: organisches Material, Plas-tik, Papier, Karton, Holz, Textilien, Gummi, Leder, Glas, Metalle, Nichtmetalle, Steine und Keramiken. Darüber hinaus ist die Herausforderung, der sich asiatische Länder gegenüber se-hen, ein Mangel an Raum und damit wird die Platzierung eine Deponie zunehmend schwierig. Die Abfallwirtschaft ist eine kostenintensive, aber trotzdem notwendige Maßnahme, um das Wohlergehen sowohl der Bevölkerung als auch für die Umwelt sicher zu stellen. Es wird ge-schätzt, dass Asien im Jahr 2025 etwa 47 Milliarden US$ aufwenden muss, um 0,5 bis 1 Kg städtischen Müll je Person und Tag abzufahren und zu behandeln, oder 5 US$ je Kopf und Jahr. In Entwicklungsländern sind unzählige Leute nicht in der Lage, diese hohen Preise für die Ab-fallentsorgung zu zahlen. Deshalb liegt es in der Verantwortung der Regierung, die Abfallent-sorgung zu betreiben und zu finanzieren, um die Bevölkerung, die Gemeinde und die Umwelt zu schützen. Tropische asiatische Städte müssen jetzt bezahlbare und nachhaltige Verfahren für die Entsorgung ihrer zunehmenden Menge täglichen Abfalls benennen, wobei gleichzeitig auf minimale Umweltbelastung, auf soziale Akzeptanz und auf minimale Landverbrauch zu achten ist. Eine leicht anwendbare Entscheidungshilfe zur Wahl des geeignetesten Abfallbehandlungs-system der Gemeinde wäre deshalb sehr nützlich. Proposition Der Zweck dieser Dissertation war die Entwicklung eines nutzerfreundlichen Instrumentariums für das Verwaltungs- und Regierungspersonal in tropischen Entwicklungs- und Schwellenlän-der. 1. Diese Vorgehensweise basiert auf einem Netzwerk, das eine Liste ausgewählter entschei-dungsrelevanter Tatsachen in Betracht zieht, die nötig sind, um eine informierte Entschei-dung machen zu können. Das entscheidungshelfende Verfahren muss von Entscheidungs-trägern bei einer vorläufigen Feststellung des Abfallentsorgungs- und -behandlungssystems für ihre Gemeinde benutzt werden. 2. Tropische asiatische Städte müssen eine Reihe von Faktoren berücksichtigen, wenn sie über ihren Abfallwirtschaftsplan entscheiden. Dazu gehören die immerwechselnde Menge und Zusammensetzung des Abfalls infolge der zunehmenden Bevölkerungszahl und des Ein-kommens je Kopf, der hohe Feuchtigkeitsgrad, Verbrennungswärme-Werte und die oft be-grenzten finanziellen Möglichkeiten. 3. Ferner sind gesetzliche, politische, verwaltungstechnische, soziale, finanzielle, ökonomi-sche und technische Faktoren bestimmend. 4. Die Verwaltung muss dabei die Wichtigkeit jedes Teilschrittes der Abfallwirtschaft im Au-ge behalten, also Abfallerzeugung, Sammlung, Transport, Abfallcharakterisierung, Entsor-gung und Behandlung. 5. Die Rolle der lokalen Gemeinden in der Entscheidungsfindung ist nicht hoch genug einzu-schätzen; deshalb müssen Mitglieder der Gemeinde aktiv am Schutz der Umwelt und an der Verhinderung ihrer Zerstörung mitwirken. Mehrere Entscheidungshilfsverfahren für ver-schiedene Anwendungen wurden entwickelt. Jedoch zieht die Mehrzahl von ihnen nicht notwendigerweise eine öffentliche Teilnahme in Betracht, und sie sind auch nicht benutzer-freundlich. 6. Um die Komplexität der Probleme besser zu verstehen, die bei tropischen asiatischen Städ-ten auftreten, wurde die Innenstadt von Bangkok, Thailands größte Stadt und Hauptstadt, als repräsentativer Fall ausgewählt, für die Entsorgung der 9000 t Müll der täglich produ-ziert wird. Thailands Klima ist, besonders während der jährlichen Monsunzeit, heiß und feucht mit einer mittleren Temperatur von 28,4°C und einer Feuchtigkeit zwischen 70 und 100%. Die Gesetze und Verordnungen zeigen sehr deutlich an, wie wichtig die Behandlung des städtischen Abfalls genommen wird. Zahlreiche Interviews, verbunden mit der Durch-sicht von Dokumenten, Berichten und Ortsbesichtigungen ergaben Kenntnisse der zahlrei-chen Entscheidungsmaßnahmen, denen sich die städtischen Entscheidungsträger einer tro-pischen Stadt gegenüber sehen. Die Durchsicht und die Analyse der Entscheidungsmaß-nahmen in Bangkoks Abfallentsorgungsstrategien zeigten, wie das Entscheiden als Werk-zeug in verschiedenen asiatischen tropischen Städten benutzt werden kann. 7. Ein Entscheidungsrahmen wurde erstellt auf der Grundlage von Literatur-Recherchen und persönliche Erfahrungen, und anhand der in der Stadt Bangkok gesammelte Daten über-prüft. Die Entscheidungspunkte im Netzwerk umfassen eine allgemeine Beschreibung der Stadt, ihre klimatischen und hydrogeologischen Bedingungen, die Menge und Art des er-zeugten Mülls, einen Überblick über die bestehenden Anlagen und die existierenden Pro-gramme, öffentliche Aufmerksamkeit zu gewinnen, den sozioökonomischen Aspekt eines Abfallbehandlungssystems und die öffentliche Teilnahme. Es berücksichtigt ferner Ge-sundheits- und Sicherheitsüberlegungen im Zusammenhang mit Abfallentsorgungsmög-lichkeiten und ihrer Kosten. 8. Das Entscheidungsinstrumentarium hat als Ziel, ein geeignetes Abfallbehandlungssystem zu ermöglichen, das als Grundlage soziale, klimatische und technische Informationen be-nutzt. Ihre Einfachheit erlaubt einem Verwaltungspersonal, das wenig Erfahrung mit Ab-fallwirtschaft und Computerwissen besitzt, verschiedene Optionen zu analysieren und Sze-narien auszutesten. Des weiteren werden verschiedene Möglichkeiten überprüft, und es wird versucht, die Optionen in die Abfallwirtschaft zu integrieren. 9. Das Instrumentarium beinhaltet über ein Hundert geschlossene Fragen, die auf das Analy-sieren der Bedürfnisse und der gegenwärtigen Situation der Abfallwirtschaft einer be-stimmten Gesellschaft ausgerichtet sind und die es ermöglichen, ein geeignetes Abfallwirt-schaftssystem für die entsprechende Gesellschaft zu wählen. Diese Fragen hatten als Grundlage die Rahmen und Eckpunkte des Entscheidungsinstrumentariums. Dieses Instru-mentarium ist selbsterklärend, und gleichzeitig bietet es Flexibilität bei der Entscheidung, um wie viel Prozent des Abfalls wieder verwertet wird, kompostiert oder behandelt durch irgend eine von den sechs Behandlungsoptionen; Kompostierung, Vergärung, nicht-Verbrennungssysteme, Verbrennung, Deponierung und Energiegewinnung. 10. Die Ziele eines integrierten Abfallwirtschaftssystems können vom Benutzer geändert und modifiziert werden. Dies ermöglicht die Überprüfung verschiedener Szenarien und die Auswahl des geeignetesten Abfallbehandlungssystems. Das System kann sehr einfach sein und nur ein Behandlungssystem beinhalten oder mit einer Auswahl mehrere Behandlungs-systeme sehr kompliziert sein. In einigen Ländern ist es Vorschrift mehrere Systeme anzu-wenden. Integrierte Abfallwirtschaftssysteme, die mindestens zwei oder drei Abfallbe-handlungssysteme beinhalten, sind deshalb gefragt. 11. Die Ziele der Gesellschaft sind ausschlaggebend und sind die Schlüsselfaktoren für den Entscheidungsprozess. Die Menge der wiederverwertbaren Materialien, die Brauchbarkeit des Komposts, die Interesse an Vergärung, die Möglichkeit einer Verbrennungsanlage, das Verstehen eines nicht-Verbrennungssystems und die Verfügbarkeit von Land für Deponien, die Notwendigkeit für Elektrizität sind einige Schlüsselfaktoren die überlegt werden müs-sen. Integrierte Abfallwirtschaft ist wahrscheinlich die vernünftigste Vorgehensweise. Dies ermöglicht Flexibilität bei Abfallwirtschaftstechniken und ergänzt sie gegenseitig. 12. Öffentliche Verwaltungen können DMT als eine erste Bewertung der geeignetesten Tech-nologie benutzen. Des weiteren gibt DMT dem Verwaltungspersonal Flexibilität in ihrer Wahl bezüglich der Menge an wiederverwertbarem Abfall unter der Anwendung verschie-denen Technologien, welches eine gut konstruiertes und gut integriertes Abfallbehand-lungssystem für die Gesellschaft darstellt. Fazit Das Fazit ist: die Abfallwirtschaft in einem tropischen Schwellenland ist mit bestimmten Her-ausforderungen verbunden, die behandelt werden müssen. Ökonomische, technische und sozi-ale Kriterien müssen in Betracht gezogen werden bei der Wahl geeigneter städtischer Abfall-wirtschaftsysteme. Begrenzte finanzielle Möglichkeiten, Mangel an öffentlichem Bewusstsein und ein schwaches Wirtschaftssystem sind manchmal verantwortlich für die Wahl eines schlechtes Abfallbehandlungssystems, mit kurzsichtigen und über die Jahren teuren Entschei-dungen statt langfristigen und vernünftigeren Entscheidungen. Wetterbedingungen und die Knappheit an Land in Stadtnähe sind besondere Herausforderungen. Das Entscheidungsinstru-mentarium DMT macht die Identifizierung von Schlüsselfragen nötig für die Formulierung eines nachhaltigen Abfallwirtschaftskonzepts und für die Wahl eines technisch-, ökonomisch- und sozial-akzeptierbaren Abfallwirtschaftssystems, das besonders geeignet ist für tropische Klimate. Die Ergebnisse der DMT-Daten-Analyse bietet eine faire Auswertung für ein adäquates integ-riertes Abfallbehandlungssystems. Wenn einmal ein System identifiziert wurde, werden weitere Studien bezüglich Umsetzbarkeit und Anwendbarkeit nötig sein. Jedoch wird die Notwendig-keit, ausführliche Studien am multiplen Szenarien durchzuführen, minimiert, was erhebliche Ersparnisse für die Stadtverwaltung bedeutet. Eine Feasibility-Study und ein Masterplan haben zu folgen, um die standortspezifischen und Finanzierungsfragen zu klären sowie die Auswahl der spezifischen Anlagentechnik zu definieren. ; Abstract Developing and emerging tropical Asian countries have encountered fast urban development due to the migration of farmers seeking a better life in the city. This resulted in a lack of appro-priate infrastructure and inappropriate social services in many cities. Municipal solid waste management is no exception and is in fact often placed at the bottom of the list of priorities for the cities' appropriate urban management plans since laws and regulations must first be for-mulated and implemented. The problem of unmanaged municipal solid waste certainly leads to air pollution, disease, and to soil and water contamination. These problems in tropical climates are compounded with high temperature, high-level humidity, heavy rainfall and frequent flooding. Stagnant water and leachate from waste quickly become the breeding grounds of in-sects, rodents and bacteria, thus creating a health hazard for workers and local populations. Moreover, water and groundwater contamination may lead to serious environmental degrada-tion with direct impacts on water supplies, and in the fast degradation of agricultural products, the backbone of most tropical Asian countries. Many cities still allow or tolerate dumping of waste in uncontrolled sites, and open burning that disperses particulates that most likely contain dioxins and furans. Even with increasingly scarce land availability within or in proximity of the cities, sanitary landfill is still the most often cho-sen disposal method around Asia because of its lower cost when compared to modern treatment systems. Yet, most of these landfill sites do not have proper lining, daily covering, methane recovery devices, leachate control systems, nor do they have long-term closure and monitoring plans, which implies short and long-term hazards. Some municipalities opted for incineration, which usually entails high operation and maintenance costs because of the need for supple-mental fuel and often-inappropriate running conditions. Although tropical conditions appear to favor certain disposal systems such as composting, appropriate technology needs to be identi-fied in order to reduce operation and maintenance costs while ensuring good quality outputs; compost plants have often been closed because of poor quality products due to the high content of plastic and glass particulates in the finished product. Tropical Asian cities are now required to identify affordable and sustainable solutions for the management of their increasing amount of waste generated daily, while ensuring minimal environmental impact, social acceptance and minimal land use. The purpose of this dissertation was to develop a user-friendly decision-making tool for public administrators and government officials in tropical Asian developing and emerging cities. This tool was developed based on a list of selected decision-making issues necessary in making an informed decision. The decision-making tool is to be used by decision-makers in making a pre-liminary assessment of a most appropriate waste management and treatment system for their municipality. Tropical Asian cities must consider a number of issues when deciding on their waste management plan such as the continuously changing quantum and composition of waste associated with the increasing population and income per capita, the high humidity levels, and the often-limited financial resources. Other determinant factors include legal, political, institu-tional, social and technical issues. Furthermore, administrators must realize the importance of each stage involved in waste management, which includes waste generation, collection, trans-port, waste characteristics, disposal and treatment. To better understand the complexity of the issues involved in tropical Asian municipalities, the city of Bangkok, Thailand's largest city and capital, was selected as a case study for the management of its 9,000 tonnes of waste gen-erated daily. Numerous interviews, meetings along with the review of documents, reports and site visits offered an inside view of the tropical city's various decision-making issues towards its waste management plan, and examine specific problems encountered by the city's decision-makers. The review and analysis of the decision-making issues involved in Bangkok's waste management plan showed how the decision-making tool can be used in various Asian tropical cities. In conclusion, waste management in an emerging tropical country involves specific challenges that need to be addressed. Economical, technical and social criteria need to be fully understood as to capacitate government officials in the selection of the most appropriate urban waste man-agement system. Limited budgets, lack of public awareness and poor systems' management often cloud decision-makers in choosing what appears to be the best solution in the short term, but more costly over the years. Weather conditions and scarcity of land in proximity of the city make waste management especially challenging. The decision-making framework offers a tool to decision-makers, as to facilitate the understanding and identification of key issues necessary in the formulation of a sustainable urban waste management plan and in the selection of a tech-nically, economically and socially acceptable integrated MSW management system. A detailed feasibility study and master plan will follow the preliminary study as to define the plant´s specifications, its location and its financing.

This Report documents the presentations given at the World's first international conference on the management value of the resource knowledge of small scale, indigenous and commercial fishers. The conference was inspired by Dr Robert (Bob) Johannes, whose 1981 Book 'Words of the Lagoon', was the first serious study in this area, and was co-hosted by the UBC Fisheries Centre, UBC First Nations House of Learning and the BC Aboriginal Fisheries Commission. Over 200 people representing 23 countries and 36 North American First Nation representatives attended. The conference sought to provide a way to 'step beyond' fishers' frustration that their knowledge is ignored and scientists' standard position that the knowledge is anecdotal, and can not easily be captured in the reports, tables and graphs they are used to. In total, 48 papers and 26 abstracts of papers were presented during the three days of the conference. These case studies and presentations included Indigenous, Artisanal, small scale and industrial marine and freshwater fisheries in tropical and temperate environments. Species range from turtles and dugongs, through temperate trawl and tropical multi-species fisheries to the aquarium trade. The conference followed themes relating to the use of fishers' ecological knowledge about fishing practices in environmental management; the relationships between fishers' expertise (knowledge) and management; methodological issues/methods for obtaining and accurately representing fishers' knowledge; the ethical issues relating to collaboration between TEK practitioners, managers, academics and industry; and the valuation of fishers' knowledge from an ecological, economic and social approach. Almost two decades after the severe acute respiratory syndrome (SARS) outbreak, the Chinese government is again confronting a mysterious illness caused by an agent similar to the SARS coronavirus. How China responds to the outbreak have implications for ASEAN states, especially in anticipation of an influx of Chinese visitors during the coming Lunar New Year holiday.

The spread of Coronavirus (COVID-19) has jolted the world economy suspending business activities and forcing millions of people to stay at home. According to estimates, COVID-19 crisis would leave 25 million unemployed in Pakistan pushing millions towards hunger and poverty. Sectors like tourism and travel, stock markets, entertainment, manufacturing etc. are the worst hit. The global economy projection is 2.9% to 2.4% while China's economic forecast has been downgraded from 6.1% to 4.9% (Organization for Economic Cooperation and Development [OECD] 2020). The world GDP growth is expected to decrease from earlier projection of 2.9% to 2.4%. European Union will be the most affected in terms of trade loss due to COVID-19 which is estimated as $ 15,597 million (United Nations Conference on Trade and Development [UNCTAD] 2020). The United States is the second most affected country with trade impact of $ 5,779 million. India also falls among top 15 affected countries with trade impact of $ 348 million. Chemicals sector, textile and apparel, automotive, electrical machinery, leather products, metals & metal products, wood products, and furniture are the sectors, which received a severe blow in India.

Ethiopia has many advantages as a destination for mining investment. These include promising geology, a well-designed fiscal regime, stable government and a growing domestic market. Additionally, it has a well-managed and successful artisanal and small scale mining sector. Under the second phase of Ethiopia's Growth and Transformation Plan, Ethiopia has the ambitious target for the mining sector to contribute 10% of GDP by 2025. Ethiopia must overcome significant challenges to achieve this target. These challenges range across simplifying the licensing regime, developing its investment promotion efforts and clarifying institutional responsibilities for social and environmental management to enhancing stakeholder engagement in the governance of the sector.

This Systematic Country Diagnostic (SCD) covers eight small Pacific island countries (PIC8): Kiribati, Marshall Islands, the Federated States of Micronesia, Palau, Samoa, Tonga, Tuvalu, and Vanuatu. The objective of the SCD is to identify the most critical constraints and opportunities facing the PIC8 to meet the global goals of ending absolute poverty and boosting shared prosperity in a sustainable manner. The report is intended to help these countries, the World Bank and other development partners establish a dialogue to focus their efforts around the key priorities and activities that have high impact and are aligned with the two goals. The regional approach of this SCD is driven by the similarity of development challenges faced by these countries and the importance of regional solutions to these challenges. The SCD also highlights that economic opportunities available to the Pacific island countries are limited. While these opportunities have been known for a long time, the experience of most of these countries in realizing these opportunities has been disappointing, reflected in the poor growth performance of the PIC8. A realistic assessment of these opportunities as well as of the measures needed to realize them is essential. In this context, deep sea mining is seen by some of the PIC8 as the next big opportunity, while at the same time many raise concerns about its possible environmental impacts. This is thus an area that would benefit from an objective assessment of risks and opportunities that could inform policy choices in the PIC8. With the liberalization of telecoms markets and investments in fiber-optic cables that connect many of the PIC8, new opportunities to overcome the tyranny of distance through a focus on knowledge products may become available and deserve a critical assessment. The Pacific Possible research program led by the World Bank Group is providing new insights into the potential of these game-changers.

Despite significant progress the world continues to bear a triple burden of malnutrition. These three burdens are related, but distinctly different, problems: energy deficiencies (hunger), micronutrient deficiencies (hidden hunger), 3 and excessive net energy intake and unhealthy diets overweight/obesity). Despite significant progress, 795 million people still are not getting the minimum dietary energy needs. The majority of these people are in Sub-Saharan Africa, in which 1 in 4 people are hungry; and in South Asia, in which 1 in 6 people are hungry. More than 2 billion people are deficient in key vitamins and minerals7 that are necessary for growth, development, and disease prevention. Globally, over 2 billion people are overweight or obese, two-thirds of whom live in developing countries. This issue clearly is not just a developed country problem. Energy and micronutrient deficiency are contributors to the 165 million children under 5 who are stunted and cannot grow to achieve their full potential. Globally, this number is equivalent to approximately 1 in 4 children under 5 years, with an even more concentrated situation in Sub-Saharan Africa and South Asia (1 in 3 children). Arguably child stunting is one of the biggest development challenges. If not addressed it will profoundly undermine our ability to end poverty and promote shared prosperity.

This report sheds light on information sources and on gaps in educational and occupational choices in Moldova by presenting findings based on original data collected in 2015. To support the government in reinforcing Moldova's career guidance and information systems for education and jobs, individual interviews and focus group discussions were conducted during the 2015 school year with secondary and tertiary students, graduates, parents, and teachers. The data address, for the first time in Moldova, issues related to how students make choices, what information they use and what they lack, and what assistance they find useful. As previously noted, one issue with career guidance in Moldova is that non‐school actors are only minimally involved in such activities. This report highlights how career guidance involves numerous actors well beyond the education system by examining the sources of information that students use and extensively reviewing international experience. The remainder of the report is organized as follows: section two describes the methodology of the study, with an overview of what factors into educational and occupational choices and the data used to assess the role of information in Moldova. Section three presents the main findings from both quantitative and qualitative data. Section four discusses the policy implications of the findings and presents examples from other countries of systematic educational information and career guidance that could be useful in designing reforms in Moldova.

Since the 1990s, most states in Europe and Central Asia (ECA) have embarked on energy sector reforms. These have included removing subsidies, which has resulted in increased end-user costs for energy. The research presented here comprises an integral part of a set of qualitative studies on poverty and social impacts of energy subsidy reforms. In particular, it examines what it means for energy subsidy reforms to be more gender sensitive. The purpose of this research is to illustrate the extent to which energy subsidy reforms in the ECA region differently impact men and women. Prior global studies on gender and energy suggest that men and women have different priorities when it comes to energy use; that the reforms may have unequal effects on their well-being; that they face different challenges in interacting with energy providers or social assistance institutions; and may have different views on and knowledge of policy reforms. The target audience for this study is development practitioners, public officials, and civil society actors involved in social sustainability and the communications aspects of energy reform policies.

This report by the Independent Evaluation Group (IEG) summarizes the experiences of and draws lessons from the country program evaluations of four natural resource-rich countries: the Plurinational State of Bolivia, Kazakhstan, Mongolia, and Zambia. It concludes that although the challenges identified in these countries are not unique, they manifest themselves with particular intensity in three closely interrelated areas that need to be defined and structured as a coherent strategy: (i) management of revenues from an exhaustible resource; (ii) growth and employment in the non-extractive sectors, and (iii) inclusive growth and reduction of poverty. Overall, looking at the four resource-rich countries in this evaluation, one does not see the World Bank Group as having a consistent framework for engagement, driven by the defining characteristics of these countries—their rich endowment with non-renewable natural resources and dependence on revenues from their exploitation. Each of the four stories evolved in a unique way that depended on how the country teams decided to react to differing country circumstances. The main challenge for the Bank Group in these countries today is how to stay relevant and competitive, as its value proposition is no longer its financial resources, but its knowledge and global experience, which may call for a more modest scope of interventions while keeping the focus on key challenges.

Understanding the dynamic interplaying between urban violence and fragility and a countries' economic potential will be key to boosting development in most African countries. As a first step to tackle this challenge, a multi-country study undertook a comparative research process, which identifies common trends across Sub-Saharan Africa in order to facilitate the identification of mechanisms through which urban fragility and violence prevention could be further integrated into the development process of African countries. Research and pilot activities were undertaken in one country of each of the three sub-regions in the continent. In all the countries included, the analytical work focused on understanding dynamics of crime and violence in selected urban areas and existing institutional (formal and informal) responses to crime and violence, so as to further the World Bank understanding on how to best address urban fragility and foster local resilience while putting the building blocks to define an urban fragility agenda in the Sub-Saharan African region. This report gives an overview of this multi-country study.

At the end of 2013, there were about 3.3 million people who remained forcibly displaced within the Great Lakes Region (GLR) of Africa. Of these, 82 percent were internally displaced persons (IDPs) and 18 percent refugees; 64 percent were under 18 years old. This Report analyzes the extent, causes, and character of this forced displacement, with particular attention to certain situations.
