In this report we aim to analyse the economic and environmental impacts of Pillar I direct payments, and to demonstrate alternative instruments that are better suited to achieve CAP objectives. The instruments—a targeted payment to land at risk of abandonment and a tax on mineral fertilisers—were selected on the basis of the Polluter Pays and Provider Gets Principles. We do this using two state‐of‐the‐art agricultural economic simulation models. The first model, CAPRI, is used to quantify the large‐scale or aggregate impacts for individual countries, the EU and the world. The other model, AgriPoliS, is used to quantify the fine‐scale or farm and field level impacts in a selection of contrasting agricultural regions, to consider the potential influence of the large spatial variability in agricultural and environmental conditions across the EU. The results show that direct payments are keeping more farms in the sector and more land in agricultural use than would otherwise be the case, and thus avoiding land abandonment, principally in marginal regions. Particularly the area of grassland is substantially higher, because it is generally less productive than arable land and hence more dependent on direct payments for keeping it in agricultural use. The magnitudes of the impacts of direct payments on land use therefore vary strongly across regions due to spatial variability in productivity: marginal regions with large areas of less productive land are heavily influenced by direct payments, while regions with large areas of relatively productive land are hardly affected, because this land would be farmed in any case. By keeping more farmers in the sector longer, direct payments are slowing structural change, which can hamper agricultural development. However the potential benefits of faster structural change vary considerably among our study regions. In relatively productive regions direct payments are hindering development, because too many farmers are staying in the sector and preventing the consolidation of land in larger farms, which would improve their competitiveness and increase farm profits. On the contrary, the mass departure of farms that is currently avoided, will not lead to the same general benefits in marginal regions. Instead of freed land being absorbed by remaining farms, large areas of relatively unproductive land are abandoned without payments. This land is unprofitable to maintain in agricultural land use, even if integrated into larger farms, because current market prices are too low to motivate farming it. Consequently direct payments pose a serious goal conflict: the avoidance of land abandonment on the one hand, which can have negative impacts on public goods, and restricting agricultural development on the other hand. Once again this goal conflict is rooted in the spatial variability of agricultural conditions in the EU. Maintaining extensively managed farmland, particularly semi‐natural pastures, is central for conservation of biodiversity and preservation of the cultural landscape. Therefore direct payments are contributing to the provisioning of these public goods, but principally in marginal areas. Further, abandonment of land can reduce its agricultural productivity due to erosion or afforestation. Thus, direct payments are contributing to food security by preserving the productive potential of land for the future, but only marginal land since relatively productive land is farmed in any case. Production of agricultural commodities is affected to a lesser degree by direct payments than land use per se. Nevertheless, food exports from the EU are higher and imports lower as a consequence of direct payments. However, the additional supply generated by direct payments also lowers output prices, which reduces the profitability of commodity production; thereby partially offsetting the additional revenues from direct payments. The higher agricultural output brought about by direct payments causes higher levels of environmentally damaging greenhouse‐gas emissions, nutrient surpluses and pesticide use. The higher greenhouse‐gas emissions for the EU are, to some extent, moderated by lower emissions in the rest of the world. Nevertheless, the net effect of direct payments is higher global emissions of greenhouse gases. The environmental impacts of higher nutrient surpluses and pesticide inputs are less conclusive, since these depend also on spatial factors, i.e., where the emissions occur. Although EU‐scale and regional emissions are higher due to direct payments, agricultural production is less intensive generally, on account of the lower output prices. Analysing the net effects of these two opposing forces requires additional biophysical modelling at relevant spatial scales, such as watersheds or landscapes, which is beyond the scope of this study. Pillar I direct payments generate a significant transfer of income to farmers and land owners who are not necessarily farmers; 40 billion euro annually. Of this transfer a substantial proportion goes to farmers in relatively productive regions and, further, to a minority of farmers that need them least. In relatively productive regions payments are not needed for continued agricultural production and preservation of farmland, but instead rather fuel higher land and rental prices, which hampers structural change. On the contrary, the need for support is greatest in marginal regions, because some form of payment to marginal land is needed to avoid its abandonment and the loss of associated public goods. Finally, the direct payments even come at the cost of lower market returns for farmers due to slower structural change (smaller and less competitive farms) and lower output prices (due to greater EU output). On the other hand the lower output prices lead to somewhat lower food prices, but at the greater cost of financing the direct payments. Our main conclusion is that Pillar I direct payments are generating serious goal conflicts due to spatial variability in conditions across the EU. On the one hand these payments are contributing to the provisioning of public goods by preserving marginal agricultural land. On the other hand they are hampering agricultural development, primarily in relatively productive regions. Payments to relatively productive land that would be farmed any way not only inflate land values (capitalisation) but also slow structural change, which are both likely to hinder agricultural development and hence the competitiveness of the EU on the global market. The direct payments also increase environmental pressure; by subsidising land use generally and the associated production, they are incapable of controlling environmentally damaging emissions, which is also in conflict with broad CAP objectives. The goal conflict arises because direct payments are universal, a payment principal that does not consider spatial variability in the EU and the associated trade‐offs in regard to development and environmental effectiveness. Our analysis considered two alternative policy instruments that have the potential to curb the identified goal conflicts associated with direct payments, by applying the Polluter Pays and Provider (of public goods) Gets Principles at appropriate spatial scales. Replacing direct payments with a payment targeted on marginal land (and associated public goods) prevents land abandonment at a lower cost, by avoiding payments to relatively productive land that is farmed in any case. This also allows surviving farms in regions with relatively productive land to compensate for lost direct payments through expansion and associated scale economies, as well as higher output prices. This instrument therefore finances the provisioning of public goods without adverse effects on development and the efficiency of agricultural production. The EU‐wide tax on mineral fertiliser demonstrates that this instrument has the potential to reduce nutrient surpluses. Since direct payments cause higher levels of polluting emissions, policy instruments targeting emissions at relevant spatial scales are needed to achieve cost‐effective abatement. Overall we find that Pillar I direct payments are not addressing the diversity of challenges facing European agriculture. In fact our quantitative analysis indicates that the potential for the current system to meet these challenges is seriously impaired by goal conflicts and spatial variability across the EU. A better policy requires that instruments are targeted on desired outcomes and designed according to sound principles, specifically the Polluter Pays and Provider Gets Principles. These principles would ensure that farmers are provided with appropriate incentives to i) generate public goods that otherwise would be underprovided; ii) mitigate environmentally damaging emissions at the lowest possible cost to society; and iii) continually strive to improve environmental performance. Such instruments are also fairer and promote a more competitive or viable agricultural sector by not obstructing structural change and hence agricultural development.

The purpose of IPBES assessments is to depict how the natural world and human societies interact with each other on a conceptual level. Habitat degradataion, eutrophication, fishing and climate change are examples of drivers of change that affect Nordic coastal habitats. Policy and governance are principal indirect drivers that both could lead to decline and deteriorations, as well as improvements and recoveries environments. Climate change will affect Nordic marine biodiversity profoundly in the future by changes in, for example, bio-chemical cycles and in the distribution of biodiversity. Such changes might lead to increased oxygen depletion in many areas, leakage of nutrients, changed thropic structures and spread of pathogens. It is therefore of paramount importance that effective governance is developed to mitigate impacts on nature's contributions to people (NCP) and to build sustainability and strategies for sustainability. Less overfishing, less euthropication, fewer pollutants and better land-use and nature protection are measures that will improve the overall resilience of Nordic coastal environments.

The current share of sub-Saharan Africa in global carbon dioxide emissions is negligible compared to major contributors like Asia, Americas, and Europe. This trend is, however, likely to change given that both economic growth and rate of urbanization in the region are projected to be robust in the future. The current study contributes to the literature by examining both the direct and the indirect impacts of quality of institution on the environment. Specifically, we investigate whether the institutional setting in the region provides some sort of a complementary role in the environment-FEG relationships. We use the panel two-step system generalized method of moments (GMM) technique to deal with the simultaneity problem. Data consists of 43 sub-Saharan African countries. The result shows that energy inefficiency compromises environmental standards. However, the quality of the institutional setting helps moderate this negative consequences; countries with good institutions show greater prospects than countries with poor institutions. On the other hand, globalization of the region and increased forest size generate positive environmental outcomes in the region. Their impacts are, however, independent of the quality of institution. Afforestation programs, promotion of other clean energy types, and investment in energy efficiency, basic city infrastructure, and regulatory and institutional structures, are desirable policies to pursue to safeguard the environment.

The research project described in this article starts out with the hypothesis that new forms of bureaucracy have arisen within public administration as a consequence New Public Management-related reforms which have swept through the West in recent decades. The main goal of these reforms is to make public administrations more business-like and therefore more effective and customer-oriented. Administrations are thereby coming more to resemble businesses and are becoming decentralized while retaining central management and control. Herein lies the danger that NPM reforms will have the effect of creating bureaucratic expansion within these administrations. This situation is paradoxical since the NPM wave builds on the very economic research which has been critical of the phenomenon of bureaucratization within public administration. Within the framework of ongoing efforts to incorporate public activity, a series of new organizational forms has been created, all with a need to justify their activities upward and outward. The bureaucratization of these secondary functions within the decentralized level of the state is the focus of the research project to be undertaken. This thesis studies political elites' beliefs about the ideal party leader. This ideal, like other human ideals, is characterized by ambivalence. The thesis explores the ambivalence expressed in party elites' leadership ideal and how it can be understood. The study draws primarily on qualitative interviews with members of the party elites in the Social Democratic Party and the Liberal Party in Sweden. Specifically, it analyzes the "life world" of the party leaders, party secretaries, group leaders in the Swedish Parliament, and election committee chairmen. Building on classical and modern research on leadership and political parties, the thesis derives an analytical tool to guide the interviews which covers six aspects of party leadership: Characteristics, Leadership style, Tasks, Freedom of action, Representation, and Status. The empirical analysis shows that the elites' party leadership ideal is ambivalent and different across the two parties. The ambiguities can be summarized as dichotomies, where the ideal leader should encompass both sides of the dichotomy. The Social Democratic Party elites' ideal is represented by two dichotomies: the leader versus the team and the party versus the government. To bridge the ambiguities, the elite resort to the idea of "anchoring". This notion resolves conflicts between the leader and the surrounding team and the party and the government. The ideal of the Liberal Party's elites includes four dichotomies: dogmatism versus pragmatism; idea versus person; appearance (outward-looking) versus action (inward-looking); and free versus constrained. Unlike the case of the Social Democratic Party, it is less evident how the Liberal Party's elites accommodate the ambiguities. However, an emphasis on accountability and maintaining a balance between existing conflicts, partially remedies the dilemma. Also, the idea of leadership within the Liberal Party is less problematic compared to the Social Democratic Party. In sum, while the Social Democrats' ideal resembles the "friendly father figure", the Liberals' ideal is portrayed by the "superficial intellectual". The findings also indicate that the way in which the parties were established, their experience of being in government, size, ideology, and position within the party system affect their beliefs about leadership ideals.

The literature highlights how climate change might challenge the definitions of wine geographical indications (GIs) in Europe. The central issue addressed in this thesis is whether European GI viticultural systems could tackle climate change via initiating adaptive institutional change processes to relax the constraints imposed by GI production standards. To do so, drawing from institutional economics theory and literature on cooperatives and collective brand, we developed a novel agent-based model (ABM) representing an abstract GI wine production system in the European Union (EU). Using illustrative data, our model allows testing different impact scenarios driven by climate change, spatial heterogeneity, and alternative institutional settings (i.e., voting mechanism). We used the model to explore individual and collective components of climate resilience and the relationship between economic agents and their environment. We compared the average output of 100 simulations for each of the 12 different climate-landscape-institution scenarios. The inclusion of endogenous institutional change led to considerable variations in all target variables, including the emergence of complex/chaotic behaviours. It enabled the system to reduce farm exits, increase profitability and collective brand value. We showed how landscape heterogeneity has a twofold role in the climate resilience of the system. It increases individual adaptability but obstructs collective adaptive capacity through institutional change. The two different voting mechanisms considered (i.e., relative and absolute majority) did not produce any discernible result. The study highlights the importance of policies oriented to strengthening investments in intangibles and facilitating GI rule amendments, especially in sectors where cooperatives predominate due to poor intangible investments capability and other issues connected to member heterogeneity.

The doctrine of the separation of powers, which under the influence of Locke became the basis of US society, has had the effect of blocking the organs of gov & dividing their pol'al power & authority. Scandinavia, despite all the centrifugal elements which exist in its geographic & econ sphere, has managed to establish an internordic collaboration both econ'ally & pol'ally. No other project of regional development, except perhaps the European Common Market, has grown so rapidly, & this resurgence is due to historical experience of the association of the Scandinavian peoples. The example of the Scandinavian countries can help in the planning of US cities & towns. The free market economy, to which East European countries are increasingly being exposed, implies that classical budgeting techniques in the form of the Faustmann approach present themselves as the tools of choice for forest investment analysis. One implication is that the choice of a proper discount rate (r) must be made as part of the basis for formulating a harvest policy. The paper discusses this choice in the light of practice as well as theory, and, using Lithuania as a case, examines the potential economic and political impact of softening the current restrictions on forest management. A review of the debate on discounting in forestry is provided. A statistical analysis of the relation between reported rs and internal rates of return (IRR) from numerous studies on forestry investments reveals a strong correlation between r and IRR. Possible explanations are provided. Analysis reveals that application of any positive r will significantly change forestry practice in Lithuania. Setting r = 3 per cent, slow growing species are to be replaced by fast growing species, and rotation periods should be substantially shortened. The standing volume of (over-) mature forests is about 160 million m3, as compared with the currently harvestable volume of about 40 million m3 according to the minimum allowable rotation age. The macroeconomic perspectives of cashing some of the mature forest for the small transition economy are discussed, taking into account the effects of externalities of forests. Consequently we suggest an alternative formulation of the normal forest. Finally, based on these considerations, a real r of 0-2 per cent is suggested for State forestry in Lithuania. A post-tax r of 2 per cent is advocated for private forestry, with potential project specific deviations downward to 0 or upward to 4 per cent. It is stressed that discount rate is viewed as one of important decision parameters and due regard should be given to non-timber forest outputs, social and institutional settings and other factors.

The induction of new English teachers is not often made the focus of language programs. In many institutions, the orientation experience receives little attention, resulting in work-related stress at the beginning of an instructor's teaching contract. Consequently, not only the quality of teaching is affected but also the teachers' motivation and perception of the program. This research article analyses the results of a case study of an innovation to a new teacher induction in a language program in the city of Cuenca, Ecuador. For this, the case study was based on two-way communication between the administration and the teaching staff through direct feedback, the consideration of language program management principles, as well as the application of a teacher survey after implementation. As a result, the innovation to the induction of new teachers seemed to reduce teachers' job-related stress during the first week of classes, thus helping to create a learning environment where the program, its teachers, and its students benefit as a whole.

Power is the key concept within political science. The majority of political scientists argue that power should be defined in behavioral terms as a relation of coercion between human agents. The traditional view confines power to human behavior & directly observable actions & reactions. Drawing on modern sociological, structuration theory, it is possible to generate a concept of structural power that goes beyond the behavioral perspective. Power is coercion, but the concept of power also refers to agents' structural capabilities. In a fundamental sense the concept of structural power directs attention to the unequal resource agents derive from their structural positions within the societal system. Moreover, structural power is intimately linked to other key notions, such as anticipated reactions & enduring relations of control. Finally, the structuralist perspective on power is highly illuminating of permanent barriers to full democratization in modern society. The European Commission expects the use of biomass for energy in the EU to increase significantly between 2010 and 2020 to meet a legally binding target to cover at least 20% of EU's total energy use from renewable sources in 2020. Our aims were to test the hypotheses that European private forest owners' attitudes towards supplying woody biomass for energy (1) can be explained by their responses to changes in prices and markets and (2) are positive so that the forest biomass share of the EU 2020 renewable energy target can be met. Based on survey data collected in 2010 from 800 private forest owners in Sweden, Germany and Portugal our results show that the respondents' attitudes towards supplying woody biomass for energy cannot be explained as direct responses to changes in prices and markets. Sweden has recently decided to ratify the European Landscape Convention (ELC). Methods for implementation have been discussed for both the ELC and related national environmental objectives. Thus, the Swedish Government decided that seven County Administrative Boards should undertake pilot studies for Regional Landscape Strategies (RLS) during 2006–2007. The RLS pilot projects aimed at a new and more effective approach for conservation and sustainable land use at regional level. Additionally, RLS should also function as a method for implementing the ELC and other environmental objectives. One specific focus of the pilot studies was on developing methods for public participation. Other important issues were to involve different administrative sectors, municipalities and regional authorities in the process, as well as attaining a good balance between conservation and profitable land use. This chapter presents some of the results from the RLS case study in Vellinge municipality, Scania (Skåne), Sweden's southernmost province. The focus of the study was on public participation in particular by equestrians and landowners. The first 'bridleway organization' of its kind in Sweden was established as a direct result of the project.
